This 8 hour program is designed for anyone within the law enforcement community and will examine diversity, discrimination and sexual harassment issues in today's complex workplace. From a risk management standpoint, this is an area that can bring the most successful organization to it's knees. One recent lawsuit cost a law enforcement agency $3 million. Texaco has paid out $176 million dollars in damages resulting from a sexual harassment lawsuit. Ford and Mitsubishi have paid $7.5 million and $34 million respectively. However..."If it is predictable, it is preventable." Sexual harassment is a form of discrimination which an organization can identify and address long before it becomes a legal issue. Students are encouraged to bring their agencies' Sexual Harassment policies to class for discussion. Topics for review include: - Quid pro quo - Vicarious liability - Hostile work environment - Tangible employment action - Protected activities - A company's or agency's "alter ego" This course will be taught by: Deputy Chief Charles Mader, Bloomingdale Police Department (Retired). Those in policing often think of the vast nationwide growth of the prison population, and are unaware that over 60 percent of all offenders are under corrections supervision or are on probation. In fact a non-partisan fact tank, the Pew Center, reported that more than 5 million people in the U.S. are in the community and are on probation. Unfortunately, these same individuals are responsible for a significant portion of all violent crime and as probationers commit 30 percent of all homicides. This is a significant threat to the safety and peace of our communities. Experienced officers will learn what kind of support a probation officer might ask for as well as how probation agencies and the police can better cooperate to reduce violent and firearmsrelated crimes when parolees are released into the community. Topics will address how police powers interface with the conditional rights afforded to offenders. Officers will be able to explain what kinds of conditions are imposed by sentencing judges and how parole and probation can assist officers. This course will look at the authority of police and probation officers as to arrest, search and seizure, supervision agreements, and possible probation violations. Topics to be discussed will include: - Agency contacts for both parole and probation - Who might want the information that I have? - Parolees privacy rights and unannounced visits; - Types of supervision; standard and intensive - Laws governing parolees and probationers - Evidence gathered by probation/parole or by the police - Surveillance practices; unannounced workplace/home visits - Drug testing, blood samples, DNA sampling - Electronic and global positioning systems This class will be taught by Jac Charlier, former Regional Supervisor, Illinois Department of Corrections, Springfield. Topics to be addressed include: - Duties of the police searcher - Reasons departments utilize women in this capacity - Legal aspects and prisoner rights - Legal aspects of department liability - Prisoner search techniques - do's and don'ts - Prisoner searches - a practical exercise - Suggestions and solutions to common problems encountered by staff This course will be taught by: Patrol Officer Valeria Mac, Chicago Police Department. In 1961, President John F. Kennedy said when addressing proposed legislation on ethical standards, "...No responsibility of government is more fundamental than the responsibility of maintaining the highest standards of ethical behavior by those who conduct the public business. There can be no dissent from the principle that all officials must act with unwavering integrity, absolute impartiality and complete devotion to the public interest. This principle must be followed not only in reality but in appearance. For the basis of effective government is public confidence, and that confidence is endangered when ethical standards falter or appear to falter..." This one day, 4 hour program has been developed to provide public sector officials with the knowledge needed to avoid the pitfalls of allegations of unethical conduct. It is also intended to instill in leaders an awareness of ethical challenges and potential solutions for resolving them in an appropriate manner. Topics to be addressed include the following: - Code of conduct - Keeping public officials and your agency on the high road - Financial disclosures/annual requirements - Set the tone - Hot line system - Investigative procedure - Priority - Disclosure to the public and press - Case study of the former U.S. Secretary of Agriculture - Case study of the former President of the United States - Consistent disciplinary tables (Douglas factors) - Liaison with other agencies **Cancellations for this program must be received by NEMRT 35 days prior to the start of class in order to avoid being billed.
