Storms predicted to<br />
be part of our future<br />
The recent windstorm will stickinour<br />
mindsfor along time, given the large<br />
numbers of fallen trees, damaged out<br />
buildings and downed powerlines that<br />
caused so much distress for many in<br />
our district.<br />
The significant weather event<br />
experienced,with high winds, are<br />
predicted to be part of ourweather<br />
patterns in the future.<br />
So in spite of the stress, damage,<br />
time and cost this has caused it also<br />
acts as auseful reminder on how to<br />
effectively manage and plan ourlives<br />
around the key services that we<br />
expect.<br />
Power outages and damaged<br />
networks impacted on the ability to<br />
provide electricity, water and<br />
wastewater services to ourcustomers<br />
right across the district.<br />
Both our council staff and<br />
MainPower staff worked tirelessly<br />
under challengingconditions to<br />
restore services to as many customers<br />
as possible, as quicklyasthey were<br />
able.<br />
Iamheartened to hear of the<br />
gratitude expressed to both<br />
organisations.<br />
Iwitnessed responses from<br />
neighbours and communities to reach<br />
out to the vulnerable, check in and<br />
ensure people were coping OK.<br />
We should all be proud to live in this<br />
district where people take the time to<br />
reach out and help others.<br />
This predictedchanging weather<br />
pattern and intensity gives us an<br />
opportunity to consider what we can<br />
do to help ourselves to manage<br />
through times of crisis.<br />
If you live on arestrictedwater<br />
supply, make sure you have about<br />
three days of storage.<br />
Think carefully about where you<br />
plant trees,and considerthe damage<br />
these may causeasthey have the<br />
potential to uplift water pipes once<br />
they mature, regardless if theseare<br />
council or private water pipes.<br />
Keeping these key messagesinmind<br />
will make life much more manageable<br />
in the aftermath of natural events<br />
such asthe one just experienced, with<br />
cooperation and respect being the<br />
key to successful outcomes.<br />

Uncertain future?<br />

<strong>North</strong> <strong>Canterbury</strong>’s councils face an<br />
uncertain future as they balancerising<br />
costs against the need to keep rates<br />
affordable.<br />
Hurunui, Kaikōura and Waimakariri<br />
district councils arebeginning work on<br />
next year's 2024/34 Long Term Plan,<br />
which sets out the activities, services<br />
and finances for the next 10 years.<br />
Increasing costs, high interest rates,<br />
climate change, conflict overseas and a<br />
change of Government are causing<br />
headaches for the councils.<br />
Hurunui Mayor Marie Black says the<br />
council has been holding workshops<br />
with staff to understand the<br />
‘‘complexities’’they faced.<br />
This included balancing the rising<br />
cost of ‘‘unfunded mandates’’ from<br />
central government, the cost of<br />
maintaining assets and core services,<br />
and the need for new capital projects,<br />
she said.<br />
Council chief executive Hamish<br />
Dobbie says roading remained the<br />
biggest issue in the Hurunui district.<br />
‘‘It is abalancing act. How do we<br />
deliver the services the community is<br />
telling us they want and keep it<br />
affordable.’’<br />
Mrs Black says the dilemma for<br />
councils was not knowing how much<br />
road funding was coming from Waka<br />
Kotahi New Zealand Transport Agency.<br />
The new Government was also<br />
expected to revise the Government<br />
Policy Statement on land transport,<br />
creating more uncertainty.<br />
‘‘Everycouncil puts in their bid, but<br />
thereisalotofpressure on roading<br />
networks nationally,’’ Mr Dobbie said.<br />
‘‘We are building acase for more<br />
funding for the level of serviceour<br />
community wants.’’<br />
The council's 286 bridges, most of<br />
them dating back to the 1950s and 1960s,<br />
wereinneed of maintenance.<br />
‘‘If you think about the lifeofthose<br />
bridges and what it means to the<br />
network, they play an important role in<br />
getting goods and services to market<br />
and getting kids to school,’’ Mrs Black<br />
said.<br />
Speaking at arecent workshop,<br />
Kaikōura DistrictCouncil corporate<br />
services senior manager Peter Kearney<br />
said councils were operating in<br />
‘‘uncertain times’’.<br />
He said councillors needed to<br />
consider whether they wanted a‘‘no<br />
frills’’ budget or to be more ambitious.<br />
While inflation has dropped to 5.6<br />
percent, interest rates were predicted<br />
to remain high until the end of next year<br />
or early 2025.<br />
Domestic tourism was up throughout<br />
New Zealand, but international tourism<br />
had yet to return to preCovid levels.<br />
Kaikōura District Council chief<br />
executive Will Doughty says most<br />
councils are ‘‘banking’’ on having Three<br />
Waters infrastructure on their books for<br />
the next three years, so this had been<br />
been factored into budgets before the<br />
election. National campaigned on<br />
getting rid of Three Waters reforms.<br />
Waimakariri Mayor Dan Gordon says<br />
the council is in astrong financial<br />
position, but the next 12 months will be<br />
challenging.<br />
‘‘We need to look carefully at our<br />
budgets as we go into the Long Term<br />
Plan. Our neighbours are already<br />
talking about significant rate increases<br />
unless there are significant cuts to<br />
services.’’<br />
Waimakariri DistrictCouncil chief<br />
executive Jeff Millward says the council<br />
is facing ‘‘significant impacts’’ from<br />
climate change, with astorm on <strong>October</strong><br />
14 being the latest in astring of<br />
damaging weather events.<br />
Last month, the council approved a<br />
plan to establishaninfrastructure<br />
resilience team to lead flood recovery<br />
efforts and to create apermanent fund<br />
for extreme weather events.<br />

Mr Cartwright says from time to time<br />
there are people with no family or<br />
friendstobewith them to share their<br />
last moment.<br />
He is behind forming a<strong>North</strong><br />
<strong>Canterbury</strong> branch of NODA Noone<br />
Should Die Alone.<br />
NODA will work with local doctors or<br />
resthome management who are aware<br />
of those with no family or friends,and<br />
know of someone who is expected to die<br />
with in the next 24 to 72 hours.<br />
They will give the NODA group acall,<br />
and amessage is then sent around<br />
volunteerstoschedule one, or several,<br />
to spend time with the person, Mr<br />
Cartwright says.<br />
NODA grew out of ahospital in the<br />
United States after anurse was asked<br />
by apatient to sit and hold their hand in<br />
their lastfew hours.<br />
She promised to return, but did not<br />
make it back in time, and saw his hand<br />
outstretched over the side of his bed.<br />
The distressed nurse decided<br />
something had to change, and the<br />
NODA foundation was formed. It has<br />
since spread around the world.<br />
The programme gathersteams of<br />
volunteers who are available to sit with<br />
people, to ensure they havesomeone<br />
with them at the end of their life.<br />
Mr Cartwright hopes to havethe<br />
NODA programme operating in <strong>North</strong><br />
<strong>Canterbury</strong> in the near future once<br />
volunteers receive appropriate<br />
training, and their police vetting is<br />
completed.<br />
He says his namesake at Charles<br />
Upham Retirement Village in<br />
Rangiora, manager Dave Cartwright, is<br />
very supportive of being able to have<br />
access to volunteers from the NODA<br />
programme.<br />
‘‘From time to time we have residents<br />
with no close family or friends at hand<br />
to share their last moments with. Ifully<br />
support NODA in the support and<br />
comfort it provides,’’ he says.<br />
