Groundwater risks `acceptably low'<br />

It is seeking three consents from ECan<br />

and aland­use consent from the<br />

Waimakariri District Council, which<br />

would be active for 15 years.<br />

The quarry would assist Taggart<br />

Earthmoving Ltd in meeting the<br />

demand for aggregate in the<br />

Waimakariri district without the need<br />

for any crushing or screening on site.<br />

It would supply Taggart’s Cones Road<br />

site, which employs 12 full­time staff,<br />

with up to another 20 staff employed<br />

when supporting large­scale<br />

construction projects in the area.<br />

In her submission, Ms Thomas said if<br />

the consent was not granted, it would<br />

not be viable for Taggart to continue<br />

operating in Rangiora, leading to<br />

closure and redundancies.<br />

‘‘This proposal is asustainable and<br />

efficient use of resources and existing<br />

processing facilities.<br />

‘‘Its adverse effects can be suitably<br />

avoided, remedied or mitigated by the<br />

imposition of consent conditions,’’ she<br />

said.<br />

Risks to groundwater were<br />

‘‘acceptably low’’, she submitted, and<br />

will be minimised through the backfill<br />

acceptance and screening processes<br />

proposed.<br />

‘‘Given the clear overall benefits and<br />

demand for aggregate in this area, the<br />

purpose of the (Resource Management)<br />

Act is best served by granting these<br />

consents,’’ Ms Thomas concluded.<br />

The proposed quarry has attracted<br />

widespread concern from the<br />

community, with apetition opposing<br />

the proposal attracting nearly 5000<br />

signatures.<br />

Senior resource management<br />

consultant Adele Dawson, appointed by<br />

the two councils, has recommended the<br />

resource consents be declined, citing<br />

concerns about the proposal’s effects<br />

on groundwater and the ability to<br />

enforce consent conditions.<br />

More than 400 submissions were<br />

received on the quarry proposal, with<br />

390 opposed to the proposed quarry<br />

and 62 submitters wishing to be<br />

heard.<br />

The hearing is scheduled to continue<br />

into next week to hear from the various<br />

submitters and experts, before the<br />

commissioners adjourn to consider the<br />

evidence.<br />
