Community Engagement<br />
Council is committed to maximising engagement with<br />
the Community and providing opportunities which<br />
are meaningful, timely and genuine. Council’s Public<br />
Consultation Policy has been developed incorporating the<br />
IAP2 (International Association for Public Participation)<br />
framework for public participation and the requirements of<br />
the Local Government Act 1999.<br />
Council’s Strategic Plan demonstrates its commitment to<br />
community engagement, including objectives to communicate<br />
with the Community using a range of tools and strategies,<br />
and drive innovation, enhancement and efficiency through<br />
collaboration. Council informs, consults, involves and<br />
collaborates with stakeholders, residents and ratepayers<br />
at different times throughout the life of projects. Community<br />
members responding to consultations are encouraged to<br />
participate in engagement activities in an honest and genuine<br />
way to assist Council to understand Community views.<br />
During <strong>2022</strong>/<strong>2023</strong> Council’s online community engagement<br />
platform, Connect 2 Campbelltown, has continued to be used<br />
by residents, ratepayers and other interested persons as a<br />
convenient method for responding to consultation opportunities.<br />
There were 1,619 Community registrations to the platform<br />
(increased by over 200 participants during the year) as at 30<br />
June <strong>2023</strong>. All interested persons are encouraged to ‘connect<br />
with us’ at https://connect2.campbelltown.sa.gov.au<br />
During <strong>2022</strong>/<strong>2023</strong>, Council engaged a total of 931<br />
Community members:<br />
» 324 Community members attended 6 engagement<br />
activities (including public meetings, workshops and<br />
advisory Committee meetings)<br />
» 607 Community members provided survey or written<br />
feedback.<br />
Due to <strong>2022</strong> being a Local Government election year, there<br />
was less opportunity to engage with the Community. 14<br />
projects were completed, including:<br />

» Manresa Road Closing Process<br />
» Urban Forest Strategy<br />
» Golf Course Masterplan<br />
» Donald Street & Tranquil Court Playgrounds (Stage 2)<br />

Consultation commenced in mid-June <strong>2023</strong> for:<br />

» Policy Review - batch 3.<br />
Techniques used for engagements varied as they were<br />
dependent on the project and purpose of the engagement.<br />
Techniques used by Council in <strong>2022</strong>/<strong>2023</strong> included:<br />
» Surveys and feedback forms (hard copy and online)<br />
» Submissions by letter or email, providing verbal feedback<br />
by telephone or in person<br />
» Expression of Interest opportunity<br />
» Attending and providing input at:<br />
› Public meetings and workshops<br />
› Shopping centre intercepts<br />
› Children’s workshops<br />
› Targeted meetings with stakeholders, Community<br />
members and Council Committees<br />
› Public displays and Drop in Sessions.<br />
City wide and targeted promotion occurred for each project<br />
including:<br />
» Distribution of flyers, posters and consultation packs<br />
at key Council locations and local locations (including<br />
shopping centres and individual businesses) when<br />
relevant<br />
» Advertising in The Advertiser, Council’s electronic<br />
newsletters, and local newsletters<br />
» Posts on social media (Facebook, Twitter and Instagram),<br />
on My Local Services app and notices on Council’s<br />
website.<br />
» Street signage on corflutes, banners and electronic<br />
Variable Messaging Systems.<br />
» Letters/emails to stakeholders, residents and ratepayers,<br />
those directly affected and past participants.<br />
Staff also conducted a comprehensive Community<br />
Engagement Review to benchmark practices against<br />
legislation and other Council arrangements, and to establish<br />
opportunities for improvement in the service. The results of<br />
this review were reported to Council on 21 March <strong>2023</strong>.<br />
