Specialist flood team
By DAVID HILL,
Local Democracy Reporter
An increase in heavy rain events is
forcing the Waimakariri District
Council to rethinkhow it responds.
Thecouncil has established an
infrastructure resilienceteam to lead
flood recovery efforts.
Councillorshave also approved $4
million for infrastructure repairs,
following afloodevent in July, which
saw more than 150mm of rainfall over
threedays.
‘‘We know severeweather eventsare
happeningmore regularly and during
each eventwelearn more about our
stormwater, wastewaterand roading
networks and where they need be
strengthened andinvestment focused,’’
MayorDan Gordon said.
‘‘Rather than engaging consultants to
workalongsidestaff, we’ve decided to
recruit and put in placeaspecialist
team to work on current known issues
and improve the resilience of our
entirenetwork.’’
Thecouncil received 335 service
requests from residents following
July’srainevent, compared to more
than 800 requests from amore severe
rain event last year.
TheJuly rain eventled to a
precautionary selfevacuation of
Tuahiwi at its peak, numerous road
closures andwidespread surface
flooding.
‘‘Residents have told the council
they’re concerned aboutflooding
during heavy rainevents, especially
now theyare happening more
regularly,’’ Mr Gordon said.
‘‘And they want assurance we’re
doingwhatwecan to reduce the
likelihood of flooding.’’
❛Rather than engaging
consultants to work
alongside staff, we’ve
decided to recruit and put in
place aspecialist team to
work on current known
issues and improve the
resilience of our entire
network.❜
—Waimakariri MayorDan Gordon
He said the new fund provided a
budget to fix known issues and to put
skilled people in place as part of an
infrastructure resilience team.
The main areas to experience issues
from July’s rain eventincluded Cam
River/Ruataniwha, the Tuahiwi area,
and Waikuku Beach.
There werealso roadrepairs
needed,including Lees Valley Road.
Over the past threeyears $22.3
million has been spent in Kaiapoi on
floodprotection works such as
pumping stations, drainand culvert
improvements and mainsreplacement.
It was partially fundedfrom the
government’s ‘‘shovel ready’’ fund.
‘‘We’vealready seen the benefit of
theseimprovements during the July
2023 flooding known lowlying areas
in Kaiapoi remained safe,’’ Mr Gordon
said.
‘‘We want to continue to build on this
momentum with thisnew team and
new fund.’’
