Law enforcement agencies around the county have made a tradition<br />

of taking area children on shopping trips at Christmas. This<br />

year, due to COVID-19, the kids aren’t in on the trips, but gifts are<br />

stilling coming their way.<br />

“We were all disappointed we couldn’t do Shop with a Cop this<br />

year. We didn’t feel like it was the right time,” said Chris Floyd,<br />

West Jefferson police chief. “Instead, we adopted three families recommended<br />

by the school district. We got shopping lists so we can<br />

do a meal and gifts for each family.”<br />

Making donations to the project were members of the police department<br />

and its auxiliaries, Main Street Deli, Fry & Associates,<br />

and several other area businesses that chose to remain anonymous.<br />

The London Police Department plans to spread Christmas cheer<br />

to the children of 12 area families. Officers will deliver the presents<br />

in a socially distanced manner. The families provided the depart-<br />

WJ Schools ratifies teachers’ union contract<br />

Staff Writer<br />

Jefferson Local Schools ratified a one-year contract on Dec. 14<br />

with its teachers’ union with no increase in the base pay index, but<br />

a jump in health insurance costs and a change in the weekly schedule<br />

at Norwood Elementary.<br />

The former one-year agreement expired in July. Superintendent<br />

William Mullett said the contract was limited to a one-year agreement<br />

primarily for financial reasons and the continued uncertainty<br />

surrounding the COVID-19 pandemic.<br />

Both sides met for the first time in-person approximately two<br />

weeks ago.<br />

“There’s really not much change,” Mullett said. “Teachers got a<br />

step increase, but the base increase was zero. However, they will<br />

get the benefit of a bump in pay if they have a step increase (based<br />

on years in service, increases in professional academic level).”<br />

According to Mullett, the district has not had an increase in<br />

health care premiums for 10 years and the board was paying 93<br />

percent of the monthly cost for the insurance.<br />

With board approval, the cost for a family plan jumps from $140<br />

a month to $210. The cost for a single plan goes from $70 to $100.<br />

“That’s untenable long-term,” said Mullett, who said while the<br />

increases are necessary, they are not going to fix the problem<br />

overnight. “The issue with health care is that it’s gone<br />

crazy.<br />

“This was a start. We hope to be able to get to the<br />

point where the board pays 80 percent and teachers pay<br />

20 percent. That’s pretty much the standard with school<br />

districts.”<br />

Another part of the new contract includes once-aweek<br />

early release at Norwood on Wednesdays after<br />

lunch, starting in January.<br />

Norwood is on an all-day in-school model because of<br />

the ability to socially distance classrooms. However, due<br />

to quarantines and isolations, more children are forced<br />

to engage in remote learning, resulting in more demand<br />

“Our Shop with a Cop started close to eight or nine<br />

years ago. One of the officers saw it as a community outreach<br />

being done in other areas. So, we decided to start<br />

it here,” said Glenn Nicol, London police chief. “We’ve<br />

kept it going, and it grows stronger every year.”<br />

In the past, the department has solicited donations<br />

of merchandise and services from area businesses to<br />

auction off to fund the Shop with a Cop program. This<br />

year, they went a different direction.<br />

“We did not feel it was appropriate to hit up the<br />

small businesses this year,” Nicol said. “Instead, we received<br />

(monetary) donations from various individuals<br />

and businesses, and the officers themselves donated<br />

over $1,000.”<br />

The <strong>Madison</strong> County Sheriff’s Association delivered<br />

gifts to 15 children in the <strong>Madison</strong>-Plains School District<br />

on Dec. 19.<br />

“We talked to the kids’ guardians and got to know<br />

the kids that way because, of course, due to COVID, we<br />

on teachers.<br />

“When we began all-day, we selected one teacher for<br />

remote learning,” reported Mullett, “but more and more<br />

kids have to be isolated. Most of our teachers are now<br />

doing both in-class and remote, and that’s a lot more<br />

work for our elementary teachers.<br />

“We’re making the change to early release one day a<br />

week to help those teachers. Nothing changes at the<br />

high school and middle school, though.”<br />

Mullett said he will make a formal announcement<br />

after the Christmas holiday about the early release<br />

schedule at Norwood Elementary and what school will<br />

look like when students return on Jan. 5.<br />

“I gave each deputy a picture of the child they were<br />

buying for and their age, grade, favorite color, likes and<br />

what they collect,” Roberts said.<br />

Tom Coughlin of Coughlin Automotive covered the<br />

cost of the gifts.<br />

“He paid for everything. I wasn’t expecting that. I<br />

had a little budget in mind, and he doubled it. He really<br />

wanted these kids to have stuff,” Roberts said.<br />

Shoe Sensation stepped up to the plate, too, with a<br />

big discount. As a result, each child is receiving a pair<br />

of tennis shoes and a pair of winter boots plus socks.<br />

The <strong>Madison</strong> County Sheriff Deputies Association donated<br />

money for gift wrap, gift bags and name tags.<br />

“Having everything done local made it more personal,”<br />

Roberts said.<br />

Fawley wins Exceptional People award<br />

The Mental Health Recovery Board of<br />

Clark, Greene & <strong>Madison</strong> Counties (MHRB)<br />

recently announced the winners of its annual<br />

Exceptional People Awards. The<br />

awards honor people who have made significant<br />

contributions to mental health and recovery<br />

in MHRB’s tri-county area.<br />

“These individuals exemplify leadership<br />

through service, as recognized by their colleagues<br />

and community members,” said Dr.<br />

Greta Mayer, CEO of MHRB. “Especially at<br />

a time when mental health and recovery<br />

services are facing higher demands than before,<br />

we are fortunate to have so many individuals<br />

in our community who go above and<br />

beyond to help others.”<br />

In <strong>Madison</strong> County, Erin Fawley, director<br />

of community health and accreditation<br />

for <strong>Madison</strong> County Public Health and<br />

chairperson for the We C.A.R.E. Coalition,<br />

received the Jon “Charlie” Alder Award for<br />

her outstanding contributions to mental<br />

health, alcohol and drug services. Fawley is<br />

credited with championing multiple lifesaving<br />

initiatives, including the <strong>Madison</strong><br />

The year <strong>2020</strong> was a year no one<br />

expected. Within the <strong>Madison</strong><br />

County Chamber of Commerce and<br />

<strong>Madison</strong> County Future Inc., we started the year full of<br />

optimism, and we spoke confidently about the strong<br />

residential, commercial, and industrial growth we anticipated<br />

here in the county. We also were excited for<br />

the opportunity to strengthen our members and community<br />

through quality programming and events.<br />

Truthfully, it seemed as though <strong>2020</strong> was going to be<br />

one the strongest years we’ve had within the past<br />

decade.<br />

While we did experience growth in <strong>2020</strong>, our community<br />

also had to be strong and come together in response<br />

to COVID-19. We saw businesses support each other<br />

and the community make a strong push to support local<br />

businesses.<br />

The Chamber of Commerce was able to support local<br />

businesses affected by COVID-19 in a variety of ways,<br />

including holding educational sessions and providing information<br />

about funds and resources. Soon after the announcement<br />

of the Payroll Protection Program, the<br />

Chamber worked with the Small Business Administration<br />

to educate the local business community on how to<br />

apply for and receive funds. In the fourth quarter, the<br />

Chamber worked with the State of Ohio to distribute information<br />

and educate small businesses about new<br />

small-business relief programs.<br />

year. While we still have to deal with the affects<br />

of COVID-19, we speak confidently about <strong>Madison</strong><br />

County continuing to grow in 2021. We also are excited<br />

about programming that will be offered in 2021. We can<br />

already share we will offer two programs for members<br />

in January:<br />

• Jan. 19 at noon—Legislative Update provided by<br />

Hicks Partners;<br />

• Jan. 27 at 2 p.m.—Columbus State Manufacturing<br />

Extension Partnership: Cybersecurity (open to all businesses).<br />

Virtual meeting details will be provided at a later<br />

date.<br />

We appreciate the support from our members and<br />

the community. We look forward to working with our<br />

members and the community to grow <strong>Madison</strong> County.<br />

MP looking at options<br />

for instruction model<br />

<strong>Madison</strong>-Plains Local Schools leaders are<br />

discussing options for the district’s return to<br />

classes in the second semester.<br />

As of the Dec. 15 school board meeting,<br />

the district had two active COVID-19 cases<br />

and 10 people in isolation due to potential<br />

exposure to the virus.<br />

COVID-19 cases in the district have decreased<br />

considerably since the switch to online<br />

classes, said Superintendent Chad<br />

Eisler. One month ago, at the school board’s<br />

last regular meeting, the district had four<br />

active cases and 80 students in isolation.<br />

If cases continue to drop, the district<br />

hopes to implement a hybrid model of education<br />

in the second semester.<br />

“We believe it’s important to get students<br />

back into our schools in whatever way possible,”<br />

Eisler said.<br />

The district is not set up to move to a hybrid<br />

model with half of the district’s students<br />

in school at a time while also<br />

complying with <strong>Madison</strong> County Public<br />

Health’s requirement for six-foot social distancing<br />

between all students and staff.<br />

The district is working to switch out tables<br />

in classrooms for desks or chairs to increase<br />

space between students, Eisler said.<br />

Additionally, the district sent a survey to<br />

all families, allowing them the choose to enroll<br />

their children in fully online classes in<br />

the second semester. The district is awaiting<br />

all responses before it determines what,<br />

if any, resources must be reallocated for the<br />

second semester.<br />

Eisler suspects the district will need to<br />

hire at least two teachers, one for the elementary<br />

school and one for the intermediate<br />

school.<br />

“We recognize that having students in<br />

the classroom, for the vast majority of students,<br />

is the best way for them to learn,” he<br />

added.<br />

The district intends to communicate a<br />

clearer plan for the second semester to district<br />

families by the end of <strong>December</strong>.<br />

Highway Patrol lauds<br />

trooper and dispatcher<br />

The West Jefferson post of the Ohio<br />

State Highway Patrol recently named<br />

Trooper Matthew A. Perez as Trooper of the<br />

Year and Matthew A. Williams as Dispatcher<br />

of the Year.<br />

Fellow officers stationed at the West Jefferson<br />

post chose Perez, 28, and Williams,<br />

32, for recognition based on their leadership<br />

abilities, professional ethics, courteous treatment<br />

of others, enthusiastic work attitude,<br />

and cooperation with supervisors, peers, and<br />

the public.<br />

Perez joined the Highway Patrol in 2017<br />

and served at the Springfield post prior to<br />

his current assignment at West Jefferson.<br />

Originally from Hilliard and a graduate of<br />

London High School, Perez attended Notre<br />

Dame College. He has received the Ace,<br />

Criminal Patrol, Safe Driving, and Health<br />

& Fitness awards.<br />

Perez resides in Hilliard with his wife,<br />

Loren, and daughter, Camila.<br />

Williams joined the Highway Patrol in<br />

2013 and has served at the West Jefferson<br />

post. He is originally from Washington<br />

Courthouse and a graduate of Washington<br />

Courthouse High School. He graduated<br />

from The Ohio State University.<br />

He has been named Dispatcher of the<br />

Year five other times—2014, 2015, 2016, 2017<br />

and 2018. He is now in contention for the<br />

<strong>2020</strong> State Dispatcher of the Year award.

person on Mondays and Tuesdays. Students in Group B will attend<br />

school in person Thursdays and Fridays. The plan applies to all<br />

grades, pre-kindergarten through 12th.<br />

To create space and allow for social distancing protocols, custodians<br />

are moving student desks, tables, chairs, and other furniture<br />

into semi-trailer storage containers at each building.<br />

At the school board’s Dec. 14 meeting, Superintendent Gary<br />

Chapman said district leaders also are exploring an alternate instruction<br />

model for students in grades K-4. The idea is to have these<br />

students attend school in-person five days a week, half of them in<br />

the morning and half of them in the afternoon. This would provide<br />

students with daily, direct contact with their teachers. The idea is<br />

still under exploration.<br />

“Our plan is to communicate any updates and/or changes regarding<br />

the status of our (return-to-school plans) no later than Wednesday,<br />

Dec. 23,” Chapman said.<br />

<strong>Madison</strong> County will be meeting with Chris<br />

Cook, the county’s health commissioner, for<br />

an update on Dec. 21.<br />

“We will continue to monitor the conditions<br />

at the state, county, and local levels,”<br />

Chapman said.<br />

As of Dec. 14, the school district had 10<br />

active COVID-19 cases and 31 individuals<br />

in quarantine. Going into Thanksgiving<br />

break, the district had 11 cases and 121 individuals<br />

in quarantine.<br />

Chapman said the district chooses which<br />

instruction pathway to follow based, in part,<br />

on the ability to maintain appropriate<br />

staffing levels.<br />

“The type of pathway engaged may be<br />

dependent upon student, teacher, and staff<br />

COVID-19 absenteeism and access to appropriately<br />

licensed substitutes,” he said.<br />

Public input<br />

During the public participation portion<br />

of the Dec. 14 meeting, several parents of<br />

students in the district commented on the<br />

district’s instructional pathways.<br />

Tyler Harriman said his son, a sixthgrader,<br />

has done well with the set schedule<br />

in full-remote mode. He said his son likes<br />

the structure, and assignments are easier<br />

to track. On the other hand, he said his<br />

daughter, a second-grader, struggles with<br />

spending so much time on the computer.<br />

“She’s a bright kid, but she’s hurt by not<br />

being in the classroom,” Harriman said.<br />

“Getting our younger ones back in the classroom<br />

really needs to be a priority.”<br />

Diana McCoy, the parent of a senior at<br />

the high school, said that remote and hybrid<br />

learning is taking a toll on students’ mental<br />

health and negatively impacting their education.<br />

She read aloud a letter her daughter<br />

wrote to the school board about this issue.<br />

In the letter, McCoy’s daughter writes<br />

about missing face-to-face interactions with<br />

her peers and her teachers. She feels distant<br />

from her friends and school community.<br />

“It’s hard to stay connected to your community<br />

over a screen,” she writes.<br />

She noted that she and many of her<br />

peers are finding it hard to focus while<br />

learning at home and are experiencing<br />

burnout. Additionally, in the current learning<br />

environment, students are being held to<br />

a different standard, she said, one that is<br />

not on par with previous years of instruction<br />

or with the standards expected in the<br />

world outside of school.<br />

After reading her daughter’s letter,<br />

McCoy thanked the staff at Jonathan Alder<br />

for the hard work they are doing in tough<br />

circumstances. She said she would love to<br />

see the district return to a traditional inperson<br />

instruction model or, if that is not an<br />

option, look into alternatives within the hybrid<br />

format, such as allowing students an<br />

additional day of in-person learning if they<br />

feel they need it.<br />

Sonia Walker, a parent of two students<br />

in the district and an attorney, urged school<br />

leaders to consult with the district’s attorneys<br />

regarding the enforceability of orders<br />

and advisories issued by the local health department.

Fully in-person classes unlikely under mandate<br />

scheduled meeting on Dec. 15.<br />

After the winter break, the district will<br />

return to school in a hybrid model. Moving<br />

to fully in-person classes is unlikely, said<br />

Dr. Lou Kramer, superintendent.<br />

A mandate from <strong>Madison</strong> County Public<br />

Health requires six-feet of social distancing<br />

between all students and staff. London’s<br />

schools have enough space to allow classes<br />

to resume in a hybrid model, with larger<br />

classes relocated to larger rooms.<br />

The district does not have the building<br />

capacity to return to fully in-person classes<br />

while the distancing mandate remains in<br />

place.<br />

“Provided the rule stays the same… we<br />

will have great difficulty moving more children<br />

into the schools and trying to move<br />

fully in-person until the mandate is relaxed,”<br />

Kramer said.<br />

The district saw slight fluctuations in the<br />

number of students opting to partake in<br />

fully online classes in the second semester.<br />

In the first semester, 23 percent of students<br />

opted for a fully online option, while in the<br />

second semester 21 percent are opting for<br />

the fully online option. The district should<br />

not have to reallocate major resources as a<br />

Bowl-a-thon planned for 2021<br />

Junior Achievement Mad River Region is<br />

holding its JA Superheroes Bowl-a-thon<br />

from Feb. 27 to March 30, 2021. Participants<br />

can bowl with their team at the kickoff<br />

on Feb. 27 or collect pledges and receive<br />

a gift certificate to bowl two games. Participants<br />

With Option 1, participants form a fiveperson<br />

snacks are planned.<br />

With Option 2, participants form a fiveperson<br />

team, collect $150 or more in pledges<br />

as a group, and receive a gift card for two<br />

games. Teams must reserve times with<br />

their alley of choice between Feb. 28 and<br />

March 31. Pledges must be turned in at either<br />

alley on Feb. 27, at which time participants<br />

can pick up goodie bags. Prizes for<br />

pledge collection are planned.<br />

‘e Prom’ a decent watch<br />

Celebrities, whether they hail from the entertainment<br />

industry, music industry, or sporting<br />

world, are often criticized for speaking out for a<br />

cause. Much of this criticism comes from socalled<br />

fans who are unhappy that their fave has<br />

an opposing view or alternative life experience. But some of it comes<br />

from non-celebrities within the cause who wonder if support from the<br />

famous is solely for positive press.<br />

Netflix’s “The Prom” tries to examine the latter phenomenon in<br />

a cheeky, less serious way, however the focus is on the star-studded<br />

aspect of the story. This directorial decision, however unconsciously<br />

made, gives off a faint whiff of self-importance in an otherwise<br />

sweet story about self-discovery and genuine activism.<br />

The film, adapted from a Tony-nominated Broadway musical,<br />

begins in a small town in Indiana at a Parent-Teacher Association<br />

meeting. The PTA chair, Mrs. Greene (Kerry Washington), has<br />

Mrs. Greene considers<br />

the idea to be an abomination and encourages<br />

the association to cancel the festivities<br />

to be “fair to all students.” When the festivities<br />

are cancelled, outrage is felt throughout<br />

the LGBTQ community, their allies, and<br />

the student body. The latter’s displeasure<br />

and anger, however, is directed at Emma<br />

(newcomer Jo Ellen Pellman) who only<br />

wants to have a nice evening with her girlfriend<br />

and fellow seniors before graduation.<br />

While this is happening in the Midwest,<br />

outrage is brewing in New York City, but this<br />

comes from a slew of Broadway actors mystified<br />

that critics don’t love their latest play,<br />

“Eleanor! The Eleanor Roosevelt Musical.”<br />

Frustrated at being called unlikeable squirming<br />

worms, former big-name stars Dee Dee<br />

Allen (Meryl Streep) and Barry Glickman<br />

(James Corden) set off to find something to<br />

“make their brand more appealing.”<br />

Despite consuming a few alcoholic beverages<br />

to get the ideas flowing, they come up<br />

with nothing to make themselves more marketable<br />

or likeable. While drowning in their<br />

sorrows, they learn from fellow struggling<br />

actors, Angie Dickinson (Nicole Kidman)<br />

and Trent Oliver (Andrew Rannells), about<br />

the goings-on in Indiana. Being a gay man,<br />

Barry emphathizes with Emma’s plight.<br />

Being considered one of the great “gay positive<br />

icons,” Dee Dee can, too, in her own<br />

way. Knowing they can make a difference<br />

using their celebrity, the pair, alongside<br />

Angie and Trent, set off for small-town Indiana<br />

to “change the minds of those bigoted<br />

monsters” and snag some positive press.<br />

Though the story largely centers around<br />

Emma and the challenges she and her closeted<br />

girlfriend, Alyssa Greene (Ariana De-<br />

Bose), face, the film’s primary focus is the<br />

well-known cast of characters played by actors<br />

Streep, Kidman, Corden and, to a lesser<br />

degree, Rannells. I have not seen the Broadway<br />

play in full—I did catch their showcase<br />

at the Macy’s Thanksgiving Day Parade<br />

that, ironically, drew heavy criticism when<br />

it featured a scene with the two female leads<br />

kissing—I do not know if that is the case in<br />

that medium, as well. But the film version<br />

feels slightly less disingenuous with its focus<br />

on them. Yes, they are the funniest parts of<br />

the musical and, yes, to its credit, it does<br />

show their characters trying to grow as fully<br />

realized narcissistic adults, but the film<br />

could have done a better job of balancing the<br />

two topically important stories.<br />

While “The Prom” is not a perfect film, it<br />

is a bright, enjoyable look at two teenage<br />

girls finding strength through their love for<br />

each other, a mess of adults trying to improve<br />

their behaviors to better themselves<br />

and the world, and a possible future where<br />

Broadway’s lights can shine again.<br />

The StoryWalk is an innovative way for<br />

children and adults to enjoy reading and<br />

the outdoors at the same time. Pages from<br />

a children’s book are displayed in cases installed<br />

along the walking path at Pastime<br />

Park. As park visitors stroll down the trail,<br />

they are directed to the next page in the<br />

story.<br />

The StoryWalk installation was made<br />

possible through grant funds secured by<br />

the Plain City Parks and Recreation Department<br />

and a donation from the Friends<br />

of the Plain City Public Library.<br />

The StoryWalk project was created by<br />

Anne Ferguson of Montpelier, Vermont,<br />

and developed in collaboration with the<br />

Kellogg-Hubbard Library. StoryWalk is a<br />

registered service mark owned by Ferguson.<br />

Pastime Park is located at 270 N. Chillicothe<br />

St., Plain City. The walking trail is<br />

located next to the playground at the main<br />

inking big at Alder<br />

Through a partnership with Amazon<br />

Web Services (AWS), Jonathan Alder Local<br />

Schools will be encouraging students and<br />

the community to “think big” starting next<br />

school year.<br />

AWS is donating $100,000 to the school<br />

district to convert a classroom at the high<br />

school into a Think Big Space. The idea is to<br />

provide students in grades K-12 with a place<br />

to stretch their imaginations, creativity, and<br />

problem-solving skills and explore career<br />

opportunities.<br />

AWS will outfit the room with resources,<br />

as well as brand and furnish it, according to<br />

Dr. Misty Swonger, Jonathan Alder assistant<br />

superintendent. The school district will<br />

provide one teacher who will receive training<br />

from AWS. The company will send mentors<br />

to the space regularly to show students<br />

how to use the type of tools and technology<br />

Amazon employees use in their jobs.<br />

“Workforce development is a big thing for<br />

(AWS),” Swonger said, noting that the company<br />

is funding Think Big Spaces in areas<br />

where they are creating jobs.<br />

AWS launched its first Think Big Space<br />

last fall at an elementary school in Virginia.<br />

The classroom at Jonathan Alder will be the<br />

company’s first Community Think Big<br />

Space. In addition to instruction for students,<br />

AWS and the school district will host<br />

Maker Days, opening the space to parents<br />

and the community at large.<br />

Swonger said the school district first<br />

learned of the Think Big Space opportunity<br />

on the morning of Dec. 14. By the end of the<br />

day, a proposal was put together and a timeline<br />

put in place.<br />

Right now, the idea is to have elementary<br />

school students make field trips to the<br />

space, then take resource kits back to their<br />

classrooms to continue learning. The focus<br />

will be technology, coding, robotics, and the<br />

like.<br />

For older students, the focus likely will<br />

be a mashup of math and career development,<br />

with resources and guidance geared<br />

toward things like quantitative reasoning,<br />

data analysis, statistics, and probability.<br />

This framework would align with the Ohio<br />

Department of Education’s proposed plan to<br />

issue new math pathways next school year<br />

that nurture workforce and career development.<br />

“Amazon will have the donation to us by<br />

<strong>December</strong> with the goal of having a grand<br />

opening next August,” Swonger said of the<br />

timeline.<br />

She noted that the project will be ongoing<br />

and always evolving. The $100,000 coming<br />

in <strong>December</strong> is just the first round of funding.<br />

Attorney General warns of vaccine-related scams<br />

State Rte. 142 southbound<br />

bridge closed until spring<br />

The State Route 142 southbound bridge over I-70 closed on Dec.<br />

11 for bridge deck replacement. Southbound traffic has been shifted<br />

to the northbound bridge over I-70, and one lane of traffic is being<br />

maintained in both directions. This traffic pattern will be in effect<br />

until spring 2021.<br />

Ohio Attorney General Dave Yost is cautioning Ohioans to look<br />

out for COVID-19 vaccine-related scams that will occur as the vaccine<br />

is distributed.<br />

“A single dose of information can vaccinate you against fraud,”<br />

Yost said.<br />

For example, consumers could see scammers impersonating distributors,<br />

providers, or local health departments claiming to need<br />

personal information, such as a Social Security number to get on a<br />

list to receive a COVID-19 vaccine.<br />

Other scammers could pretend to be able to help consumers jump<br />

to the front of the line to get a vaccine, but ask for advanced payment<br />

to secure their place in line. These communications could<br />

come through email, phone call, postal mail, text message, or even<br />

social media accounts. Do not fall for these scams.<br />

Also, reports indicate that cards may be distributed to consumers<br />

that have been provided the first dose of a two-dose vaccine. These<br />

will likely be used to simply remind consumers to get their second<br />

dose, not as official “passports” to gain entry into bars, restaurants<br />

or other public areas, or to bypass public health orders. Therefore,<br />

any attempts to buy these cards will be fruitless.<br />

Early in <strong>2020</strong>, published reports warned consumers to have their<br />

guard up when going online to receive information for products and<br />

services designed to help protect against COVID-19. In reality, computer<br />

hackers were reportedly sending spam emails with links that<br />

were designed to infect consumers’ computers with malicious software,<br />

some of which may steal personal information or passwords<br />

stored on their devices.<br />

Within the first week of the COVID-19 lockdown in March, scammers<br />

started emailing, calling, and texting Ohioans, trying to steal<br />

their identity or money, according to data from Yost’s Constituent<br />

Services Section.<br />

Some of those scams asked people to pay for advice on how to<br />

treat COVID-19, pay for access to care, and to give personal information<br />

in order to get medication or prevent<br />

infection.<br />

To date, Yost’s office has received 39 complaints<br />

of potential COVID-19-related<br />

scams.<br />

The Ohio Attorney General’s Office recommends<br />

several tips to help consumers<br />

avoid potential virus- and vaccine-related<br />

scams:<br />

• Verify any vaccine-related information<br />

with legitimate news reports. Double-check<br />

any new “too-good-to-be-true” news or<br />

claims. You may wish to consider contacting<br />

your family doctor, your local health department,<br />

or the statewide Ohio Department of<br />

Health’s COVID-19 call center (1-833-427-<br />

5634) to check on issues you are unsure<br />

about.<br />

• Look for some of the red flags of a scam,<br />

such as being asked to wire money or send<br />

a prepaid money card or gift card to a<br />

stranger; being pressured to act immediately,<br />

or being told to buy a product or service<br />

where the company refuses to provide<br />

any information in writing. Also look out if<br />

you’re asked to keep conversations a secret.<br />

• You likely will not need to pay anything<br />

out of pocket to get the vaccine during<br />

this public health emergency. You can’t pay<br />

to put your name on a list to get the vaccine.<br />

You can’t pay to get early access to the vaccine.<br />

• No one from a vaccine distribution site<br />

or health care payer, like a private insurance<br />

company, will call you asking for your<br />

Social Security number or your credit card<br />

or bank account information to sign you up<br />

to get the vaccine.<br />

Consumers who suspect an unfair business practice or want help<br />

addressing a consumer problem should contact the Ohio Attorney<br />

General’s Office at www.OhioProtects.org or 800-282-0515.<br />

secular commercialism that has become<br />

part of the holiday observance.<br />

I am joyfully thrust back decades in time<br />

whenever I see this show.<br />

Three years before “Charlie Brown”<br />

aired, Mr. Magoo celebrated the holidays in<br />

1962 with his vision-challenged version of<br />

“A Christmas Carol.” While Mr. Magoo does<br />

not draw the same devotion as Charlie, it is<br />

worth the hunt to watch his version of<br />

Ebenezer Scrooge.<br />

Speaking of Scrooge–and I will argue<br />

this until Rudolph’s red nose no longer<br />

blazes a path through the night–there is<br />

only one glorious cinematic version of<br />

Charles Dickens’s masterpiece—the 1951<br />

black-and-white film starring Alistair Sim.<br />

It is as if Dickens wrote the timeless tale<br />

with Sim in mind, framed against the gray<br />

bleakness of London in the 1840s. Sim is the<br />

consummate Scrooge, smug in his pursuit of<br />

penny pinching and financial gain.<br />

Sim blurs the line between actor and role<br />

as he becomes the quintessential curmudgeon,<br />

using his height to lurk over the less<br />

fortunate with a craggy face that runs the<br />

gamut from hardened miser to compassionate<br />

uncle.<br />

Scrooge’s redemption at the hands of a<br />

trio of spirits showcases Sim’s dynamic acting<br />

chops in a role made for the actor and a<br />

holiday gift I unwrap year after year. If you<br />

only have time to watch one holiday classic,<br />

make it this version of “A Christmas Carol.”<br />

Likewise, Irving Berlin’s homage to the<br />

holidays, “White Christmas,” is another gift<br />

I give myself.<br />

The ending alone—where all the stage<br />

trappings are pulled away to showcase the<br />

snow falling outside as the four lead actors<br />

waltz around in the most amazing holiday<br />

costumes ever—is another cinematic Christmas<br />

card.<br />

story, but it is so much more. It is also a tale<br />

of doing something nice for someone who<br />

gave so much. Will it or won’t it snow? And<br />

its songs have stood the test of time.<br />

What more could you ask for?<br />

Unless it happens to be Rankin and<br />

Bass’s stop-motion 1964 animation classic,<br />

“Rudolph the Red-Nosed Reindeer,” a boymeets-girl/boy-loses-girl/boy-finds-friendsand-a-snow-monster-and-gets-girl<br />

story. Or,<br />

if you rather, a Santa-makes-a-big-mistake<br />

story. Rudolph saves Santa’s reputation, the<br />

Island of Misfit Toys, and Christmas.<br />

My list of holiday cinematic happiness is<br />

not complete without mentioning my modern<br />

favorites:“A Christmas Story,” “Emmet<br />

Otter’s Jug Band Christmas,” “Christmas<br />

Vacation,” “Elf,” “Jingle All the Way” and<br />

“The Polar Express” (the ending makes me<br />

cry every single time).<br />

So, drag along a millennial or two, grab<br />

a cup of hot cocoa (topped with marshmallows,<br />

of course) and join me in the pursuit<br />

of the classics—holiday style.<br />

NOTICE OF PROPOSED<br />

MAJOR UTILITY FACILITY<br />

Big Plain Solar, LLC (Big Plain), a subsidiary of First Solar, Inc., a leading<br />

global provider of photovoltaic systems, is proposing to construct and operate<br />

the <strong>Madison</strong> Solar Farm Project (Project), an approximately 196-megawatt<br />

solar electric generating facility in Oak Run and Fairfield Townships in<br />

<strong>Madison</strong> County, Ohio. The general purpose of the Project is to maximize<br />

energy production from available solar resources in order to deliver clean,<br />

renewable electricity to the Ohio bulk power transmission system to serve the<br />

needs of electric utilities and their customers. The Project will be located on<br />

approximately 2,400 acres of leased private land with its facilities occupying<br />

approximately 1,500 of those acres. A map showing the location and general<br />

layout of the Project is below.<br />

Big Plain has filed an application for a Certificate of Environmental<br />

Compatibility and Public Need to construct, operate, and maintain the<br />

Project with the Ohio Power Siting Board (Board) in Case No. 19-1823-EL-<br />

BGN, which is now pending before the Board. The initial public notice of<br />

Big Plain’s accepted, complete application was previously published in the<br />

<strong>Madison</strong> <strong>Messenger</strong> on October 25, <strong>2020</strong>.<br />

The public will be given an opportunity to comment on the proposed<br />

Project. Due to the COVID-19 pandemic, the public hearing for this<br />

proceeding will not be held in person. Instead, the public hearing will be<br />

conducted by telephone and live video on the internet, and will consist of<br />

two parts:<br />

1. A local public hearing, pursuant to R.C. 4906.07 and 4906.08(C), where<br />

the Board shall accept testimony from any person on Wednesday, January<br />

6, 2021, beginning at 6:00 p.m. EST. Due to the ongoing pandemic, the<br />

hearing will be held virtually via Webex. Any person who wishes to provide<br />

Methodist Hospital, Columbus, Ohio. Survivors include: his<br />

wife of 37 years, Gaynell Cain; children, Jamie (Mike) Weisman of<br />

London, Jody (David) Miller of London, Christine (Curtis) Moore of<br />

Chillicothe, Mo., and David (Trina) Palmer of London; grandchildren,<br />

Richard W. “Rick” Gorman, 65, of South Solon died<br />

Columbus, he was a son of Roger and Jean (Rhanor)<br />

Gorman. A graduate of <strong>Madison</strong>-Plains High School,<br />

Rick had been a union electrician, belonging to and<br />

serving as past president of IBEW Local 636, Columbus.<br />

A faithful member of Grape Grove Church of Christ, he<br />

had served as pianist and deacon of the church. Survivors<br />

include: his son, Zachariah Gorman; daughter,<br />

Katelind Gorman; brother, John Gorman; niece and<br />

nephew, Chelsea Gorman and Tucker Gorman; aunt,<br />

Ruth Gorman; and several cousins. He was preceded in<br />

death by his father, mother, and several aunts and uncles,<br />

including Homer Gorman. Funeral services were<br />

held on Dec. 12 in Eberle-Fisher Funeral Home and<br />

Crematory, London, with Pastor William Lott officiating.<br />

Hazel E. Hopper, 89, passed away on Dec. 10, <strong>2020</strong>.<br />

She was born to the late Donnie and Mae (Jackson) Osborne<br />

on April 22, 1931. She was a member of Church<br />

of Christ in Hilliard, Ohio. Hazel was preceded in death<br />

by: her husband, Harold Hopper; daughter, Elaine<br />

Hansen; brother, Forrest Wheeler; and sister, Leah<br />

Phillips. Hazel is survived by; her children, Yolanda<br />

Williams, Sherry Hopper, and son-in-law Bill Hansen;<br />

sister, Geraldine Blanton; grandchildren, Michele<br />

(Gary) Powers, Kelly (Darren) Minton, Michael<br />

Williams, Nikki (Bill) Raver, Heather (Dan) McLaughlin,<br />

TyLea and Shelby Hopper; numerous great-grandchildren<br />

Charlie was an electrician with IBEW Local 683 and<br />

worked at Anheuser Busch in Columbus. A U.S. Air<br />

Force veteran,, he was also a, active member of the<br />

<strong>Madison</strong> County Senior Center. Survivors include: his<br />

wife of 57 years, Ellie (Damron) Hall; son and daughter-in-law,<br />

Charles E. and Wendy Hall III; grandchildren,<br />

Helena Hall and Charles E. Hall IV; brother,<br />

James Lewis (Shirley) Hall; sisters, Mary Rose Bailey<br />

and Nancy Sue (James Henry II) Duncan; nieces and<br />

nephews, James Henry Duncan III, Jeffrey Lewis Hall,<br />

Dinah Frances Cicenas and Pamela Sue Duncan. He<br />
