MINUTES OF A REGULAR MEETING OF THE OSWEGO VILLAGE PRESIDENT AND BOARD OF TRUSTEES OSWEGO VILLAGE HALL 100 PARKERS MILL, OSWEGO, ILLINOIS JUNE 5, 2012 CALL TO ORDER AND PLEDGE OF ALLEGIANCE President LeClercq called the meeting to order at 7:06p.m.; and led the Pledge of Allegiance to the Flag of the United States of America. ROLL CALL Physically present: President LeClercq; Trustees: Tony Giles, Gail Johnson, Jeff Lawson, Terry Michels, Judy Sollinger, and Scott Volpe. Staff Present: Steve Jones, Village Administrator; Jeanne Hester, Village Clerk; Jerry Weaver, Public Works Director; Dwight Baird, Chief of Police; Rod Zenner, Community Development Director; Michele Bergeron, Community Relations Manager; Ann Spears, HR Director; Patty Lariviere, Building and Zoning Manager; Brian Schiber, Village Engineer; and Karl Ottosen and Tim Hoppa Village Attorneys. President LeClercq welcomed new Village Administrator, Steve Jones. RECOGNITIONS / APPOINTMENTS 1. Girl Scout Gold Award and Downtown Planter Project • Annika Mikkelson • Elaine Eggert Annika Mikkelson and Elaine Eggert were recognized for achieving the Girl Scout Gold Award which is the highest award that a Girl Scout can achieve. Ms. Mikkleson’s project was the painting and planting of the downtown flower pots; Ms. Eggert organized a holiday music program for the Senior Center. 2. Rotary Club – Presentation of Annual Gazebo Payment Brian Schiber, on behalf of the Rotary Club, presented the annual installment payment to the Village for the cost of the gazebo located at Village Hall. President LeClercq noted that the cooperation of the Village and Rotary is an example of a good public/private partnership. 3. Employee Service Awards • John Mall, 15 Years of Service • Robert Sherwood, 15 Years of Service • Patrick Doud, 5 Years of Service • Shane Yackley, 5 Years of Service All employees were recognized for their years of service to the Village; each received a certificate and gift. Sgt. Yackley was present to receive his recognition. Chief Baird gave a brief bio of Sgt. Yackley. 4. Character Counts Awards • Sally Bouldin, Adult-Caring • T. J. Each was recognized for the pillar of character they represented and were given a certificate and t-shirt. PUBLIC FORUM President LeClercq opened the Public Forum at 7:35p.m. There was no one that requested to speak; the Public Forum was closed. STAFF REPORTS Village Attorney Solid Waste Hauling Contract -- Attorney Ottosen informed the Board that the contract with Groot had been finalized and executed; service will begin on July 1, 2012. MAP Grievance – A meeting on the grievance is scheduled for 4:30p.m. on June 13, 2012. Attorney Ottosen explained that this could be done by designee or by the Board at a special meeting. The Board directed that no special meeting be held. Ocean Atlantic – Attorney Ottosen reported on a summons received by the Village. Ocean Atlantic is seeking payment of a recapture they believe that they are owed. Legal council does not believe that they are due this money; they will review and file a motion on behalf of the Village. Village Administrator – No Report Chief of Police PrairieFest – Oswego Police Department will be working with the Oswegoland Park District in preparation for PrairieFest to be held June 14 – 17. A press release will be going out reminding residents of the curfew ordinance. Public Works Mr. Weaver followed up on the Board concern with the merge lane on Route 71 near Subway. He met on site with IDOT; restriping will be done before November, 2012; the businesses could petition IDOT to change it to a dedicated turn only lane. Other than that there is not much that could be done about the current configuration of the merge lane. 2012 Roadway Program – The bid opening for the 2012 Roadway Program will be held on June 18, 2012 and is proposed to be on the meeting agenda for June 19 th . Results will not be available until sometime on Monday, June 18. If it is acceptable to the Board, Staff will email the bid results to them as quickly as possible after the opening. There were no objections expressed by the Board. Village Engineer – No Report Community Development No Report Building and Zoning Manager Ms. Lariviere informed the Board that the Women’s Topics Committee’s annual Luna Fest was held on June 1 st . This was the fourth event, attendance increases each year. Final numbers are not yet available but they believe that they will have about $1,100 to donate to Mutual Ground this year.
