Anyone can make a submission on the Proposed Selwyn District Plan by using one of the following options: · Complete an online submission form at www.selwyn.govt.nz/dprsubmission. · Download a PDF submission form at www.selwyn.govt.nz/districtplanreview and: - email it to dprsubmissions@selwyn.govt.nz (Subject line: Proposed Selwyn District Plan Submission) - post it to Selwyn District Council, Freepost 104 653, PO Box 90/Rolleston 7643, Attention: Proposed Selwyn District Plan Submission - deliver it to a Council service centre in Darfield, Lincoln, Leeston or Rolleston. · Pick up a hard copy submission form at Council libraries and service centres. Written submissions must be submitted on the Council submission form, or on Form 5 of the Resource Management Act 1991. Your submission must state whether you want to present your views at a Council hearing. The closing date for submissions is 5pm on Friday 11 December 2020. Guides on how to use the ePlan and make a submission can be found on our website at www.selwyn.govt.nz/districtplanreview. How to make a submission on the publicly notified Proposed Selwyn District Plan Key points · Anyone can make a submission on the Proposed District Plan, provided tha the submission does not seek to gain an advantage in trade competition. · The Proposed District Plan is in a digital format only (Proposed ePlan). · You can make a submission on any provision in the Proposed District Plan (eg objective, policy, rule, definition, or planning map zoning, overlay or other notation). · When making a submission you have to provide your personal contact details. These details wi l be made public (as required by the Resource Management Act 1991) because any further submission supporting or opposing your submission must be forwarded to you as we l as to the Council. · Only submissions lodged during the consultation period wi l be considered, so make sure you give us your feedback by 5pm Friday 4 December 2020. Why make a submission? The Proposed Selwyn District Plan includes a range of proposed rules and policies that could a fect what you or your neighbours can do on your properties or what can be done in your local community or in Selwyn district in general. By submi ting your views, you can help shape the future district you and your children wi live and work in. What should you do before you make a submission? To decide whether or no to make a submission, it’s helpful to understand wha the Proposed Selwyn District Plan involves and how it might a fect you. The Council has prepared supporting information to help you find out more abou the proposed changes. Visit www.selwyn.govt.nz/districtplanreview for more information. You might also wan to talk to Council sta f to help you understand what is being proposed and why, and how it might a fect you. You might also wan to consider meeting with other parties which may have similar concerns to you and explore the possibility of lodging a joint submission and pooling resources to obtain professional assistance. How to make a submission? Planning your submission carefu ly makes it a lot easier to write, and for the Council to understand the points you are making. To write a clear and e fective submission: · stick to the facts · te l the Council what you want – don’t leave them to guess · focus on the environmental e fects · write in clear, simple, everyday language · be specific and provide examples · if handwriting a submission, please print clearly. We encourage everyone to submi their feedback electronica ly by using our online submission form at www.selwyn.govt.nz/dprsubmission. But if that’s not possible you can make your submission by downloading and printing a submission PDF form at www.selwyn.govt.nz/districtplanreview. There are two main ways to navigate the ePlan. You can: 1. Search for a property By using the interactive ePlan, you can search for a property in three ways: Type the property address or township into search bar and press the 'enter' key. Locate the property on the map using the zoom (+/-) function. Click on the property to select it. The map wi l highligh the property boundaries. Click the symbol to ‘find my location’ on the map. The map wi l return a result based on your IP address location. On the main homepage you can search for your property, go straigh to the Proposed District Plan or view the planning map. 2. Read the entire Proposed District Plan like an eBook The structure of the ePlan is directed by the Ministry for the Environment and set out in the National Planning Standards. Click on the heading to expand or co lapse content of the ePlan. Make sure you open the ePlan in Chrome, Edge, Safari or Firefox browser. It doesn’t work in Internet Explorer. Questions?
