COMMENTNot my definitionof progressLittle by little over the last fivedecades or so the MCA has done itsdamnedest to diminish the statusof the merchant seaman.To go to sea in the 1960s, officers neededto be bright, intelligent and have the rightattitude to hard work and long hours. Life atsea, back then, was not quite as the keenyoung applicants had seen it described inthe brochures, but it did have status as acareer. To be a ship’s officer was consideredto be a prestigious occupation. Pay wasfair, leave was not bad, and generally thelife of a merchant navy officer was good.Officers had the services of a cabin stewardto make beds and organise the everydaylaundry of white uniforms. They were servedfive course meals in dining rooms by whitecoated stewards. Before containerisation,loading and discharging cargo was a lengthyprocess and while that practise kept theofficer on deck overseeing the process,it also allowed for long periods of shoreleave giving seafarers the opportunity toexplore the country their ship was visiting.Voyages away from home often lasted ninemonths or so but when an officer paid offthe ship, he had a sizable amount of thatmost important commodity: sea time. Two orthree trips away and you could come back tocollege and prepare for professional examsthat led to that all important Certificateof Competency. Never, incidentally, calleda ticket back then. Study time was paidfor by the employer and students workedhard frequently helping each other to gainthe pass needed to acquire the certificate.The pride of attaining that level of competenceand being issued with that black, hardbound,passport-sized Certificate of Competencymade all the hard work, blood, sweat andtears seem worthwhile.New ID photocard style certificates arenow to be issued by the MCA.Michael Howorthlaments the covetedblack hardboundCertificate ofCompetency book,and the modern IDcard taking overThe MCA describes the initiative as onethat will move forward maritime innovationas it works to protect and support theseafarer.Starting this February, UK seafarers andthose working on UK-flagged ships fishingvessels and yachts will receive the newphotocard certificates from the Maritimeand Coastguard Agency, wherever theyare in the world.In addition to the seafarer’s details andqualifications, the cards feature a QRcode which links to the MCA certificationdatabase, allowing port officials andcrew managers to immediately verify thecredentials of the seafarer online.The new style waterproof certificates willbe issued for Certificates of Competencyand Boatmasters’ Licences. Certificates ofEquivalent Competency have been similarlyredesigned and as part of the update willnow be called Flag State Endorsement.The photocards will be issued to all newapplicants, as well as those who were giventemporary certificates on a renewal basisby the MCA to allow them to continue theirvital work during the pandemic.It is a change that comes as part of theUK Flag state’s wider commitment tomodernise its services to seafarers. Aswell as issuing new cards, the agency willnow be accepting digital copies of seafarerdocumentation, with a random samplerequiring original documents.The MCA claims to recognise value ofseafarers work and believes the best wayto do that, is to show that is providingpractical support. In this case, theyclaim to be working quickly to adapt andmodernise services for seafarers makingthe certification process much faster forthem. They call it progress!
