STRATEGIC DIRECTION 2022–2026
The CEF Strategic Direction 2022–2026 was confirmed
by the Governing Board on June 8, 2021.
The initial planning phase to elaborate our strategic
objectives started already in 2020. We discussed
the background and draft outline in bilateral
consultations with the Governing Board, the
Advisory Board and the CEF Coordinators. They
gave us very valuable input and a solid foundation
for mapping our strategic priorities and ways
to assist our member institutions in reaching their
goals.
Our vision is to inspire public officials, both individuals
and teams, to shape institutional governance
that drives successful economies and fair societies.
This vision puts forward inspiration – for learning,
governing, and advancement. It also maintains
our work in serving as leaders in learning
for public officials. Both of these two aspirations
rest on trust in people and their ability to shape
governance. Our target audience remains central
banks, ministries of finance, tax administrations,
line ministries, and also other public institutions.
With this strategic document, we address:
• the narrative for the region in 2026
• vision and mission
• value-added: know-how on becoming and being
a learning organization
• focus areas of impact
• partnerships
• internal environment
• resources and risks
• monitoring, evaluation and learning
• the results framework and theory of change
We also consulted with several institutions that
contributed to the CEF’s understanding of priorities
for the next years: the Energy Community,
the European Centre for Development Policy Management
(ECDPM), the European Commission,
the IMF, the ODI, OECD, the Regional Cooperation
Council, Regional School of Public Administration
(ReSPA), the Joint Vienna Institute, and the Transport
Community.
