Council commits to<br />
funding road works<br />

273 matters raised in submissions from<br />
71 people, whichwere received during<br />
consultation on the <strong>2021</strong>/31Long Term<br />
Plan (LTP), with 21 people speaking on<br />
theirsubmissions.<br />
The council was due to meet again<br />
yesterday to finalise the draft LTP, which<br />
will be sent to Audit New Zealand before<br />
beingadopted on <strong>July</strong> 28.<br />
Five keyproposals were consulted on<br />
as partofthe LTP,including an<br />
increasedinvestmentinroadsand<br />
footpaths, areview of the outdated<br />
District Plan, afortnightlyurban rubbish<br />
collection and tourism/business support<br />
for Destination Kaikoura.<br />
The majority of the submissions<br />
agreed with the proposals, ranging from<br />
64 percent support for tourism/business<br />
support through to 73% supportfor<br />
urbanrubbishcollection.<br />
‘‘It’s great to see that allofthe<br />
proposed options werewell supported. It<br />
showsweare on tracktodeliverchanges<br />
and improvementsinline withwhat the<br />
majority of the community want,’’ Mayor<br />
CraigMacklesays.<br />
The council did not receive the full<br />
amount requestedfromWaka Kotahi<br />
New Zealand Transport Agency (NZTA)<br />
to help fund the roading programme,<br />
resulting in ashortfallof$2,293,000 over<br />
the threeyearperiod from <strong>2021</strong> to 2023.<br />
Rather than postponingthe work, the<br />
council has resolved to reduce the<br />
operatingprogramme budget to 90%, and<br />
to fund the shortfall of NZTA subsidy for<br />
operations through the roadingrate and<br />
continue with the capitalprogramme as<br />
originally proposed with the capital<br />
works subsidy shortfall loanfundedover<br />
15 years.<br />
‘‘Weall use roads, thisishow we get<br />
around the district and roading is one of<br />
the main activities of the council,<br />
contributing significantly to total annual<br />
costs,’’MrMacklesays.<br />
‘‘Wehave decided we needtodothe<br />
worknow, as any delays to the roading<br />
programme could result in much greater<br />
costs in the future.’’<br />
The footpath subsidy from NZTAwas<br />
alsoconsiderably less than expected.<br />
‘‘Wehave heard from the community<br />
overanumber of years about the state of<br />
our footpaths,’’ Mr Macklesays.<br />
‘‘Whilewedonot have the full subsidy<br />
thatweexpected, the councilagreesthat<br />
we need to up our gameand continue<br />
withthe original proposal to maintain<br />
and upgrade our footpaths.’’<br />
Thishas resulted in an overall average<br />
rateincrease of 5.9% for the <strong>2021</strong>/2022<br />
financial year and a10year average<br />
increaseof3.36%.<br />
Borrowing is forecast to reachnomore<br />
than$11.05million at its peakinthe 2026<br />
financial year.<br />
Other submissions requestedfinancial<br />
support for the Mayfair Theatre, the<br />
Kaikoura CyclingClub and Te Korowai.<br />
The council has responded with<br />
proposals to allow for aoneoff grantof<br />
$15,000each to the Mayfair Theatre and<br />
thecycling club, withboth grantstobe<br />
paid from unspent economic<br />
developmentfunds, while a$10,000 grant<br />
will be made to Te Korowai from<br />
unspent environmentalplanning.<br />
