NATIONAL ASSOCIATION OF HOME BUILDERS (NAHB) LEGISLATIVE CONFERENCE T he Greater Atlanta Homebuilders Association (GAHBA) Delegation made their way to Washington D.C. for the National Association of Home Builders (NAHB) Spring Leadership Meeting and Legislative Conference in early June. As the largest HBA in Georgia, GAHBA’s territory encompasses half of Georgia’s Representation with eight out of fourteen U.S Congressional Districts. This led to an action-packed day visiting with our U.S. Representatives and Senators on Capitol Hill! NAHB is urging Congress to: 1) Utilize the Defense Production Act, and 2) Oppose efforts by the Department of Energy to increase the energy conservation standards. Energy Codes • NAHB is urging the Senate to introduce and advance legislation which includes the provision in House-passed bill H.R. 1 that would repeal $1 billion in grants provided to local governments to adopt energy codes that are more costly and restrictive. Forcing the adoption of more stringent energy codes to qualify for these grants will exacerbate the current housing affordability crisis and limit energy choices for consumers. Workforce Development Funding • There is a shortage of more than 400,000 workers in the construction industry, and this is resulting in housing construction delays and higher home building costs. NAHB is urging Congress to reauthorize the Workplace Innovation and Opportunity Act to help meet the residential construction industry’s severe workforce needs and to fully fund the Job Corps program. Dear Members, At the beginning of the year, we set goals for ourselves and the association. At the halfway mark of 2023, I’m happy to report we are meeting and exceeding expectations. A prime example is the success of our partnership with the Boys and Girls Clubs of America. You’ll read the details in this publication, and I want to emphasize how important this relationship is to the industry and to the young people involved. Ten students recently celebrated completion of the “Building Our Future: Careers in Residential Construction” program. I am impressed by the quality of the programs and the GAHBA leaders and mentors who developed and taught them. There was an outstanding turnout of members and students at every meeting, and I know the members benefitted as much as the students. Our participating GAHBA volunteer hours are invested in our future by helping shape tomorrow’s construction professionals while providing students with career opportunities they may not have had otherwise. This experience also confirms the excellence of our existing in-house education programs. Another example is our goal to increase membership. Thanks to the overwhelming support of our outstanding associates and builders in the 2023 Membership Drive, we are now the fourth largest local association of the 700-plus HBAs in the federation of the National Association of Home Builders! We added more than 100 new members in the month of April, giving us the highest rank we’ve had in the past 10 years. Even as we celebrate this achievement, we know it means we must continue to pursue and recruit new members and make dedicated efforts to retain the members we have. This year’s Parade of Homes featured 23 builders and provided examples of the best of the best with more than 130 new homes open to the public. The Parade attracts visitors from the Greater Atlanta area and beyond, and we are glad to see the response this year as it confirms our observations about the quality of the homes we build, the professionalism of our builders and trades professionals and the interest of the public in our communities and homes. I also want to acknowledge the important function of the Building Together Political Action Committee, our in-house committee supporting candidates running for local office in our nine-county territory. A strong PAC is vital as we face challenges related to government regulations and restrictions in more than 70 (and growing) municipalities. The PAC offers an additional path to build relationships and connect with decision-makers. Your support, input and donations are instrumental in helping us comply with the various codes, regulations and guidelines and the officials who oversee them. You have inspired and motivated me to reach our goals and set new ones. I appreciate your involvement, participation and dedication to the association and the industry. Let’s keep up the momentum and celebrate our successes together as we head into the second half of 2023. Maurice Lester is Vice President of Construction for JW Collection, where he upholds the company’s mission to build homes and neighborhoods that stand the test of time and enhance the lives of their owners. He received a Bachelor of Science and Technology degree in Construction Management from Georgia Southern University, and he proudly served as an officer in the U.S. Navy in Operation Desert Storm. Maurice has more than four decades of residential and commercial construction experience in metropolitan Atlanta, including building more than 2,500 new homes. He was instrumental in John Wieland’s companies’ long list of awards: more than 100 prestigious OBIE awards for residential, single-family home construction, National Builder of the Year by Professional Builder Magazine, the National Housing Quality Award presented by the NAHB Research Center, and the industry’s top award, America’s Best Builder.
