With greatest concerns I address our Palmas del Mar Homeowners Association,<br />
involving safety concerns related to operational guidelines expected<br />
from Golf Cart users, specifically referencing a signed Agreement<br />
((PHA/Golf Cart Owner)) that outlines their usage at PHA common areas<br />
and paths.<br />
As witnessed with enclosed video, gross negligent operations of golf<br />
carts at Palmas del Mar constitutes an inherit danger to occupants, causing<br />
injuries beyond first aid, and many times broken limbs and head traumas.<br />
Last weekend (26/27MAR22) our security staff, and local emergency<br />
response units, were called to manage two (2) different golf cart injuries<br />
involving minors, and adults., as operators. Both cases resulted in Golf<br />
Carts overturned sideways at uncontrollable speeds. A total of seven (7)<br />
passengers suffered injuries, described by attending paramedics as broken<br />
limbs, head traumas and minor injuries.<br />
Our community can’t remain silent, nor without action, while these injuries<br />
are taking place. A collective and appropriate response is needed.<br />
I will not impose bias stricter guidelines, nor will our PHA security staff<br />
arbitrarily be able to prevent unsafe operation of Golf Carts. Our collective<br />
goal shall center in preserving the integrity of our kids, families and visitors<br />
that enjoy Palmas del Mar. Golf carts, when employed correctly, in a<br />
safe manner, and with appropriate precautionary measures, constitute an<br />
amenable family event at Palmas del Mar.<br />
As a result, PHA Staff will spearhead a special committee, involving<br />
key members of our community, insurance agents, security staff and TPA<br />
representatives. The committee’s principal tasking will be to evaluate<br />
Golf Cart accident data, in order to allocate and/or modify Golf Cart usage<br />
guidelines, with recommended actions to be implemented.<br />
Regardless of future actions, as I move forward with engaging a more<br />
aggressive method geared towards preventing golf cart accidents, I must<br />
recommend to each family that owns, operates and/or rents golf carts, to<br />
conduct a “SELF-OPERATIONAL SAFETY CHECK.” Recommended “safety<br />
check” shall include full familiarization with Golf Cart Operational functionalities,<br />
limited operability, driving parameters, speeds, weather conditions,<br />
etc., as an immediate means to avoid potential injuries. Golf Cart<br />
engine/speed modifications are prohibited.<br />
These matters will remain pending as our community awaits the recommendation<br />
of designated committee. Any potential changes to our<br />
current Golf Cart Use Agreement will be notified to our community. Comments<br />
