AN UNFAIR
INDUSTRY
DESERVES
A FAIR GO
Rod Barton MLC
Leader, Transport Matters Party
In 2017, the Victorian government decided to
revoke all taxi and hire car licences in the state. This
decision has left many licence holders out of pocket.
The government’s decision has had a devastating
impact on the livelihoods of many taxi and hire
car licence holders. These people have lost their
businesses, their incomes and their ability to support
themselves and their families. The government has
failed to recognise the significant financial losses
that these licence holders have incurred.
The government has effectively
stolen from these taxi and hire car
families, some of whom have now
been forced out of business.
This was all done to accommodate an illegal entity -
Uber.
Some families have been left with nothing, while
Uber continues to operate illegally in Victoria.
Ben Carroll has been in the chair as Minister for
Transport for two years and what has he achieved
for this industry? Nothing. He has neglected the
taxi industry and failed to provide any support or
compensation for licence holders.
Ben Carroll is complicit in the
destruction of an industry that has
been a vital part of the Victorian
economy for decades.

VICTORIA news
Premier Andrews - Does this
government intend to let the wolves
continue to roam, or do you now
recognise this industry must be
repaired?
The de-regulation of the taxi
industry has not just affected taxi
families, Victorian taxpayers have
taken a heavy hit as well. Before
deregulation, the government
collected upwards of $40 million
a year from leasing taxi permits.
Since 2017, they haven’t even
collected the $55 annual fee from
drivers and operators.
Put simply, Victorian
taxpayers are paying
a heavy price for
this Government to
accommodate Uber.
In addition to the loss of revenue
for Victoria, there has been a
significant increase in congestion
on Victorian roads since the
introduction of Uber. This is
because there are now more cars
on the road as a result of people
using Uber instead of taxis.
This has had a negative impact
on everybody’s commute, and
has added to the already high
levels of traffic congestion in
Melbourne.
The Victorian government must
urgently address the issue of
compensation for taxi and hire
car licence holders, and must
also take measures to reduce
the level of congestion on our
roads. Failure to do so would be a
betrayal of the people of Victoria.
In PAEC Budget Hearings with
Premier Andrews not so long ago,
he acknowledged that many had
mixed experiences of, and views
of, the 2017 industry reforms.
Make no mistake: these reforms
devastated licence-holders.
Those already carrying crippling
legacy debts then had to deal
with COVID-19, which shut down
an industry.
At this meeting Premier Andrews
said to me that his door was
always open and, ‘There well may
be more we have to do’.
In a recent sitting of Victorian
Parliament I said “Premier
Andrews, I have presented to you
a plan. As we move to November,
the industry’s 120,000 drivers and
200,000 of their family members
want to hear from you, Premier.”
And I asked, “Does this
government intend to let the
wolves continue to roam, or do
you now recognise this industry
must be repaired?”
The taxi industry was an essential
service during the bushfire crisis
and the COVID-19 pandemic.
Taxi drivers continued to work
throughout these crises, while
other industries were forced to
close down. This is a testament to
the dedication and commitment
of taxi drivers.
Despite this, the Victorian
government has failed to support
the taxi industry. The decision
to de-regulate the industry
has had a devastating impact
on many families, and has not
delivered the promised benefits
to consumers.
It is time for the government
to recognise the damage and
significant financial hardship they
have caused for so many people.
The government needs
to be held accountable
for its decisions,
and industry licence
holders deserve to
be compensated for
the unfair way in
which they have been
treated.
Only then can the
Victorian taxi and hire
car licence holders
begin to rebuild their
lives.

VICTORIA news
Real reform needed
not just a coat of paint
In recent years, the commercial
passenger vehicle industry has
been in a state of flux. Uber has
been allowed to surge prices,
while taxis are frowned upon if
they do so. As a result, drivers are
being exploited, and passengers
are being taken advantage of.
The Victorian commercial
passenger vehicle industry is in a
state of crisis, with many drivers
struggling to make a living. The
blame falls squarely at the feet
of Safe Transport Victoria (STV),
the regulator. STV has failed to
properly regulate Uber, resulting
in the loss of over $1 billion in
income for taxi drivers.
It's high time the Victorian
Government showed some
leadership and got STV to do
its job, which is to regulate the
commercial passenger vehicle
industry in the interests of all
Victorians, not just a few multinational
companies.
Recently the regulator got a
new name when the Victorian
government merged Transport
Safety Victoria with Commercial
Passenger Vehicles Victoria
(CPVV) and is now named Safe
Transport Victoria (STV).
But unfortunately, a new name
will not solve the underlying
issues.
The regulator has long had a
fractured relationship with the
industry, due to years of policy
that simultaneously fails to
regulate commercial operators
and drivers, while also crippling
them with unjustified and
unnecessary bureaucracy.
The mismanagement of the
8 September 2022
VICTORIA news
Multi-Purpose Taxi Program has
meant that regional communities
face the reality of having no
wheelchair accessible taxis for
their disabled population.
In all this time, the regulator has
been consistent in one area; its
relentless disdain for the industry
it is meant to regulate.
The industry is on its knees.
There are 120,000 drivers out
on Victorian roads fighting for
a smaller piece of the pie every
day. And the government’s and
regulator’s answer to this is to
bring in the same old faces and
give them a new name.
The regulator has not kept up
with the changing times, and has
allowed Uber to operate without
any regulation. This has created
an uneven playing field and has
led to the decline of the taxi
industry.
There are 120,000 registered
commercial passenger vehicle
drivers in Victoria, and Uber
has been allowed to surge price
whenever it suits them.
Taxi drivers had received one pay
rise in 14 years until Rod Barton
MP started lobbying on their
behalf and he was instrumental
in the taxis receiving a fare
increase this month.
The Victorian Government
needs to urgently review how
STV regulates the commercial
passenger vehicle industry
and take action to protect the
livelihoods of taxi drivers.
The solution is not for taxis to
follow the exploitative Uber
model but that STV needs to do
its job and start regulating to
protect passengers AND drivers
from exploitation.
The regulator needs to step up
and take responsibility for the
industry. They need to create a
level playing field, and ensure
that all operators are adhering to
the same rules and regulations.
The taxi and hire car industry
needs real reform, not just a new
coat of paint.
The industry needs an
organisation that understands
the industry and is willing to
work with all stakeholders
unbiasedly to create a
sustainable future for all
stakeholders.
Anything less than that is simply
unacceptable.

11.2% Fare Increase
for unbooked taxi
services
For the first time since 2014 the
Essential Services Commission (ESC)
has raised the maximum fare for rank
and hail taxi services, and the came
into effect on 15 September.
The ESC is charged with evaluating
and reviewing the maximum fare
applicable for unbooked taxis
services that begin in the Melbourne
Metropolitan or Urban and Large
Regional Zones, which covers most
of metropolitan Melbourne, Geelong,
Ballarat, Bendigo, Frankston,
Dandenong, and the Mornington
Peninsula.
The fare change equates to about
$1.50 extra for a three-kilometre
trip in Melbourne's central business
district, or $5.60 to travel from the
CBD to Melbourne Airport. This is the
first fare increase in eight years, and
comes after a period of significant
cost pressures for the taxi industry.
The ESC found that higher fuel costs,
insurance premiums and vehicle
finance costs had all contributed to
the need for a fare increase.
The ESC also found that the taxi
industry had been absorbing these
cost pressures without passing them
on to passengers, as their only means
of being able to recoup these costs is
through increased fares.
The new taxi cost index suggests that
the costs of operating a conventional
taxi have increased by 11.2 per cent
since 202, and the main contributors
are:
• fuel costs at 5.8 per cent;
• driver labour at 4.3 per cent;
• insurance at 1.8 per cent;
• vehicle finance at 0.7 per cent.
The new maximum fares will be:
• Flagfall: $4.00 (up 40 cents)
• Distance rate: $1.90 per
kilometre (up 20 cents/km)
• Time rate: $0.40 per minute (no
change)
For example, the fare for a 5
kilometre trip that takes 10 minutes
will increase from $17.40 to $19.30.
Even though the fares have just been
increased, Victorian taxi fares are still
among the lowest in Australia.
The ESC sets the maximum fares
that can be charged for taxi services,
but does not regulate fares for ridesharing
services such as Uber and
Ola. However, all CPV providers are
encouraged to review their fares in
light of the new maximum taxi fares.

FURTHER
COMPENSATION
Announced
The State Government has
announced that taxi licence
holders in NSW will receive
further compensation on top of
the $20,000 already paid out.
This additional compensation is a
result of the deregulation of the
taxi industry, which has left many
licence holders out of pocket.
“To help existing taxi licence
holders adapt to these changes,
the package will provide
$100,000 for each eligible
Sydney metro taxi licence up to
six licences per owner. It will
provide up to $130,000 for each
taxi licence outside of Sydney
with no cap on the number of
licences per owner," said NSW
Treasurer Matt Kean.
This news will come as a relief to
the 5,000 families who have been
waiting for compensation since
the purchase of their taxi licence
plates. Each plate was purchased
for at least $350,000, but is now
only worth $20,000.
The taxi industry in NSW has
been through a lot of change in
recent years, and licence holders
have borne the brunt of that
change. It is good to see the
State Government recognise
their contribution and provide
additional compensation, but it is
clear that more needs to be done
to support taxi licence holders in
NSW.
Under the package, the $1
Passenger Service Levy (PSL)
will be extended from 2026-27 to
2028-29. The amount of the PSL
will not be changed.
Treasurer Matt Kean said the
Government had listened to
the taxi industry and delivered
a package that would provide
certainty and support taxi licence
owners during this time of
change.
"This is a strong package that
will provide real assistance to
taxi licence owners as they
transition to the new reality of
ride-sharing," Mr Kean said. "The
NSW Government is committed
to supporting all those who have
been impacted by the changes
to the taxi industry, and this
package does just that."
Taxis continue to play an
essential role in the state’s
transport system. As such,
they need to be sufficiently
compensated for allowing rideshare
(specifically Uber) to enter
their market.
As taxi licence holders were
some of the hardest hit by this
change, they are only right to be
given additional compensation.
This will help to offset the loss
they have incurred and provide
some stability during this time of
change.
However, it is important to note
that this additional compensation
does not make up for the loss
taxi licence holders have faced.
It is a step in the right direction,
but more needs to be done to
support taxi licence holders in
NSW.

SUBSTITUTE VEHICLES
In place of taxi
services
To ensure the continuation of taxi services across
Queensland, TMR can issue substitute vehicle
authorities (SVAs) to authorised booking entities that
provide booking services for taxis. An SVA allows a
substitute vehicle to be used in place of a licensed taxi
in the event it is unavailable for certain reasons.
To date, SVAs have been issued when the licensed taxi
cannot be used because it has:
Department of
Justice and Attorney-General
• a mechanical fault, or
• been involved in an accident.
Following feedback received from Queensland taxi
operators, TMR has reviewed and amended its SVA
policy. The new policy will allow TMR to approve SVA
applications in a broader range of circumstances,
including when the licenced vehicle is:
• undergoing vehicle maintenance or inspection, or
• being replaced with another vehicle.
In these circumstances, TMR will consider whether
the substitute vehicle is needed to meet customer
demand. www.worksafe.qld.gov.au
All other aspects of the SVA policy remain unchanged.
Decisions on whether to issue an SVA to an applicant
will continue to be made on a case-by-case basis by
TMR, and legislative and record-keeping requirements
still apply to SVA holders.

Overcharging:
who wins?
As part of our annual survey
in November 2021, TMR asked
customers what they thought
about fares. Three-quarters of
taxi customers and more than half
of ride-booking customers said
they had been charged a higher
fare than expected in the last 12
months.
Every time a driver charges more
than the estimated fare for a
booked trip or more than the
maximum fare for a relevant taxi
service, these behaviours are likely
to impact the reputation of the
personalised transport industry
overall.
For booked hire services, the fare
can only be higher than the fare
estimate if worked out according
to circumstances set out in the
estimate.
For taxi services to which the
maximum fare applies, the fare
must not exceed the maximum.
Every time a driver refuses to
take a passenger because the
passenger wouldn't accept
being charged an excessive fare,
the passenger's dignity may be
affected, or their safety may be at
risk.
Drivers may be issued Penalty
Infringement Notices for
overcharging, or their booking
entity might decide to disaffiliate
them. Upon receipt of a driver
disaffiliation notice from a
booking entity, TMR will consider
whether action against their driver
authorisation is required, so this
might mean they can no longer
drive public passenger services.
Overcharging:
nobody wins!

As a CPV driver, how can
I help passengers with
an assistance animal?
We understand you may not know how to ask a passenger about
their assistance animal, so here are some tips to help you...
I
Be polite and
speak to your
passenger, not
the animal.
Assistance animals
are allowed in
commercial
passenger vehicles,
even if they are not
clearly identified
2
Ask for more information
if you can’t tell whether
the animal is an
assistance animal.
You can politely ask, “Is your
animal an assistance animal?”
or, “Can you please tell me
how the animal is trained to
help you?”
3
Politely tell the
passenger if you
are afraid of dogs.
You may say “I’m
sorry if I’m nervous
around your animal, I
am scared of dogs”.
The passenger will
often face the dog
away from you to
make you feel more
comfortable.
4
Don’t make eye
contact with
the dog.
Just like you,
dogs don’t like
to be stared at.
5
Ask the passenger
if they would like
any assistance
before you help
them.
If they would, wait for
them to tell you how,
or gently hold their
arm to guide them
to the vehicle door.
Remember to walk
slowly.
7
Do not ask about a
person’s disability.
It is rude to ask questions like:
“What is wrong with you?”,
“What happened to you?”,
“Why do you look that way?”,
or “Why do you need that
animal?”
6
Please don’t
touch, stare,
feed or make
noises at the
animal.
Assistance
animals should
not be distracted
from their job.
Assistance animals
help with many things!
Assistance animals help hundreds of
Victorians to live independent lives. They
assist their owners by giving them a greater
sense of freedom through helping
them with many things, such as...
Assistance animals help people to balance if they have
walking difficulties
Assistance animals help with opening and closing
doors, drawers and fridges
Assistance animals help with pushing pedestrian
crossing buttons
Assistance animals bark to alert their owners to danger
Assistance animals alert people to seizures (sometimes
before they occur) or other medical issues, such as low
blood sugar in a diabetic child
Assistance animals retrieve or pick up items like mobile
phones or keys
Assistance animals can help with a number of different

FURTHER INCREASES
To maximum
Rank & Hail fares
The WA Government has
approved a further 4.5% increase
to maximum on-demand rank or
hail (taxi) fares, in response to
requests from taxi operators to
review fares to compensate for
rising costs.
The increase will apply to all
regulated fare components from 1
December 2022.
On-Demand Booking Services
(ODBSs) that provide rank or hail
(taxi) services can choose whether
to implement the fare increase or
not. ODBSs can choose to apply
all, some or none of the increase.
Fares were previously increased by
2% as an interim measure to ease
costs associated with the rising
price of fuel – this increase came
into effect on 1 August 2022.
The Department of Transport
(DoT) will work with the industry
to ensure a smooth and effective
implementation of the new
increases, noting that many ODBSs
have only recently updated meters
and fare schedules to reflect the
August increase.
ODBSs that provide rank or hail
(taxi) services can choose whether
to implement the fare increase
or not. The regulated fares are
maximums – ODBSs can choose
to apply all, some, or none of the
increase.
If ODBSs implement the December
increase, fare amounts should be
updated on any booking apps,
websites and fare estimators.
DoT understands that ODBSs
may have recently updated fare
schedules in their vehicles in
line with August’s fare increase;
therefore fare schedules will not
be the focus of compliance efforts
over this time.
It’s important that drivers keep
in contact with their on-demand
booking service to get the latest
information about how they
respond to the fare increase.

Contract fares
This is the agreed amount payable for the hire of
a taxi (or charter vehicle), which must be agreed
upon before the journey starts, between:
• the hirer and the driver; or
• the hirer and the driver's on-demand booking
service.
Contract fares must be recorded in writing – this
includes electronic formats like SMS or email.
Written confirmation of a contract fare must
include:
• enough detail to identify the driver, the
vehicle/s used, the person who booked the
service, and at least one passenger;
• the start and end locations of the proposed
journey;
• the day and time of the proposed journey;
• the amount agreed to pay for the contract fare
(including any amount for GST); and
• a statement declaring that additional fees may
be payable (like parking fees, cleaning fees,
payment surcharges and/or airport fees).
Contract fares cannot be arranged if the passenger
is engaging the driver at a taxi rank or hailing the
vehicle on the street – drivers must use their
meters in these situations.

Taxi Drivers
TAKE EVERY FARE
as if it is
YOUR LAST FARE
22 September 2022
All taxi drivers want that elusive long trip to get that big fare! But it doesn't
happen every day or night.
So when you refuse to take passengers on a short trip, you are giving a bad
name to the taxi industry and forcing the public to go elsewhere for their
transportation - such as ride-share.
When you become a taxi driver, you join a professional group of men and
women who provide a vital service to the public. Therefore, it is expected
you behave professionally and take all fares, regardless of how short they
may be.
While it is certainly true that every driver wants to maximize their earnings,
and long trips are more lucrative than short ones, it is important to remember
that every fare - no matter how short - is valuable. Multiple small fares
can add up to increased earnings for the driver, and refusing any fare risks
angering potential customers and damaging the reputation of the taxi
industry.
Not only is it unprofessional to refuse short fares, it is also bad for business.
Every single fare, no matter how small, provides you with valuable income
that you need to pay for things like fuel and food. Over the course of a day or
night, multiple small fares can add up to a significant amount of earnings.
Refusing to take fares gives the impression that taxi drivers are only
interested in long trips and big fares. This is simply not true. All fares are
important and help to pay for fuel and food. In addition, multiple small fares
can add up to increased earnings over time.
So the next time you are tempted to refuse a short fare, remember that
you represent not just yourself but the entire taxi industry. Be professional
and take all fares. It's good for you, good for the industry, and good for the
public.

Each year you could be
SAVING $XXXX
Australians could save more
than $20 billion in petrol and
maintenance costs if Electric
Vehicles (EVs) made up 75 per
cent of new car sales by 2030,
according to Climateworks Centre
analysis.
Fuelling and maintaining a car
is one of the largest household
expenses, so it's no surprise that
many Australians are feeling the
pinch at the pump. But what if
there was a way to cut these costs
significantly?
Electric vehicles could be the
answer. Climateworks Centre's
'Pathways to Decarbonising Road
Transport in Australia' report
found that if electric vehicles
made up 75% of new car sales by
2030, Australians would save $20.8
billion in fuel and maintenance
costs.
This saving is equivalent to around
$550 per year for the average
household, and would help to
offset the higher purchase price of
an electric vehicle.
So why aren't more people making
the switch to EVs? Well, there are
a few barriers to entry. Firstly,
electric vehicles are still relatively
new technology, so there is a lack
of awareness and understanding
about them. Secondly, the upfront
cost of an electric vehicle is often
higher than that of a conventional
petrol or diesel car.
However, it's important to
remember that the total cost
of ownership for an EV is often
lower than that of a traditional
car, once fuel and maintenance
costs are taken into account. Our
analysis found that over a vehicle’s
lifetime, electric vehicles can be
up to $7000 cheaper to own than
petrol or diesel cars.
So if you're thinking about
switching to an electric vehicle,
don't let the upfront cost deter
you – in the long run, you could
save yourself a lot of money. And
who doesn't like saving money?

DESK [AND CAR]
YOGA POSES
for your work day
Breathe in and stretch out between emails
and assignment writing [and passengers].
Your mind and body will thank you for it.
When you think about it, most of us – whether
studying or working in an office [or driving a
taxi or limo] – spend most of the day sitting
down. We spend hours typing away, looking
at a monitor [or sitting in a car transporting
passengers] and repeating these motions over
and over without taking a break.
We can’t always do much to avoid this excess
sitting, but we can add a little spice to our
daily routines with some desk [car] yoga. This
helps to keep our joints and limbs nimble, and
avoid excess tension and stiffness at work.
Wrist and finger stretch
Seated cat-cow
stretch
Sit on a chair extend your right arm in front of you –
like you’re pushing something away with your palm.
Keeping your arm straight in front, spin your hand
so your wrist faces up and your fingers point
towards the floor.
Now take your left hand and gently pull your
fingers back towards you, whilst keeping your arm
straight.
You should feel a slight stretch in your wrist, palm
and fingers.
Take five deep breathes then do the same on your
other side.
Sit in your chair with your legs hip-width
apart and your feet flat on the floor.
Place your hands on your knees
Inhale and slowly arch your back, rolling
your shoulders back and down.
As you exhale, slowly reverse the position,
rounding the spine, letting your head drop
as your chin moves towards your chest.
Now repeat these two movements for
another three to four breaths.
These yoga poses are reprinted from Beyondblue website, and relate just as
much to taxi and hire car drivers as they do to students and office workers.
26 September 2022
Seated spinal twist
Hip Openers
Sit sideways in your chair, so the back
of the chair is on your left side of your
body.
Sit with your legs hip-width apart and
your feet flat on the floor.
Inhale, and as your exhale slowly twist
your upper body left towards the back
of your chair. Pulling your right hip back
gently and making sure your spine stays
tall.
Only going so far as feels comfortable.
Inhale holding the pose, then exhale
and slowly twist back to your seated
position.
Turn yourself around so the back of the
chair is on your right side and repeat
these movements, turning to the right.
Sit in your chair with your legs hip-width apart and your
feet flat on the floor.
Bring your right ankle on your left knee and flex your right
foot to keep everything safe.
The weight of your leg (mixed with gravity!) should softly
pull right knee towards the floor. But if your shin is not
parallel with the floor, no stress – this only means you’ve
got some tightness in your hips, which happens to most of
us that sit at a desk all day.
Make sure your hips are level and all of your bottom is
touching the chair (don’t lift one side!)
If you’re feeling you want to go a little further, you can
hinge at your hips and bring your back (make sure it’s
straight!) towards your legs.
Hold this pose for five breaths then repeat on your left
side.
You may find one side is tighter than the other – and that’s
okay, generally your dominant side is more flexible.
Shoulder openers
hinge from your hips and bend forward, lowering
your back towards the desk as you exhale. Your
hands should rest on the desk.
Legs can be straight with a slight bend in the knees
or fully bent (if your hamstrings don’t like it).
Stand up facing your desk, feet hip-width apart and
keep about a metre between you and the desk.
Inhale and raise your hands above your head,
shoulder-width apart. With a straight back, slowly
You should feel like your legs and back are forming
a right angle with the desk. With each exhale, see if
you can reach your hands forward – ever so slightlytill
you feel a nice stretch through your chest and
upper back.
Hold this pose for five breaths and slowly come out
it by standing up straight.

Self Driving vehicles
in United Kingdom in 2025
UNITED KINGDOM - UK roads could
see self-driving vehicles rolled out
by 2025 thanks to new government
plans – backed by £100 million.
This is a huge shift in policy from the
current government, and it’s one
that could see big changes on our
roads in the coming years. Selfdriving
vehicles have been tested
extensively in other countries, but
the UK has been lagging behind –
until now.
The new plans would see vehicles
that can drive themselves on
motorways available to purchase
within the next year, which users
would need a valid driving licence
for. This would then open up selfdriving
cars to other roads.
The government is clearly betting
big on self-driving technology, and
it’s a move that could have huge
implications for both drivers and
the economy. With safety at the
forefront of the plans, it’s hoped
that self-driving cars will help to
reduce the number of accidents on
our roads.
Time will tell whether the plans
come to fruition, but it’s clear that
the government is serious about
making self-driving cars a reality in
the UK.

London taxi fleet accelerates past
15,000 vehicles licensed mark
by Perry Richardson | taxi-point.co.uk
ENGLAND - The London taxi vehicle
fleet has recovered back past the
15,000 vehicles mark as cabbies
and fleet owners continue to invest
millions of pounds into greener
cabs.
According to Transport for London
(TfL) data there are currently
15,013 black cab vehicles licensed in
London. That represents an increase
of over 1,552 vehicles since April
2021.
The current fleet number is still way
off pre-pandemic levels where it
stood at 18,504 in April 2020. That
figure is not expected to be reached
in the short to mid-term as taxi
driver licences continue to drop.
In April 2022 LEVC (London Electric
Vehicle Company) announced the
significant milestone of its 5,000th
TX taxi sold in London. The TX is
expected to overtake the diesel
TX4 cab as the most popular vehicle
licensed in London in the coming
months.
In June there were 6,505 TX4 cabs
currently working in the capital.
In third place the Mercedes-Benz
Vito cab sits with 2,629 cabs and
next up is the Nissan Dynamo Taxi
with 170 registered.
Since 2018 when new Zero Emission
Capable (ZEC) rules arrived in
London, taxi drivers and fleet
owners in the capital have invested
over £330 million to help the Mayor
of London’s clean air strategy.

CALIFORNIA RULE
will make EV charging more affordable
by Stephen Edelstein
CALIFORNIA - As reported by
Canary Media (via ChargedEVs), the
California Public Utilities Commission
recently approved a new rule
requiring the state’s three largest
utilities to let EV chargers measure
the amount of energy they’re using.
Many home chargers already have
metering capability, but without the
requirement to use it utilities were
forcing customers to install separate
meters at their own expense. In
addition to being redundant, this
could cost up to $2,000, according
to a figure quoted by Pacific Gas &
Electric (PG&E), the state’s largest
utility.
So while California has required
time-of-use rates that could
incentivise EV owners to charge
during off-peak times, that has
been cost-prohibitive to some
homeowners until now. But with
chargers showing how much power
is being used in real time, customers
can take advantage of those time-ofuse
rates without having to spend
extra money on a second meter.
The potential benefits aren’t just
financial. Time-of-use charging is a
key technology that will help enable
the increased electricity load from
EVs to make the grid cleaner, not
dirtier.
And, as the percentage of EVs in
the fleet ramps up, and as public
charging becomes more widely
available, it could be argued that
smart charging is more important
than fast charging.
By charging slowly, outside of peak
hours, EV drivers still get the energy
they need with fewer necessary
upgrades to grid infrastructure.
With the new rule in place, California
could soon tap into smart charging’s
true potential.
