weekend this month in Stratfordupon-Avon.
You can read a full report of the
event over on page 12, but on their 40th year
anniversary, their annual get together was a big
success.
One of the highlights of the weekend was the
presentation to the AGM audience from Meera
Naran MBE. You will know Meera as the mother
of Dev Naran, the son she tragically lost in an
accident on a smart motorway in 2018. After an
incredibly moving presentation, Meera explained
how she has become a campaigner for road
safety. Derek sat down and had a chat with
Meera, you can read it on page 8.
PROF has been working closely with their
strategic partners recently with regards to
Statutory Fees and have now announced some

Goddard gives us a full report over on page 18.

More training days for
RMS Software announced
Apex Networks have announced more training days
for our RMS software which are now available to book.
The training will be conducted by their experienced software
trainer, Mark Madgwick, who will cover all aspects of the software.
Participants will learn about the features and functionalities of
the software as well as pick up some great top tips and tricks.
Apex received fantastic feedback after these sessions with
most people saying that they didn’t realise that there was so
much functionality other than making a job.
RMS Training days are held across the country every few weeks,

Spring is just around the corner and as always, the first
industry event, the Institute of Vehicle Recovery AGM is
upon us once again.
Sunny Stratford-upon-Avon was once more the venue and I’m
sure repeated several times within this magazine will be the fact
the IVR is celebrating its 40th anniversary. To some readers this
will mean very little, however without the Institute and the work
its volunteers have done every day over the last four decades, the
recovery industry would be in a very different place today.
The tireless work carried out to improve the safety of the
roadside recovery worker and the public it serves continues
today, based on the selfless commitment and not for profit
attitude, the foundations were firmly set back in March 1983. With
so many milestones to celebrate, those pioneers were thanked
with a time-line presentation from the President Nick Ovenden
and his reliable vice chair Mark Hartell.
The video journey took the audience back to the first IVR
training courses and those pioneers describing just how it all

started, the theme running though those 40 year was to improve
safety at the roadside, and to strive for the highest level of training,
and to save lives.
With roadside safety at the heart of this year’s AGM the first
guest speaker was announced to the room, Meera Naran. I’m
fortunate to know Meera from attending several industry working
groups, where I would be representing the recovery industry
and lobbying for improved roadside safety, and a safer and more
thought-out working environment on our smart and all lane
running motorways. At those same meetings Meera, who is an
independent road safety campaigner, was lobbying for similar
improvements.
I will always remember the very first Teams meeting where I was
introduced to Meera. I was taken back by how well-spoken she
was, and how at the very first opportunity she voiced so eloquently
her expectations around the 18-point smart motorway stocktake.
She left nothing to chance and noticeably had the full attention
of leaders and stakeholders in road safety, as they sat up and
listened!
I knew a little bit about Meera, but only because I had seen
her face on numerous news reports, following the death of her
son on a stretch of the M6 in a tragic collision in May 2018. To
see someone that had gone through such trauma and yet be so
positive with her campaigning for roadside safety, was beyond
inspiring.
Last November I was invited to the Highways UK awards
evening, relevant only because this was the first time I saw Meera
speak openly about what had happened. She spoke to a packed
audience with such passion, you could have heard a pin drop.
Everyone was so focused on her message to improve roadside
safety with a goal of zero roadside deaths.
I knew a little bit about Meera,
but only because I had seen

That evening Meera deservedly received the Laureate award
for road safety. Afterwards, I made a point of introducing myself.
No need of course, as she remembered me from those Teams
meetings, as we campaign for similar goals - I’m just not so
eloquent. I decided then at my first opportunity I would ask her
to present to an audience of recovery industry personnel.

With the IVR AGM approaching and at very short notice I
contacted Meera and asked if she would speak at this year’s AGM.
Without a moment’s consideration she accepted the invitation.
However, speaking on a Saturday was not something she ever did,
her family commitments are too important.
She was however prepared to make an exception and by
her own admission she had never addressed an audience of
recovery operators. It was an audience that would be able to both
understand and connect with what had happened that tragic night
in May 2018. Most of the audience would have some experience
of dealing with roadside collisions, and the majority in the room
would, like me, know about Meera and what her and her family had
since been through. It made the whole event much more nervewracking.
A couple of hours before the AGM, I met with Meera and we
discussed at length her presentation. This was so she could
connect with the audience. She wanted to be open and honest
and would be speaking of Dev’s death – always a difficult subject,
no matter what circumstances.
She opened up to me about how she had struggled with PTSD,
how in the aftermath of what happened - her mind and body shut
down. She now struggles with memory loss, and at one point had
to learn to read again.
The only way she found to move on was to accept what had
happened, as she couldn’t change the past. But what she could do
was make a change to the future, through campaigning for roadside
safety.

Meera Naran MBE is an independent road safety campaigner and
public speaker helping to ensure we have safer drivers on safer
roads.
In May 2018 she lost her eight-year-old son Dev in a smart
motorway collision on the M6. Since that time, she has successfully
campaigned for the adoption of 18 national policy changes with a
commitment from the Department for Transport to spend over
£900m including changes to the Highway Code and on-going driver
education.
Among her many campaign successes has been the decision by
the Department for Transport to pause the smart motorway rollout
until five years of safety data is available. She is also currently
lobbying for a change in legislation to implement life-saving
technology such as autonomous emergency braking, proposed as
Dev’s Law, and continues to work to ensure that no one else goes
through the pain of losing a loved one in the way she and her family
did. She is also a Trustee of the road safety charity, Brake.
Meera is also a qualified Pharmacist and a Senior Lecturer in Post
Graduate Clinical Pharmacy at De Montfort University, Leicester.
Meera’s campaign is based on the safe system approach and
systems thinking with the road user at the very centre of decision
making, using parallel models from aviation, health and other
sectors. Her ongoing efforts to influence policy and change,
encompasses the value of on-going education and collaboration
across the industry and other sectors. “There is so much we can
learn and develop alongside different sectors in terms of policy,
growth and safety, she says.
Meera still remembers the moment when she decided she
needed to begin campaigning in Dev’s memory.
“Sitting at Dev’s inquest was unbearably painful,” she says.
“It was two weeks after what would have been his tenth birthday
and two weeks before my daughter was born. I was a broken
mother that day. At that moment, all I could think was ‘what are the
lessons to be learned here? And how do we make what we have
safer?’
My campaign, Safer Drivers on Safer Roads began three days
before my daughter was born. Campaigning with a new born baby,
and managing my son Neel who is palliative with complex health
needs, was a challenge. But it’s a challenge that, to this day, I
continue to accept.
Grief is all-consuming . . . and it is devastating. If allowed, it
can consume you. But I have always believed in turning that into

something positive by helping to save the lives of others. That’s
what keeps me going. My campaigning voice has been motivated
by all the unspent love I have for Dev. If he was here, he would be
getting all that love; it would be his. But instead, I am pouring it into
my work in road safety.
Without Dev, I have to try even harder, but harder will never
mean impossible and I continue to live with love in my heart and
a passion to make changes to improve road safety. And until we
achieve zero deaths on any roads, I will not be able to say that I
have succeeded. I want to ensure other children get home safely to
their parents.

No one wakes up in the morning intending to harm someone
else, and Dev’s Law is a way in which we can keep ourselves
and others safe on our roads and prevent more families going
through such painful losses.
We all go through challenges every day and we never really
know what another person is going through. That is why it’s so
important to be kind and support one another where we can.”
As I looked over my shoulder to the audience, I couldn’t
quite believe the level of concentration on every word Meera
spoke. The room had fallen silent.
The IVR AGM always invites interesting and informative
presentations, but Meera brought a different perspective
to the room this year and a different energy. By using her
grief effectively for the good of others, and directly helping
everyone who uses and/or works on our road network. Just
how effective it is can’t be easily measured. In the same
way the work the IVR does around operator safety can’t be
easily measured and the work that Project Edward (Every Day
Without a Road Death) does equally can’t be easily measured.
But I have no doubt that lives are being saved by all those who
campaign for a safer environment on our roads. Measures that
could be total gamechangers for road safety, such as Dev’s
Law. For that I highly commend Meera and others like her.

Meera spoke of safety and of collaboration with others to
achieve change, which was the theme carried through all the
presentations.
Ian Greenman, UKRO presented on behalf of Project
Edward, (Every Day Without a Road Death), he explained
how they promote best practice in road safety. Ian spoke
about collaborating on social media with others involved with
road safety as well as their 2023 week of action to promote
road safety, which takes place on 15-19th May, all readers are
encouraged to take a look at some of the material on social
media.
Sheena Hague, Highways England shared an informative
Smart Motorways stocktake update with the audience, as well
as some of National Highways current/future plans to improve
road safety, again the theme of working with others to achieve
the best outcome was voiced.
40 Years of the Institute of Vehicle Recovery
The presentation was opened with a short film headed by
Geoff Gatward who joined the IVR at its inception in 1983 and
included footage of other IVR stalwarts reminiscing about the
past 40 years such as Steve Kirton and Peter Martin.
The IVR president and vice chairman, Nick Ovenden and
Mark Hartell’s joint presentation gave a whistle stop tour of IVR
achievements over the past 40 years and an appreciation of
those who had helped bring the IVR to where it was today.
The presentation culminated in two important

The Executive formally re-endorses/
endorses, promotes and supports the
National Highway Sector Scheme 17/17B
(NHSS17/17B) as the recovery industry’s
minimum standard in order to raise and
maintain safety standards and good
practice on the strategic road network.
The purpose of the Executive is to:
Provide a joined up, high level
communication mechanism when any
dialogue or consultation with government
agencies such as DfT, HSE, or any other
agency requires knowledge from experts
in their field around vehicle rescue and
recovery, in order to raise and maintain
safety standards on the road network.
Utilise Executive expertise to initiate
corrective action where gaps are identified
in relation to NHSS17/17B standards and
safety risks, specific to vehicle rescue and
recovery, and monitor improvements.
Proactively ensure the standards remain
current through generational changes/
challenges, by utilising the Executive’s
expertise to highlight potential concerns
regarding a safety standard or understand

● Progressive changes/challenges with EV
and hybrid vehicles
● The introduction of hydrogen vehicles
● The imminent roll out of driverless

Ensure that the highest safety standards
remain at the forefront of the agenda
by providing the opportunity to discuss
current and emerging issues that may
affect NHSS17/17B standards, the role of
this executive of experts extends to, but
is not limited to, exploring best practice
from each of their unique viewpoints and
identifying potential solutions.
Provide, guidance support and expertise,
and to ensure the highest standards
are maintained across all aspects of the
NHSS17/17B standards.
Nick highlighted that it was not an
introduction of a new standard but a reendorsement/endorsement
of the current
standard. A standard that has served the
industry in raising the levels of safety for
vehicle recovery technicians for 40 years.

I sincerely hope everybody had a great time at
the IVR AGM 40th anniversary Gala evening.
The entertainment was first class this year
and the highlight was ventriloquist Steve Hewlett
and Arthur Larger but his interaction with
Vince Rodriguez was classic. He finished with
a specially made likeness of the IVR chairman
Chris Hoare which didn’t quite go according to
plan as Chris had left the room at just the wrong
moment, however we still had a great time.
This year’s raffle and auction was in aid of
Great Ormond Street Hospital for children and
has yet to be confirmed but I think I can safely
say a record amount was raised for this great
charity. In a slight departure from the norm,
the proceeds from one particular item were
donated to our friends at AVRO Benevolent
Fund. The two-day heavy recovery course
donated by Nick Ovenden (Ashford Recovery)
was a considerable help especially as he was
coerced into donating a second course to the
underbidder “Sorry Nick” but thanks for your
generosity.
To all who either donated a prize, bought a
raffle ticket or bid in the auction our grateful
thanks it certainly shows in these difficult times
the generosity of spirit which continues to shine
throughout the industry.

Further to the welcome news of the
long-awaited increase in the statutory
removal fees, PROF is continuing to
work with our strategic partners, to
improve and retain all of the increases
that have been announced by the
Home Office.
It was agreed some time ago with National Highways and FMG,
that VROs would keep the entire amount of the increase, without
third party interventions trying to take a percentage of your
money. While stat fees are economically important, I’ve always
believed that the terms and conditions of the current national police
contracts are vital to the sustained viability of the independent
recovery network.
Last year, the NPCC VR lead and chair Terry Hunt, set up a
meeting with Chief Constable Roads Police, Jo Shiner to discuss a
review of Police contracts. As I may have said in previous editorials,
Jo was receptive, pragmatic, and responsive to my observations, and
she agreed to discuss a review with, Terry and his colleagues in the
NPCC.
True to the continued positive and constructive mentality PROF
has enjoyed since the strategic partnership began, a review was
granted and was duly carried out during most of last week. PROF
carried out its own independent review of major police contractors
in order to contribute to the review, and to voice the legitimate
concerns of VRO’s, from across the country.
I thank each of the companies for their contributions and the
independent consistency of their contributions of what they
believed needed to be reviewed and changed.
Judging by the conversations I have had, and the letter sent to
PROF, which I have printed here, the contributions made by the
VRO’s, were fully taken on board, reviewed and are being addressed
in a positive manner.
The most positive are the recommendations made in the letter
that police contractors should retain the whole of the increases
made to the Statutory Fees! Which on past history is massive
concession, and I thank them for their support on this particular
subject. I hope somewhere there is a cocker spaniel that needs a
vet!
The recommendations in the letter regarding removals, storage,
and PACE, should make a massive economic improvement
to your charges. I say should because, although these strong
recommendations coming from the top, only you as individuals can
negotiate the economic changes that need to be implemented.
Variations to your current contracts need to be requested and
discussed and any current tenders need to factor in all of the
charges required to make your contract fairer and economically
viable.
I think it’s fair to say that some police authorities were surprised at
some of the economic pressures that are being exerted upon VRO’s
that are currently struggling to survive, by third party management.
What has totally shocked me during this review is what some
companies are willing to sacrifice in charges, in order to either retain or
expand their market share!
The opportunity for massive economic change has been created
by hard work and continued constructive dialogue with our strategic
partners.
The unprecedented intervention and interaction, made by the Chief
Constable of Roads and the NPCC, to try and improve the economic
fairness of police contracts and maintain a robust independent
recovery network should not and must not be taken for granted.
Between the insurance industry and other 3rd party management
groups, we have been economically decimated while some VRO’s
have been put out of business. What began as an attack on specialist
charges has evolved into a total incursion into our bottom lines!
If you read the letter note the mention of fairness, embrace
the invitation to consult and negotiate, and use it to empower any
reasonable requests for economic fairness and parity.
I am hoping these reviews will attract other work providers into the
market place and make all parties more competitive.
What I can state in all honesty is that working with our partners,
PROF is raising the recovery industries profile, and its ability to achieve
positive dialogue with our strategic partners.
It is vital to your own businesses that you take advantage, of these
opportunities to negotiate independently, without fears of contractual
reprisals.
Positive consultation will continue with the NPCC, and police
contracts will be one of the subjects discussed and presented at the
forthcoming PROFCon 23.
In the meantime, PROF will continue to be a united platform effecting
positive change in all things breakdown and recovery.

camera system has also been installed providing the driver with a clear
view of what is happening all around the vehicle at any given moment.

with dash mounted switches to operate the underlift when trying to
negotiate a casualty into a difficult yard. As always, the striking Dynes
livery compliments the Boniface bodywork making this exceptional
vehicle stand out from the crowd.
Rated at 100,000lbs the Recoverer Trident is the largest integrated

In the last issue I dealt with the follies of the
HSR2 railway project and how it will always
be a great white elephant but, if we look
back over history, there are some things that
were a great invention and which changed
society for the better, but it doesn’t mean
that they are any good in this day and age.
Also, some things that changed people’s lives
for the better and still do so, would probably
never have got off the drawing board in these
days of health and safety.
If we theoretically wind the clock back and look at what would
have happened if the great innovators of the 1800’s like
Stephenson and Brunel had died in childbirth, meaning that
the era of the horse and cart continued until the early 1900’s. If
we recall, the motor car wasn’t universally accepted and the early
version had to be preceded by a man with a red flag but, thank
goodness, for one reason or another that procedure was abolished
and we moved on in some ways to where we are at today.
So what would now happen if someone, let’s call him Elon
Musks’s brother, came up with the unique idea that instead of
travelling on a highway it would be better if two steel tracks were
placed on wooden sleepers and them in turn are placed a gravel
bed, A heavy and powerful vehicle with steel wheels could run

on these tracks and, furthermore, they could tow heavy carriages,
really heavy carriages, which could then carry passengers. Being
an innovator, brother Musk, also decided that freight wagons could
also be towed by these metal monsters. The idea was to travel
between big cities but since these monsters didn’t like to go up
hills and down dales, many deep cuttings would have to be made
and many viaducts constructed; all just to get a few hundred
people from A to B.
These people would have to start from a designated point and
finish at a designated point irrespective of where they wanted to
end up at the end of the day. I say, ladies and gentlemen, what are
the chances of that concept being accepted in today’s world even
though that is what we are finishing up with? I would hasten to add
there might be a case for such a construction in the vast open
plains of America and Australia but not Stratford-upon-Avon. Of
course, the London underground and other Metros work well
using this system, I suspect because the rolling kit is much lighter
and the whole operation is designed for conversance and not
outright speed.
Looking at life in a different direction there are a few things that
we all take for granted and enjoy but if we started to get them up
and running with today’s risk aversive society, they would never
get off the starting blocks. One of these ideas, which is still on a
wing and a prayer, is a motorcycle. If we look theoretically at say,
Bradley Wiggins coming up with the idea of putting a chainsaw
engine on his Tour de France machine and creating a new form
of transport. You don’t need to be a brain surgeon to know that
would never get off the ground, not to mention the fact that
someone else could come up with the idea of using a 75 BHP
engine with a machine that is capable of 150 mph. If that situation
doesn’t stretch the imagination, what about the idea of fixing a
box on one side with it its own wheel (aka a ‘side-car’) to transport
the kids! Another area that would not see the light of day and
is struggling in any case, is motorcycle road racing as we see in
Ireland or the Isle of Man. It just simply would not get out of the
starting blocks.
Just look at the fuss and bother that E scooters are creating.
One hundred years ago these would have transformed people’s
lives and everyone would have loved them. Another adventure
that would struggle in today’s environment would be the Wright
Brothers. To get airborne in a machine they would have had to do
a method statement and a risk assessment before they could even
consider starting their engine and how many locals would have
objected in case they got their chimney pots knocked off. Sounds
like a job for the Arizona Desert!
This just goes to show that there is not a time and place for
everything it’s just being in the right place at the right time.

Manchetts Recovery
Manchetts incident manager was called to the scene to assess the
job after a previous recovery attempt had already occurred. We
then liaised with Felixstowe port officials and the environmental
agency due to the nature of the hazard which could potentially
impact on the local wildlife due to the recovery within a
conservation area. Once we had carried out our risk assessment
alongside all involved parties the area was then cordoned off.
We Attended scene at 8pm with recovery vehicles for a 9pm
start time due to low tide. Volvo Technicians removed final drives
from the casualty to prevent any rolling resistance. Our initial plan
was to try and spin the casualty vehicle on its axis, winching from
the end of the dipper arm to get as much leverage as possible,
the reason for this was because the machines tracks were
facing along the beach and not heading up the beach. We were
assured the slew brake would hold and allow us to carry out this
manoeuvre however this didn’t work in our favour.
Our bespoke Fastrac recovery winching vehicle was then
taken out of the equation due to the tide beginning to come
in. This was now our get out of jail machine in case our own
machines became stuck on the beach as the tide was beginning
to encroach on our working area. We also had a Stihl saw primed
and ready in case we needed to chop our own cables and exit
swiftly.
The first pull was to bring the whole machine sideways out
of the water to gain access to remove the previous operator’s
chains that were stuck in the gears on the tracks. We then dug
out in-between the tracks to gain access to a central pulling
point this then allowed us to navigate the machine the correct
way up the beach and away from high tide. Once we had turned
the machine, we were able to utilise the Mercedes 6x6 to winch
the casualty all the way to the top of the beach for low loader
recovery the following day.

Mark Crawley from Road Runners Recovery
is full of praise for his Tow Track.
‘We always attract a small crowd and plenty of attention so you
need to be confident and familiar with how it works, but the Tow
Track is a very versatile tool.
Ours is preloaded on a trailer and when the call comes, we
couple it up to a 4 x 4 and go. The Tow Tract gets the casualty
vehicle to somewhere that’s accessible for a truck to recover it
and saves tying up a 12 tonner to come back to base to get initially
get it and again, come back to base after the car is dropped off at
the recovery destination, assuming it’s not coming back to base.
In turn we get better use from our trucks and are still able to
charge for the Tow Track.
It’s remarkably manoeuvrable with a great turning circle due
to being on tracks and equally happy off road. We’ve used it the
right cars on their roof, for burn outs and picked up a sideways
using the sill adapters.’
Midhurst Engineering
Since purchasing our new tow track last month I was a little
sceptical about the volumes of work that it would be doing
but could see the logic in it long term as the percentages of
electric vehicles on the road is only going to get higher and
higher and we are always trying to look ahead and plan for
future customer demands.
So, we were pleasantly surprised that the demand was fairly
instantaneous and as soon as training and risk assessments
were in place out it went to earn its corn. There advantage of
having it is the ease with which it can remove vehicles from
areas of limited access and as long as used properly there
should be no risk of damage. Local garages who never really
want cars dropped off that are stuck in park or with electric
handbrakes not releasing or four locked wheels on EV’s are
suddenly delighted that these can be dropped where they
want, usually inside a workshop or straight onto a ramp and
have asked if we will move any problems cars for them too.
The only slight downside is the time factor involved with these
jobs as the tow track always has to be returned to base and
because of the combined load weight it needs a 16 tonner to
carry out the jobs, but that appears to be a compromise worth
living with due to the aforementioned benefits.

Judgepower Training have been training Eastrack/Towtrack
since they were introduced into the UK. Towtrack formally
known as Eastrack have become more and more popular not
only to recover vehicles from difficult locations inaccessible
to larger vehicles but because several clubs and contracts are
now requesting these vehicle movers.
The Eastrack/Towtrack courses we at Judgepower Training
deliver explain and demonstrate the benefits and techniques
of these special remote-controlled vehicles and allow students
to know the machines capabilities. Students on the course
learn how to front load, rear load, side load and correctly use
the top boom and any other accessories that may be used
such as movement of trailers using the 50mm ball attachment
or using the snow plough equipment. We have worked closely
with the UK distributer Dave Bland Engineering to design a
course which meets the requirements of the manufacture and
the end user.
The courses have been extremely popular and in high
demand. The photos show some examples of the training
courses we have recently delivered and the different scenarios
that can be used to gain some of the maximum performances
that can be achieved with the tracked vehicle mover.
We can train all 4 models if available such as the Towtrack,
Towtrack Electric, and the non-tracked version on wheels such
as the Carmover 2 and Carmover 4.

comfortable. With the testing so far, it looks like they wash well
too which is important. Cheaper items we have bought in the
past have faded quickly and the reflective has come off. These
items look equally as robust as the higher gsm products we
have bought from RED before.”
