Rate hike due to pending zone changes
By DAVIDHILL,
Local Democracy Reporter
Rural property owners near Rangiora
have seen alarge hike in their latest
rates bill.
Properties in the RangioraOxford
Road and JohnsRoad area, west of
Rangiora, havebeen impacted by
pending zoning changesinthe
proposed WaimakaririDistrictPlan,
which was notified in 2021.
Local Democracy Reporting
understands propertiespreviously
valuedat$1.5 million,are now
thought to be worth$11 million, based
on subdivisionpotential.
WaimakaririDistrict Council chief
executive Jeff Millwardsays council
staff havebeen workingtoidentify the
affected properties and make contact
with property owners.
‘‘The few properties withinthis
zoning, through no fault of their own
except beingwithin the zone, have
experienced two significant
increases.
‘‘One through the three yearly
inflationary effect on property values,
that has been experienced throughout
the district by other property owners,
and by an uplift based on being
classified in this zone, even though
theyare still ruralinform.
Mr Millward said the property
owners could applytohave the rate
increase deferred.
If they chose this option, they would
onlyface the inflationaryincrease
property was sold or developed into
Should the property remain unsold
Eyebrows raised
at Kaiapoi zoning
By DAVIDHILL,
Local Democracy Reporter
The inclusion of former red zone land in
Kaiapoi in the Greater Christchurch
Spatial Plan for possible future urban
development has raised eyebrows.
Former Christchurch city councillor
Ali Jones questioned the inclusion of the
land as a‘‘new development area’’ in the
draft spatial plan.
This was despite it being identified as
‘‘a high flood hazard area’’ in the
proposed Waimakariri District Plan,
which was notified in 2021.
The land in question was deemed red
zone by the government after the 2010
and 2011 earthquakes, with the
government offering to payout property
owners to allow them to move on.
Arural zoning designation was then
imposed by the Waimakariri District
Council, which has been retained in the
proposed District Plan.
Acouncil spokesperson confirmed the
land had been designated as a‘‘Future
Urban Development Area’' in the
proposed District Plan and the
Canterbury Regional Policy Statement.
Specific zoning outcomes were being
considered as part of the District Plan
review, due to be completed in June next
year. But the costs of developing the land
were likely to be high, the spokesperson
said.
‘‘Anyone interested in rezoning or
developing this area would need to be
aware of the constraints specific to the
area, including the need to address
potential flooding effects.
‘‘Any flooding or other environmental
considerations would need to be
accounted for in any development
plans.’’
Around 104 hectares of Kaiapoi land
was made red zone after the
earthquakes.
Ms Jones questioned why this land had
been included in the Greater
Christchurch Spatial Plan, highlighting
flooding concerns from Cyclone
Gabrielle in the North Island.
Arecent report from NIWA and the
University of Auckland found that
441,384 residential buildings were at
risk of flooding, with an estimated
replacement value of $218 billion.
Most were in urban areas, with
Auckland and Canterbury accounting for
around half of the buildings. ‘‘We simply
cannot continue to build homes in areas
identified as being in ahigh flood area,’’
she said.
Submissions on the Greater
Christchurch Spatial Plan closed on July
23.
Meanwhile, acommissioner on behalf
of the council is considering aprivate
plan change request from Rolleston
Industrial Developments Ltd at Ohoka,
near Rangiora. The developer is
proposing to build an 850 home subdivision
on 155ha of land.
This was despite the land being
identified as prone to flooding and
development in previous documents,
including the Operative District Plan,
the proposed District Plan, which was
notified in 2021, and the nonstatutory
Rural Residential Development
Strategy, which was prepared in 2018.
The council has submitted in
opposition to the proposed
development.
Hearings to consider the private plan
change request concluded last week,
with adecision from the independent
commissioners pending.
Happy place ... Alice Au, aged 7, with Teddy in front of the Children’s Art section of
donated artwork at the Rangiora St John’s Anglican Church.
Agenerational fundraiser
By SHELLEY TOPP
ARangiora fundraiser has attracted
artwork from three generations of artists
in one family
The Bricks And Bread Art Experience
exhibition is being held by the Rangiora
St John's Anglican Church's craft group
to support famine relief and farming in
Tanzania and Somalia.
One of the exhibition’s organisers,
Kathy Boyland, of Rangiora, is
exhibiting work alongside her mother,
Marion Dawson, aged 88, of Dunedin,
and her granddaughter Alice Au, aged 7,
of Christchurch, who has work in the
Children’s Art section.
All the artwork in the exhibition was
donated for asilent auction, which will
be held to raise funds to provide the
African aid.
‘‘We have aclose connection with an
area of Tanzania, as one of our church
members lived there for many years and
is returning there with two others this
month,’’ Kathy says.
‘‘When we heard that their last
growing season was devastated, first by
drought, then by floods, and that some
people had died of hunger, we wanted to
do something to help.’’
The exhibition in the church’s hall was
due to close last Saturday (August 12) but
has now been extended until the end of
this month.
Viewings have to fit around dance
OPINION
6 The North Canterbury News, August 17, 2023
Focus on
Waimakariri
with Mayor Dan Gordon
Safe, accessible roads
important to residents
At our council meeting, earlier this
month, council asked for the inclusion of
the Rangiora Eastern Link and
Skewbridge in the draft 202427 National
Land Transport Programme (NLTP).
We felt it was important for these
roads to be included in the draft NLTP
for afunding partnership with Waka
Kotahi (NZ Transport Agency).
At the end of the day, if they're not in
there, they can’t be considered.
It is important for residents and
visitors to our District to have safe,
accessible and congestion free roads to
travel.
For this reason, council is continuing
to advocate for better infrastructure
investment from Waka Kotahi for the
whole District.
We are currently considering how we
can bring forward major roading
projects that address some of our
challenges, including traffic congestion.
Expect to see this as part of next year’s
Long Term Plan consultation.
We did welcome the news this month
that the National Party has included the
Woodend Bypass as aroad of national
significance its $24billion transport
package.
The Woodend Bypass was first
confirmed in 2013 following safety
concerns from the community, but Waka
Kotahi stalled the project.
Since then many in the community,
including the Waimakariri District
Council and WoodendSefton
Community Board, have called for and
organised public rallies requesting that
AT THE LIBRARY
this project be prioritised.
Growth areas like Waimakariri need
infrastructure in place so they remain
great places to live.
You can’t allow for significant growth
in terms of housing supply, but not put in
place infrastructure to service this.
The revised Waimakariri Economic
Development Strategy is going out for
consultation this week.
Ten years ago, Council developed the
Waimakariri Economic Development
Strategy which helped to guide our
District through the postearthquake
recovery phase.
Now with the support of Enterprise
North Canterbury (ENC) council has
refreshed this strategy with afocus on
the District’s economic growth for the
next 10 years.
The new Waimakariri Economic
Development Strategy will see an
emphasis placed on climate change
adaptation.
This includes undertaking actions that
support our businesses, industries, and
wider economy transition to alowemissions
future.
The draft strategy outlines avision for
the District as a‘thriving, prosperous
and environmentally responsible
economy, and one that underpins our
desirable local lifestyle’.
LETTER TO THE EDITOR
Dear Editor,
The authorities are contemplating
reducing someSH1 speeds downfrom
100kph to 80kph in places.
Isupport that change. Iwill give you
an instance whereby there was no need
for abig articulated trucktopass me —
one instance of many.
Iwas travelling north on thepassing
lanes between Saltwater Creek and
Iamonthe inside lane travelling at
The articulated truck behind me is,
according to law, restricted to 90kph per
He passes me and slowly disappears
into the distance. This was at night, I
might add.
When Iarrived at Amberley, he was
How much time did he gain by passing
me, travelling at least 20kph to 30kph
beyond his legal limit?
The trip on the Woodend to Rangiora
road, travelling at 80kph per hour, is less
than one minute slowerthan if you were
doing 100kph.
Statistics have shown that theimpact
at 80kph is far less than if you would
have been travelling at 100kph.
So, Iask, what is the point in driving
along this stretch of road at the present
legal limit?
It is one of manyinNorth Canterbury
that should be reduced to 80kph.
Oh no, we will arrive in Rangiora a
minute later.
from waterblasting to painting and
weeding, HurunuiDistrict Council MTFJ
Robertssays.
Ben sayshehas upped his training
Mrs Black has followed Ben’s progress
The Cust Volunteer FireBrigade
the station on October 7.
Mike Neason,acommittee
‘‘We’re stilltrying to track down
the last four or five –itgets quite
difficultwithfemale members
who might have changed their
surnames.
‘‘We’re hoping to have about100
guests here on theday though,’’ he
says.
The hunt is also on for old fire
brigade machinerytotake part in
astatic display on theday.
This includes oldfiretrucks that
were either used by thestation on
the day, or are examples of the
same make and model.
‘‘Overthe years,we’vehad three
‘‘So, Cust is still smallenough
Views polarise
By DAVID HILL,
Local Democracy Reporter
NorthCanterbury policeare
seeing achange in the nature
of protests since the Covid19
lockdowns.
Disruptionsatarecent
Environment Canterbury
hearinginOxford for a
proposed landfill are
symptomatic of ‘‘a
polarisation of views’’, says
Canterbury RuralArea
CommanderInspector Peter
Cooper.
‘‘Theprotests we are
seeing in the postCovid
environmentare different,
as people are much more
polarised in their views.
‘‘They are entitled to their
viewsand the right to
protest,but it is definitely
gettingmore heated and
polarised,and there is not a
lot of listening that goeson.’’
Protestshad initiallybeen
around the imposed
lockdown and the vaccine
mandates.
But local councils were
now aparticular target for
protestors, Mr Cooper said.
‘‘I think Mayors and
councillors are probably
finding it alittle tougher
than theyare used to, and
they (protestors) havegot
quitevocal.’’
He said there was astrong
presence of ‘‘freedom rights’’
and Sovereign Nation
activists in the Waimakariri
district.
Lastmonth’s hearing in
Oxford, to consider quarry
and landfill resource
consent applications from
Woodstock Quarries Ltd,
wereadjourned ‘‘after
protestors became verbally
abusivetowards staff and
commissioners’’, an
EnvironmentCanterbury
spokesperson said.
The hearing was
transferred to Environment
Canterbury’s council
chambers in Christchurch,
where securitystaff were
better abletomanage the
public gallery.
Waimakariri District
Council meetingshave been
attracting full public
galleries over the last 12
months,with frequent
outbursts from thepublic.
Outbursts included
accusing MayorDan Gordon
of ‘‘treason’’and objections
to the inclusionofUnited
Nations Sustainable
Development Goals in the
council’sannual plan.
Council staff have also
beenprocessing an
unusually high number of
Official Information
requests.
The difficulty for police
was in balancing the rights of
people to express their views
and to protest, while
ensuring public safety, Mr
Cooper said.
‘‘We are excitedthis year to
‘‘This shouldbringsignificantly
more outoftown athletes and boost
the eventoverallwhile still offering
all our normalraces to locals as
well.”
The first OxMan was held at Geoff
and Rochelle Spark’s Torlesse Farm,
near Oxford,in2019,and it attracted
300 participants across all the events.
‘‘A glorious day greeted the
athletes to takeonwhat is only the
‘‘By and largethat first event went
reallywell, but there are always
aspects to be improved on.’’
An example was choosingareally
Coopers Creek, but coming back
acrossabridgeinto Oxfordcaused
some trafficissues.
‘‘We completely changed the
arace we want to see expand over the
He is hoping the 2023 OxMan will
gettingmore difficult to run each
year.
The costoftraffic management
alone has increased by morethan 150
‘‘We wanttotry and keep our entry
Oxford couple’spassion for sled dog racing
By JOHN COSGROVE
Racing before dawn in freezing
temperatures, across gravel roads with
no brakes, and only aslim chance of
controlling your power source, makes
life exciting according to North
Canterbury Sledder Julian Looser.
Julian, his wife Stacey and twoyearold
daughter Charlotte, all of Oxford,
love sled dog racing.
“I met Stacey just over 10 years ago
after she had returned from working in
the USA and she introduced me to this
fun sport.”
He says Stacey had been employed as
adog handler by aprofessional kennel
to look after their racing huskies and
other dog teams.
“She would go with the dogs to take
part in all the races they held in
Colorado and Utah.”
Julian says to think of the famous
Iditarod Trail Sled Dog Race but
smaller and professionally run and you
get an idea of what the sled dog racing
scene is like in America.
“There are so many races, both long
and short and after ayear Stacey
returned home.
“I didn’t know there was such asport
like this here in New Zealand,” he says.
“It often attracts over 50 entries at
events.”
Stacey introduced him to the
Canterbury Sled Dog Racing Club
(CSDRC) which runs dry land racing for
dog teams using wheeled sleds on roads
instead of skis on snow.
“We started with Baz, arescue dog
from Dogwatch, he’s retired now, and
and he’s our pet dog.”
Baz (Basil) is famous as the dog who
stayed the longest time with Dogwatch
while they searched for ahome for him.
“There was nothing wrong with him,
he’s such aloving dog.”
As one ... North Canterbury Sledder Julian Looser in action with one of his dog teams.
PHOTO:SUPPLIED
The couple have 11 race dogs, of
mixed genetics on their property in
Oxford.
“They all have some Siberian Husky
in them, mixed with other breeds.
“As the dogs only take part in shorter
speed runs of between five to seven
kilometres long, we breed our Alaskan/
Siberian huskies for power and speed
over roads rather than for longdistance
endurance on snow.”
Julian says the hardest part about
racing with four or six dogs pulling the
wheeled sled over gravel roads is
controlling them.
“When you race dogs on snow you
have alarge hook to brake with and stop
the dogs from running away.
“On roads, we don’t have that, so when
they are fresh, full of energy and raring
to go early in the morning, sometimes
you just hang on.’’
He says training and the bond
between the musher and their dogs
determine how they race, tackle corners
or junctions in the road and also what
happens when tangles occur.
“When adog in the team gets tangled
up in the leads, we have to stop.
“Having no hook to lock the sled to the
ground means we have to think carefully
about how to slow and fix the problem
without the dogs racing off without us. It
always makes for fun racing.”
Racing is always held early morning,
preferably in temperatures below eight
degrees Celsius, to maintain the health
of the dogs.
“At last weekend's CSDRC race
meeting it was only three degrees and
the dogs loved it.”
Charlotte (2) rides with mum Stacey in
the peewee class.
“She sits in aonedog sled, Stacey
controls it while Charlotte sings along
with the dog and has ablast,” says
Julian.
Racing is always fun and everyone
does it differently.
Some work with one or two dogs,
others have four or six in ateam, most
ride the sled while some even run
beside it.
Waimakariri in brief
By DAVID HILL,
Local Democracy Reporter
Residents are being encouraged to have
their say on the Waimakariri District’s
economic development.
Councillors have adopted the draft
Waimakariri Economic Development
Strategy for public engagement.
It will go out for consultation later this
month.
Mayor Dan Gordon said the existing
economic development strategy was
adopted in 2013 and helped to guide the
district through its earthquake recovery.
‘‘This draft strategy reflects the future
growth of our district.’’
The strategy considered economic
development, climate change, emissions
reduction, urban development and
transport growth.
Councillors have adopted the new
Waimakariri Housing Policy 2023.
The council’s property portfolio
working group will now work out how to
best utilise the policy for the district, Mr
Gordon said.
That will include deciding whether to
partner with the private or public sector
to create quality, affordable social
housing in Waimakariri.
The Waimakariri District Council is
seeking government funding to add to its
older person’s housing portfolio.
Councillors have backed aproposal
from staff to apply for funding from the
Ministry of Housing and Urban
Development’s affordable housing fund.
The council will seek $3.5 to $4
million, or 50 percent funding towards a
proposed 20 unit housing development
on council owned land, with the option
of scaling up to 40 units.
The remaining 50% of the proposed $7
to $8 million development would be loan
funded, and paid back from rental
income.
‘‘The intention is that this is not
funded by ratepayers,’’ Mayor Dan
Gordon said.
‘‘The council will still be able to
charge affordable rents for the new
housing.
‘‘There is along waiting list and latent
demand for additional elderly person
housing units.’’
If the funding application is
successful, the site and investment
options will be considered as part of the
2024/34 Long Term Plan process.
The council has increased its budget
for an upgrade of Rangiora’s River
Road.
Councillors have approved an
additional budget of $175,000 to allow for
the full upgrade of the road.
Work is being completed on the south
side of River Road from Ashley Street to
Cones Road.
‘‘Council felt it was important to do
this upgrade properly,’’ Mayor Dan
Gordon said.
‘‘This is awell utilised area by
residents and it is where the Park and
Ride (commuter bus service) is
situated.’’
This project is estimated to cost
$700,000.
Councillors have adopted an
amended dog control bylaw.
Council staff are also exploring ways
to provide after hours access to the
pound for people unable to collect their
dogs during normal operating hours.
Work on rebuildingOxford Area
for its 2024opening.
Schoolprincipal Mike Hart says it
will be great to move into the new
buildings whenthe school reopens in
February 2024.
‘‘We have been verylucky with the
rebuild. It is on schedule and we are
getting minimal disruption from the
building compound.’’
Mr Hart says with the builders having
their own street access, the schoolhas
had no disruption to classes and hear
minimal noise.
When the contractorsremoved the
old relocatable classrooms and
buildings the school had been using
there for the past couple of decades,
staff looked into the big hole leftbehind
and thoughttheirnew buildings
weren’t goingto be that big.
But once they poured the concrete,
Mr Hart saysstaff realisedjust how big
their new blockswere going to be.
‘‘It will be asignificant building for
the schooland for Oxford.
‘‘It’s going to be an incredible
building with lots of spacesthat are
well insulated, well lit and incredibly
strong.
‘‘They will be atop notch building
when finished,’’ he says.
Oxford Area School’s $10 million
rebuildwas announced in September
2018.
When officially opened next year, the
new administration and learning block
will offersix teaching spaces,anew
schoollibrary space, canteen,
administration spaces, landscaping and
accessible parking spaces.
The almost 500 schoolpupils at
Oxford Area School will be using the
Powering EVs with flat batteries
By JOHN COSGROVE
Electric vehicles (EV) numbers continue
to rise, with sales doubling in
Canterbury this year, along with
roadside assistance callouts.
New Zealand Automobile Association
(AA) Southern Area Manager Steve
Pook, of Rangiora, says every month the
Canterbury branch of the AA responds to
around 5000 calls for help from
members and the public.
‘‘These are the usual flat tyres, lost
keys, the engine won’t start and
dashboard warning lights calls.
‘‘But with the increase in EVs on the
road in Canterbury, in the last 12 months
we received 40 calls for help from EV
owners, while another 20 were to help
AA members riding ebikes which have
unexpectedly stopped or were out of
charge.’’
While some callouts are drivers
underestimating their remaining
charge and falling short, others are the
failure of the smaller 12volt battery
used by EVs and Hybrids to run
everything else in their vehicle.
Steve says often drivers get into their
cars and see they have 50km left on their
battery indicator for the 30km drive
home.
‘‘They often forget: it’s night, it’s
raining, it’s cold and they may have to
drive over hills.
‘‘They turn on everything which are all
the things that use up the power in an
EV.’’
Working around an EV is dangerous
and Steve says the AA service officers
are all trained to work on highvoltage
vehicles.
The AA has been receptive to
members driving needs and recently
introduced amobile EV charging
breakdown van to Christchurch.
It uses aportable battery pack which
Responding to change ... New Zealand Automobile Association (AA) Southern Area
Manager Steve Pook.
takes about 10 to 20 minutes to provide a
small topup for an EV battery.
Giving drivers enough charge to get
between 1015kms depending on the
main battery and local conditions.
‘‘As long as they are on main roads,
this usually allows members to reach the
nearest charging stations, or their home.
‘‘If it’s afailure of the 12volt vehicle
systems battery or the EV is out on
country back roads, then we arrange
towing of the members vehicle.
‘‘There is alimit on what we can do
safely on the roadside,’’ Steve says.
This also goes for members riding
ebikes.
‘‘There are so many of them with so
many different charging systems, so to
help, we arrange to transport them,
when they go flat.’’
New Zealand had over 50,000 EVs
registered last year (a rise of 77% over
the previous year).
In Canterbury, new resignations of
EVs doubled from 1000 to 2000 in April
2023 compared to the same month last
year.
Soon AA members in the South Island
will also have access to anew fleet of
Rapid Recovery Vehicles (RRV), the
first has just arrived in Queenstown and
more are due shortly.
The RRVs will be onestop shops to
help AA members and have the added
benefit of being able to tow cars with
their licensed service officer.
RAIL SAFETY
2499850
Earlier this month was RailSafety Week, a
campaign by KiwiRail and TrackSAFE,and
embraced by Hurunui District Council.
Hurunui District Council’s Road Safety
Coordinator Dean Eades says the number of
level rail crossings in Canterbury represents
ahigh proportion of New Zealand’s 1500
public level crossings, and 1300 level
crossings on private land, which combined
is over a4000km stretch of rail.
Give Wayand Stop signs at crossings are
there to protect the public. We,asdrivers,
walkers and riders, need to pay more
attention when crossing the tracks.

Don’t
just glance.
–especially important if you
are apedestrian at alevel crossing.
–look up from your
phone! Again, extremely important
for pedestrians.
A laden freight train travelling at
80kph can take more than one
kilometre to stop.
Confidence is at an all time low
Arecent surveyofover 1000 dairy,sheep,
beef,and arablefarmers has found
confidence is at historic lows,says
Federated Farmers President Wayne
Langford.
‘‘Farmers aredealing with alot at the
moment with high interest rates, huge
inflation, and asteepdecline in both meat
and milk pricesthey receive fortheir
products, Mr Langfordsays.
‘‘We’re also facing an unprecedented
levelofregulatory changethat is heaping
on costs, undermining profitability, and
creating hugeuncertainty for farmers.’’
He says all the challenges have arrived
at the same time, compounding the
pressure farmers were feeling, and it was
not sustainable.
‘‘We havereal concerns about farmer
wellbeing and what this mightmean for
2539907
farming families, rural communities, and
the widerNew Zealand economy.
‘‘Whenfarmers aren’tprofitable or
feeling confident, they stop spending
money and try to cut any costs theycan
from their business, and the implications
of thatflow right throughthe economy,’’
Mr Langford says.
The Farmer Confidence surveywas
conducted in July 2023. Concerningly,this
was prior to Fonterra’s announcement last
week that they were slashing $1 from their
2023/24 forecast milk price.
The biggestconcerns for farmers were
debt, interest and banks,regulation and
compliance costs,and climate changeand
ETS policy.
‘‘Thisisthe second successive farmer
confidence survey to set anew recordlow
with asteep decline over the last six
months sowe’re sounding the alarm.
‘‘The deterioration in farmer profithas
occurred at frightening speed.
‘‘This time last year, just 3.5% of farmers
reportedmakingaloss. That figure
jumped to 27% in this survey, which was
conductedprior to Fonterra announcing
its payout downgrade.
‘‘This should serveasawakeup call for
all political parties, banks, and processors
thatsomething needs to urgentlychange.
There needs to be arealfocus on reducing
the costs and uncertainty farmers are
facing,’’MrLangfordsays.
FederatedFarmers recently released a
Mr Langford says politicians may want
to reread it.
Water quality needs
more work —ECan
By DAVID HILL,
Local Democracy Reporter
More work is needed to improve water
quality in the region, Environment
Canterbury says.
Two reports released recently provide
new information about nitrate
concentrations in Canterbury’s
groundwater and how long it takes
before improvements from changes in
land use become visible.
Environment Canterbury groundwater
science manager Carl Hanson says the
first report, ‘‘How long will it take?’’,laid
out what could be expected within 510
years of major land use changes.
The second report, the council’s
Annual Groundwater Quality Survey
2022,outlined how nitrate
concentrations in groundwater across
Canterbury were continuing to increase.
‘‘When we put these two reports
together, they tell us that changes made
to date have not been enough to turn
around the increasing trends in nitrate
concentrations,’’ Mr Hanson says.
‘‘Understanding nitrate time lags is
crucial to determining whether current
nitrate loss reduction measures are
sufficient, and it will also help inform
future planning processes.
‘‘The science shows us more land
management improvements are
required if we are to achieve the water
quality improvements the community is
seeking.’’
Steps to protect freshwater included
the adoption of the Canterbury Land and
Water Regional Plan in 2015.
The plan introduced new rules
designed to reduce the volume of
nitrates, usually in the form of fertiliser
and animal urine, reaching
groundwater.
Since then Environment Canterbury
has adopted further rule changes,
including Plan Change 7, which
incorporated recommendations from
the Waimakariri Zone Implementation
Plan Addendum.
The Government's Essential
Freshwater package, released in 2020,
introduced further requirements.
Changes included alimit on the
amount of synthetic nitrogen fertiliser
livestock farmers could use, new rules
on keeping stock away from waterways
and greater risk mitigation for practices
like winter grazing.
Environment Canterbury is now
working on anew regional plan, which
will review nitrate leaching limits.
Mr Hanson says the two reports would
help Environment Canterbury in
understanding the effectiveness of its
policies.
‘‘The changes made over the last 10
years, as well as those being made today,
are agood start, but more changes may
be still needed if we are to protect our
most precious resource for future
generations,’’ he says.
Beware of ecological invader Spur Valerian
APort Hills rangerhas cautioned Hurunui
to act against the ecologicalinvader Spur
Valerian whilethere is stilltime.
At ameeting in Amberley, Christchurch
City Council Port Hills Ranger Di Carter
said there was an opportunity for Hurunui
to contain the spread of Spur Valerian
(Centranthus ruber). The ecological weed
has already invaded Banks Peninsula.
Hurunui District Council’sWater and
Land coordinator RimaHerber called the
meeting to lookatsolutions for Hurunui,
bringing together landowners living near
two major Spur Valerianinfestationareas
up the Waipara River and in the Ram
Paddock Roadarea of the Waipara Valley.
Stakeholdersincluding Waka Kotahi and
QEII National Trust also attended.
Ms Carter said a10year spraying
programme had been developedfor Banks
Peninsula in 2013, with funding from
Christchurch CityCouncil and
Environment Canterbury, at acost of over
$60,000 ayear.
This followed acoastalcliffsurvey in
2012 highlightingpockets of SpurValerian
growing along the cliffs.
At accessible sites it’sbeen 10 years of
two controls aseason to get it down to a
handfulofseedlings per visit.
‘‘We spray onceayear, withthe coastal
cliffsites being done by helicopter.
‘‘By doing this we’remanaging to hold it
back to PigeonBay.
‘‘ Ifly withthe pilottominimise nontarget
damage, and we do the Mount Evans
area by foot,’’ saysMsCarter.
‘‘With someofthe areas around Mount
Evansbeing very vast,it’s easy to miss
seedlings, so we also do an hour or two by
chopper each year.’’
Spur Valerians windborne seeds are
easily dispersed and the plant thrives in
rock clefts, dry riverbeds and roadside
cuttings, where it is quick to choke native
species.
Spur Valerian migratesfrom peoples
gardens.
‘‘Inacontrolled environment,where
seedheadsare removed directly after
flowering and regrowth, and seedlings are
destroyed, the plant can be contained.
When it escapes into our rural areas, it
quickly takes over,’’ Ms Herbersaid.
Christchurch City CouncilSenior
Ecologist Nicholas Headtold the meeting
that the limestone ecosystems throughout
theWeka Passarea and the Waipara
Gorge, whichare under the threatofSpur
Valerian infestation, havevery high
ecological values.
‘‘They support some of the rarest and
most threatened plants in the country,
including the Weka sun hebe (Heliohebe
maccaskillii)and Waipara gentian
(Gentianella calcis, subsp waipara)that
only occur in the HurunuiDistrict.’’
‘‘Today, technologyoffers solutions that
will helpusasacommunity to protect our
Hurunuienvironment,’’ Ms Herber said.
Carter said adapting drones to
accommodate oblique angles on cliffs was
somethingPort Hillspark rangerswere
considering.
‘‘We’reslowly progressing the
technology to make it work.
Ms Herber said it was great to get a
commitment fromWaka Kotahi at the
meetingtomeet onsitewith spraying
contractors to work out aplan for the
roadside at Weka Pass, where an
infestation is threateningthe limestone
bluffs above the road.
Hurunuistakeholders and landowners
will be joining Ms Herberover the next
few weekstogoonsite to areas where
Spur Valerian is gaining afoothold in the
district.
‘‘It was then just amatter of preparinga
the group.’’
Part of the preparationwas holding an
independent session with the SeikoKai
team in advance of the seminar.
‘‘Ourambition was simple.
‘‘We wanted to empowereach student
by providingthem withanopportunity to
‘‘The passionand willingness to be
Support Staff Jenny says the class was
helpfuland respectful.
‘‘ Tia, who relies on her wheelchair to
‘‘The Senseis werevery helpfulshowing
‘‘Tia lovedbeingable to do what was
Support staff Suzi says the class was
amazing, fullon fun and involved every
Kevin says the dojo is all about the
community and karate spirit.
‘‘This event would not have been
possible without the support of many
others, such as my employers —Armitage
my involvement, Dan and Jake givingtheir
Oxford Rural No.1 Water Supply -Boil
Water Notice
Aboil water notice has been issued for the Oxford
No.1WaterSupplydue to highturbidity(cloudiness).
As aprecautionary measure, aBoil Water Notice is
in place on this scheme to ensure that this water
supply is safe for consumption. Please inform any
neighbours or friends on the scheme who may not
be aware of this notice.
The Boil Water Notice is expected to be in place
until the issues with the primary well are resolved.
We are carrying out extensive flushing of the well
and will be monitoring the well closely.
If it does not improve, wewill have toconsider
taking it offline for re-development works which
could take up to amonth to complete.
Residents on this supply need to use boiled tap
water orstore-bought bottled water for drinking,
cleaning teeth, making ice, washing dishes and
preparing food until further notice. Tap water
should be boiled on arolling boil for one minute.
The supply is being chlorinated but it is important
that water used for drinking, cleaning teeth,
making ice, washing dishes and preparing food is
brought to arolling boil before use. Stored water
and ice should be disposed of.
Let’s Talk About Mandeville Resurgence
Channel Upgrades
The Mandeville area has ahistory of flooding,
including more recent storm events in 2014, 2017,
2022 and 2023.
While this flooding is generally caused byheavy
rain, the extent and depth of the flooding can
be exacerbated by high groundwater levels and
resurgence flow.
Following flooding in June 2014, budget was
allocated inlater years for the Mandeville
Resurgence Channel Upgrade and Diversion Project.
We are planning on implementing upgrades to
improve the management of stormwater and
resurgence flow through Mandeville.
Investigation work identified that there are options
to improve the drainage in this area.
Three potential options for Stage 1and one
potential option for Stage 2have been identified.
Stage 1will focus on upgrades to the existing
channel and we’re asking the community which
option of the following they prefer:
Option A:Upgrade existing main drainage channel
through Redfern Lane, over Tram Road, through
Millfield subdivision into Bradleys Road drain.
Option B: Install aculvert to convey stormwater
flow toanopen drain on the south side of Tram
Road, then utilise the stock race to convey flow.
Option C: Install new 900mm diameter pipe from
the Tram Road culvert outlet to Bradleys Road drain.
In Stage 2wewill look to construct anew open
drain to divert stormwater along No. 10 Road
south to the Old Bed Eyre River. The Old Bed Eyre
River discharges into the Silverstream which flows
into the Kaiapoi River.
These upgrades will increase the capacity of the
drainage systems from approx. 0.5 m3/s to2.0 m3/s
(about four times the existing capacity depending
on the recommended option).
While this is asignificant improvement, surface
flooding will still occur in larger rain events.
We’re hosting two drop-in sessions so that you can
view the potential options, talk to the project team,
and let us know what you think.
