for any new development in Monard to be possible. Planning permission should not be granted prior to awarding of<br />

contracts for the works necessary to connect the site applied for to the facilities in question, and works on foot of such<br />

permissions should not occur in advance of works on the relevant facilities. Table 10.3 of the Planning Scheme is an<br />

import summary table showing preconditions for development north of threshold lines, and facilities to be provided in<br />

association with each part of each village.<br />

2.6.46 The Planning Scheme provides for a multi-disciplinary team within the County Council, to ensure a coordinated and<br />

focused approach to provision of infrastructure and facilities, and the processing of planning applications. The multidisciplinary<br />

team will interact with the local community in Monard/Rathpeacon/Kilcronan through a liaison group. This<br />

will provide a regular channel of communication, and make it easier to identify any emerging problems at any early stage.<br />

The Liaison group should be set up well before the commencement of development works. An implementation team for<br />

the development of large residential sites in Cork has been established.<br />

Funding and Contributions Scheme<br />

2.6.47 The provision of the necessary infrastructure on this site involves the complex co-ordination of investment programmes<br />

by a number of infrastructure agencies involving land in a number of different ownerships.<br />

2.6.48 To overcome these difficulties the County Council is proposing to co-ordinate development and infrastructure provision<br />

between the various agencies and landowners through the use of agreements under Section 47 of the Planning and<br />

Development Acts as described in Section 1.<br />

2.6.49 Intending developers are advised to enter discussions with the County Council at an early stage so that proposals for<br />

the funding and delivery of infrastructure to support the proposed development can be agreed at the outset.<br />

Development Contributions<br />

2.6.50 A new General Contribution Scheme which applies to Monard SDZ only was adopted in 2012 in parallel with the 2012<br />

Monard SDZ Planning Scheme. A revised Contribution Scheme accompanied the 2015 scheme which took account<br />

of changes including the transfer of responsibility for water services since 2015. The basis and operation of the<br />

Development Contribution Scheme for Monard (including how equalisation mechanisms will be applied with regard to<br />

the provision of recreational and community facilities is outlined in Chapter 9 of the Planning Scheme itself.)<br />
