It will also provide officers with an overview of possible threats from extremist elements within these communities that would adversely affect not only the moderate Muslim community but the greater community at large. Topics addressed will include: - Insight into the mindset of Islamist militants: Objectives and Ideologies - Patriot Act provisions and how they are put to use - Terrorist funding mechanisms utilized here - Understanding, recruiting, and conditioning that set the stage for radicals - Guidelines for working within the American community - Key considerations regarding foreign nationals - Suspicious behavior, documents and passport indicators - Differentiating between moderate and radical persons - High tech communication concerns - Putting community oriented policing strategies to work Instructor Sam Kharoba, with First Capital Technologies, is a consultant trainer, born in Amman Jordan, studying Arabic culture at University of London, A-Level GCE in Arabic Culture. This course has been submitted to the Illinois Law Enforcement Training and Standards Board, Executive Institute for Terrorism Grant Funding. K-12 Student Threat Assessment PAT196R Jan. 24, 2012 Algonquin Police Department 8:00 AM to 4:00 PM Member Tuition: None Non-Member Tuition: None Limit: 3 per Dept. Winter 2011-12 In-Service Course Catalog This course will give those tasked with school violence prevention the latest skills and strategies to prevent school violence. An experienced team of instructors will share the latest research, various best practices, and worthwhile threat assessment models to help police and schools improve their behavioral threat assessment skills. Studies show that school violence is rarely impulsive. Violence planning behaviors are often observable. Other children often have had knowledge of an imminent attack or of one likely to occur. Emphasis throughout this course will be on improving observations, analysis, and implementing timely decision-making skills by key decision makers and their fellow team members. Ample materials, resources, and operational guidelines will be introduced addressing the following: - Intervention and Interview protocols - How Illinois laws impact operations - Identifying threatening and aberrant behaviors - Evaluating the risk level of the threat - How to provide appropriate interventions - Utilizing a case management approach - What to do when your resources are limited. A multi-disciplinary team approach will be introduced. These teams are often comprised of school administration, key faculty members, coulseling/psychological service personnel, school resource officers, police, school attorneys, and other community services/mental health agencies. Research ranges from information gathered from such national experts as the F.B.I.'s National Center for Violent Crime, U.S. Secret Service, to the U.S. Department of Education. Agencies may pre-register two officers, as well as an additional two non-sworn personnel from their jurisdiction. This course is sponsored by: The Illinois State Board of Education, in partnership with the Illinois Terrorism Taskforce. Any school, fire, or ESDA personnel must be pre-registered by a NEMRT member agency by fax transmission (630-896-4422). No direct pre-registrations will be accepted by the NEMRT registrar for non-law enforcement personnel. This class will be taught by Ron Ellis and Associates. 13
