Historic landmark for sale in NC<br />

An historiclandmark at GretaValley,<br />
<strong>North</strong><strong>Canterbury</strong>, is up for sale.<br />
The Woolshed at Tipapa, on<br />
Motunau Beach Road, along with 15.5<br />
hectares, is on the market.<br />
The property, owned by JohnCarr,<br />
has been awedding and events centre<br />
for manyyears, and muchofthe<br />
surrounding land has been farmed.<br />
The woolshed’s rustic appearance,<br />
and rural setting has seen it become a<br />
popular venue for many within the<br />
localcommunityand well beyond.<br />
Mr Carr, who now lives in Berlin,<br />
says it’s timetosell the property<br />
whichhehas leased out for the past 28<br />
months.<br />
The leaseexpires in April next year.<br />
‘‘I really enjoyed my 19 years of<br />
ownership, and building up a<br />
wonderful business,whichisnow an<br />
important part of GretaValley, <strong>North</strong><br />
<strong>Canterbury</strong> and thegreater area.<br />
‘‘I think it is awonderful property,<br />
whichIenjoyedbringingback to life,’’<br />
Mr Carr says.<br />
The 133yearold working woolshed<br />
was refurbished intoanattractive<br />
function centre, complete witha<br />
commercial kitchen.<br />
Its history has been captured with<br />
the retentionofawall on which<br />
shearers stencilling dates back over<br />
100 years.<br />
It has alarge grassed area out the<br />
frontwhich can be usedfor wedding<br />
ceremonies, post ceremony<br />
celebrationsorother activities.<br />
Its complex has hosted many<br />
weddings, corporateeventsand<br />
dinners, alongwith wine,food and<br />
fashion events overthe years.<br />
The Christchurch Symphony<br />
Orchestra, and New ZealandOpera,<br />
have performed there, and it has<br />
played apart in thelife of the<br />
community.<br />
It hosts the Scargill Horticultural<br />
and Home Industries Society’sspring<br />
show,and the local Greta Valley<br />
School productions.<br />

Christchurch.<br />

Star gazing is taking on awholenew<br />
meaningfor Brent and Kara Proffitt.<br />
The couple has begun Manuka Skies,<br />
abusiness venture nearHanmer<br />
Springs, which theyhope to make a<br />
living from, while funding an<br />
Observatory for private and<br />
community use.<br />
They have acquired arare 1980’s<br />
scope and a3.5 metre dome, which<br />
they hope to locate on the ridgeline of<br />
Mt Rodney.<br />
The consenting process is under way<br />
and Karaishopeful building might<br />
start this summer.<br />
Meanwhilethey are running two<br />
hour tours,sevendays aweek, offering<br />
an interactive experience.<br />
‘‘We take you on atrip aroundthe<br />
cosmos using lasers, binoculars and a<br />
range of quality telescopes.<br />
‘‘We alsohave astrophotography<br />
equipmentfor deepsky imaging,’’ says<br />
Kara.<br />
Their dream began in Waiau,where<br />
they ran the WaiauMotorCamp, and<br />
startedupthe <strong>North</strong> <strong>Canterbury</strong> Astro<br />
Group in 2021.<br />
Kara says she was looking for like<br />
minded peopletoshare her passion to<br />
set up alittle observatoryso‘‘people<br />
could do little thingswith different<br />
telescopes and start learning from<br />
each other’’.<br />
‘‘Our group has grown over the last<br />
few years to district wide, and once we<br />
sold the camp, we set about findinga<br />
privatesite to use.<br />
‘‘We found it in Hanmer Springs,’’<br />
says Kara.<br />
The bigger picture forBrentand<br />
Kara involves cabins, and walking<br />
tracks on their25hectare block of<br />
manuka and kanuka.<br />
‘‘We arefully off gridand spring fed,<br />
so sustainability is alarge partofthe<br />
bigger plan.’’<br />
Hence the nameManukaSkies, and<br />
‘‘Designed by Nature, Guided by<br />
Stars’’, is theircatch phrase.<br />
Meanwhiletheirdream is beginning<br />
to evolve.<br />

Rate hike due to pending zone changes<br />

Rural property owners near Rangiora<br />
have seen alarge hike in their latest<br />
rates bill.<br />
Properties in the RangioraOxford<br />
Road and JohnsRoad area, west of<br />
Rangiora, havebeen impacted by<br />
pending zoning changesinthe<br />
proposed WaimakaririDistrictPlan,<br />
which was notified in 2021.<br />

understands propertiespreviously<br />
valuedat$1.5 million,are now<br />
thought to be worth$11 million, based<br />
on subdivisionpotential.<br />
WaimakaririDistrict Council chief<br />
executive Jeff Millwardsays council<br />
staff havebeen workingtoidentify the<br />
affected properties and make contact<br />
with property owners.<br />
‘‘The few properties withinthis<br />
zoning,through no fault of their own<br />
except beingwithin the zone, have<br />
experienced two significant<br />
increases.<br />
‘‘One through the three yearly<br />
inflationary effect on property values,<br />
that has been experienced throughout<br />
the district by other property owners,<br />
and by an uplift based on being<br />
classified in this zone, even though<br />
theyare still ruralinform.<br />
Mr Millward said the property<br />
owners could applytohave the rate<br />
increase deferred.<br />
If they chose this option, they would<br />
onlyface the inflationaryincrease<br />
until the property or part of the<br />
property was sold or developed into<br />
residential.<br />
Should the property remain unsold<br />
or not be developedatthe timeofthe<br />
nextsix yearly ratesreview, the extra<br />
rates would be writtenoff, he said.<br />

Eyebrows raised<br />
at Kaiapoi zoning<br />

The inclusion of former red zone land in<br />
Kaiapoi in the Greater Christchurch<br />
Spatial Plan for possible future urban<br />
development has raised eyebrows.<br />
Former Christchurch city councillor<br />
Ali Jones questioned the inclusion of the<br />
land as a‘‘new development area’’ in the<br />
draft spatial plan.<br />
This was despite it being identified as<br />
‘‘a high flood hazard area’’ in the<br />
proposed Waimakariri District Plan,<br />
which was notified in 2021.<br />
The land in question was deemed red<br />
zone by the government after the 2010<br />
and 2011 earthquakes, with the<br />
government offering to payout property<br />
owners to allow them to move on.<br />
Arural zoning designation was then<br />
imposed by the Waimakariri District<br />
Council, which has been retained in the<br />
proposed District Plan.<br />
Acouncil spokesperson confirmed the<br />
land had been designated as a‘‘Future<br />
Urban Development Area’' in the<br />
proposed District Plan and the<br />
<strong>Canterbury</strong> Regional Policy Statement.<br />
Specific zoning outcomes were being<br />
considered as part of the District Plan<br />
review, due to be completed in June next<br />
year. But the costs of developing the land<br />
were likely to be high, the spokesperson<br />
said.<br />
‘‘Anyone interested in rezoning or<br />
developing this area would need to be<br />
aware of the constraints specific to the<br />
area, including the need to address<br />
potential flooding effects.<br />
‘‘Any flooding or other environmental<br />
considerations would need to be<br />
accounted for in any development<br />
plans.’’<br />
Around 104 hectares of Kaiapoi land<br />
was made red zone after the<br />
earthquakes.<br />
Ms Jones questioned why this land had<br />
been included in the Greater<br />
Christchurch Spatial Plan, highlighting<br />
flooding concerns from Cyclone<br />
Gabrielle in the <strong>North</strong> Island.<br />
Arecent report from NIWA and the<br />
University of Auckland found that<br />
441,384 residential buildings were at<br />
risk of flooding, with an estimated<br />
replacement value of $218 billion.<br />
Most were in urban areas, with<br />
Auckland and <strong>Canterbury</strong> accounting for<br />
around half of the buildings. ‘‘We simply<br />
cannot continue to build homes in areas<br />
identified as being in ahigh flood area,’’<br />
she said.<br />
Submissions on the Greater<br />
Christchurch Spatial Plan closed on July<br />
23.<br />
Meanwhile, acommissioner on behalf<br />
of the council is considering aprivate<br />
plan change request from Rolleston<br />
Industrial Developments Ltd at Ohoka,<br />
near Rangiora. The developer is<br />
proposing to build an 850 home subdivision<br />
on 155ha of land.<br />
This was despite the land being<br />
identified as prone to flooding and<br />
development in previous documents,<br />
including the Operative District Plan,<br />
the proposed District Plan, which was<br />
notified in 2021, and the nonstatutory<br />
Rural Residential Development<br />
Strategy, which was prepared in 2018.<br />
The council has submitted in<br />
opposition to the proposed<br />
development.<br />
Hearings to consider the private plan<br />
change request concluded last week,<br />
with adecision from the independent<br />
commissioners pending.<br />

The Bricks And Bread Art Experience<br />

St John's Anglican Church's craft group<br />
to support famine relief and farming in<br />
Tanzania and Somalia.<br />

and her granddaughter Alice Au, aged 7,<br />
of Christchurch, who has work in the<br />
Children’s Art section.<br />
All the artwork in the exhibition was<br />
donated for asilent auction, which will<br />
be held to raise funds to provide the<br />
African aid.<br />
‘‘We have aclose connection with an<br />
area of Tanzania, as one of our church<br />
members lived there for many years and<br />
is returning there with two others this<br />
month,’’ Kathy says.<br />
‘‘When we heard that their last<br />
growing season was devastated, first by<br />
drought, then by floods, and that some<br />
people had died of hunger, we wanted to<br />
do something to help.’’<br />
The exhibition in the church’s hall was<br />
due to close last Saturday (<strong>August</strong> 12) but<br />
has now been extended until the end of<br />
this month.<br />
Viewings have to fit around dance<br />
groups that use the hall so it is best to<br />
check with the office, next to the church,<br />
before visiting the hall to see the<br />
artwork.<br />

Plenty, as residents of Wootton<br />

started back in May<strong>2023</strong>, when<br />
residents in the quiet Sovereign<br />
Palmssubdivisionlocated in<br />
northeastKaiapoi, received<br />
notification the KaiapoiTuahiwi<br />
Community Boardhad approved<br />
the correction to the spelling of<br />
theirstreet name.<br />
Sincethe street nameshad been<br />
approved in 2012 during theearly<br />
stages of the Sovereign Palms subdivision,itwas<br />
called Wooten<br />
Place—one t, and an e.<br />
It was reportedly named after<br />
the ship Wootton, whichused to<br />
sail along the KaiapoiRiver.<br />
The SS Woottonpliedthe coastal<br />
waters of New Zealand from the<br />
1905 to the late1930s.<br />

‘‘This is not something we would<br />
do often, but only where an error<br />
has occurred.’’<br />
Residents were informed of the<br />
change by letter in May.<br />
Over amonth later, said<br />
residents who do not want to be<br />
named,councilworkers installed<br />

Then it was discovered the two<br />
signshad different spellings at<br />
either end of the street—one was<br />
Wootton, the otherWootten. One<br />
residentsays it took afew phone<br />
callsbefore council workerscame<br />
and changed the sign bladestothe<br />
correct spelling —Wootton.<br />
‘‘You wouldthink theywould<br />
have checked before they installed<br />
them,’’ another residentsaid.<br />
Another said the wholeprocess<br />
has been very timeconsuming<br />
sincethey received notification of<br />
the change.<br />
He said thingshave been abit of<br />
ahandful sincethen.<br />
‘‘We havehad to changeall our<br />
mailing addresses for our doctors<br />
and specialists, magazines and<br />
newspaper subscriptions, licences,<br />
bills,serviceproviders and our<br />
families and friends.<br />
‘‘It’sbeen over 11 years, surely<br />

SS Woottonwas the first major<br />
vesselofthe 20thcentury and was<br />
built in Sydneyin1900 as a<br />
schooner. Purchased by The<br />
Kaiapoi Shippingand Trading<br />
Company and converted to a<br />
steamer in 1905, the Wootton<br />
workedthe riverport for ten years<br />
to 1915when thebar became badly<br />
silted. She made one last visitnine<br />
years later in 1924.<br />
Duringthe 1930’s the New<br />
Zealand Navy used her as a<br />
training vessel untilshe was<br />
damaged in astorm at Rapaki and<br />
finished her days as ahouseboat at<br />
RapakiBay in the Lyttelton<br />
Harbour. She sank during astorm<br />
in 1952. SS Wootton features in<br />
several archival photos at the<br />
National Library, which were<br />
taken and collectedbyJoseph<br />

Street garage sale were<br />
donated by Kitty Kingdom Cat<br />
Rescue supporters.<br />
‘‘About three weeks ago we<br />
called fordonations, and all the<br />
itemswegot were such good<br />
quality,’’ she said.<br />
‘‘We are so grateful for all the<br />
support. We alsolovedthe fact<br />
that some people paid more for<br />
the items they werebuying to<br />
give an extradonation. We met<br />
so manywonderful cat lovers.’’<br />
The success of the garage<br />
sale was the result of ‘‘a<br />
fantastic team working<br />
together to makethe lives of the<br />
cats in our care better,’’ she<br />
said.<br />

Focus on<br />
Waimakariri<br />
with Mayor Dan Gordon<br />
Safe, accessible roads<br />
important to residents<br />
At our council meeting, earlier this<br />
month, council asked for the inclusion of<br />
the Rangiora Eastern Link and<br />
Skewbridge in the draft 202427 National<br />
Land Transport Programme (NLTP).<br />
We felt it was important for these<br />
roads to be included in the draft NLTP<br />
for afunding partnership with Waka<br />
Kotahi (NZ Transport Agency).<br />
At the end of the day, if they're not in<br />
there, they can’t be considered.<br />
It is important for residents and<br />
visitors to our District to have safe,<br />
accessible and congestion free roads to<br />
travel.<br />
For this reason, council is continuing<br />
to advocate for better infrastructure<br />
investment from Waka Kotahi for the<br />
whole District.<br />
We are currently considering how we<br />
can bring forward major roading<br />
projects that address some of our<br />
challenges, including traffic congestion.<br />
Expect to see this as part of next year’s<br />
Long Term Plan consultation.<br />
We did welcome the news this month<br />
that the National Party has included the<br />
Woodend Bypass as aroad of national<br />
significance its $24billion transport<br />
package.<br />
The Woodend Bypass was first<br />
confirmed in 2013 following safety<br />
concerns from the community, but Waka<br />
Kotahi stalled the project.<br />
Since then many in the community,<br />
including the Waimakariri District<br />
Council and WoodendSefton<br />
Community Board, have called for and<br />
organised public rallies requesting that<br />

this project be prioritised.<br />
Growth areas like Waimakariri need<br />
infrastructure in place so they remain<br />
great places to live.<br />
You can’t allow for significant growth<br />
in terms of housing supply, but not put in<br />
place infrastructure to service this.<br />
The revised Waimakariri Economic<br />
Development Strategy is going out for<br />
consultation this week.<br />
Ten years ago, Council developed the<br />
Waimakariri Economic Development<br />
Strategy which helped to guide our<br />
District through the postearthquake<br />
recovery phase.<br />
Now with the support of Enterprise<br />
<strong>North</strong> <strong>Canterbury</strong> (ENC) council has<br />
refreshed this strategy with afocus on<br />
the District’s economic growth for the<br />
next 10 years.<br />
The new Waimakariri Economic<br />
Development Strategy will see an<br />
emphasis placed on climate change<br />
adaptation.<br />
This includes undertaking actions that<br />
support our businesses, industries, and<br />
wider economy transition to alowemissions<br />
future.<br />
The draft strategy outlines avision for<br />
the District as a‘thriving, prosperous<br />
and environmentally responsible<br />
economy, and one that underpins our<br />
desirable local lifestyle’.<br />

He passes me and slowly disappears<br />
into the distance. This was at night, I<br />

From couch gamer to an outdoor adventurer<br />

Ben Fowler's lifehas changed beyond<br />
recognition in less than ayear.<br />
He has gone from acouch gamer, to<br />
tackling one of New Zealand’s most<br />
iconicwildernessadventures,<br />
At the startof<strong>2023</strong>, the closest Ben,<br />
aged 18, had come to amarathonwas an<br />
allnight session on his gameconsole.<br />
With no job to get up for in the<br />
morning, Ben’s nights lasted until5am.<br />
This month,the Mayors Taskforce for<br />
Jobs (MTFJ) placement headsoff to<br />
Marlborough to takepart in the<br />
wilderness adventureexperience<br />
Outward Boundonafull scholarship<br />
valuedat$5295, courtesy of Fidelity Life,<br />
with support from Outward Bound and<br />
MTFJ.<br />
From <strong>August</strong> 26 to September15, Ben<br />
will pushhimself to his physical and<br />
mentallimits over 21 days.<br />
The courseincludes atwoday kayak<br />
journey, highrope sessions, and athreekilometre<br />
run as well as activities to<br />
buildconfidence, leadership and mental<br />
resilience.<br />
Ben has been givenleave to take part<br />
in OutwardBoundfrom his new job at<br />
Paneltech Contracting, whereinashort<br />
time he has become valued as a<br />
hardworking employeewith initiative.<br />
Ben’s journey, says Hurunui District<br />
Mayor Marie Black, has been<br />
transformative.<br />
Lookingback to the start of <strong>2023</strong>, Ben<br />
says he couldn’t haveimaginedthe<br />
change that joining the MTFJ<br />
programme wouldhave made.<br />
‘‘At the start of thisyear, Iwas aloser,’’<br />
he says.<br />
‘‘I was on my play station until 5am. I<br />
didn’t imaginethis was possible.’’<br />
MTFJ is anationwide network of New<br />
Zealand’s mayors and workswith young<br />
people aged 16 to 25 to help them into<br />
training and employment opportunities<br />
within their communities.<br />
‘‘The councilwas here for me,’’ Ben<br />
says. ‘‘I couldn’t have doneitonmyown.’’<br />
Ben was accepted on to the Hurunui<br />
MTFJ programme in February this year.<br />
He soon proved he could put in the hard<br />
yards, picking up new skills and taking<br />
on arange of jobs around the district,<br />
from waterblasting to painting and<br />
weeding, HurunuiDistrict Council MTFJ<br />
Business Connector Chris King says.<br />
‘‘That can do attitude led to Ben’s<br />
second lucky break,when he was placed<br />
in fulltime employment withPaneltech<br />
Contracting through the MTFJ<br />
placement programmeinJune.<br />
‘‘We’re confident Ben willbring that<br />
same game plan to Outward Bound,’’says<br />
Mr King.<br />

and learn made him atop candidate for<br />

schedule withamix of cardio and<br />
resistance training to prepare for the<br />
physical challenges of OutwardBound.<br />
Mrs Black has followed Ben’s progress<br />
from when he was accepted on to the<br />
MTFJ programme.<br />
‘‘Ben has reallystood out withhis<br />
willingness to roll up his sleeves and<br />
tackle any challenge.<br />
‘‘It has beenrewardingtobeable to<br />
supporthim through MTFJ withgetting<br />
his learnerlicence and job readiness<br />
training, and theninto fulltime<br />
employment and now this scholarship.’’<br />
Ben saysgetting his learnerlicence<br />
showed him what he couldachieve. He is<br />
grateful to Hurunui MTFJ for giving him<br />
the extra push that he needed.<br />

The title derives from aline often<br />
used by vaudeville comedians to<br />
begin astory: ‘‘A funnything<br />
happened on the way to the theatre’’.<br />
This is the 29th show to be<br />

Confusionreignedafter the brakes<br />
were put on traffictrying to find a<br />
speedy exit after last month’s<br />
Matariki fireworks display.<br />
Drivers were leftwith no where to<br />
go in alog jam due to roads no longer<br />
existing, despite GoogleMaps<br />
telling themthey did.<br />
Many drivers complained,<br />
demanding to know who was<br />
responsible.<br />
The Waimakariri District Council<br />
beingthe first port of call, and then<br />
Google Maps.<br />
Google Maps was found to be out of<br />
date.<br />
Drivers were often sent towards<br />
roadsthat haven't existed for many<br />
yearsinthe NormanKirk Park<br />
district.<br />
Roadsthat were populated before<br />
the devastating Christchurch<br />
earthquakes, but now have been<br />
removed, redirectedorshortened in<br />
the 12 years since the area was<br />
declared ared zone,and<br />
redevelopedbythe Waimakariri<br />
District Council.<br />
The <strong>North</strong><strong>Canterbury</strong> <strong>News</strong> went<br />
in search of asolution and contacted<br />
Google to advisethem of the issues<br />
raised by many who took to<br />
complaining about the problem on<br />
line,which had spoilt an otherwise<br />
fantasticnightout.<br />
AGoogle spokesperson, advised<br />
they were investigating theissue.<br />
Google said theyuses avariety of<br />
sources to get the most accurateand<br />
uptodate informationonthe map,<br />
and use acombination of manual<br />
and automated techniques to check<br />
for accuracy.<br />
‘‘Whenthere’s an issue, we work to<br />
fix it as quickly as we can.’’<br />
Googleadvised NC <strong>News</strong> that on<br />
GoogleMaps pages, up on the lefthand<br />
sideare three bars denoting<br />
more options.<br />
Click,scroll down the listand<br />

Users can thenadvise via<br />
feedback about missing places, add<br />
or fix roads, and advise of wrong<br />

The Cust Volunteer FireBrigade<br />
celebrates its75th birthday this<br />
year and plansare being laid fora<br />
suitable celebration, to be held at<br />
the station on October 7.<br />
Mike Neason,acommittee<br />
organiser says as many past<br />
membersastheycouldfindhave<br />
been invited.<br />
‘‘We’re stilltrying to track down<br />
the last four or five –itgets quite<br />
difficultwithfemale members<br />
who might have changed their<br />
surnames.<br />
‘‘We’re hoping to have about100<br />
guests here on theday though,’’ he<br />
says.<br />
The hunt is also on for old fire<br />
brigade machinerytotake part in<br />
astatic display on theday.<br />
This includes oldfiretrucks that<br />
were either used by thestation on<br />
the day, or are examples of the<br />
same make and model.<br />
The brigade’s firstengine was a<br />
ModelAFord, backinthe days<br />
when the station worked outofthe<br />
Cust Gentlemen’sClub, whichnow<br />
formspartofthe museum building<br />
up theroad.<br />
‘‘We’ve got truckscoming from<br />
Ferrymead, Darfield andSparks<br />
Museum in Rangiora.<br />
‘‘There’salsoone appliance,<br />
whichisthe onlyone of itskind<br />
left in the country,coming across<br />
from Kumaraonthe West Coast –<br />
as longaswecan getitover the<br />
passes,’’ he says.<br />
‘‘Between the members, their<br />
shared experiences,and the<br />
heritagefirefighting equipment<br />
stillaround in thecommunity,<br />
there’sahuge depth of history<br />

‘‘And furthermore, the brigade<br />

OxManinNovember, is<br />
celebratingits fifth anniversary with<br />
aspecialaddition thisyear.<br />
‘‘We are excitedthis year to<br />
incorporatethe age group national<br />
champs into the event,’’race director<br />
John <strong>News</strong>om says.<br />
‘‘This shouldbringsignificantly<br />
more outoftown athletes and boost<br />
the eventoverallwhile still offering<br />
all our normalraces to locals as<br />
well.”<br />
The first OxMan was held at Geoff<br />
and Rochelle Spark’s Torlesse Farm,<br />
near Oxford,in2019,and it attracted<br />
300 participants across all the events.<br />
‘‘A glorious day greeted the<br />
athletes to takeonwhat is only the<br />
secondhalf ironmandistance event<br />
in the SouthIsland,’’ John says.<br />
‘‘By and largethat first event went<br />
reallywell, but there are always<br />
aspects to be improved on.’’<br />
An example was choosingareally<br />
nice bikeloop aroundOxford and<br />
Coopers Creek, but coming back<br />
acrossabridgeinto Oxfordcaused<br />
some trafficissues.<br />
‘‘We completely changed the<br />
courseinsubsequent years to what<br />
we have today.’’<br />
Besides the fullOxMantriathlon<br />
there is now aMini OxMan,Junior<br />
OxMan,kids duathlon, running<br />
eventsand in 2022 amultisport race<br />
was added.<br />
All the eventsalso have triathlon<br />
and duathlon options that can be<br />
raced as ateam or individually.<br />
‘‘The addition of the multisport<br />
race —run/bike/run/kayak— last year<br />
as atest eventproved popular and is<br />
arace we want to see expand over the<br />
coming years,’’John says.<br />
He is hoping the <strong>2023</strong> OxMan will<br />
be abumperone but says events are<br />
gettingmore difficult to run each<br />
year.<br />
The costoftraffic management<br />
alone has increased by morethan 150<br />
percentover the last few years.<br />
‘‘We wanttotry and keep our entry<br />
fees as low as possible to encourage<br />
participation, but it is getting really<br />
hard to do so.<br />
‘‘In aperfect worldwewould have<br />
astrong team of sponsors but that<br />

Oxford couple’spassion for sled dog racing<br />

Racing before dawn in freezing<br />
temperatures, across gravel roads with<br />
no brakes, and only aslim chance of<br />
controlling your power source, makes<br />
life exciting according to <strong>North</strong><br />
<strong>Canterbury</strong> Sledder Julian Looser.<br />
Julian, his wife Stacey and twoyearold<br />
daughter Charlotte, all of Oxford,<br />
love sled dog racing.<br />
“I met Stacey just over 10 years ago<br />
after she had returned from working in<br />
the USA and she introduced me to this<br />
fun sport.”<br />
He says Stacey had been employed as<br />
adog handler by aprofessional kennel<br />
to look after their racing huskies and<br />
other dog teams.<br />
“She would go with the dogs to take<br />
part in all the races they held in<br />
Colorado and Utah.”<br />
Julian says to think of the famous<br />
Iditarod Trail Sled Dog Race but<br />
smaller and professionally run and you<br />
get an idea of what the sled dog racing<br />
scene is like in America.<br />
“There are so many races, both long<br />
and short and after ayear Stacey<br />
returned home.<br />
“I didn’t know there was such asport<br />
like this here in New Zealand,” he says.<br />
“It often attracts over 50 entries at<br />
events.”<br />
Stacey introduced him to the<br />
<strong>Canterbury</strong> Sled Dog Racing Club<br />
(CSDRC) which runs dry land racing for<br />
dog teams using wheeled sleds on roads<br />
instead of skis on snow.<br />
“We started with Baz, arescue dog<br />
from Dogwatch, he’s retired now, and<br />
and he’s our pet dog.”<br />
Baz (Basil) is famous as the dog who<br />
stayed the longest time with Dogwatch<br />
while they searched for ahome for him.<br />
“There was nothing wrong with him,<br />
he’s such aloving dog.”<br />

The couple have 11 race dogs, of<br />
mixed genetics on their property in<br />
Oxford.<br />
“They all have some Siberian Husky<br />
in them, mixed with other breeds.<br />

speed runs of between five to seven<br />
kilometres long, we breed our Alaskan/<br />
Siberian huskies for power and speed<br />
over roads rather than for longdistance<br />
endurance on snow.”<br />
Julian says the hardest part about<br />
racing with four or six dogs pulling the<br />
wheeled sled over gravel roads is<br />
controlling them.<br />
“When you race dogs on snow you<br />
have alarge hook to brake with and stop<br />
the dogs from running away.<br />
“On roads, we don’t have that, so when<br />
they are fresh, full of energy and raring<br />
to go early in the morning, sometimes<br />
you just hang on.’’<br />
He says training and the bond<br />
between the musher and their dogs<br />
determine how they race, tackle corners<br />
or junctions in the road and also what<br />
happens when tangles occur.<br />
“When adog in the team gets tangled<br />
up in the leads, we have to stop.<br />
“Having no hook to lock the sled to the<br />
ground means we have to think carefully<br />
about how to slow and fix the problem<br />
without the dogs racing off without us. It<br />
always makes for fun racing.”<br />
Racing is always held early morning,<br />
preferably in temperatures below eight<br />
degrees Celsius, to maintain the health<br />
of the dogs.<br />
“At last weekend's CSDRC race<br />
meeting it was only three degrees and<br />
the dogs loved it.”<br />
Charlotte (2) rides with mum Stacey in<br />
the peewee class.<br />
“She sits in aonedog sled, Stacey<br />
controls it while Charlotte sings along<br />
with the dog and has ablast,” says<br />
Julian.<br />
Racing is always fun and everyone<br />
does it differently.<br />
Some work with one or two dogs,<br />
others have four or six in ateam, most<br />
ride the sled while some even run<br />
beside it.<br />

Residents are being encouraged to have<br />
their say on the Waimakariri District’s<br />
economic development.<br />
Councillors have adopted the draft<br />
Waimakariri Economic Development<br />
Strategy for public engagement.<br />
It will go out for consultation later this<br />
month.<br />
Mayor Dan Gordon said the existing<br />
economic development strategy was<br />
adopted in 2013 and helped to guide the<br />
district through its earthquake recovery.<br />
‘‘This draft strategy reflects the future<br />
growth of our district.’’<br />
The strategy considered economic<br />
development, climate change, emissions<br />
reduction, urban development and<br />
transport growth.<br />
Councillors have adopted the new<br />
Waimakariri Housing Policy <strong>2023</strong>.<br />
The council’s property portfolio<br />
working group will now work out how to<br />
best utilise the policy for the district, Mr<br />
Gordon said.<br />
That will include deciding whether to<br />
partner with the private or public sector<br />
to create quality, affordable social<br />
housing in Waimakariri.<br />
The Waimakariri District Council is<br />
seeking government funding to add to its<br />
older person’s housing portfolio.<br />
Councillors have backed aproposal<br />
from staff to apply for funding from the<br />
Ministry of Housing and Urban<br />
Development’s affordable housing fund.<br />
The council will seek $3.5 to $4<br />
million, or 50 percent funding towards a<br />
proposed 20 unit housing development<br />
on council owned land, with the option<br />
of scaling up to 40 units.<br />
The remaining 50% of the proposed $7<br />
to $8 million development would be loan<br />
funded, and paid back from rental<br />
income.<br />
‘‘The intention is that this is not<br />
funded by ratepayers,’’ Mayor Dan<br />
Gordon said.<br />
‘‘The council will still be able to<br />
charge affordable rents for the new<br />
housing.<br />
‘‘There is along waiting list and latent<br />
demand for additional elderly person<br />
housing units.’’<br />
If the funding application is<br />
successful, the site and investment<br />
options will be considered as part of the<br />
2024/34 Long Term Plan process.<br />
The council has increased its budget<br />
for an upgrade of Rangiora’s River<br />
Road.<br />
Councillors have approved an<br />
additional budget of $<strong>17</strong>5,000 to allow for<br />
the full upgrade of the road.<br />
Work is being completed on the south<br />
side of River Road from Ashley Street to<br />
Cones Road.<br />
‘‘Council felt it was important to do<br />
this upgrade properly,’’ Mayor Dan<br />
Gordon said.<br />
‘‘This is awell utilised area by<br />
residents and it is where the Park and<br />
Ride (commuter bus service) is<br />
situated.’’<br />
This project is estimated to cost<br />
$700,000.<br />
Councillors have adopted an<br />
amended dog control bylaw.<br />
Council staff are also exploring ways<br />
to provide after hours access to the<br />
pound for people unable to collect their<br />
dogs during normal operating hours.<br />

will be great to move into the new<br />
buildings whenthe school reopens in<br />

‘‘We have been verylucky with the<br />
rebuild. It is on schedule and we are<br />
getting minimal disruption from the<br />
building compound.’’<br />
Mr Hart says with the builders having<br />
their own street access, the schoolhas<br />
had no disruption to classes and hear<br />
minimal noise.<br />
When the contractorsremoved the<br />
old relocatable classrooms and<br />
buildings the school had been using<br />
there for the past couple of decades,<br />
staff looked into the big hole leftbehind<br />
and thoughttheirnew buildings<br />
weren’t goingto be that big.<br />
But once they poured the concrete,<br />

‘‘It will be asignificant building for<br />
the schooland for Oxford.<br />
‘‘It’s going to be an incredible<br />

‘‘They will be atop notch building<br />
when finished,’’ he says.<br />
Oxford Area School’s $10 million<br />
rebuildwas announced in September<br />
2018.<br />
When officially opened next year, the<br />
new administration and learning block<br />
will offersix teaching spaces,anew<br />
schoollibrary space, canteen,<br />
administration spaces, landscaping and<br />
accessible parking spaces.<br />
The almost 500 schoolpupils at<br />
Oxford Area School will be using the<br />
new modern classrooms for arts,<br />
sciences, all technology and music<br />
studies, and as general classrooms.<br />

Powering EVs with flat batteries<br />

Electric vehicles (EV) numbers continue<br />
to rise, with sales doubling in<br />
<strong>Canterbury</strong> this year, along with<br />
roadside assistance callouts.<br />
New Zealand Automobile Association<br />
(AA) Southern Area Manager Steve<br />
Pook, of Rangiora, says every month the<br />
<strong>Canterbury</strong> branch of the AA responds to<br />
around 5000 calls for help from<br />
members and the public.<br />
‘‘These are the usual flat tyres, lost<br />
keys, the engine won’t start and<br />
dashboard warning lights calls.<br />
‘‘But with the increase in EVs on the<br />
road in <strong>Canterbury</strong>, in the last 12 months<br />
we received 40 calls for help from EV<br />
owners, while another 20 were to help<br />
AA members riding ebikes which have<br />
unexpectedly stopped or were out of<br />
charge.’’<br />
While some callouts are drivers<br />
underestimating their remaining<br />
charge and falling short, others are the<br />
failure of the smaller 12volt battery<br />
used by EVs and Hybrids to run<br />
everything else in their vehicle.<br />
Steve says often drivers get into their<br />
cars and see they have 50km left on their<br />
battery indicator for the 30km drive<br />
home.<br />
‘‘They often forget: it’s night, it’s<br />
raining, it’s cold and they may have to<br />
drive over hills.<br />
‘‘They turn on everything which are all<br />
the things that use up the power in an<br />
EV.’’<br />
Working around an EV is dangerous<br />
and Steve says the AA service officers<br />
are all trained to work on highvoltage<br />
vehicles.<br />
The AA has been receptive to<br />
members driving needs and recently<br />
introduced amobile EV charging<br />
breakdown van to Christchurch.<br />
It uses aportable battery pack which<br />

takes about 10 to 20 minutes to provide a<br />
small topup for an EV battery.<br />
Giving drivers enough charge to get<br />
between 1015kms depending on the<br />
main battery and local conditions.<br />
‘‘As long as they are on main roads,<br />
this usually allows members to reach the<br />
nearest charging stations, or their home.<br />
‘‘If it’s afailure of the 12volt vehicle<br />
systems battery or the EV is out on<br />
country back roads, then we arrange<br />
towing of the members vehicle.<br />
‘‘There is alimit on what we can do<br />
safely on the roadside,’’ Steve says.<br />
This also goes for members riding<br />
ebikes.<br />
‘‘There are so many of them with so<br />
many different charging systems, so to<br />
help, we arrange to transport them,<br />
when they go flat.’’<br />
New Zealand had over 50,000 EVs<br />
registered last year (a rise of 77% over<br />
the previous year).<br />
In <strong>Canterbury</strong>, new resignations of<br />
EVs doubled from 1000 to 2000 in April<br />
<strong>2023</strong> compared to the same month last<br />
year.<br />
Soon AA members in the South Island<br />
will also have access to anew fleet of<br />
Rapid Recovery Vehicles (RRV), the<br />
first has just arrived in Queenstown and<br />
more are due shortly.<br />
The RRVs will be onestop shops to<br />
help AA members and have the added<br />
benefit of being able to tow cars with<br />
their licensed service officer.<br />

Confidence is at an all time low<br />

Federated Farmers President Wayne<br />

‘‘Farmers aredealing with alot at the<br />
moment with high interest rates, huge<br />
inflation, and asteepdecline in both meat<br />
and milk pricesthey receive fortheir<br />
products, Mr Langfordsays.<br />
‘‘We’re also facing an unprecedented<br />
levelofregulatory changethat is heaping<br />
on costs, undermining profitability, and<br />
creating hugeuncertainty for farmers.’’<br />
He says all the challenges have arrived<br />
at the same time, compounding the<br />
pressure farmers were feeling, and it was<br />
not sustainable.<br />
‘‘We havereal concerns about farmer<br />
wellbeing and what this mightmean for<br />

farming families, rural communities, and<br />
the widerNew Zealand economy.<br />
‘‘Whenfarmers aren’tprofitable or<br />
feeling confident, they stop spending<br />
money and try to cut any costs theycan<br />
from their business, and the implications<br />

Mr Langford says.<br />
The Farmer Confidence surveywas<br />
conducted in July <strong>2023</strong>. Concerningly,this<br />
was prior to Fonterra’s announcement last<br />
week that they were slashing $1 from their<br />
<strong>2023</strong>/24 forecast milk price.<br />
The biggestconcerns for farmers were<br />
debt, interest and banks,regulation and<br />
compliance costs,and climate changeand<br />
ETS policy.<br />
‘‘Thisisthe second successive farmer<br />
confidence survey to set anew recordlow<br />
with asteep decline over the last six<br />
months sowe’re sounding the alarm.<br />
‘‘The deterioration in farmer profithas<br />
occurred at frightening speed.<br />
‘‘This time last year,just 3.5% of farmers<br />
reportedmakingaloss. That figure<br />
jumped to 27% in this survey, which was<br />
conductedprior to Fonterra announcing<br />
its payout downgrade.<br />
‘‘This should serveasawakeup call for<br />
all political parties, banks, and processors<br />
thatsomething needs to urgentlychange.<br />
There needs to be arealfocus on reducing<br />
the costs and uncertainty farmers are<br />
facing,’’MrLangfordsays.<br />
FederatedFarmers recently released a<br />
roadmapfor restoringfarmerconfidence<br />
with12policy priorities for the next<br />
Government.<br />

Water quality needs<br />

More work is needed to improve water<br />
quality in the region, Environment<br />
<strong>Canterbury</strong> says.<br />
Two reports released recently provide<br />
new information about nitrate<br />
concentrations in <strong>Canterbury</strong>’s<br />
groundwater and how long it takes<br />
before improvements from changes in<br />
land use become visible.<br />
Environment <strong>Canterbury</strong> groundwater<br />
science manager Carl Hanson says the<br />
first report, ‘‘How long will it take?’’,laid<br />
out what could be expected within 510<br />
years of major land use changes.<br />
The second report, the council’s<br />
Annual Groundwater Quality Survey<br />
2022,outlined how nitrate<br />
concentrations in groundwater across<br />
<strong>Canterbury</strong> were continuing to increase.<br />
‘‘When we put these two reports<br />
together, they tell us that changes made<br />
to date have not been enough to turn<br />
around the increasing trends in nitrate<br />
concentrations,’’ Mr Hanson says.<br />
‘‘Understanding nitrate time lags is<br />
crucial to determining whether current<br />
nitrate loss reduction measures are<br />
sufficient, and it will also help inform<br />
future planning processes.<br />
‘‘The science shows us more land<br />
management improvements are<br />
required if we are to achieve the water<br />
quality improvements the community is<br />
seeking.’’<br />
Steps to protect freshwater included<br />
the adoption of the <strong>Canterbury</strong> Land and<br />
Water Regional Plan in 2015.<br />
The plan introduced new rules<br />
designed to reduce the volume of<br />
nitrates, usually in the form of fertiliser<br />
and animal urine, reaching<br />
groundwater.<br />
Since then Environment <strong>Canterbury</strong><br />
has adopted further rule changes,<br />
including Plan Change 7, which<br />
incorporated recommendations from<br />
the Waimakariri Zone Implementation<br />
Plan Addendum.<br />
The Government's Essential<br />
Freshwater package, released in 2020,<br />
introduced further requirements.<br />
Changes included alimit on the<br />
amount of synthetic nitrogen fertiliser<br />
livestock farmers could use, new rules<br />
on keeping stock away from waterways<br />
and greater risk mitigation for practices<br />
like winter grazing.<br />
Environment <strong>Canterbury</strong> is now<br />
working on anew regional plan, which<br />
will review nitrate leaching limits.<br />
Mr Hanson says the two reports would<br />
help Environment <strong>Canterbury</strong> in<br />
understanding the effectiveness of its<br />
policies.<br />
‘‘The changes made over the last 10<br />
years, as well as those being made today,<br />
are agood start, but more changes may<br />
be still needed if we are to protect our<br />
most precious resource for future<br />
generations,’’ he says.<br />

Beware of ecological invader Spur Valerian<br />
APort Hills rangerhas cautioned Hurunui<br />
to act against the ecologicalinvader Spur<br />
Valerian whilethere is stilltime.<br />
At ameeting in Amberley, Christchurch<br />
City Council Port Hills Ranger Di Carter<br />
said there was an opportunity for Hurunui<br />
to contain the spread of Spur Valerian<br />
(Centranthus ruber). The ecological weed<br />
has already invaded Banks Peninsula.<br />
Hurunui District Council’sWater and<br />
Land coordinator RimaHerber called the<br />
meeting to lookatsolutions for Hurunui,<br />
bringing together landowners living near<br />
two major Spur Valerianinfestationareas<br />
up the Waipara River and in the Ram<br />
Paddock Roadarea of the Waipara Valley.<br />
Stakeholdersincluding Waka Kotahi and<br />
QEII National Trust also attended.<br />
Ms Carter said a10year spraying<br />
programme had been developedfor Banks<br />
Peninsula in 2013, with funding from<br />
Christchurch CityCouncil and<br />
Environment <strong>Canterbury</strong>, at acost of over<br />
$60,000 ayear.<br />
This followed acoastalcliffsurvey in<br />
2012 highlightingpockets of SpurValerian<br />
growing along the cliffs.<br />
At accessible sites it’sbeen 10 years of<br />
two controls aseason to get it down to a<br />
handfulofseedlings per visit.<br />
‘‘We spray onceayear, withthe coastal<br />
cliffsites being done by helicopter.<br />
‘‘By doing this we’remanaging to hold it<br />
back to PigeonBay.<br />
‘‘ Ifly withthe pilottominimise nontarget<br />
damage, and we do the Mount Evans<br />
area by foot,’’ saysMsCarter.<br />
‘‘With someofthe areas around Mount<br />
Evansbeing very vast,it’s easy to miss<br />
seedlings, so we also do an hour or two by<br />
chopper each year.’’<br />
Spur Valerians windborne seeds are<br />
easily dispersed and the plant thrives in<br />
rock clefts, dry riverbeds and roadside<br />
cuttings,where it is quick to choke native<br />
species.<br />

‘‘Inacontrolled environment,where<br />
seedheadsare removed directly after<br />
flowering and regrowth, and seedlings are<br />
destroyed, the plant can be contained.<br />
When it escapes into our rural areas, it<br />
quickly takes over,’’ Ms Herbersaid.<br />
Christchurch City CouncilSenior<br />
Ecologist Nicholas Headtold the meeting<br />
that the limestone ecosystems throughout<br />
theWeka Passarea and the Waipara<br />
Gorge, whichare under the threatofSpur<br />
Valerian infestation, havevery high<br />
ecological values.<br />
‘‘They support some of the rarest and<br />
most threatened plants in the country,<br />
including the Weka sun hebe (Heliohebe<br />
maccaskillii)and Waipara gentian<br />
(Gentianella calcis, subsp waipara)that<br />
only occur in the HurunuiDistrict.’’<br />
‘‘Today, technologyoffers solutions that<br />
will helpusasacommunity to protect our<br />
Hurunuienvironment,’’ Ms Herber said.<br />
Carter said adapting drones to<br />
accommodate oblique angles on cliffs was<br />
somethingPort Hillspark rangerswere<br />
considering.<br />
‘‘We’reslowly progressing the<br />
technology to make it work.<br />
Ms Herber said it was great to get a<br />
commitment fromWaka Kotahi at the<br />
meetingtomeet onsitewith spraying<br />
contractors to work out aplan for the<br />
roadside at Weka Pass, where an<br />
infestation is threateningthe limestone<br />
bluffs above the road.<br />
Hurunuistakeholders and landowners<br />
will be joining Ms Herberover the next<br />
few weekstogoonsite to areas where<br />
Spur Valerian is gaining afoothold in the<br />

shareexperiences in music, artistic<br />
projects and mindfulness inspired<br />

seminarwas suggested by Tash<br />
Beckinsale, the founder of ShineTribe, he<br />
felt her passion for her littletribe.<br />
‘‘It was then just amatter of preparinga<br />
lesson plancateringfor each member of<br />
the group.’’<br />
Part of the preparationwas holding an<br />
independent session with the SeikoKai<br />
team in advance of the seminar.<br />
‘‘Ourambition was simple.<br />
‘‘We wanted to empowereach student<br />
by providingthem withanopportunity to<br />
lead,share what they have learned in the<br />
class, and ensure thatthey could take<br />
away the lessons being taught and<br />
remember them,’’ Kevin says.<br />
He structured the classtofocus on a<br />
single principle of step and enter.<br />

Weekend as afundraiserfor Kaikōura<br />

Oxford Rural No.1 Water Supply -Boil<br />
Water Notice<br />
Aboil water notice has been issued for the Oxford<br />
No.1WaterSupplydue to highturbidity(cloudiness).<br />
As aprecautionary measure, aBoil Water Notice is<br />
in place on this scheme to ensure that this water<br />
supply is safe for consumption. Please inform any<br />
neighbours or friends on the scheme who may not<br />
be aware of this notice.<br />
The Boil Water Notice is expected to be in place<br />
until the issues with the primary well are resolved.<br />
We are carrying out extensive flushing of the well<br />
and will be monitoring the well closely.<br />
If it does not improve, wewill have toconsider<br />
taking it offline for re-development works which<br />
could take up to amonth to complete.<br />
Residents on this supply need to use boiled tap<br />
water orstore-bought bottled water for drinking,<br />
cleaning teeth, making ice, washing dishes and<br />
preparing food until further notice. Tap water<br />
should be boiled on arolling boil for one minute.<br />
The supply is being chlorinated but it is important<br />
that water used for drinking, cleaning teeth,<br />
making ice, washing dishes and preparing food is<br />
brought to arolling boil before use. Stored water<br />
and ice should be disposed of.<br />
Let’s Talk About Mandeville Resurgence<br />
Channel Upgrades<br />
The Mandeville area has ahistory of flooding,<br />
including more recent storm events in 2014, 20<strong>17</strong>,<br />
2022 and <strong>2023</strong>.<br />
While this flooding is generally caused byheavy<br />
rain, the extent and depth of the flooding can<br />
be exacerbated by high groundwater levels and<br />
resurgence flow.<br />
Following flooding in June 2014, budget was<br />
allocated inlater years for the Mandeville<br />
Resurgence Channel Upgrade and Diversion Project.<br />
We are planning on implementing upgrades to<br />
improve the management of stormwater and<br />
resurgence flow through Mandeville.<br />
Investigation work identified that there are options<br />
to improve the drainage in this area.<br />
Three potential options for Stage 1and one<br />
potential option for Stage 2have been identified.<br />
Stage 1will focus on upgrades to the existing<br />
channel and we’re asking the community which<br />
option of the following they prefer:<br />
Option A:Upgrade existing main drainage channel<br />
through Redfern Lane, over Tram Road, through<br />
Millfield subdivision into Bradleys Road drain.<br />
Option B: Install aculvert to convey stormwater<br />
flow toanopen drain on the south side of Tram<br />
Road, then utilise the stock race to convey flow.<br />
Option C: Install new 900mm diameter pipe from<br />
the Tram Road culvert outlet to Bradleys Road drain.<br />
In Stage 2wewill look to construct anew open<br />
drain to divert stormwater along No. 10 Road<br />
south to the Old Bed Eyre River. The Old Bed Eyre<br />
River discharges into the Silverstream which flows<br />
into the Kaiapoi River.<br />
These upgrades will increase the capacity of the<br />
drainage systems from approx. 0.5 m3/s to2.0 m3/s<br />
(about four times the existing capacity depending<br />
on the recommended option).<br />
While this is asignificant improvement, surface<br />
flooding will still occur in larger rain events.<br />
We’re hosting two drop-in sessions so that you can<br />
view the potential options, talk to the project team,<br />
and let us know what you think.<br />

planted almost 500 Totara trees<br />
