40 Hour Rifle/Carbine Instructor PHY502R June 18-22 2012 Will County sheriff's office (Meets at the Marseilles National Guard Range on the 21st and 22nd) August 20-24, 2012 Will County sheriff's office (Meets at the Marseilles National Guard Range on the 23rd and 24th) 08:00 AM to 04:00 PM Member Tuition: $500.00 Non-Member Tuition: $600.00 Limit: 2 per Dept. 36 Unless otherwise indicated, cancellations must be received by NEMRT 7 days prior to the beginning of a course in order to avoid being billed for that course. Exceptions will be noted where applicable. This course was developed to assist experienced firearms instructors in training their department's patrol specialists in the use of the rifle/carbine. Through proper training and selection of equipment, police departments can utilize the versatile police carbine/rifles to respond to immediate threats to life, which in the past required specialized units, such as SWAT. Disturbing national trends indicate that offenders are relying on more advanced weaponry and firepower, leaving first responders overmatched and our communities increasingly vulnerable to threats to life and property. By having officers trained in the use of more accurate and powerful weaponry than standard police firearms, properly trained officers will have the skills, aptitudes, and training experience to respond to these violent calls. Many departments are acquiring rifle/carbines through commercial sources and the federal government is providing military M-16A1 rifles to local departments without the requisite training for their use. Rifle/carbine training will cover the following: COLT AR-15.223 caliber, COLT CAR-15.223 or 9mm, RUGER MINI-14.223, RUGER CARBINE.40 caliber or 9mm, and HK MP 5.40 caliber or 9mm. Officers are to bring the weaponry that their departments currently use. Topics for discussion include: - Mechanical evolution and rifle/carbine history - Disassembly, maintenance, and cleaning - Conversion to semi-automatic mode - Ballistics and ammo types - Range and ammo testing - Sight-in/trigger control techniques - Range management and safety - Live fire and marksmanship Students are required to bring: 1. Rifle or Carbine 2. 2-20 round and 2-30 round magazines 3. Magazine pouch(s) 4. 1250 rounds of ammo. Factory ammo is either commerical or military configuration. Note: Any shooter with an AR 15 A1 original model rifle should only use ammo with a bullet grain weight of under 60 grains. Do not bring military ss 109 green tip 62 grain ammo for the early model rifles. This ammo is for fast twist barrel rates of 1 to 7 inches. 5. Cleaning equipment including rod, bore brush, chamber brush, tooth brush, patches, solvent and lubricant 6. Lightweight mat or blanket for ground protection 7. Sling 8. Scope and mount optional 9. 3, one gallon milk or water jugs filled with water 10. Notebook and pen 11. Comfortable clothing and boots, hat and sun block. Rain gear if necessary. 12. Food and drink for breaks and lunches. Students should plan on eating at the range. Bring a cooler. 13. Eye and ear protection are mandatory 14. Students MUST wear shirts with tight fitting necks and baseball type caps with bills to prevent hot brass from entering their clothing or falling behind protective eyewear. 15. Use of elbow and knee pads is recommended. ALL ATTENDEES MUST HAVE COMPLETED "POLICE URBAN RIFLE/CARBINE TACTICAL SHOOTING SKILLS" IN ORDER TO ENROLL IN THIS PROGRAM. ADDITIONALLY, EVERY OFFICER ATTENDING MUST RECEIVE A COPY OF THIS COURSE ANNOUNCEMENT TO ENSURE THAT HE OR SHE WILL BE PROPERLY EQUIPPED FOR CLASS. This course has been submitted to the Illinois Law Enforcement Training and Standards Board Executive Institute for terrorism grant funding. This request is pending approval by the Illinois Terrorism Task Force. IF FUNDING IS NOT AVAILABLE, TUITION MAY BE CHARGED OR THE COURSE MAY BE CANCELLED. ** Cancellations for this program must be received by NEMRT 35 days prior to the start of the program in order to avoid being billed. Winter 2011-12 In-Service Course Catalog This training program is designed to meet the practical needs of uniformed patrol officers who have supervisory responsibilities and will challenge them to evaluate their leadership styles. The management of numerous patrol challenges will be discussed in a highly interactive setting with safe and proper response to situations being the main theme of this program. Patrol officers who serve as Officers-in-Charge, Field Training Officers, and newly-appointed sergeants would all benefit from this program. This course will be taught by: Commander Brian Galske, Chicago Ridge Police Department. The detection, arrest, and subsequent prosecution of D.U.I. offenders continues to be a complex process, so much so that law enforcement officers need additional training and guidance. This program will provide officers with the supplemental skills necessary to perform optimally in their DUI enforcement roles. The 3 day National Highway Traffic Safety Administration (NHTSA) D.W.I. Detection and Standardized Field Sobriety Testing Training course provides a helpful background for students attending this course, but is not a mandatory prerequisite. Topics to be addressed include: - Key legal decisions regarding Illinois laws - Articulating suspicion - Caretaker liabilities and functions - Evidentiary concerns: breath, blood, urine - Non-standardized field sobriety tests - Implied consent provisions - Common defenses challenges - Process review This course will be taught by: Officer Robert White, Carol Stream Police Department. 37
