that Norden Primary School are holding their

annual 10-day multi-activity event starting on

Monday 25th July. It’s not too late book and

on pages 61-64 you will find an application

form plus all the info you need about this

well-known event.

There are some fantastic photos of

Heywood’s famous 1940’s day on pages 66

and 67, it was great to see the return of this

well-known event after a two-year absence.

If you want to get in touch with any of the

local Councillors and discuss a local issue

or concern with them, you will find all their

details on pages 70 and 71.

We are ever grateful to Heather Williams

After a two year

absence, thousands

come together to

celebrate Heywood’s

1940’s Day

A fabulous day was had by all at the long-awaited return

of Heywood 1940s Day on Saturday 11th June 22. The

town’s first event post-Covid where thousands of people

came out to see the military displays and vintage delights.

Visitors were treated to a full-size replica Spitfire and

Hurricane plane display along with other military vehicles

and classic cars. Other displays on offer include RAF, Home

Guard, Women’s Land Army and the French Resistance and

a fabulous display of dancing with DJ Dapper Dan. Stalls

were a plenty on Hill St and outside the Civic Centre, whilst

the kids were entertained by the funfair.

St Luke’s hosted the annual Community Concert and Tilly’s

Tea Room performed Air- Raid re-enactments throughout the

day and East Lancs Railway took the Evacuees on a journey

to the country and returned for the Big Jubilee Street Party

after the town’s Official Armed Forces Parade, joined by

Standards, Bands, Veterans and Cadets and finished with an

array of Vintage Vehicles and the Lee Rigby Bikers. Before

being topped only by The Battle of Britain Memorial Flight

flypast of a Hurricane aircraft a little after 2pm.

Organised by Heywood Business Group and funded by

Heywood Township, secretary Melanie Caffrey said “It’s

been a great event and after a 2-year absence we couldn’t

have asked for a better day. The town has always supported

our events and this years has been no different. Thank you to

everyone involved in making the day so successful and we

hope we’ll be back bigger and better next year!”

Bamford Chapel & Norden United Reformed Church

We send good wishes to all who are

enjoying summer holidays at this time,

especially Kate & Becky who produce this

excellent Streetwise magazine.

Many of our weekly organisations take

a break in summer including youth,

uniformed organisations and our Luncheon

Club. However monthly meetings such as

Dementia Friendly Café and our Film Club

continue.

The Ladies’ Fellowship will have their usual

‘Day Out’ on 11th August, visiting Heskin Hall

Shopping Village. Our chapel is open for

worship at 10:30am every Sunday Morning.

At a special ‘Cafe-Style’ service we said a

sad goodbye to Kate Hunt who has been

our inspiring Student Minister between the

12 churches in our Rochdale, Bury & North

Manchester Partnership. She will be shortly

ordained as a full minister and will serve in

the South-West Cumbria United area.

We wish her all the best for the future.

Makes 14 Gluten free

INGREDIENTS

4 egg whites

400g ground almonds

280g granulated sugar

1 tsp orange oil

50g ground flax seeds (linseed)

Finely grated rind 2 oranges

4 tbsps icing sugar

14 whole almonds

METHOD

1. Line a large baking tray with baking parchment.

2. Whisk egg yolks until they just form stiff peaks with an

electric whisk and mix in all other ingredients, except icing

sugar and whole almonds, until you have a sticky dough.

3. Dust your hand with icing sugar.

4. Divide the dough into 14 pieces and roll each into a ball and

into icing sugar before placing on a baking tray and topping

with an almond. Squash flatter with the palm of your hand.

5. Bake at 180C/gas 4 for 15 minutes.

6. These should be firm and chewy but not hard when cool.

Store in an airtight tin.

Your Ward Councillors are here all year round to offer help and advice on a wide range of local issues

It’s been a busy few weeks and with the start of a new council year now properly

underway we have been working hard to make sure that Norden is getting its fair share

of funding and investment from the new municipal years budget.

Our ward fund has now been agreed with a modest budget to support local projects and

initiatives. Funds are available to community groups, churches, clubs or organisations

that meet the criteria. Each year we support many successful applications so please get

in touch if you think your group could benefit from some financial support.

We have been speaking to residents about a number of planning issues in the village at

the moment. If you would like to meet us to discuss any concerns you have about

things happening near you please get in touch.

Following a number of comments from residents we have taken action to get several

overgrown areas cut back and tidied including sites on Caldershaw Road, Edenfield

Road, Norden Road and in Birtle.

At the last Norden Area Forum we discussed the concerns of local people over Turner

Brothers, the old asbestos works close to our village, which is currently undergoing

remediation works. Residents were concerned about a number of specific issues

relating to how this work was being carried out, what safety processes are in place and

how they are being monitored. We have been very vocal on this matter and have

successfully got the council leader to admit that this is a contaminated site - something

which is incredibly significant and obvious but has ironically never been officially

confirmed.

We like to take a proactive approach to caring for our ward and over the coming weeks

we will be carrying out a ward audit. We will be visiting every street and checking for

problems so that we can get any issues resolved. Please do get in touch if there is

anything specific that you would like to highlight and have us look out for.

Your Ward Councillors are here all year round to offer help and advice on a wide range of local issues

Following residents concerns about speeding, we have been out with our Community

Officers during uly, using the new speed gun in the Norden Rd and Bury Rd areas. We

are also meeting with officers at the Police tation in August so that we can discuss

further issues and ways of working together to keep our ward safe.

Our Community officers usually attend our Forums, so we would encourage you to

come along and get to know them. We are very pleased that the Brimrod Forum is

resuming, at Brimrod ethodist Church, as is our Brimrod urgery which will be held on

the first Thursday of the month at the Church at .am - .pm. Our surgery at

Bamford Chapel, also on the first Thursday of the month will now be held from -

am.

Over the past year we have supported several groups, including the ementia Cafe and

ums and Toddlers, both held at Bamford Chapel, and the football club at pringfield

Park. If you are involved in a community group and need some financial help please get

in touch, we may be able to help.

We recently visited Brimrod Primary chool, together with Chris Clarkson, our P. The

some time with her and the school council discussing how we could help. A further visit,

Building Sustainable Communities,

Protecting Our Green Belt

– the Places for Everyone Myth?

We are moving rapidly towards

the Public Inquiry in to Places

for Everyone (PfE), the latest

grand plan from the unelected

and barely accountable Greater

Manchester Combined Authority

(GMCA).

It is to be hoped that the Public Inquiry

process will provide an opportunity for

significant amendments, to this proposal,

and for common sense to prevail, as the

plan moves forward.

Why are significant amendments

needed, you may ask – here are

a few reasons:

Calculations: -

The numbers used to justify the whole PfE

scheme are seriously out of date. Brexit,

Covid lockdown and recovery, the war in

Ukraine and the cost-of-living crisis, mean

that a comprehensive review using up to

date data is required before the viability

of any such strategy can be assessed

Democratic Deficit: -

The originating documents for the GMSF

(the precursor to PfE) made it clear that

such a proposal could only move forward

with the unanimous agreement of all

ten Local Authorities within the GMCA.

The proposal was rejected by one of

those Authorities, but the GMCA chose to

charge on regardless- why was this?

Approach To Green Belt; -

The whole approach to developing on

Green Belt within PfE is fundamentally

flawed, and this is of prime importance

to communities in Bamford, Norden

and throughout the whole of Greater

Manchester. In the case of Rochdale, the

vast majority of entities asked to bring

forward development proposals were

house builders and developers, and

few other bodies were asked to outline

schemes. How surprising is it therefore

that the vast majority of housing sites

brought forward for consideration are

in Green Belt? Large house builders will

always favour developing on Green

Belt because doing so reduces risk

and maximises profits for cash-hungry

enterprises. The above goes some way to

explaining how and why schemes such

as Bamford Green Belt and Crimble Mill,

which will destroy large swathes of local

Green Belt, have been incorporated in PfE.

The idea that “new additions to Green

Belt” incorporated in PfE offset the loss

of existing Green Belt is spurious at best;

what is lost, in many cases, is prime

agricultural land or recreational space

– this is to be replaced with low grade

space of little agricultural or recreational

value. How is this a proportionate

response to a serious loss of resource?

The protections afforded to Green Belt

land are made clear in the National

Planning Policy Framework, particularly

paragraph 147, which states, in relation to

Green Belt:

“Inappropriate development is, by

definition, harmful to the Green Belt and

should not be approved except in very

special circumstances.”

The caveat of “very special

circumstances” is an important exception

to a rule. In numerous cases, Authorities

have construed the maximisation of

Council Tax revenue as a very special

circumstance which overrides any

other detriment or harm caused by

development.

Sustainable Development: -

PfE is littered with development proposals

which do little or nothing to develop and

nurture local communities. Throughout

the document there are schemes which

maximise housing density but fail to add

to the stock of doctors, dentists, schools,

shops, community facilities and public

answer lie in the fact that such provision

detracts from the profits of builders, or

is it that Planners are so eager to reach

housing targets that other provisions are

not a priority?

The planning system allows developers to

escape the provision of desirable facilities,

on site, by providing a financial sum in

lieu, for use by the local community. This

is known as a Section 106 provision. In a

number of cases, both within Rochdale

and beyond, developers have agreed at

the Committee stage that this provision is

required, only to invent spurious reasons

for non-payment, upon completion. PfE, in

its current form does nothing to address

this issue, so communities will still be

deprived of much needed facilities.

Affordable Housing: - This is a key part

of sustainable development for vibrant

communities, which is absent, in many

cases, from local PfE proposals. Without

genuinely affordable dwellings for the

children of our residents, how are we

supposed to develop and perpetuate a

durable sense of community amongst

residents?

Not The Full Picture; -

The PfE proposals do not tell the full story

of future housing need or provision.

Individual Authorities will still have the

freedom to develop and bring forward

schemes which are not part of PfE. On

that basis, we will all need to pay close

attention to those additional schemes to

get the full picture.

A number of local individuals, interest

groups and elected representatives have

registered themselves as participants

in the Public Inquiry process and it is

to be hoped that their contributions

will be reflected in the Inspectors final

recommendations.

1. Keep lavender bushes neat and tidy by trimming after flowering but take care not to cut back

into the old wood as this could kill it off.

2. Hoe beds and borders regularly to get rid of annual weeds, like bitter cress and chickweed.

3. Now is an ideal time to take cuttings from certain plants like fuchsias, salvias and

pelargoniums. Once rooted, place in small individual pots and try to keep them cool, relatively

dry and in full light.

4. Check your hanging baskets and containers regularly for faded blooms and foliage,

and dead head where necessary to prolong flowering.

5. Save seeds from the seed heads of hardy annuals, perennials, bulbs,

rock plants, trees and shrubs. Growing plants from seeds you have

collected is fantastically rewarding; collect when nearly ripe – just as

they are turning brown. Snip them off, put them in a paper bag,

label and hang somewhere cool, dark and dry.

6. Harvest blackberries, raspberries, loganberries, apricots, early apples

and pears.
