Many Australians are experiencing lockdown once again due to the COVID-19<br />

pandemic. People are not traveling within their own State, never mind interstate<br />

or overseas. This restricts the ability for people to work, and also has an impact on<br />

sustainability of businesses which work with and in the Australian taxi and hire car<br />

industry.<br />

Many of us are having virtual meetings via the internet – we are zooming here, there<br />

and everywhere, but we do not travel around.<br />

During these times of hardships there are some drivers and operators who are<br />

providing excellent service while helping those in need, and there are others who have<br />

found alternative ways to earn a few extra dollars during this time of crisis.<br />

QR CODES?<br />

The fascinating complexities of enforcing, or<br />

being too lax, on QR Code utilisation<br />

Resistance from individuals not<br />

wanting to use QR Codes when<br />

hopping into their everyday taxi<br />

or ride share vehicle has been<br />

observed, and perhaps for good<br />

reason. Whilst QR Codes may help<br />

track potential contact points for<br />

tracing the infamous COVID-19<br />

virus, it is perhaps not indispensably<br />

essential to enforce their usage in<br />

vehicles.<br />

Now, this isn’t to say QR Codes<br />

should be left out of vehicles all<br />

together! But rather we should<br />

acknowledge that drivers cannot<br />

force their passengers to check in.<br />

So, whilst we highly recommend<br />

checking in, it is understandably<br />

difficult to enforce, and challenging<br />

if an individual is perhaps too<br />

intoxicated, has run out of phone<br />

battery, etc.<br />

Should their lack of competency<br />

to check in affect their ability to<br />

use taxi and ride share services?<br />

Absolutely not.<br />

In this time, we need to accentuate<br />

the importance of not driving if it<br />

is not a safe option. For instance,<br />

driving intoxicated or unwell is<br />

utterly dangerous, and taking means<br />

of public transportation can leave<br />

individuals at high risk of contracting<br />

COVID-19.<br />

Victoria<br />

Notably, Commercial Passenger<br />

Vehicles Victoria (CPVV) has outlined<br />

that “vehicle owners [in Victoria]<br />

are responsible for ensuring the<br />

Service Victoria QR Code is available<br />

in their vehicle”. This typifies<br />

how the Victorian government<br />

could be on the right track, as the<br />

Code would be made available to<br />

individuals, with the understanding<br />

that a vehicle owner cannot force an<br />

individual to sign in. It demonstrates<br />

how the Victorian government<br />

whilst being sensible, would not<br />

allow an individual’s ‘un-ableness’ to<br />

hinder a driver’s income.<br />

However, the CPVV’s verbalisation<br />

contradicts with that of the Victorian<br />

government where it states “All<br />

owners of commercial passenger<br />

vehicles (CPVs) are required to use<br />

the QR Code service to record the<br />

passenger’s first name and family<br />

name, phone number, date and<br />

time the passenger used the service,<br />

registration number of the vehicle”,<br />

and thus enforce its use.<br />

New South Wales<br />

Similarly, the same slippery road<br />

is shared with our friends in New<br />

South Wales (NSW), as the Point-to-<br />

Point Transport Commissioner has<br />

established that “it [is] mandatory<br />

for drivers to check in at the start of<br />

their shift and for all passengers to<br />

check in at the start of or early on<br />

during their journey”.<br />

As I have discussed, there is a clear<br />

quandary in this statement. What<br />

if a passenger is unable to check<br />

in? Does this betoken the driver<br />

will lose their work in this already<br />

struggling economy?<br />

Also, the NSW government states<br />

“If a passenger refuses to check in,<br />

the driver may deny the passenger<br />

entry to the vehicle.”<br />

Tasmania<br />

Tasmania has recently taken the<br />

same outlook as NSW where it<br />

highlights “everyone who gets<br />

into your taxi, ride share, luxury<br />

hire or restricted hire vehicle, with<br />

or without a booking, is required<br />

to scan the business’ QR Code on<br />

entry”.<br />

South Australia<br />

South Australia has also jumped on<br />

the QR Code bandwagon and states<br />

“any person or entity responsible<br />

for the operation of a point-to-point<br />

service must ensure their vehicles are<br />

equipped with their own COVID SAfe<br />

Check In QR Code. And all drivers<br />

must ask or encourage passengers to<br />

check in via QR Code”.<br />

Queensland<br />

In contrast, the Queensland<br />

government doesn’t specifically<br />

reference taxis, ride share vehicles,<br />

hire cars or anything of the sort in<br />

their statements. However, as a<br />

broad overlook it seems to convey<br />

that it is mandatory for all business<br />

types to have and enforce the usage<br />

of QR Codes. There has been a<br />

great call in recent weeks to make<br />

QR Codes mandatory in vehicles<br />

operating in the Personalised<br />

Transport sector.<br />

Western Australia<br />

Comparably, Western Australia<br />

does not mention any part of the<br />

On Demand Transport industry with<br />

reference to QR Codes.<br />

This means it has not made it<br />

mandatory for taxis and ride share<br />

operators to have a QR Code<br />

displayed in their vehicles. Instead<br />

some businesses, i.e. Premier,<br />

Legion, GM Cabs and regional<br />

operators, have registered with<br />

and printed Service NSW (that’s<br />

right – NSW) app’s QR Code, thus<br />

allowing taxi drivers and passengers<br />

to register their details.<br />

Northern Territory<br />

In Northern Territory there is<br />

currently no requirement for taxis or<br />

ride share vehicles to have QR Codes<br />

displayed or used for check-ins.<br />

ACT<br />

Recently, Canberra announced that<br />

use of the CBR app is mandatory in<br />

supermarkets, department stores,<br />

petrol stations, take away services,<br />

public transport and all ride-sharing<br />

services including taxis and Uber.<br />

Conclusion<br />

QR Codes should always be available<br />

to all users of taxis, ride share<br />

and other mediums of transport!<br />

However, their usage – whilst highly<br />

recommended – shouldn’t be made<br />

mandatory as it signifies possible<br />

work loss for drivers.<br />

CPVs – an<br />

essential<br />

service<br />

Commercial Passenger Vehicles<br />

(CPVs) remain an essential<br />

service and can continue to<br />

operate in Victoria during this<br />

time, including during curfew<br />

hours.<br />

Authorised Worker<br />

Permit<br />

CPV drivers providing services in<br />

metropolitan Melbourne must<br />

carry an Authorised Worker<br />

Permit when working and<br />

when travelling to and from<br />

work.<br />

If you are a sole trader, you<br />

can issue a work permit and<br />

sign the permit as both the<br />

employer and employee.<br />

Authorised Worker Permits are<br />

available at coronavirus.vic.<br />

gov.au.<br />

Vehicle cleaning<br />

regulations<br />

CPV drivers must clean hightouch<br />

surfaces with approved<br />

products throughout a shift.<br />

Drivers must clean all surfaces<br />

passengers are likely to touch<br />

before every trip.<br />

Surfaces a driver is likely to touch<br />

must be cleaned:<br />

• if more than one driver uses<br />

the CPV – before a driver<br />

passes the vehicle to the<br />

next driver, or<br />

• if you are the only driver of<br />

the vehicle – at least once<br />

per day.<br />

VICTORIA news<br />

All high-touch surfaces must be<br />

cleaned:<br />

• at the beginning of a driver’s<br />

shift, and<br />

• if the CPV is used for private<br />

purposes in between trips –<br />

before a driver’s next trip.<br />

They must also keep a record of<br />

every time the vehicle is cleaned.<br />

BSPs and vehicle owners who take<br />

bookings, or only take unbooked<br />

services must:<br />

• give drivers a way to record<br />

and submit cleaning records.<br />

• keep cleaning records for 12<br />

months.<br />

• take reasonable steps to<br />

support drivers with their<br />

responsibilities.<br />

An approved hand sanitiser must<br />

also be available to passengers for<br />

every CPV trip that starts in Victoria.<br />

Reasons to travel<br />

Passengers must ensure they meet<br />

the relevant permitted reasons for<br />

travel.<br />

CPV drivers are not responsible for<br />

ensuring their passengers meet<br />

the permitted reasons for travel.<br />

Refusing passengers<br />

If a passenger is not wearing a<br />

mask and you feel that you are<br />

unable to provide a safe service<br />

for either the passenger(s) or<br />

yourself, you are not required to<br />

accept the trip.<br />

Metro to regional<br />

to metro trips<br />

CPVs can continue to provide<br />

services between metropolitan<br />

Melbourne and regional Victoria.<br />

Cross-border permits<br />

All cross-border community<br />

residents, including CPV drivers, are<br />

required to have a permit to cross<br />

the border between Victoria and<br />

NSW.<br />

CPV drivers are not responsible for<br />

ensuring their passengers meet<br />

the Victorian entry requirement.<br />

Stay COVIDSafe<br />

COVIDSafe settings still apply in<br />

all CPVs, which means face masks<br />

must be worn at all times unless<br />

a lawful exemption applies, and<br />

passengers must check in to CPVs<br />

using QR codes provided.<br />

A specific CPV QR poster with a<br />

QR code AND 6-digit location code<br />

must be displayed in all CPVs.<br />

Vaccines are available at many<br />

locations across Victoria. Walkins<br />

are allowed at high-volume<br />

vaccination centres, but you are<br />

encouraged to book ahead by<br />

calling 1800 675 398.<br />

VICTORIAN DoT’S<br />

Transport plan<br />

is absent<br />

I strongly believe the report recently released by the Victorian Auditor-General’s Office (VAGO), that examines<br />

Victoria’s integrated transport planning, shows the Department of Transport (DoT) in a new light.<br />

The audit report found that the documents provided by the DoT that were meant to proffer a view of its<br />

transport plan, fail to meet legislative requirements. In fact, it found a transport plan ABSENT.<br />

This lack of transparency is not good enough. Most of the documents referred to by the DoT are not publicly<br />

available nor accessible to other agencies or stakeholders.<br />

With so many projects underway, it is<br />

damning that there is such little short or<br />

long-term planning to integrate services,<br />

engage with the community and achieve<br />

integrated decision making.<br />

The report indicates a serious need for<br />

more processes that engage in genuine,<br />

transparent and constructive community<br />

consultation. We cannot continue to be<br />

sidelined.<br />

Without stakeholder consultation at the<br />

centre of transport planning, these projects<br />

will fail to truly meet the needs of the<br />

community.<br />

Communities are key stakeholders. They<br />

want to be involved in the projects, they<br />

do bring skills and they can contribute to<br />

better outcomes.<br />

UBER & THE PRIVACY ACT<br />

Uber has tried to argue that it is not subject<br />

to Australia’s Privacy Act, as Australians’<br />

personal information is being indirectly<br />

transferred to overseas-based companies and their<br />

services. How could this be? Uber is attempting to<br />

circumvent our laws and regulations that protect<br />

the public and their right to privacy. We are letting<br />

Uber take our personal information overseas,<br />

only to have it stolen, with no breach of personal<br />

information publicly declared for over one year.<br />

When our personal information is not protected, we<br />

are vulnerable to exploitation and at risk of serious<br />

harm.<br />

Earlier this year Uber was approved by<br />

Commercial Passenger Vehicles Victoria to<br />

take part in the Multi Purpose Taxi Program<br />

(MPTP). This is a government scheme<br />

which subsidises commercial passenger<br />

vehicle fares for people with accessibility<br />

or mobility needs, and as an authorised<br />

booking service provider within the MPTP,<br />

Uber collects and stores information<br />

about MPTP members, the trips they have<br />

undertaken and their credit card details.<br />

Given Uber sends and stores its data outside of<br />

Victoria and Australia and the fact that it has already<br />

stated that they are not subject to Australia’s<br />

Privacy Act, I am concerned.<br />

TAA Meetings<br />

with relevant industry stakeholders<br />

General meeting with Rod Barton, MP<br />

TAA recently held a General Meeting via Zoom last month, and we had the pleasure<br />

of having the Leader of the Transport Matters Party, Rod Barton MP, join and share<br />

with us and attendees what he and Transport Matters Party (TMP) have been up to<br />

in the last several months.<br />

After Mr Barton’s rundown of achievements and changes within the CPV<br />

(Commercial Passenger Vehicle) industry in the last six months, there was time for<br />

some questions and answers.<br />

We also received an update on industry happenings in<br />

Victoria and Queensland.<br />

The work of Barton and TMP has been crucial in the shift<br />

towards fairer treatment towards taxis and hire cars in<br />

Victoria – below are accomplishments Barton spoke on.<br />

Transport Alliance Australia – looking after<br />

the interests of those in the Australian<br />

commercial passenger transport sector.<br />

Touting<br />

Barton was successful in getting<br />

legislation updated so as to make<br />

touting illegal in Victoria. Although<br />

the regulator, Commercial<br />

Passenger Vehicles Victoria (CPVV),<br />

failed to enforce this law for the<br />

first 12 months, after a great deal<br />

of advocacy and dealing with<br />

not only the Minister’s office but<br />

Melbourne Airport and the federal<br />

police, it is being taken more<br />

seriously.<br />

Advisory Panel<br />

Barton was invited to the Advisory<br />

Panel late last year to answer<br />

to Transport Minister Carroll on<br />

COVID-19 impact on the CPV<br />

industry. The meetings didn’t go<br />

perfectly, but they managed to<br />

get the CPV industry the largest<br />

support package in the country,<br />

double the size of NSW’s. The main<br />

thing is they were able to keep<br />

emergency services running during<br />

Multi-Purpose Taxi Program<br />

(MPTP), which is a huge concern<br />

of the Victorian CPV industry to<br />

a parliamentary inquiry instead<br />

of focusing on it in the Panel.<br />

Inquiries<br />

Barton and his team have<br />

secured other parliamentary<br />

inquiries. One is the inquiry into<br />

Homelessness – which consists<br />

of 51 recommendations. Barton<br />

is hopeful the government<br />

will accept many of the<br />

recommendations and therefore<br />

be able to transform many<br />

people’s lives.<br />

Another is the inquiry into the Free<br />

CBD Tram Zone. This inquiry had<br />

a mixed result, as the government<br />

initially didn’t listen when it was<br />

suggested to introduce some free<br />

periods or discounted fares, but<br />

in the end decided to bring these<br />

incentives in.<br />

Barton managed to secure<br />

amendments for the Road<br />

Toll inquiry and now he<br />

and his team are working<br />

in the Regional Bus inquiry.<br />

Taxi Fares<br />

Barton successfully achieved a<br />

taxi fare increase this year, which<br />

is the first one for 13 years. It<br />

wasn’t appropriate to have a<br />

massive increase in this current<br />

environment, but the highlight<br />

is that the Essential Services<br />

Commission (ESC) will no longer<br />

hold responsibility for setting<br />

the fares for rank and hail taxi<br />

services.<br />

Taxi fares will now be set by the<br />

Fair Work Commission each year<br />

around the Consumer Price Index.<br />

This doesn’t mean that taxis can’t<br />

get another increase before next<br />

year’s annual review. Barton<br />

added that taxi fare increases will<br />

be brought up with the Advisory<br />

Panel when addressing the repair<br />

of the taxi and hire car industry.<br />

Business Support<br />

Package<br />

The biggest piece of action Barton<br />

has taken this year is to convince<br />

the Victorian Treasurer to allow<br />

taxis and hire cars to be included<br />

in the Business Support Package.<br />

Steve Dimopoulos MP has played<br />

an integral role in keeping Barton<br />

in front of the right people. There<br />

was an initial $5,000 grant, then<br />

$2,000, and recently $2,800.<br />

There are part-time CPV drivers<br />

who do one job a month and have<br />

received the payment. The CPVV<br />

can’t identify who’s in the industry<br />

and who isn’t. This concern will<br />

be raised in the Advisory Panel, as<br />

it is definitely a misuse of public<br />

money.<br />

The government needs clear air<br />

before Barton can re-introduce<br />

the issue and put it back in<br />

the limelight. The Premier has<br />

promised to give the issue proper<br />

consideration.<br />

TMP engaged consultants, along<br />

with Queen’s Counsel, lawyers<br />

and law firms, to ensure it was<br />

touching the right bases. Barton<br />

made a submission to the Premier<br />

directly and got a very fair hearing.<br />

Everything will go off to various<br />

departments to be analysed,<br />

then the government will make a<br />

decision.<br />

Barton and TMP definitely have<br />

not stopped working on this!<br />

Current legal actions<br />

Barton gave an update on the three<br />

legal actions in process.<br />

There is a lawsuit filed by a<br />

GoCatch against Uber. Barton has<br />

no input or involvement in this<br />

case, but informed us that this<br />

class action has been filed in the<br />

Supreme Court.<br />

There’s the Maurice Blackburn<br />

class action which has been<br />

going exactly as anticipated. The<br />

documents have been received –<br />

many thousands of them. Uber will<br />

fight tooth and nail but everyone<br />

in the opposition will do the same.<br />

Barton is confident in an overall<br />

win for us, as we’ve got the money,<br />

litigation funding and the best<br />

litigation company in the country<br />

doing it.<br />

Then there’s the closed class action<br />

filed by Victorian Taxi and Hire<br />

Car Families (VTHF) against the<br />

CPVV. As expected, the regulator<br />

is doing everything in its power<br />

to retreat. Last year there was a<br />

judgement made by the court that<br />

Etiquette<br />

Communicating with a person with<br />

disability can seem daunting to<br />

some. Some people are concerned<br />

that they will embarrass themselves<br />

or a person with disability by saying<br />

or doing the wrong thing. Though<br />

these concerns usually come<br />

from a good place, it is entirely<br />

unnecessary. The most important<br />

thing to remember is to treat each<br />

person with respect.<br />

It is important to remember that<br />

everyone is different and will have<br />

their own preferences. When<br />

communicating with a person with<br />

disability, you should ask the person<br />

what works for them, and respect<br />

their wishes.<br />

Basic tips<br />

Avoid asking personal questions<br />

about someone's disability.<br />

Be considerate of the extra time it<br />

might take for a person to do or say<br />

something.<br />

Be polite and patient when offering<br />

assistance, and wait until your offer<br />

is accepted. Listen or ask for specific<br />

instructions. Be prepared for your<br />

offer to be refused.<br />

Relax. Anyone can make mistakes.<br />

Offer an apology if you feel you’ve<br />

caused embarrassment. Keep a<br />

sense of humour and be willing to<br />

communicate.<br />

Speaking or writing<br />

Refer to a person's disability only<br />

when necessary and appropriate.<br />

Refer to the individual first, then<br />

to their disability (for example,<br />

“person with disability," rather than<br />

"disabled person").<br />

The following terms should be<br />

avoided because they can have<br />

negative meanings: invalid, ablebodied,<br />

wheelchair-bound, victim,<br />

crippled, defect, suffers from,<br />

handicap, a patient.<br />

Face to face<br />

communication<br />

Use a normal tone of voice when<br />

welcoming a person with disability.<br />

Do not raise your voice unless you<br />

are asked to.<br />

Look and speak directly to the<br />

person with disability, not just to<br />

the people accompanying them,<br />

including interpreters.<br />

Be patient and give your undivided<br />

attention, especially with someone<br />

who speaks slowly or with great<br />

effort.<br />

Never pretend to understand what<br />

a person is saying if you don’t. Ask<br />

the person to repeat or rephrase, or<br />

offer them a pen and paper.<br />

If requested to by the individual,<br />

offer a person who is blind or has<br />

low vision your elbow or shoulder,<br />

DURING COVID-19<br />

The world is pretty topsy-turvy right now, because of the global panic around COVID-19. If you’re<br />

feeling overwhelmed or stressed by it all, be reassured that this is a very normal response. However, it’s<br />

important to go easy on yourself and to take time for self-care. This will help you feel a little better and<br />

give you a sense of control during a very uncertain time.<br />

1. Stay active<br />

It’s pretty well known that exercise is really good for both our<br />

physical and mental health. There are heaps of different types<br />

of exercise you can do from home, thanks to YouTube and apps,<br />

e.g.:-<br />

• Yoga with Adriene is a well-loved yoga channel, with over<br />

six million subscribers.<br />

• Nike Training Club can help you stay active during this time<br />

by offering heaps of free workouts you can do from home.<br />

• Seven – 7 Minute Workout app - is based on scientific<br />

studies and is designed to provide the maximum benefit in<br />

the shortest amount of time.<br />

2. Take 10 to be zen<br />

When we’re stressed about something (such as COVID-19), our<br />

thoughts tend to speed up. Taking 10 minutes or so to practise<br />

mindfulness can help produce a sense of calmness. A couple of<br />

free mindfulness apps to try are:-<br />

• Insight Timer - over 25,000 free guided meditations, from 1<br />

to 90+ minutes.<br />

• Smiling Mind - a good option if you don’t want to be<br />

overwhelmed by choice.<br />

If meditation isn’t for you, try doing an everyday activity in a<br />

mindful way – in other words, put aside distractions and focus<br />

fully on one small task. For example, while you’re having a cuppa,<br />

pay attention to your senses (the smell of the tea, the warmth of<br />

the cup in your hand, the taste…).<br />

3. Have a chat<br />

4. Make a homemade meal<br />

Good nutrition is always important, but during stressful times<br />

there’s nothing better than a tasty, healthy homemade meal<br />

– especially if you made it yourself. For many people it may be<br />

challenging to get some ingredients at the moment. If you’re<br />

FOR TAXI <strong>DRIVE</strong>RS TO BE<br />

AUTHORISED WORKERS<br />

Following the June <strong>2021</strong> outbreak<br />

of the Delta variant of COVID-19 in<br />

NSW, the NSW Government issued<br />

Stay at Home orders. To further<br />

curb the spread of COVID-19,<br />

the government restricted the<br />

movements of people living in<br />

some Local Government Areas<br />

(LGAs) of Greater Sydney,<br />

meaning workers living in these<br />

LGAs are not allowed to leave<br />

their local government area for<br />

work unless they are on the list<br />

of Authorised Workers identified<br />

by the NSW Government. Taxi,<br />

rideshare and hire car drivers were<br />

not Authorised Workers.<br />

However, the NSW Taxi<br />

Council worked with the NSW<br />

Government, members of the<br />

Opposition and the Point to<br />

Point Transport Commission<br />

in advocating for Taxi Drivers<br />

in NSW to be identified as<br />

Authorised Workers in the highly<br />

restricted LGAs of Sydney. The<br />

NSW Taxi Council welcomed the<br />

decision of the NSW Government<br />

that identified Taxi Drivers as<br />

Authorised Workers for Healthcare<br />

and Social Assistance Services in<br />

the highly restricted LGAs.<br />

Under these restrictions, residents<br />

of highly restricted LGAs in NSW<br />

were not allowed to leave their<br />

LGAs for work, unless they were<br />

Authorised Workers (as identified<br />

by the NSW Government) who<br />

were exempt to leave their LGAs<br />

for work. This meant that Taxi,<br />

rideshare and hire car drivers as<br />

well as staff that work at service<br />

providers could not leave these<br />

LGAs to work.<br />

However, following the advocacy<br />

efforts of the NSW Taxi Council,<br />

Point to Point Transport Drivers,<br />

including Taxi Drivers who lived in<br />

the highly restricted LGAs in NSW<br />

were permitted to leave their LGA<br />

to provide Health care and Social<br />

Assistance Services. For example,<br />

Department of Veteran Affairs,<br />

Healthcare NSW, Family Violence<br />

and Sexual Assault Services as<br />

well as Booked Transport for<br />

Wheelchair Passengers.<br />

Drivers were only considered<br />

as Authorised Workers while<br />

providing the Health Care and<br />

Social Assistance Services listed<br />

– no additional work could be<br />

conducted outside the LGAs,<br />

and drivers were also required to<br />

carry evidence that the passenger<br />

service complies with the list of<br />

specified activities outlined in the<br />

Authorised Workers notice. Drivers<br />

were required to return to their<br />

LGA once the service had been<br />

provided.<br />

Both my kids are very, very<br />

early risers so I’m awake at<br />

sunrise hanging out with them.<br />

lunchtime for some exercise,<br />

then I’m back to the grind until<br />

early evening. From that point<br />

onwards, it’s all about the kids,<br />

The “Usual Suspects” due to<br />

ADMITTING LIABILITY<br />

In the event of a claim, never admit liability for a claim against you, even if you think you are at fault. To<br />

do so could result in the Insurer reducing or denying your claim. You should always allow the Insurer to<br />

make a liability determination based on the evidence provided.<br />

REPORT DAMAGES<br />

You should always report malicious damage, vandalism or theft of your Taxi to the police and obtain a<br />

police report or report # to ensure the claim goes smoothly, as this is a requirement when lodging a claim.<br />

COMPREHENSIVE VS THIRD PARTY PROPERTY DAMAGE<br />

Comprehensive Insurance generally lives up to its name. It’ll cover you for a wide range of damage<br />

caused by an insured event like an accident, theft and weather events (think hail, fire and storms,<br />

including cyclones). It also has your back if you cause any damage to someone else’s car and<br />

property. Third Party Property Damage Insurance, on the other hand, only covers damage to another<br />

person’s vehicle and property.<br />

CTP costs<br />

changing<br />

TO BE SIMILAR FOR TAXIS, RIDE<br />

BOOKING & HIRE VEHICLES<br />

The way Compulsory Third Party (CTP) insurance premiums are<br />

determined in QLD for classes 3, 4 and 26 is being adjusted.<br />

Recent years have seen changes to the personalised transport<br />

industry, including the introduction of a new CTP insurance<br />

class and differences in the way that operators work and lease<br />

vehicles.<br />

In response, Motor Accident Insurance Commission (MAIC) is<br />

aligning premiums paid by personalised transport operators<br />

who deliver similar services.<br />

From 1 October <strong>2021</strong>, vehicles registered in class 3 - taxis, class<br />

- 4 hire vehicles and class 26 - ride-booking vehicles will be<br />

considered a single group and will pay the same base insurer<br />

premium charged by insurers (excluding the CTP levies and<br />

administration fee).<br />

This change aims to unify CTP insurance premiums payable by<br />

personalised transport operators who deliver similar services,<br />

while ensuring that premiums still cover the cost of claims.<br />

The current vehicle classes will be retained for registration<br />

purposes, but class 3, 4 and 26 will be treated as a single cohort<br />

for calculating CTP insurance premiums.<br />

From 1 July 2022, the levies and fee that make up the rest of the<br />

total premium will change to reflect these new arrangements.<br />

This will mean that the total cost of CTP insurance for<br />

personalised transport vehicles in these three vehicle classes<br />

will be the same from 1 July 2022 onwards.<br />

“<br />

The regulator of CTP premiums in QLD,<br />

MAIC, announced last week that from 1 July<br />

2022, CTP premiums for rideshare, rental<br />

cars and taxis would all be the same price.<br />

Whilst plenty are taking credit, the reality<br />

is the decision was based on claims, trends<br />

and analysis that have determined that<br />

rideshare vehicles are taxis and therefore<br />

carry exactly the same risk.<br />

From 1 September <strong>2021</strong>, sedan taxi<br />

registration in QLD will fall $2,200 and the<br />

other two will experience increases of a<br />

couple hundred dollars before moving to<br />

complete harmonisation next year.<br />

I believe this will be the first truly level<br />

playing field for CTP in Australia.<br />

UPDATED FOR EASE OF USE<br />

The Taxi User Subsidy Scheme<br />

(TUSS) is a subsidy available to<br />

certain eligible people travelling<br />

in a Taxi operating under the<br />

provisions of the WA Transport<br />

(Road Passenger Services) Act<br />

2018.<br />

To be eligible for TUSS a person<br />

must demonstrate to the CEO of<br />

WA DoT that they:<br />

• are a permanent resident in<br />

Western Australia;<br />

• have a disability that will<br />

always prevent them using<br />

conventional public transport;<br />

and<br />

• are over ten years of age, or<br />

are less than ten years of age<br />

and they use a wheelchair.<br />

The TUSS vouchers have been<br />

updated to help drivers fill out<br />

voucher details more accurately.<br />

Completing TUSS vouchers<br />

properly makes it easier for your<br />

vouchers to be processed without<br />

delays.<br />

The new voucher books are now<br />

in circulation. Previous voucher<br />

books are still valid, so you might<br />

see both types of vouchers on the<br />

road.<br />

Drivers will now need to:<br />

• enter their On-Demand<br />

Booking Service (ODBS)<br />

authorisation number on the<br />

voucher; and<br />

• sign the driver declaration<br />

on the back of each voucher.<br />

Unsigned vouchers will not<br />

be paid.<br />

There are no changes for TUSS<br />

participants.<br />

TUSS vouchers can be processed<br />

Yellow Cab services may soon<br />

come to an end after the<br />

company announced it’s filing<br />

for bankruptcy.<br />

“The old adage that you’re<br />

going to hail a cab, that’s like<br />

from the 80s or whatever,”<br />

said Brock Fletcher, a traveler<br />

from Michigan.<br />

For as long as some<br />

Houstonians can remember,<br />

Yellow Cabs have been a<br />

symbol in transportation<br />

when driving yourself is not an<br />

option.<br />

The company said it’s filing for<br />

bankruptcy in San Antonio,<br />

Austin, and Houston.<br />

“The reality is, I think they’re<br />

just catching up with the<br />

times,” Fletcher said.<br />

zTrip, a ride-sharing company<br />

that allows you to hail or<br />

schedule a taxi, limousine or<br />

black car service, entered an<br />

agreement with Yellow Cab to<br />

purchase its assets as part of<br />

the bankruptcy.<br />

zTrip CEO Bill George said if<br />

the acquisition goes through,<br />

he would expand Yellow Cab<br />

services, but not disrupt the<br />

company.<br />

“We’ll continue operating<br />

with the same drivers, and we<br />

will have new vehicles that<br />

we’ll put into a fleet with new<br />

upgraded technology. But<br />

the goal is absolutely zero<br />

interruption in service,” said<br />

George.<br />

If all goes as planned, riders<br />

could see zTrip replacing cabs<br />

at the airport and throughout<br />

Houston next month.<br />

Ford, Lyft<br />

and Argo<br />

Team Up<br />

to Deploy<br />

Robo-Taxis<br />

Ford Motor Co. and its partner Argo<br />

AI will start a self-driving ride-hailing<br />

service with Lyft Inc. in Miami and<br />

Austin, Texas, later this year. It will<br />

be the biggest commercial rollout of<br />

robot rides.<br />

The deal announced last month<br />

brings together the three elements<br />

essential to deploy robo-taxis -- a<br />

big automaker, an autonomous<br />

technology creator and a major ridehailing<br />

company.<br />

The plan is to begin significantly<br />

expanding the initiative in 2023, with<br />

the ultimate goal of dispatching<br />

1,000 self-driving vehicles in the<br />

six U.S. cities where Argo has been<br />

testing, including Washington.<br />

hybrid Ford Escape sport utility<br />

vehicles in Miami and Austin,<br />

minders -- a backup driver behind<br />

the wheel who’s ready to take over<br />

if needed, along with a worker who<br />

monitors the technology driving the<br />

operation. The vehicles won’t be<br />

restricted to preapproved routes,<br />

and passengers will have the option<br />

to choose an autonomous vehicle<br />

from the Lyft app on their phone at<br />

no extra charge.<br />

The broad deployment on a familiar<br />

ride-sharing app will help to<br />

“normalize” self-driving technology<br />

for consumers who are reluctant to<br />

trust the technology, Jody Kelman,<br />

the head of Lyft’s autonomous unit,<br />

said in an interview.<br />

“We really want to help consumers<br />

on this transition to self-driving<br />

technology as a transportation<br />

option,” Kelman said. “We think the<br />

easiest way for a consumer to think<br />

about that is it’s priced the same.<br />

It’s just like any other ride on Lyft.”<br />

Khan said: “Transport for<br />

London implemented a new<br />

structure in 2019 that brought<br />

together up to 420 multi-skilled,<br />

on-street officers to support a<br />

range of activities across the<br />

transport network”.<br />

“TfL uses intelligence-led<br />

deployments to ensure there are<br />

enough resources to support<br />

operational demand, including<br />

taxi and private hire compliance<br />

operations.”<br />

“Up to 225 specially trained<br />

officers can be deployed to<br />

support road and vehicle<br />

activities, which includes<br />

Taxi and Private Hire (TPH)<br />

compliance operations.”<br />

“However, the new structure<br />

means TfL can respond to<br />

increased demand and draw<br />

upon the wider team should<br />

it need to deploy additional<br />

officers in support of TPH<br />

compliance operations.”<br />

Compliance officers are<br />

deployed by licensing authorities<br />

all around the UK to enforce taxi<br />

and private hire regulations to<br />

ensure the safety of the public<br />

as well as that of the drivers<br />

working within the industry.<br />

Officers would normally check<br />

the condition of the vehicles<br />

being used, such as tyres, lights<br />

and taxi/private hire licence<br />

plates.<br />

Drivers will also have routine<br />

checks undertaken to ensure<br />

they are meeting regulations<br />

including having an up-to-date<br />

licence.<br />

OPEL ASTRA REVEALED<br />

WITH PLUG-IN HYBRID<br />

The old Holden Astra may have<br />

blossomed into a neat package<br />

with plug-in hybrid technology.<br />

Opel has lifted the sheet off its<br />

new Astra with plug-in hybrid<br />

power, and it’s a tech-packed<br />

offering in the popular small car<br />

segment. What a shame Holden<br />

isn’t around to secure this one<br />

although new Opel/Vauxhall<br />

parent company Stellantis may just<br />

do that in the future.<br />

For now, the Opel Astra will be<br />

sold in Europe with a new plug-in<br />

hybrid drivetrain which is believed<br />

to be a 1.6-litre petrol producing<br />

a handy 165kW or so. The driving<br />

range would be about 50km on<br />

battery power and recharging the<br />

car takes around 7 hours.<br />

Inside the design is much different<br />

too, with the brand ‘Pure Panel’<br />

digital cockpit that uses a twin<br />

screen system. Both screens<br />

measure 10 inches, one for<br />

infotainment and one for the<br />

driver. Most physical buttons are<br />

gone too, so controls for the air<br />

conditioning and the like are now<br />

done on the infotainment screen.<br />

For safety, there are five radar<br />

sensors that help support adaptive<br />

cruise control, AEB and lanekeeping<br />

support, and it can even<br />

make lane changes by itself,<br />

plus there are four cameras for<br />

expanded vision.<br />
