Giant delivery delayed
By Rick Palsgrove
Groveport Editor
The movement of huge and heavy equipment
along Groveport area roads headed
for Licking County has been delayed.
According to Groveport Police Chief
Casey Adams, the first of potentially 18 to
20 shipments - possibly over a 36 week
period in two week intervals - of the giant
equipment had been expected to crawl
through Groveport on Feb. 10. But, Adams
said the delivery was delayed by logistical
issues elsewhere.
“The first shipment may come through
Groveport in late February or early
March,” said Adams, who added that, as of
mid-February, the state had not yet issued
permits for the transport. “The actual days
of the shipment are still to be determined.”
However, according to Ohio Department of
Transportation Press Secretary Matt
Bruning, there is no set schedule yet for when
each load will move or at what intervals.
“What I can tell you about the route is
that our permits folks do a great deal of
analysis to ensure the infrastructure can
handle the loads and that the loads will fit
vertically and horizontally,” said Bruning.
Special trucks, ranging from 200 to 250
feet long, will transport the mammoth
equipment weighing several tons and towering
up from 16 to 20 feet tall, from the
Rickenbacker Airport area to the new, $20
billion Intel semiconductor chip factory
complex in Licking County. The equipment
being hauled will be used in making semiconductor
chips at the new Intel facility.
The massive things will pass through
Groveport several times this year.
Bruning said these dimensions appear
accurate for the largest loads, but not all
loads will be this large.
“Permits issued will range from 120,000
pounds gross weight (load and equipment)
up to 925,000 pounds gross weight,” said
Bruning, who added that not all of these
loads are related to Intel.
The shipments will be accompanied by
six Ohio Highway Patrol and 13 Columbus
Police cruisers, according to Adams.
“We are awaiting weekly updates from
the Ohio Department of Transportation
and state officials indicated they will give
us a week’s notice of the coming of the
equipment,” said Adams. “It’s all tentative.
We have nothing in black and white yet.
It’s like nailing Jello to a wall. There are
more unknowns than knowns.”
Adams said he asked for communication
among all the governments and transport
partners involved because of the impact
the delivery of the giant equipment will
have on Groveport area residents, businesses,
and schools regarding road closures,
traffic, and logistics.
“Our plan is to give as much advance
notice as possible to key stakeholders and
the general public,” said Bruning. “We
want people to be able to plan around these
loads coming through to help minimize disruption
as much as possible.”
Adams said the humongous equipment
cannot be transported on interstate freeways
because it will not fit under overpasses,
so local roads must be used. The equipment
will be trucked from Manchester,
Ohio, on the Ohio River and through
Central Ohio to Licking County. He said it
could take 10 to 12 days for the equipment
to travel to the Rickenbacker area after its
arrival in Ohio.
Groveport City Administrator B.J. King
stated at Groveport City Council’s Feb. 12
meeting that the first shipment was
recently unloaded at Manchester.
“But we still don’t know when the shipments
will be passing through Groveport,”
said King.
Bruning said details about the actual
delivery route are not confirmed and are
being finalized.
However, Adams speculated the trucks
might haul the giant equipment north on
State Route 317 using the south bound
lanes so they can avoid the traffic light
framework. Utility lines would have to be
moved and some trees trimmed in places
along the journey so the gigantic equipment
can pass by. Adams said the trucks
could park for the night on Old Bixby Road
before heading out again the next day east
on Bixby Road to U.S. Route 33. The load
would travel east bound on U.S. Route 33
in the west bound lanes to Gender Road.
Honoring Black History
As we celebrate Black History Month, let us not only reflect
on the past but also commit ourselves to building
a brighter future. As your State Senator, I am honored
to stand in solidarity with you during Black History
Month, a time dedicated to commemorating the resilience,
achievements, and cultural richness of the
Black community. This month serves as a poignant reminder
of the struggles and triumphs that have shaped
our nation. From the courageous leaders of the Civil
Rights Movement to the trailblazing innovators who
have revolutionized every facet of society, Black Americans
have left an indelible mark on our collective consciousness.
Their unwavering determination in the face
of adversity and their relentless pursuit of justice continue
to inspire us all.
However, Black History Month is not merely a time for
reflection; it is a call to action. At the community level,
there are countless ways to honor Black History Month
and contribute to its celebration. Here are a few suggestions:
Support Black-Owned Businesses.
Patronize Black-owned businesses in your community
and amplify their voices through social media and
word-of-mouth recommendations. By investing in the
economic success of Black entrepreneurs, we can promote
economic empowerment and foster a more equitable
society.
Attend public hearings and meetings where issues
affecting black communities are discussed.
These hearings provide an opportunity for community
members to voice their concerns, share their experiences,
and advocate for change directly to lawmakers
and policymakers. By showing up and speaking out,
you can ensure all voices and perspectives are heard
and considered in the decision-making process.
Engage directly with your elected officials.
Writing letters, making phone calls, and scheduling
meetings with local government officials and state legislators
are all powerful tools for advocacy. Building relationships
with your elected officials and holding us
accountable can help drive positive change from the
ground up.
Get involved with local organizations and advocacy
groups actively working to address issues facing
black communities.
These groups often have deep connections and relationships
with state government officials and can provide
valuable insights and support for your advocacy
efforts. By collaborating with problem solvers who are
dedicated to advancing black communities, you can
amplify your impact and contribute to meaningful
change in your community and beyond.
Together, let us strive to create a society where every
individual is valued, respected, and empowered to live
up to their fullest God-given potential. By honoring the
legacy of Black Americans, we can forge a more just and
unified future for generations to come.
Requests for a zoning change and
annexation regarding the development of
the proposed construction of a 212,000
square foot freezer/cooler facility on 18
acres on the north side of Groveport Road
just west of Saltzgaber Road have been
withdrawn by the applicant.
The proposed development had also
included a smaller parcel that could have
been marketed for retail use.
As a result of the applicant’s withdrawal,
Groveport City Council voted to indefinitely
postpone the legislation regarding
the requests at its Feb. 12 meeting.
Nate Green of the Montrose Group told
Groveport City Council in October that the
proposed development would be a $42 million
investment in land and the facility. He
said the facility could bring 100 jobs to the
area and generate a possible $166,000 per
year in income tax revenue for the city of
Groveport.
He said the facility could handle items
such as food, pharmaceuticals, cosmetics,
and nutritional products. It would use
freon as its cooling agent.
“If and when the applicants are ready to
come forward again, they can initiate new
legislation, but the process would start
completely over,” said Groveport Law
Director Kevin Shannon.
Project postponed; leash law tightened
Dog leash rule tightened
Council approved legislation to tighten
the leash regarding dogs in public places.
The action amends the city’s general
offense code 505.01, titled “Dogs and other
animals running at large” by adding the
sentence, “Keep the dog under the reasonable
control of some person by a leash
when walking upon any public place.”
Groveport Law Director Kevin Shannon
said the law is enforceable by the police
and offenders could be subject to a fine up
to $150 plus court costs.
“As we review our codes, it seems like a
proactive move to make to assure safety of
the community,” said Groveport City
Administrator B.J. King.
King said the term “public place”
includes parks and publicly owned facilities,
including sidewalks. He said there is
no leash length requirement. He said the
revision to the law does not impact dogs on
private property.
“Dogs can be off leash on private property,”
said King.
Per another existing city ordinance, people
are prohibited from bringing animals to
city sponsored event and festival areas,
such as Apple Butter Day, Fourth of July
celebration, and KidsFest. This law does
not apply to guide or service dogs, police
dogs, animal exhibits at the events, or pets
on residential properties within the event
area.
GIANT
Continued from page 1
Adams said it is uncertain how long it will take the shipments
to proceed from Rickenbacker to Bixby Road.
“I’ve been told it could take an hour to an hour and a half, but
I’ll believe it when I see it,” said Adams.
Adams said it is possible there will be additional smaller shipments
after the initial large ones and that he was informed those
would proceed north on State Route 317 to U.S. 33.
Groveport city officials are concerned about traffic and utility
disruption caused by the shipments as well as potential damage to
the road beds due to the crushing weight of the equipment being
hauled.
“The weight scares me,” said Groveport City Councilman
Shawn Cleary. “We’re not paying for torn up roads.”
King said a video of the road conditions will be made before the
shipments pass through and there will be a maintenance clause
and bond as part of the process.
Adams noted the Madison Township Fire Department has to
make arrangements for mutual aid in case its emergency vehicles
are blocked by the shipments. He added that the haulers will have
to deal with getting around the Rickenbacker Air Show traffic and
the Pelotonia bicycle tour on shipments later this year. He said
there are concerns about how the big trucks with their heavy
cargo could negotiate the roundabout at State Route 317 and Rohr
Road.
City of Groveport officials have requested portable message
boards be situated on State Route 317, on either end, at least five
days prior to the movement that will indicate “Expect traffic
delays - Next ‘X’ days — heavy equipment movement — Expect
Detours,” or some similar language.
City officials also require a permit be filed for any tree trimming
of tree limbs that overhang in the right of way that is under
the jurisdiction of the city of Groveport.
According to city officials, no hauls can occur until the Franklin
County Engineer issues a special/heavy haul permit on behalf of
the city of Groveport and until all conditions are met.

Students in Groveport Madison High School’s construction trades program got
approval to partner with the city of Groveport on future projects
A city/student partnership
By Rick Palsgrove
Groveport Editor
The city of Groveport and students in
Groveport Madison High School’s construction
trades program are moving forward on
a project to build a shelterhouse in Cruiser
Park.
City officials and the construction
trades program instructor Chad Gibbs
began discussions last fall about what
potential building projects the students
could undertake in the city. They decided
the first project would be constructing the
shelterhouse at Cruiser Park, located
along Bixby Road and Old Hamilton Road.
The city will fund the materials and the
students will do the design and construction
work.
“The shelterhouse will be 16x20 feet,”
said Groveport City Administrator B.J.
King, who added the project will only cost
the city $3,500 in building materials,
which is a substantial savings because he
said it otherwise would cost $15,000 to
build the shelterhouse.
A private company will donate the concrete
for the project, according to King.
Groveport City Councilman Shawn
Cleary said the students are “excited”
about the project.
“This will help them learn and it will
also be a nice addition to our park system,”
said Cleary.
Added Mayor Lance Westcamp regarding
the construction trades students and
their instructor, “It’s a great program for
the high school.”
Councilman Ed Dildine said last fall
that the shelterhouse project could become
a partnership that could lead to similar
yearly projects in the city.
“This is great learning opportunity for
these students,” said King. “There’s so
much we can do with them.”
Gibbs said the reason he wanted the
students in the program to work with the
city of Groveport is to get the students
involved with projects for their community.
“Doing projects for your city gives you a
sense of pride and trust,” said Gibbs last
fall. “I want the city to see all of the hard
work these students put in daily learning
to be laborers, journeymen, supervisors for
the future. I want the community to see the
good things our students have to offer, not
just the past bad things. Our students are
so much more than what people see. This is
the beginning of a long relationship
between the city of Groveport and the high
school for future projects.”
About construction trades program
The Groveport Madison High School
construction trades program, which began
in 2018, prepares students for careers in
designing, planning, managing, building,
and maintaining commercial, industrial
and residential structures and infrastructures.
Students in the program may continue
into registered apprenticeship or traditional
post-secondary programs.
The students in the construction trades
program have built several structures,
including: the new visitors’ concession
stand at Cruiser Stadium at Groveport
Madison High School; a concession stand
for the high school Cruiser baseball field;
“cubbies” created in the dugouts of the
Cruiser softball program where players
can store batting helmets, batting gloves
and field gloves; a playhouse for Little
Cruisers Preschool; a deck at the softball
concession stand; Adirondack chairs; garden
sheds; a project for the Groveport
Madison Area Community Choir; 10x10
barn sheds; raised planters; birdhouses
that were donated to the wildlife department;
projects at the high school for classrooms;
and personal projects students
keep. More plans are in the works.
According to Gibbs, jobs in the construction
fields are in demand. Companies offer
paid apprenticeship programs and paid
post education. He said companies pay
high dollars for students skilled in the
trades fields.
Gibbs said the program helps replenish
the construction field with “young, motivated
students who love to build projects
for others no matter the size.”
“This gives the student the knowledge
to be self sufficient and the ability to work
as a team,” said Gibbs. “Not all students
are meant to go to college, some go right to
the work force. This way they will graduate
with a certificate to work in the field.”
Sisko Kidz continues to utilize donations and other support to provide
for underserved families across central Ohio. These clothing items are
provided at NO COST for adults of families so that they can continue
to grow and succeed in the community. This event will be for adult
clothing only. Adults will sign up by size and clothing needs. Most of
the clothing will be various shirts for all seasons. We will have other
items on hand however only WHILE SUPPLIES LAST. Questions?
Log house renovations in the 1990s
The1815-era log house located in Groveport’s Heritage Park underwent significant
historical renovations in 1995-96. The rear kitchen section that was detached when
the structure was moved in 1975 from its original site at Main and Madison streets
(where the Post Office now stands) was reattached during the renovations.
Workers also disassembled the house and rebuilt it to strengthen it structurally.
The porch was added to the east side of the house and plumbing was installed to
enable the building to be used for a wider variety of community activities.
In its nearly century of existence,
Wagnalls Memorial Library in Lithopolis
has compiled quite a collection of books
and other archival material rich in information
for those seeking
knowledge.
But the latest display
at the library is
for seekers of another
kind - those who have
lost their stuff.
Called the
“Wagnalls Lost and
Found Collection,”
library officials
describe it as, “A compelling
assortment of
misplaced moments,
forgotten fragments,
and the quiet rediscovery of what was once
lost and still is.”
Located in a glass display case on the
library’s main floor is a collection of odds
and ends that people have forgotten and
left behind at the library. Things such as
toys, hats, shirts, hoodies, a scrunchie, a
cat ears head band, a sippy cup, a make up
case, binoculars, a phone charger cord, a
monthly planner, and more.
“We have a lot of stuff in our lost and
found every year,” said Wagnalls Memorial
Library Manager Sarah Mayzum. “We usually
donate it all to Goodwill. But this year
we thought we’d give people a chance to
pick up their stuff, at least to till the end of
February. Hopefully people will come claim
their things so the items won’t be sad sitting
here waiting for their owners.”
Mayzum said many of the items are kid
related.
“Children are excited to be at the library
and they get distracted and forget their
things,” said Mayzum.
But she said it is not just kids who forget
things and lose them at the library,
adults do, too. She said many people hold
their weddings at Wagnalls and one time
the librarians found a pair of pants someone
left behind after they changed clothes
for the ceremony.
The lost and found display at Wagnalls
is set up to look like a museum display case
complete with information cards describing
the items. The twist is that the information
cards contain amusing titles for the
lost items they are describing such as:
• “Ducky Disappearance” for a rubber
ducky;
• “Find Yo’ Dino” for a stuffed toy
dinosaur;
• “Looking for Something” for a pair of
binoculars;
• “Off to a Bad Start” for a 2024 monthly
planner;
• “A Lost Connection” for a phone
charger cord;
• “The Emperor’s Lost Clothes” for a
Have you lost something at Wagnalls
Memorial Library? It may be in this display
case at the library waiting for you to
claim it.
This rubber ducky is quacking up at the
thought of being in a lost and found display
case.
collection of hats
and shirts; and
• “The Ultimate
Seek and Find” for
a toy Seek A Boo
Memory Game.
“Sometimes it
takes awhile for
people to realize
something is missing,”
said
Mayzum.
It’s a busy
world and it is
easy these days for
anyone to forgetfully
leave something
behind. Well,
these lost items are
missing no more
Is this your dino?
and they eagerly await the return of their
owners. For what once was lost, now is
found.
Council considers pay raise
By Rick Palsgrove
Groveport Editor
Groveport City Council members are reviewing information
regarding whether they should get a pay raise, but they have several
months before they must make a decision on the issue.
According to the Groveport City Charter, salaries for elected
officials can be adopted no later than July 1 of each odd numbered
year and are effective for two years beginning Jan. 1 of the even
numbered year immediately following the adoption of legislation
establishing the salaries.
So in this case council has until July 1, 2025 to decide on the
issue.
According to Groveport Law Director Kevin Shannon, the July
1 deadline in the odd numbered year also allows time for a citizen
referendum, should one arise, on the issue.
In 2018, council members, as well as the mayor, received their
first pay raises in 25 years as council’s annual salary rose from
$3,000 to $6,000 and the mayor’s annual salary increased from
$18,250 to $26,000.
This current round of potential salary increase discussions
does not include the mayor’s salary.
The Mid-Ohio Regional Planning Commission’s 2023 Annual
Salary and Fringe Benefit Survey indicates there is a range in
annual salaries for city council members in Central Ohio.
According to this survey, here are the annual salaries for some
area city councils: Canal Winchester, $6,592; Obetz, $6,998;
Bexley, $6,360; Dublin, $11,250; Grove City, $11,000; Gahanna,
9,600; Lancaster, $9,500; Pataskala, $5,071; Reynoldsburg,
$8,657; Sunbury, $8,800; Whitehall, $6,000; Worthington, $7,920.
Council President Ed Dildine said council members will review
a summary of council salary information from the Central Ohio
area compiled by Council Clerk Mindy Kay. He said council will
discuss the proposed council salary increases in the city’s budget
discussions this fall.
Ever since Netflix announced that more
romantic comedies would be coming to its
platform back in 2018, the streaming company
has churned out more than a dozen
original movies and acquired roughly the
same amount from traditional movie studios
who were unwilling to take a risk by
giving their romantic comedy the theatrical
treatment.
For the most part, the romantic comedies
on the stream have made little impact
on the general public or the subscriber
base. The few that have managed to
become instant favorites — “Always Be My
Maybe,” “The Kissing Booth,” “To All the
Boys I’ve Loved Before,” and “Set It Up” —
have accomplished that feat due to the
charm of its stars, without which a romantic
comedy has little hope of success.
“Players,” the latest original feature in
this genre to be released on the streaming
platform, leans heavily on the charisma of
its primary cast, led by Gina Rodriguez and
Damon Wayans Jr. With their megawatt
smiles, puppy dog eyes, and sunny presence,
the duo manages to take this somewhat
middling movie that feels as if it
belongs in the bin of the early 2000s and
transforms it into something watchable, if
not downright almost enjoyable.
While I do not believe it will be considered
an instant classic like the aforementioned
films, it does have some appeal
because of the two
leads who look as if
they are having a great
time with the material
and each other.
In the film that was
released on Valentine’s
Day, Rodriguez plays
Mack, a local sports
reporter who has
spent the last decade
with a serious affliction
— a strong aversion
to committed relationships. To celebrate
her stance on the single life, she regularly
gathers at sports dives with her
small group of guy friends — Adam
(Wayans Jr.); Brannagan (Augustus Prew);
and Little (Joel Courtney) — and comes up
with elaborate schemes to get strangers
into the sack and out of the apartment a
few hours later.
On the surface, it appears that all is
going well for Mack but sad music cues as
she looks at lovey-dovey couples and the
wistful glances she shares with Adam hints
to the audience that things are not always
what they seem.
While at the office of the unrealistic
newspaper one morning, she meets Nick
Russel (Tom Ellis), an acclaimed war correspondent
who is in town to pick up some
awards and do research for an upcoming
book. Taken by his beauty, his accent, and
his reputation as a “serious journalist,” she
immediately wants to run a scheme to get
him interested enough in her so they can
share a night together. Naturally, when
she is at his swanky downtown apartment
that is adorned with pictures of his parents,
honorifics, and dishes that match, she
is instantly smitten and wants more than
just one night together.
“I want a drawer to put stuff in at his
place,” she tells her friends who are utterly
perplexed and a bit repulsed by her desire
for a genuine relationship. But because
they love her and want her to be happy,
they help her come up with a scheme called
“The Moneyball” to snag the man of her
dreams. This involves a bit of light stalking
to collect data on his likes and dislikes; his
morning, afternoon, and evening routine;
and the kind of women he is attracted to.
Once all the information has been gathered,
it is analyzed via pie charts and
graphs and dissected in a way that will
offer Mack the best odds to make Nick see
that she could be the woman of his dreams
too.
Although the scheme may come across
as a 10 on the creep scale, it is set up by
screenwriter Whit Anderson and director
Characters bring some life to romantic comedy
The Reel Deal
Groveport Police news
According to the Groveport Police:
•At a basketball game in early January at
Groveport Madison High School, an adult woman was
charged with disorderly conduct after she told the ticket
taker that the school’s weapon detection system did
not work and she had brought a gun into the school.
She was later confronted by school officials in the presence
of a police officer and she admitted she did not
bring a gun into the school but had a keychain that
looked like a gun.
•On Jan. 16, numerous windows were broken on
vehicles in the city’s warehouse district. The suspect
was driving a stolen vehicle and allegedly stole numerous
credit cards from the victims’ vehicles. Police identified
the suspect as a 40-year-old female from
Columbus and warrants were issued for her arrest.
•On Jan. 30, Groveport Police detectives assisted
school resource officers and a patrol officer regarding
an 18-year-old Columbus male who brought a loaded
gun to Groveport Madison High School. The .40 caliber
Glock was loaded with 16 rounds of ammunition. The
suspect was slated into jail for illegal conveyance of a
firearm on school grounds, a fifth degree felony.
Food Pantry says “thanks”
Trish Sie like a zippy heist film. It’s a sharp
and winking at the audience stylistic choice
and it infuses the story with a bit of
intrigue as the film works its way through
to the most reliable trope of the romantic
comedy: That the real Mr. Right was in
front of our clueless heroine all along.
Although there are some miscues in the
movie — the dialogue is a real issue as it
often comes across as a bit flat and outdated
at times — “Players” has a watchable
quality to it, due in large part to the affable
nature of the characters and how they are
portrayed by the equally affable leads and
secondary characters.
You get the sense that the actors are
having fun with their roles and with the
challenge of making their characters not
come across as sleazy as they could have
been. I imagine the cast spent a few weeks
of pre-filming together bonding over how to
make their characters likeable and endearing
to the audience, coming up with the
“loveable rogue” angles that have worked
in all genres of films throughout time.
Overall, their preparation was a success
and their on-screen fake friendship and offscreen
chemistry worked to make this a
romantic comedy that is batting just above
average.
