Water and local govt<br />
reforms under way<br />
The 3WatersReform that central<br />
government has in it’s focuscontinues to<br />
consume asignificant amount of time and<br />
energy.<br />
The Department of InternalAffairs, on<br />
behalf of thegovernment, has releasedthe<br />
proposed entities, with four across the<br />
country.<br />
Hurunui is part of aSouth Island entity<br />
excluding Nelson/Marlborough, and is<br />
determined by the Ngai Tahu taikawaor<br />
region.<br />
Our council entered this process in good<br />
faith, with the understanding thatthe<br />
proposal will be evaluated againstthe<br />
status quo.Our council and executiveteam<br />
need to absorbthe information received<br />
and carefully consider the impactfor our<br />
communities and district.<br />
We needtounderstand how the<br />
government arrived at the proposed cost to<br />
deliver water,and whatisthe logicor<br />
rationalbehindthem.<br />
Our ratepayershave invested heavily<br />
and proactively in water schemes over<br />
several generations, and it remains our<br />
undertakingtoensure we considerthis<br />
district in any decisionmaking. The<br />
current advertising campaign is<br />
misleading and an insult to the current<br />
status within the Hurunui District, along<br />
with many other districtsinNew Zealand.<br />
It is my understanding that the decision<br />
to ‘opt out’ is still on the table,however<br />
confidence in the integrityofthe<br />
government position is not 100 percent<br />
guaranteed. Withmany of the large metro<br />
councils declaring theirposition to opt out<br />
of the proposal early, it changes the<br />
aggregation model significantly. We will<br />
keep you informedaswereceive further<br />
information.<br />
Local Governmentreform is under way<br />
with aseriesofworkshops beingheld<br />
acrossthe country –collectively it is clear<br />
that thestrength of the local council is the<br />
ability to be responsivetocommunity<br />
needs,beinnovative, connected and agile.<br />
The opportunity exists to lead thelink<br />
between education,health, employment<br />
and job training at the localised level.<br />
There is agreatfuture for local<br />
governorsatalocal level –weneed to<br />
continuetobeastrongvoiceinthe future.<br />
Our localroads formasignificant part of<br />
ourcritical infrastructure and to hearthat<br />
Waka Kotahi (formallyNZTA) slashed our<br />
funding by $1million was acruelblow, as<br />
we all deserve safe and structurallysound<br />
roads to deliverour stock to market and get<br />
our kids safe to school.Covid19 lockdown<br />
in 2020 proved the advantage our district<br />
has of having the ability to feedthe nation.<br />
Our farmers will be joining the<br />
nationwide The Howl of aProtest in<br />
Amberley, Cheviotand Culverden on<br />
Friday, <strong>July</strong> 16 at midday. Thisisan<br />
opportunity for our districttocome<br />
together in solidarity to support our<br />
farmers and growers.<br />

to accept aproposed trial, we were<br />
told by at our Agefriendly Advisory<br />
Groupmeetingrecently.<br />
This news certainly prompted a<br />
lively discussion.<br />
Escooters couldjoinother<br />
scooters, skateboards and cycles<br />
whichalready frequent the<br />
footpaths, including in the CBDs.<br />
They may be allowed to travelup<br />
to 10 or 15 km per hour (walking<br />
speedis5kmper hour).<br />
On the roadsthey can travel up to<br />
30 km per hour,but not use the cycle<br />
lanes.<br />

is like for older people seeing these<br />
vehiclesracingtowards them. I<br />
completely understand that.<br />
How can Iexpect them to; they are<br />

While I’m writing about footpaths<br />
in the mainstreetIwonder what<br />
readers think about displays on the<br />
footpath: advertising stands, bins of<br />
goods,hangingclothes, tablesand<br />
chairs. Our footpaths are already a<br />
hazarddue to the style of the<br />
verandas which are heldupbypoles.<br />
This is unavoidable as we are an<br />
older district and the style of<br />
architecture reflects that,giving us<br />
an attractive character.<br />
This leaveslittleroom for<br />
commuters.<br />
Footpaths in main streets in our<br />
towns need to be safe for<br />
pedestrians and those who need<br />
walking framesand mobility<br />
scooters. Other footpaths may be<br />
quite OK for cyclesand scooters, but<br />
not in the CBD.<br />
Another radical changeolder<br />
peoplefind scary is the change to<br />
internet banking, and the<br />
disappearanceofcheques.<br />
SeniorNet are holding sessions to<br />
help people with internet banking.<br />
