Coastal erosion puts houses at risk<br />

Coastal erosionhas eaten awayatthe<br />

cliff face, leavingthe housesperched<br />

precariously above.<br />

To ensure the safety of theowners,<br />

andothers nearby, theHurunui<br />

District Council has stepped in.<br />

It is discussing thefuture of the<br />

houses withtheirowners as they are<br />

getting close to ‘‘threatening to fall off’’<br />

thecliff, sayschief executiveHamish<br />

Dobbie.<br />

‘‘They are getting prettyclosetothe<br />

edge,’’ he says.<br />

‘‘We have an opportunity now to geta<br />

good outcome.<br />

‘‘There is alonglegalprocessunder<br />

theBuilding Acttodeal with situations<br />

like thiswhenthereisarisk to homes<br />

and life.’’<br />

The process of the houses being<br />

issued withDangerousBuilding<br />

Notices, underthe Act, is under<br />

discussionwith theowners,hesays.<br />

TheAct,considersabuilding<br />

dangerous if is is likely to cause<br />

‘‘injuryordeath’’ to anyone in it, or to<br />

other property.<br />

He says aGeotech report hasbeen<br />

done, andnow ‘‘we areindiscussions<br />

with the owners’’ to ensurethe safety<br />

of everyone,solives are notbeingput<br />

at risk.<br />

specialceremonyatWaipara’s<br />

Glenmark Reserve last Saturday.<br />

Two very old iron gates from the<br />

former GlenmarkStation, andgifted to<br />

the Waipara Residents andReserves<br />

Association, took centrestage.<br />

Theywere officially unveiled by<br />

Hurunui Mayor Marie Black.<br />

The 150­year­oldiron gates,which<br />

havebeengiven aspruceup, now stand<br />

proud at the the entrance to the<br />

reserve, completewith twobeautifully<br />

crafted,sturdy posts.<br />

One gate wassuppliedbyMalcolm<br />

and Sally McKenzie, andthe other by<br />

RuthBerry.<br />

Mrs Black said avaluableand rich<br />

partofhistory was restoredwiththe<br />

unveiling of theproject.<br />

She said in the early 1970’s the one<br />

way bridgeatthe Glenmark Church<br />

was demolishedand piecesofthe<br />

Glenmarkposts were found on theside<br />

of the roadthatgoes through the Oak<br />

Plantation.<br />

‘‘Theseweresalvagedand stored at<br />

JohnMcCaskey’sproperty.<br />

‘‘Weare fortunate that theywere<br />

saved andstored, andnow returned to<br />

their former glory whichisanintegral<br />

partofthe Glenmarkstory.’’<br />

Several years ago Ipurchased the<br />

book Moore of Glenmark,the Richest<br />

Man in theLand written by David Gee<br />

withHerbert Farrant.<br />

‘‘InChapter 11 it reads: nearing the<br />

station, on the cornerofChurch road,<br />

is alargedomain dominated by an<br />

impressive stand of mature oaktrees.<br />

‘‘This was given to thecommunity by<br />

Moore’sdaughter, Annie. Visitors<br />

today passthrough theGlenmark<br />

estate gates, still flanked by impressive<br />

concrete pillars made by Farr. Moore<br />

usedanotherroad to and from the<br />

mansionand the entry alsooff<br />

GlenmarkDrive, andalittlenorth of<br />

thevisitors entrance,itisimpressive<br />

with itsconcrete pillars.’’<br />

Chairofthe Waipara Residents and<br />

ReservesAssociation Paul Williams<br />

said theofficial unveilingofthe gates<br />

highlighted several years of workatthe<br />

reserve,and beyond, illustratingthe<br />

collective spirit of the district.<br />

Apostand chain fence hasbeen put<br />

up aroundthe reserve, nativeshad<br />

been plantedaround the reserve and<br />

cemetery, andthe new entranceway to<br />

thereservewas nowcomplete withthe<br />

opening of thegates.<br />

Acousticpanelshad beeninstalled in<br />

thepavilion, alongwithanew<br />

wheelchairramp.CCTVcamerashad<br />

been put up around thevillage,and a<br />

wheelchairramp added to the<br />

MemorialHall.<br />

Individuals, localbusinesses, the<br />

Glenmark Lions Club, the Hurunui<br />

DistrictCouncil,Waste Management<br />

Ltd, andthe KateValley Charitable<br />

Trust hadmade it allpossible.<br />

Ring in meter box returned to finder<br />

The mystery of aring found in the old<br />

Culverdenpostal exchange remains<br />

unsolved.<br />

Constable Damian Schuurman of<br />

Culverden, says he has just informed the<br />

finder that he was unable to identify an<br />

owner for the small diamond ring.<br />

The ring was found tucked away in an<br />

old meter box, in the former Culverden<br />

Post Office, and its discovery prompteda<br />

whodunit investigation in the town.<br />

Social media and local residents failed to<br />

turn up any clues. Police had it<br />

examined by aspecialist who found no<br />

unique identifiers.<br />

‘‘I followed up with acouple of leads<br />

that came through from the Facebook<br />

and newspaper article,but all were<br />

unsuccessful,’’ ConstableSchuurman<br />

says.<br />

The finder, an employeeofalocal<br />

garage, found the old tatty ring box<br />

secreted in behind the switchboard and<br />

cables.<br />

It was coveredindust and looked like<br />

it had been there for decades. Removing<br />

it and dusting it off, he discovered it<br />

contained agold ring covered in jewels,<br />

and passed it on to the Police.<br />

‘‘Sadly we shall neverknow who the<br />

owner of the ring was, or the story behind<br />

it, so Isoshall be returning it to the<br />

finder,’’ says Constable Schuurman.<br />

Solar and agriculture proposed<br />

Aproposed solarfarm near Waipara<br />

aimstocombineagriculture,<br />

horticulture and energyproduction on<br />

the same site, the developers say.<br />

Far <strong>North</strong>Solar Farm(FNSF)says it<br />

willbeapioneering example of<br />

modern, sustainable, landuse in the<br />

age of renewable energy generation.<br />

It says the proposed 200ha solar<br />

farmwill generateenough electricity<br />

to power around 28,000 average kiwi<br />

homes.<br />

But FNSF’splan is not being<br />

receivedwell by many of the Waipara<br />

district locals.<br />

Theysay the proposalwill be ablot<br />

on the landscape due to the sheer<br />

scale of the project,will devalue their<br />

properties, anddestroythe dreams of<br />

someproperty owners, alongwith the<br />

character of the valley and its<br />

vineyards<br />

Far <strong>North</strong>Solar Farmchief<br />

executiveJohn Telfer saysthe design<br />

would allow for the continuation of<br />

sheep farming as wellaspotentially<br />

developing aportion of the site in<br />

grapevines, in keeping with other<br />

horticulture in the area.<br />

“Agri­voltaics is commonoverseas<br />

and is agreat way to provide<br />

sustainable dualland use<br />

development in agricultural areas,<br />

especially those prone to drought as<br />

<strong>North</strong> <strong>Canterbury</strong> can be,”hesays.<br />

Stakeholder and community<br />

consultationisunder way, and<br />

technicalstudies to assess the<br />

viability of the agri­voltaic solar farm<br />

model wouldalso be completed, Mr<br />

Telfer says.<br />

Landowner Tom Kidnersees the<br />

venture as an opportunity to diversify<br />

his farm income.<br />

‘‘With highinterest ratesand<br />

slumping commodity prices, farmers<br />

are having to think innovativelyand<br />

diversify to stay profitable and<br />

sustainable,sothe prospect of<br />

developing anew cash crophere,<br />

throughenergy production, would be a<br />

realboost,” Mr Kidner says.<br />

The key motivation in developing<br />

the siteasasolar farm was to make a<br />

positive contribution to helping the<br />

country reach its emissionsreductions<br />

targets by facilitating the<br />

growth of renewable energy, he says.<br />

Agri­voltaics works by growing crops<br />

or grassbetweenthe rows of solar<br />

panels, allowing for dual use of the<br />

availableland.The panels provide<br />

periods of shade throughout the day<br />

for plants and animals reducing<br />

ground temperatures and moisture<br />

loss within the soil.<br />

solarpanelsproduced nearly 40%<br />

more grass than areas that received no<br />

says.<br />

‘‘Withclimate changepredicted to<br />

make droughtsmore frequent and<br />

intense, having the benefits of shading<br />

from the panels could make areally<br />

positive difference to the productivity<br />

of the whole site,’’hesays.<br />

The Waipara sitewas specifically<br />

chosen because it is flat and close to<br />

the Waipara substation.<br />

FNSF says this is crucialbecause<br />

solar farmsneed to be abletoconnect<br />

to existing electricity infrastructure to<br />

input their power –like an extension<br />

cord plugging into awall socket. The<br />

shorterthe extension cord, the more<br />

cost effective the connection.<br />

Mr Telfer says carefuldesign<br />

planning and tree planting would be<br />

used to screen the solar farm from<br />

most publicviewpoints.<br />

One Waipararesident says aftera<br />

visit from Far <strong>North</strong> Solar, they feel as<br />

though their legitimateconcerns are<br />

being dismissedas‘‘disinformation’’.<br />

‘‘People are genuinely worried<br />

about how it will affect their livesand<br />

to say that’s all disinformation is just<br />

callous,’’ they say.<br />

‘‘The proposal has left us very<br />

distressed,and it’shard to convey just<br />

howsignificant it is to us.’’<br />

They say FNSFisverging on<br />

spreading falseinformation<br />

themselves, and admitted duringa<br />

visit parts of aleafletthey handed out<br />

were wrong.<br />

‘‘In particular the leaflet saidthat<br />

the plantwould be quiet as it would<br />

contain no moving parts.<br />

‘‘But when we asked he confirmed it<br />

would have moving partsasthe panels<br />

would be on amoving tracking system.<br />

‘‘So the statement aboutnoise was<br />

just wrong.’’<br />

Mr Telfersays New Zealand still<br />

burns fossil fuels to supply almost 20%<br />

of the country’s electricity needs.<br />

He saysthe renewable energy<br />

outputfrom the Waiparasolarfarm<br />

would effectively provide emission<br />

offsets equivalenttoremoving 13,644<br />

cars from the nationalfleet.<br />

The proposedWaipara solar farm is<br />

ajointdevelopmentbetweenFar<br />

<strong>North</strong> Solar Farm,asolarenergy asset<br />

developer based in Auckland,and<br />

AquilaCleanEnergyAsia Pacific, a<br />

clean energyplatform headquartered<br />

in Singapore. Aquila Clean Energy is<br />

part of Aquila Group, aglobal<br />

sustainable investmentmanagement<br />

and asset developmentcompany,<br />

based in Hamburg,Germany.<br />

The partnershipisinvestingina<br />

portfolio of utility­scale solar projects<br />

acrossNew Zealandwith atotal1.4GW<br />

pipeline of projectsunder<br />

development.<br />

This would represent almost 15% of<br />

the country’s current total operational<br />

electricityproduction capacity which<br />

was 9.79GW in 2022 (MBIE).<br />

AWaimakariri arts strategy has been<br />

been in thepipeline for sometimeand<br />

community team managerTessaSturley<br />

expects adraft strategywill be<br />

presentedtothe Waimakariri District<br />

Council next month.<br />

Speaking at last week’scommunity<br />

and recreation committee meeting, Ms<br />

Sturley saidthe council was on track to<br />

launch the long­awaited strategy in<br />

November.<br />

‘‘A numberoffactors have contributed<br />

to slower than expected progressonthis<br />

project.<br />

‘‘Following broad community<br />

engagement, the strategy’s corecontent<br />

has beenaccepted by the council project<br />

controlgroupand key stakeholder<br />

reference group.’’<br />

She said the draftwould be presented<br />

to community boardsand the<br />

community and recreationcommittee in<br />

September.<br />

Community consultation wouldalso<br />

be undertaken,beforefinaladoption in<br />

October. MayorDan Gordonsaid he<br />

The Cancer Society’s annual fundraiser,<br />

Daffodil Day <strong>2023</strong> wrapped up amonth of<br />

community fundraising activitiesacross<br />

<strong>North</strong><strong>Canterbury</strong> last Friday.<br />

Theseincluded the annual street<br />

appeal, counter box collections, fresh<br />

flower sales and the Paint the Town<br />

Yellow competition.<br />

<strong>North</strong><strong>Canterbury</strong> Cancer Society<br />

fundraising co­ordinator Tiff Wafer says<br />

the support by the communitywas<br />

phenomenal.<br />

‘‘TheFresh Flower campaign was very<br />

successful, with over 220 bunches<br />

deliveredacross <strong>North</strong> <strong>Canterbury</strong>,<br />

raising $12,000.<br />

‘‘In Rangiora and Kaiapoi, the <strong>North</strong><br />

<strong>Canterbury</strong> Centre crewdelivered the<br />

flowers with the helpofBarb,Chris,Bill,<br />

Don and Nathan and their classic cars.’’<br />

Tiff saysitwas wonderful to see so<br />

many <strong>North</strong> <strong>Canterbury</strong> schools,<br />

businesses and organisationinvolved in<br />

the fundraising once again,holding mufti<br />

days,bake sales, quiz nights and morning<br />

teas.<br />

‘‘Their incredible and continued<br />

support is invaluable.’’<br />

The annual streetappeal saw<br />

collectorsout and about across all <strong>North</strong><br />

<strong>Canterbury</strong>,giving their timeand<br />

extremely grateful to have the help of<br />

numerous volunteerstohelp with<br />

Daffodil Day, for their time,<br />

contributions and support, ‘‘we could not<br />

do it without them’’.<br />

Paintthe Town Yellow had over 40<br />

businesses from Rangiora to Kaiapoi,<br />

Cheviot to Hanmer Springs dress their<br />

shop windows, as they promoted Daffodil<br />

Day and raising awarenessofthe Cancer<br />

Society.<br />

The HurunuiDistrict Council will<br />

investigate extending Griersons<br />

Avenuethrough the narrowestpart of<br />

the wetland in abid to secure access to<br />

the AmberleyBeach GolfClub course,<br />

mahingakai areas in the Waimaiaia<br />

Reserve, and theWaipara River mouth.<br />

The decision follows adeputation<br />

fromgolfclubpresident Bruce Yates<br />

and club member PaulWylie to<br />

Tuesday’scouncil meeting,which was<br />

support by morethan 50 club members.<br />

The newroad would replace the<br />

southernend of Golf LinksRoad, which<br />

has comeunderthreat fromcoastal<br />

erosion.<br />

Dobbiesaid constructingaroad<br />

through awetland was unlikely to be<br />

consentedbyEnvironment <strong>Canterbury</strong><br />

and he proposed an alternative,linking<br />

Webbs andHursleyTerraceRoads with<br />

GolfLinks Roadfrom the northernend.<br />

But Mr Wylie believeditwas possible<br />

to gainaconsent.<br />

‘‘The club hasalwaysbeenofthe<br />

opinion that thisstaffclaimhas been<br />

overblownout of all proportion.<br />

‘‘Weare firmly of theview thatthe<br />

samedifficulties apply to the staff’s<br />

preferred option.’’<br />

climate change will affect the areaover<br />

the next10, 35 or 100years,’’ he said.<br />

‘‘Itisvery clear thatthe lesser cost<br />

Griersons Avenue option musthave a<br />

significantlylonger life.’’<br />

Councillors instructed staff to<br />

conductadetailedassessmentofthe<br />

Griersons Avenueoption and to engage<br />

withrelevantstakeholders,including<br />

the golfclub,land owners andTeNgāi<br />

Tūāhuriri Rūnanga.<br />

Mayor Marie Black saidthe council<br />

was committedtoensuring reliable<br />

access to the area.<br />

The future of the historicraceway<br />

was put in doubtduring Aprillast year<br />

after the<strong>Canterbury</strong> Regional Review<br />

of Raceways,commissioned by Racing<br />

NZ —made up of the three racing<br />

codes,thoroughbred,harnessand<br />

greyhounds—recommended it should<br />

be ‘‘disposed of after the 23/24 season’’.<br />

The recommendation wasmade<br />

despitethe review also findingthat the<br />

majority of horses in thewider<br />

<strong>Canterbury</strong> region were located close<br />

to Christchurch or in <strong>North</strong><br />

<strong>Canterbury</strong>.<br />

Duringthe RangioraHarness Racing<br />

Club’s meetingatthe racewaylast<br />

Sunday club president, Greg Wright,<br />

saidthatheunderstoodadecision<br />

couldbeatleast another year away.<br />

Earlierthisyear he likened the<br />

recommendationtoclose the raceway<br />

to ‘‘having aDamoclessword hanging<br />

overour heads.’’<br />

However, he alsosaid therewas<br />

widespread support fromthe harness<br />

racing community,includingthe<br />

trainers anddrivers,for retaining it<br />

and that support wasreinforced by<br />

racegoers at Sunday’smeeting.<br />

wells we are testing in Eyreton and<br />

Plan Change 7,’’ Ms Allen said, at a<br />

recent utilities and roading<br />

committee meeting.<br />

‘‘It is about encouraginglandowners<br />

to agreetohave their wells tested.’’<br />

The maximumacceptable value for<br />

nitrate­nitrogen was 11.3 milligrams<br />

per litre, set in the Drinking­water<br />

Standards for New Zealand (2022).<br />

But overseas studieshave suggested<br />

that levelistoo high.<br />

This prompted the Waimakariri<br />

Zone Committeetorecommend a<br />

median value of halfofthe maximum<br />

acceptable valueof5.65 mg/L,which<br />

has been set as atarget in Plan Change<br />

7.<br />

The councilbegan testing wells in<br />

2019, afterconcerns were raised by<br />

the zone committee, and as now<br />

testing around 40 private wells each<br />

year.<br />

Whilethe well testing was voluntary,<br />

changing national standardsmeant it<br />

couldbecome the council’s<br />

responsibility to act on unsafe<br />

drinking water in private wells in the<br />

future.<br />

The propertyowners took the<br />

samples themselves, usually in the<br />

spring, andsent themtothe council<br />

for testing.<br />

It meant there was no consistency,<br />

as some propertyowners sent in<br />

multiple samples, while others chose<br />

not to send any.<br />

Environment <strong>Canterbury</strong> has also<br />

been testing private wells throughout<br />

the region.<br />

Mealings encouraged private well<br />

owners to submittotesting.<br />

‘‘It is not the end of the worldifthe<br />

numberscome backnot great, but it<br />

means there are things you need to do<br />

to ensure yourwater source is safe.<br />

Cr Paul Williams questioned if more<br />

could be donetobring newly subdivided<br />

properties on to council<br />

controlled water supplies.<br />

Simpson said new property owners<br />

were offeredthe option of goingon to<br />

acouncil supply wherever possible.<br />

‘‘Where it is not arequirement to be<br />

on acouncil supply, they are entitled<br />

to put in an individual bore.<br />

developers in their marketing to<br />

advertisethat thereispotential to<br />

have theirwater connectedtoa<br />

in LIMS reports explaining the<br />

Draft Local Alcohol Policy approved<br />

How alcohol is bought,sold and where<br />

and when it can be consumed,are open<br />

for public consultation in the Hurunui<br />

District.<br />

The draft Local AlcoholPolicy (LAP)<br />

was approved at Council on Tuesday.<br />

By law, it the policy has to be reviewed<br />

every six years. The last LAP was<br />

adoptedin2017.<br />

Mayor Marie Black supported thedraft<br />

LAP, and complimented the industry<br />

stakeholders who took the opportunity to<br />

provide pre­consultation feedback<br />

before it was tabled to council this week.<br />

The draft LAP has also been reviewed<br />

by the tri­agencies who are the<br />

regulatory agencypersonnel who work in<br />

the area of alcohol licensing, which<br />

include New Zealand Police (Nga<br />

PirihimanaOAotearoa),TeWhatu Ora<br />

(HealthNew Zealand Medical Officer of<br />

Health) and the HurunuiDistrict Chief<br />

Licensing Inspector.<br />

Mrs Black is expecting strong<br />

engagement from communities in<br />

Hurunui.<br />

“This consultation process is about<br />

increasing the ability for communities to<br />

be influential on the sale and supply of<br />

alcoholintheir communities,” said<br />

Mayor Black.<br />

rural perspectivelast week on providing<br />

healthcare services in adistrictwith a<br />

large footprint but low population base.<br />

Hurunui Mayor Marie Black hosted the<br />

visiting students in HurunuiDistrict<br />

Councils Chambers lastThursday,aspart<br />

of the third­year students assessment of<br />

healthcare provisioninrural areas.<br />

The students visited healthcare<br />

providers around Hurunui, including<br />

medical centres, St John, Rural Support<br />

Trust and apreschool.<br />

Mrs Black saysHurunui’s<br />

demographics provideboth challenges<br />

and opportunitieswhen it comes to<br />

delivering and accessinghealth services.<br />

‘‘Withnopublic transport and over 25<br />

per cent of the population over the age of<br />

65 by 2051,the challenge is providing<br />

accesstohealthcare services and<br />

medical appointments to the elderly, as<br />

well as young people who often don’t<br />

have aDriver Licence,’’she says.<br />

Mrs Black, who was previouslya<br />

Plunket health workerlivingand working<br />

in Hurunui, saidthe opportunities that<br />

come with living in Hurunui are the same<br />

that enrich many other rural<br />

communities—adesire to give back and<br />

look for community­led solutions.<br />

The Hawarden­Waikari Community<br />

Vehicle Trusts AGM last week revealed<br />

69 peopleover the past yearwere picked<br />

up fromtheir homes, taken to medical<br />

appointments and brought backhome in<br />

acommunity­owned car.<br />

‘‘This reliesonour volunteers to<br />

provide adignifiedservice in the<br />

absence of publictransport.’’<br />

Of Hurunui's five healthcentres,four<br />

are community owned, she told the<br />

students.‘‘These are funded by our<br />

ratepayers.’’<br />

Kimonos new life<br />

Aclothes designer is giving new life to<br />

exquisite fabrics from vintage Japanese<br />

kimonos at aRangiora exhibition.<br />

Ashburton’s Nana Sakaguchi was born<br />

in Japan, but moved to New Zealand in<br />

2008.<br />

At that time she began making her own<br />

clothes using Japanese patterns, and a<br />

second­hand sewing machine, because<br />

she missed the Japanese style of fashion.<br />

Now she is designing and creating her<br />

own clothing collection for her business<br />

Hena Hena, and is having the first<br />

exhibition of her work, Reviving Kimono<br />

To Flourish, in the Chamber Gallery in<br />

the Rangiora Library.<br />

She now has her own sewing room<br />

with two industrial sewing machines and<br />

the simple, stylish clothes she designs,<br />

which allow the fabric to be the star, are<br />

in big demand.<br />

‘‘The material is already the work of<br />

art so Itry not to disturb it by keeping my<br />

designs simple,’’ she says.<br />

Nana handpicks the kimonos she<br />

wants to repurpose from a‘‘pre­loved<br />

kimono store’’ in Kyoto, the city where<br />

she was born and raised.<br />

She imports the kimonos to New<br />

Zealand and then unpicks each garment<br />

and washes and irons the material to use<br />

it for her new creations.<br />

Recycling the kimono fabric is<br />

laborious compared to using new fabric,<br />

she says, but she believes the extra effort<br />

is worthwhile to ‘‘pass on the beauty of<br />

Japanese kimonos’’ in awearable form<br />

to future generations world­wide.<br />

Kimonos were once everyday clothing<br />

treasured by Japanese women and often<br />

passed down through generations of<br />

families, she says. But as fashion<br />

preferences have changed over the years<br />

many kimonos are now kept in storage<br />

and only used for special occasions.<br />

event, Rachel and Itook it over’’<br />

Neroli’s wanted to get people out and<br />

about, to rediscover theirenvironment,<br />

and open their eyes to allthe natural<br />

beauty Kaikoura has to offer.<br />

Thisyear Andrew and Rachelasked<br />

participantstoenter their photographs<br />

online into five categories: portrait or<br />

people,nature/wildlife, land or<br />

seascapes, dark sky and open.<br />

‘‘Wehad aclear night so I’m very<br />

interestedtosee what the darksky<br />

entries will look like,’’ says Andrew.<br />

Whenthe final entriesare submitted<br />

online they will be judged.Thedeadline<br />

is September9.The final collection of<br />

images will be assembled into an online<br />

exhibition.<br />

Council joined the Mayors’<br />

Taskforcefor Jobs programme<br />

in March on asix month trial,<br />

with atarget of placing 14<br />

young people in sustainable<br />

empowered withthe removal<br />

the Year Competition with two homes.<br />

From almost300 entries from nine<br />

regions, judges shortlistedthe top 100<br />

to compete at the <strong>2023</strong> National Awards<br />

Among those top 100 homes selected,<br />

were seven fromChristchurch, one in<br />

Housing affordability tough<br />

While housing affordability in New<br />

Zealand has generally been improving<br />

as property values fall, incomes rise and<br />

interest rates stabilise.<br />

But mortgage repayments are still<br />

eating up alarge proportion of people’s<br />

income, according to the latest<br />

CoreLogic Housing Affordability<br />

Report.<br />

Figures show, however, there has<br />

been aslight drop on what is being spent<br />

out of gross income in an average<br />

household on mortgage repayments —<br />

down to 49 percent from 53%.<br />

CoreLogic NZ Chief Property<br />

Economist Kelvin Davidson says the<br />

situation still looks pretty testing for<br />

new buyers.<br />

‘‘Even after the recent improvements,<br />

almost half of ahousehold’s income is<br />

being eaten up by interest repayments.<br />

‘‘Although lower mortgage rates seem<br />

likely over aone to two year horizon,<br />

we’re not expecting any relief via rate<br />

cuts in the immediate to short­term,’’ Mr<br />

Davidson says.<br />

Which doesn't bode well for new home<br />

buyers.<br />

Tauranga tops the list of least<br />

affordable centres to buy anew home,<br />

followed by Auckland, Dunedin,<br />

Hamilton, Christchurch and Wellington.<br />

Rental affordability is also relatively<br />

unchanged<br />

Mr Davidson said rising incomes will<br />

have helped tenants in terms of rental<br />

affordability, but that has been offset by<br />

growth in rents themselves.<br />

ABoer War memorial, flattened by a<br />

vehicle in Amberley’s Markham Street, is<br />

standing proud again.<br />

It has been pieced backtogetherafter<br />

the lamp and middlesectionofthe<br />

memorial weretoppled.<br />

The memorial is in honourofBoer War<br />

Farrier Sergeant, Owen HerbertTurner,<br />

who was killed in action.<br />

HeritagebuilderJames Drewery,who<br />

was engaged by the Hurunui District<br />

Council, has ensured it has beenreturned<br />

to its formerglory.<br />

The memorial, on an island at the<br />

Douglas Road, MarkhamStreet<br />

intersection, originallyhad agas lamp on<br />

top, but it was apparently struck by atruck<br />

in 1965.<br />

The lamp was recreated, fundedbythe<br />

Amberley and District Lions Club, with<br />

presidentRobbieBruertondoing the<br />

work.<br />

It was officiallydedicated on February<br />

20, 2014,withAmberley Returned Services<br />

Association members taking part in a<br />

ceremony at which Balcairn member, Ray<br />

Sturley ,officiated.<br />

Farrier SergeantTurner was killed on<br />

February 23, 1902, along with22other<br />

soldiers of the 7th New ZealandMounted<br />

Rifles, duringanengagement with Boer<br />

forces at Bothasberg, also known as<br />

The Boer War between 1899and 1902<br />

was the first overseas conflict to involve<br />

New Zealandtroops.<br />

By the time peace was achieved, 10<br />

contingents of volunteers, totalling over<br />

6500 men and 8000 horses had sailed for<br />

Africa, along with doctors, nurses,<br />

veterinary surgeons and teachers.<br />

killed in actionordied of wounds,with<br />

another 159 dying in accidents or as a<br />

studs, and joined PatoaFarms near<br />

Hawardenin<strong>North</strong><strong>Canterbury</strong>.<br />

It is amove that has brought rewards.<br />

Ms Steele has just been awarded<br />

Stockpersonofthe Year at the PorkNZ<br />

awards recently.She shared the award<br />

with ReganDrieverofStanley Brothers<br />

pig farm near Opunake in Taranaki.<br />

Ms Steeleonly entered the industry<br />

when joining PatoaFarms 14 months ago.<br />

Sincethen she has goneontogain an<br />

NZQA Level 3inPig Husbandry.<br />

‘‘I was looking for achange and wanted<br />

calling on farmers to collectpoo as part of<br />

agroundbreaking FacialEczema research<br />

project.<br />

The three­yearstudy will helpB+LNZ<br />

understand how widespread Facial<br />

Eczema is in New Zealand.<br />

It willalso help fill gaps in our<br />

understanding of its prevalence and<br />

whetherawarming climate is having an<br />

effect on its distribution. The disease,<br />

associated with atoxin­producing fungus,<br />

affectspasture grazing livestock and there<br />

is no cure.<br />

The toxin can causepermanentliver<br />

damage resulting in photosensitivity and<br />

sunburn. If the animal survives, its<br />

production will be limited for life.<br />

B+LNZ’s EconomicService estimates<br />

the annual cost of Facial Eczematothe<br />

New Zealandsheep, beef, dairy and deer<br />

sectors to be around$332m.<br />

volunteer to take partinthe research will<br />

be playing an integral role in shaping<br />

future tools and solutions for Facial<br />

Eczema management.<br />

Atotal of 350 farmers, 22 fromeach of<br />

the 16 regions round New Zealandare<br />

needed to collect samplesform October to<br />

May each year for three years.<br />

‘‘We wantsamples collected acrossNew<br />

Zealand regardless of whether farms have<br />

experienced any FacialEczema in the<br />

past. B+LNZ willprovide instructions,<br />

sampling kits and cover the costs to<br />

couriersamplestothe laboratory.’’<br />

Those taking part in the study will<br />

collect16samples, roughly every two<br />

weeks, from their mob of sheep each year.<br />

Ms Keeling says the samples need to be<br />

taken form the same mob of sheep<br />

throughout the season, but adifferent mob<br />

can be used each year.<br />

‘‘It’s as simple as taking awalkina<br />

venison sold, and purchased, meaning<br />

unregulated meatwas being sold.’’<br />

TheCourtheard Mr Womersley wasa<br />

keenrecreational hunter, and hada<br />

chiller at CHK where he stored meat from<br />

hunting trips.<br />

Staff at the butchershopinRangiora<br />

noticed homekillmeatwas beingbrought<br />

intothe shop from CHKbecauseitwas<br />

vacuumpacked and unlabelled with<br />

supplier branding or packaging.<br />

Theyreported thatoffal from CHK<br />

cameinto the butchershopinlargetubs,<br />

still withgrass on it, was beingcleaned<br />

andpackaged for saletothe public.<br />

‘‘Thesemeats weresold to the public<br />

through their retailbutchery. Mr<br />

Womersley,who hasbeeninthe industry<br />

formore than30years, shouldhave<br />

known thesale of thismeatwas illegal,’’<br />

Mr Arbucklesays.<br />

Investigatorsalsofound evidence,<br />

throughstudyingelectronic records, of<br />

various other unregulated meatsales,<br />

includingbeef, porkand goatthatCHK<br />

From speedway to horse power and back<br />

looking forward to returning to<br />

competitive racing at WoodfordGlen this<br />

year.<br />

AllanHaigh says he is keen to get back<br />

behind the wheel racing modified race<br />

cars at Woodford Glen, after many years<br />

away from the sport and taking up<br />

Endurance horseriding.<br />

‘‘I took abreak in 2008 to build up my<br />

lightengineering business and spend time<br />

with my family,asracingsprint cars<br />

seriously is very expensive and timeconsuming,’’<br />

he says.<br />

‘‘My daughters became interested in<br />

endurance horse riding, and so did I.’’<br />

Allaneventuallyachievedatwo­star<br />

international qualification in the sport,<br />

competing in several 120kmand 160km<br />

long endurance rides.<br />

Allanstarted in speedway at Waikaraka<br />

Park Speedway in Auckland, in 1983 at age<br />

15.<br />

He raced MiniSaloons, Modifieds and<br />

also Sprintcars.<br />

He held the 2NZ plateduringthe<br />

2005­2006 season and went one better,<br />

earning the coveted 1NZ plateinthe<br />

2006­2007 season.<br />

‘‘After acoupleofyearsofjustmaking<br />

up numbers,Imanaged to put a<br />

competitive car together, and it all finally<br />

came together for those years.’’<br />

He sold his car to LukeKeegan in 2008,<br />

and kept in touch withthe sport,<br />

mentoringLuke.<br />

‘‘I helped him withhis set­up and other<br />

things as Ifound it hardtowalk away from<br />

the sport.’’<br />

In 2020Allanand his family moved to<br />

West Eyretonsotheir daughters could<br />

ride.<br />

Now Allan’s youngest daughter Becky<br />

(18) is dabbling in motorsport.<br />

‘‘She was oblivioustowhat Ihad<br />

achieved all thoseyears ago because she<br />

was so young then.<br />

‘‘But when we went to ameetinga<br />

couple of seasons ago, she couldn’t believe<br />

how everyone knew me, and then she<br />

wanted to knowmore aboutwhat herdad<br />

had done.’’<br />

Allan saysBecky tried her hand at ministock<br />

racinglast seasonasanintroduction<br />

to the sport.<br />

In 2021, he bought amodified race car<br />

and started in the odd race meeting,<br />

earningsome goodresults.<br />

‘‘Covid, engine problems and moving<br />

down here put racingonthe back burner<br />

for awhile, but Iwantedtogoracing<br />

again.’’<br />

The car now sits in parts in Allan’s<br />

workshop as he prepares it for the coming<br />

season.<br />

He saysheisexcitedbyhow quick the<br />

car is going.<br />

‘‘There are somesuspension mods to do<br />

and apart fixedinthe engine and it can go<br />

faster.<br />

‘‘I’m happy with what I’ve achieved<br />

since Icame to Woodford Glen, so this<br />

season Ihopetobeupnear the topagain.’’<br />

He says Woodford Glen and other South<br />

Island tracks are challenging to drive on,<br />

and he will have to adapt his driving style<br />

to get usedtothem.<br />

says theyhave planned a‘‘massive<br />

summer’’ for fans, with two NZ Grand Prix,<br />

and five South Island Championships on<br />

top of all theirusualracemeetings.<br />

Acentury of Southbridge Shield rugby<br />

For many years the Southbridge Shield<br />

match, played each season between <strong>North</strong><br />

<strong>Canterbury</strong> and Ellesmere,has been the<br />

pinnacle of the local rugby season.<br />

This is particularly so for this year’s<br />

edition which is beingplayed this<br />

Saturday, September 2, because it is 100<br />

yearssince the Shield was first played for.<br />

Mr P. Delargy donated the Shield—<br />

initially knownasthe Delargy Shield — in<br />

1922 whenitwas awardedtoEllesmere.<br />

But the firstwinner on the field was the<br />

Ashburton County Rugby Sub Unionwho<br />

won it in 1923.<br />

This was to be Ashburton County’sonly<br />

success, as in 1926Ashburton County<br />

became aunioninits own right, the<br />

forerunner of the Mid <strong>Canterbury</strong> Rugby<br />

Union.<br />

This madeitineligible to competefor<br />

the Shield which is forcompetition<br />

between sub­unions.<br />

In 1932, Mr Delargy agreed to the Shield<br />

beingre­namedthe Southbridge Shield.<br />

Only six sub unions have wonitover the<br />

100 years.Peninsula and Malvern both<br />

won it twice. Peninsula had its moments of<br />

gloryin1926 and 1929, while Malvern<br />

triumphedin1934 and 1948. Hurunui won<br />

it on 16 occasions between 1930and 1980.<br />

Since1988 when the Hurunui Sub<br />

Unionamalgamatedwith <strong>North</strong><br />

<strong>Canterbury</strong>, therehave only been thetwo<br />

sub unions.<br />

This has served to makethe competition<br />

between <strong>North</strong> <strong>Canterbury</strong> and Ellesmere<br />

even more intense.Todate Ellesmerehas<br />

won the Shield 32 times,while <strong>North</strong><br />

<strong>Canterbury</strong> has enjoyed the winning<br />

feeling 39 times.<br />

The holderhas the right to hostthe<br />

matcheach season, and <strong>North</strong> <strong>Canterbury</strong>,<br />

the currentholders, prevailed 13­0 at<br />

The <strong>Canterbury</strong>vTaranaki feature<br />

With perfect overhead and ground<br />

conditions, it dominated the opening<br />

exchanges, and after 10 minutes<br />

The Rotary Club of Rangiora awards agrant each<br />

year in memory of aformer member, Alex Murray,<br />

to assist ayoung person about to leave school to<br />

undertake further training at an education centre,<br />

polytechnic or university.<br />

The grant, to a value of $5000, will be awarded<br />

to ayoung person living ineither the Waimakariri<br />

or Hurunui Districts. The grant is to assist with<br />

course costs and/or study materials (excluding<br />

accommodation costs) over the first two years of<br />

tertiarystudy.<br />

We are calling for applications for this grant for study<br />
