President LeClercq called the meeting to order at 6:00p.m.<br />

Public Forum was opened at 6:00p.m.<br />

There was no one that requested to speak; the Public Forum was closed at 6:00p.m.<br />

President LeClercq welcomed new Village Administrator Steve Jones.<br />

SIGN ORDINANCE: SECTION 11 OF THE VILLAGE OF OSWEGO ZONING<br />

ORDINANCE<br />

Mr. Zenner presented the proposed changes to the Village of <strong>Oswego</strong> Sign Ordinance. The<br />

ordinance was adopted in July, 2005; at that time the review process took <strong>1.</strong>5 years <strong>and</strong> included<br />

meetings with business owners, residents <strong>and</strong> realtors. The Plan Commission reviewed the<br />

project at their meetings on September 8, 2011, February 9, 2012 <strong>and</strong> March 8, 2012. Plan<br />

Commission discussion focused on the downtown signage; definition of a pole sign, <strong>and</strong><br />

clarification on how signage on vehicles would be address in the ordinance. Staff explained that<br />

vehicle signage would be considered a portable sign. Changes were prompted by requests from<br />

downtown businesses. A brief power point presentation was given highlighting the following:<br />

• Desire to simplify the ordinance<br />

• Increase wall signs in downtown<br />

• Create special districts<br />

• Clarified sign measurement details<br />

1<strong>1.</strong>07 Commercial – Clarified awing <strong>and</strong> canopy signage; limit colors to black, white <strong>and</strong> two (2)<br />

other colors. Revised language regulating message board signs was presented along with<br />

restrictions on animation of LED signage.<br />

1<strong>1.</strong>075 Special Districts – It was suggested that special district be created for vehicle sales, gas<br />

stations, churches, <strong>and</strong> downtown district. Discussion was also held concerning wall signs,<br />

ground mounted signs, projecting signs, s<strong>and</strong>wich boards, awing specifications <strong>and</strong> requirements,<br />

<strong>and</strong> automotive uses.<br />

1<strong>1.</strong>12 Sign measurement – Clarification on how sign is measured; will not include frame or<br />

support. Also defined temporary signage <strong>and</strong> changed political signage requirements to match<br />

state requirements.<br />

Board discussion focused on use of blow-ups, restrictions’ effect on number of American Flags<br />

that can be displayed; allowing signage on rear façade of buildings; how one (1) sign per lot<br />

would affect HOA postings.<br />

STRATEGIC PLAN – IMPLEMENTATION PLAN<br />

The Implementation Plan for the recently adopted Strategic Plan was presented. The<br />

implementation plan contains detailed information <strong>and</strong> a blue print of how the various goals will<br />

be achieved. An annual update will be presented to the Board before budget approval. Changes<br />

in both documents are possible as these are living documents. Location of a banquet facility was<br />

discussed as a priority; reviewing costs <strong>and</strong> revenues is always considered by staff. The plan is a<br />

five-year plan; cannot accomplish all goals in year one (1). It is anticipated the implementation<br />

plan would be adopted at the June 19, 2012 Regular Village Board meeting. Board discussion<br />

focused on offering a newly elected official orientation, revenue options, cost of operations,<br />

public safety should all be ongoing <strong>and</strong> begin immediately; the Strategic Plan should serve more<br />

as base operating values rather than a check list.<br />

SALARY RANGE ADJUSTMENTS AND PERSONNEL POLICY REVISIONS<br />

No personnel Policy revisions were discussed.<br />

President LeClercq clarified that the request is to increase the salary ranges only; not salaries.<br />

Ms. Spears’ memo explained that the salary ranges had not been increased since May, 2008; this<br />

has cause compression in the upper end of the salary ranges over time. She presented the<br />

following statistics to consider:<br />

• 18% of non-union employees are at the very top of their pay ranges<br />

• 39% of non-union employees are at 95% of their salary range or higher<br />

• 100% of non-union employees are in the top 50% of their pay ranges<br />

Staff recommendation was to increase the maximum salaries in the ranges by 5.5%. There would<br />

be no salary adjustments to current Village employees as a result of this action.<br />

This item will be considered as part of the Consent Agenda at the Regular Village Board meeting<br />

immediately following the Committee of the Whole meeting.<br />

AMEND VILLAGE OF OSWEGO CODE OF ORDINANCES TO ALLOW VIDEO GAMING<br />

Attorney Ottosen explained that the Gaming Board regulations require the Village to adopt an<br />

ordinance allowing video gaming if the Board wished to allow these gaming terminals in the<br />

Village of <strong>Oswego</strong>. Current Village code prohibits gambling within the corporate limits of

<strong>Oswego</strong>. Clerk Hester’s memo outlined highlights of the Video Gaming Act. Board discussion<br />

included the following:<br />

• How the video gaming is tied to the state capital program<br />

• Video gaming taking disposable income from other local businesses<br />

• Impossible to regulate morality<br />

• Desire for more information; list of municipalities that allow or prohibit; discussion that<br />

was held prior to their decision<br />

• Is there a recommendation from IML or Metro West<br />

• How local businesses feel about this <strong>and</strong> how prohibition would affect them<br />

Staff will solicit comments from businesses that would be able to have video gaming in their<br />

establishments. These along with the other requested information will be forwarded to the Board.<br />

• Elaine Eggert<br />

Annika Mikkelson <strong>and</strong> Elaine Eggert were recognized for achieving the Girl Scout<br />

Gold Award which is the highest award that a Girl Scout can achieve. Ms.<br />

Mikkleson’s project was the painting <strong>and</strong> planting of the downtown flower pots; Ms.<br />

Eggert organized a holiday music program for the Senior Center.<br />

2. Rotary Club – Presentation of Annual Gazebo Payment<br />

Brian Schiber, on behalf of the Rotary Club, presented the annual installment<br />

payment to the Village for the cost of the gazebo located at Village Hall. President<br />

LeClercq noted that the cooperation of the Village <strong>and</strong> Rotary is an example of a<br />

good public/private partnership.<br />

STAFF REPORTS<br />

Village Attorney<br />

Solid Waste Hauling Contract -- Attorney Ottosen informed the Board that the contract with<br />

Groot had been finalized <strong>and</strong> executed; service will begin on July 1, 2012.<br />

MAP Grievance – A meeting on the grievance is scheduled for 4:30p.m. on June 13, 2012.<br />

Attorney Ottosen explained that this could be done by designee or by the Board at a special<br />

meeting. The Board directed that no special meeting be held.<br />

Ocean Atlantic – Attorney Ottosen reported on a summons received by the Village. Ocean<br />

Atlantic is seeking payment of a recapture they believe that they are owed. Legal council<br />

does not believe that they are due this money; they will review <strong>and</strong> file a motion on behalf of<br />

the Village.<br />

Village Administrator – No Report<br />

Chief of Police<br />

PrairieFest – <strong>Oswego</strong> Police Department will be working with the <strong>Oswego</strong>l<strong>and</strong> Park District<br />

in preparation for PrairieFest to be held June 14 – 17. A press release will be going out<br />

reminding residents of the curfew ordinance.<br />

Public Works<br />

Mr. Weaver followed up on the Board concern with the merge lane on Route 71 near<br />

Subway. He met on site with IDOT; restriping will be done before November, 2012; the<br />

businesses could petition IDOT to change it to a dedicated turn only lane. Other than that<br />

there is not much that could be done about the current configuration of the merge lane.<br />

2012 Roadway Program – The bid opening for the 2012 Roadway Program will be held on<br />

June 18, 2012 <strong>and</strong> is proposed to be on the meeting agenda for June 19 th . Results will not be<br />

available until sometime on Monday, June 18. If it is acceptable to the Board, Staff will<br />

email the bid results to them as quickly as possible after the opening. There were no<br />

objections expressed by the Board.<br />

Village Engineer – No Report<br />

Community Development No Report<br />

Building <strong>and</strong> Zoning Manager<br />

Ms. Lariviere informed the Board that the Women’s Topics Committee’s annual Luna Fest<br />

was held on June 1 st . This was the fourth event, attendance increases each year. Final<br />

numbers are not yet available but they believe that they will have about $1,100 to donate to<br />

Mutual Ground this year.<br />

Community Relations<br />

Ms. Bergeron reported that about 1,000 people attended the first Quilt Fest held on Main<br />

Street on June 2, 2012. Organizers were pleased with the attendance <strong>and</strong> merchants were<br />

happy with the traffic in their stores.<br />

Movies in the Park will start Wednesday, June 6; the movie will be Wall-E.<br />

The Village will again have a booth at PrairieFest; volunteers are needed for Friday, June 15<br />

<strong>and</strong> Saturday, June 16.<br />

• How to h<strong>and</strong>le when employees reach top again<br />

• Concern with revenue stream<br />

• Salary ranges have not been reviewed for several years ranges are outdated<br />

• Salary range increases only, not actual salaries<br />

• Concern with problems in the future if more employees reach the cap in their salary<br />

range<br />

• Indication of a need to raise ranges is the fact that a significant percentage of<br />

employees are at or close to the cap of their salary range<br />

• Is there data on employees that have left due to salary range issues<br />

• Should take an employee ten (10) years to reach the top of their salary range<br />

• Pros <strong>and</strong> cons to giving a lump sum amount to employees that have reached the top<br />

of their salary range

OLD BUSINESS<br />

IDOT Resolution Authorizing a Local Shared Cost to Construct a Bike Path along<br />

Route 34 from Route 47 to Station Drive<br />

This was previously discussed at the May 15, 2012 meeting at which time the Board<br />

requested additional information.<br />

• Will the <strong>Oswego</strong>l<strong>and</strong> Park District maintain the path? – The Park District indicated<br />

that it was too premature to consider maintenance of the proposed path; this will be<br />

addressed by them in 2015 when it is anticipated to be constructed. Future<br />

discussions will be held between the Village <strong>and</strong> Park District about maintenance of<br />

various bike paths.<br />

• When will this project take place: -- IDOT has this project set for bid letting in 2015

The resolution presented, if approved, would establish the Village’s support <strong>and</strong> contribution<br />

for the path. Board discussion focused on the anticipated contributions from the Village; it<br />

NEW BUSINESS<br />

Amend Village of <strong>Oswego</strong> Code of Ordinances; Amending 2009 IBC <strong>and</strong> IRC<br />

Requirements for Egress Windows (First Read of Ordinance)<br />

This was discussed previously at the May 15, 2012 Committee of the Whole meeting. At<br />

that time discussion focused on amending the 2009 IBC <strong>and</strong> IRC codes to gr<strong>and</strong>father<br />

existing homes to allow their basements to be built-out into habitable space without<br />

requiring an egress window unless the new space contained a sleeping room.<br />

Ordinance No. 12-44 -- A motion was made by Trustee Giles <strong>and</strong> seconded by Trustee<br />

Lawson to approve Ordinance No. 12-44 an Ordinance Amending the 2009 International<br />

Building Codes (IBC) <strong>and</strong> 2009 International Residential Code (IRC) adopted by Ordinance<br />

No. 11-63, corrected by Ordinance No. 11-91 for the Village of <strong>Oswego</strong>, Kendall County,<br />

<strong>Illinois</strong>.<br />

Trustee Giles – Asked for an update on the request for information about how to promote<br />

recycling <strong>and</strong> how recycling refund money has been spent in the past. It was explained that<br />

ECO is working on this task. The Kane County Newsletter was given as an example of a<br />

good publication promoting recycling; Ms. Bergeron will look into a publication for

promoting recycling in the Village. Groot will continue to report on recycling number. It<br />

Trustee Sollinger – Asked about striping a cross walk by the Senior Center; Mr. Weaver<br />

responded that they have met with the YMCA <strong>and</strong> have a plan. Estimates are being<br />

completed, they are working with the YMCA <strong>and</strong> School District; there are also ADA<br />

compliance concerns.<br />

Agenda item #4, the Resolution to increase the salary ranges, not for the Consent Agenda as<br />

ORDINANCE NO. 12 -- __<br />

PREVAILING RATE OF WAGES<br />

FOR KENDALL COUNTY, ILLINOIS<br />

________________________________________________________________________<br />

WHEREAS, the State of <strong>Illinois</strong> has enacted "An Act regulating wages of laborers,<br />

mechanics <strong>and</strong> other workers employed in any public works by the State, county, city or any<br />

public body or any political subdivision or by anyone under contract for public works," approved<br />

June 26, 1941, codified as amended, 820 ILCS 130/1 et seq. (1933), formerly Ill. Rev. Stat., Ch<br />

48, par 39s-1 et seq; <strong>and</strong><br />

WHEREAS, the aforesaid Act requires that the Village President <strong>and</strong> Board of Trustees<br />

of the Village of <strong>Oswego</strong> investigate <strong>and</strong> ascertain the prevailing rate of wages as defined in said<br />

Act for laborers, mechanics <strong>and</strong> other workers in the locality of Kendall County employed in<br />

performing construction <strong>and</strong> demolition of public works, for said Village of <strong>Oswego</strong>.<br />

NOW, THEREFORE, BE IT ORDAINED BY THE VILLAGE PRESIDENT AND<br />

BOARD OF TRUSTEES OF THE VILLAGE OF OSWEGO, KENDALL COUNTY,<br />

ILLINOIS, as follows:<br />

Section 1: To the extent <strong>and</strong> as required by "an Act regulating wages of laborers, mechanics <strong>and</strong><br />

other workers employed in any public works by State, county, city or any public body or any<br />

political subdivision or by anyone under contract for public works," approved June 26, 1941, as<br />

amended, the general prevailing rate of wages in this locality for laborers, mechanics <strong>and</strong> other<br />

workers engaged in construction <strong>and</strong> demolition of public works coming under the jurisdiction<br />

of the Village of <strong>Oswego</strong> is hereby ascertained to be the same as the prevailing rate of wages for<br />

construction work in the Kendall County area as determined by the Department of Labor of the<br />

State of <strong>Illinois</strong> as of June, 2012, a copy of that determination being attached hereto <strong>and</strong><br />

incorporated herein by reference. As required by said Act, any <strong>and</strong> all revisions of the prevailing<br />

ate of wages by the Department of labor of the State of <strong>Illinois</strong> shall supersede <strong>and</strong> apply to any<br />

<strong>and</strong> all public works construction <strong>and</strong> demolition undertaken by the Village of <strong>Oswego</strong>. The<br />

definition of any terms appearing in this Ordinance which are also used in aforesaid Act shall be<br />

the same as in said Act.<br />

Section 2: Nothing herein contained shall be construed to apply said general prevailing rate of<br />

wages as herein ascertained to any work or employment, except public works construction of the<br />

Village of <strong>Oswego</strong> to the extent required by the aforesaid Act.<br />

Section 3: The Village of <strong>Oswego</strong> shall publicly post or keep available for inspection by any<br />

interested part in the main office of the Village of <strong>Oswego</strong> this determination or any revisions of<br />

such prevailing rate of wage. A copy of this determination or the current revised determination<br />

of prevailing rate of wages then in effect shall be attached to all contract specifications.<br />

Section 4: The Village of <strong>Oswego</strong> shall mail a copy of this determination to any employer, <strong>and</strong><br />

to any association of employers <strong>and</strong> to any person or association of employees who have filed<br />

their names <strong>and</strong> addresses, requesting copies of any determination stating the particular rates <strong>and</strong><br />

the particular class of workers whose wages shall be affected by such rates.<br />

Section 5: The Village of <strong>Oswego</strong> shall promptly file a certified copy of this Ordinance with<br />

both the Secretary of State Index Division <strong>and</strong> the Department of Labor of the State of <strong>Illinois</strong>.<br />

Section 6: The Village of <strong>Oswego</strong> shall cause to be published in a newspaper of general<br />

circulation within the area a memor<strong>and</strong>um of the Ordinance, <strong>and</strong> such publication shall<br />

constitute notice that the determination is effective <strong>and</strong> that this is the determination of said<br />

public body.<br />

Section 7: If any section, paragraph, clause, sentence or provision of this Ordinance shall be<br />

adjudged by any Court of competent jurisdiction to be invalid, such judgment shall no affect,<br />

impair, invalidate or nullify the remainder thereof, which remainder shall remain <strong>and</strong> continue in<br />

full force <strong>and</strong> effect.<br />

Section 8: All Ordinances or parts of Ordinances, in conflict herewith are hereby repealed to the<br />

extent of such conflict.<br />

EXPLANATION OF CLASSES<br />

ASBESTOS - GENERAL - removal of asbestos material/mold <strong>and</strong> hazardous<br />

materials from any place in a building, including mechanical systems<br />

where those mechanical systems are to be removed. This includes the<br />

removal of asbestos materials/mold <strong>and</strong> hazardous materials from<br />

ductwork or pipes in a building when the building is to be demolished<br />

at the time or at some close future date.<br />

ASBESTOS - MECHANICAL - removal of asbestos material from mechanical<br />

systems, such as pipes, ducts, <strong>and</strong> boilers, where the mechanical<br />

systems are to remain.<br />

CERAMIC TILE FINISHER<br />

The grouting, cleaning, <strong>and</strong> polishing of all classes of tile, whether<br />

for interior or exterior purposes, all burned, glazed or unglazed<br />

products; all composition materials, granite tiles, warning detectable<br />

tiles, cement tiles, epoxy composite materials, pavers, glass,<br />

mosaics, fiberglass, <strong>and</strong> all substitute materials, for tile made in<br />

tile-like units; all mixtures in tile like form of cement, metals, <strong>and</strong><br />

other materials that are for <strong>and</strong> intended for use as a finished floor<br />

surface, stair treads, promenade roofs, walks, walls, ceilings,<br />

swimming pools, <strong>and</strong> all other places where tile is to form a finished<br />

interior or exterior. The mixing of all setting mortars including but<br />

not limited to thin-set mortars, epoxies, wall mud, <strong>and</strong> any other<br />

s<strong>and</strong> <strong>and</strong> cement mixtures or adhesives when used in the preparation,<br />

installation, repair, or maintenance of tile <strong>and</strong>/or similar materials.<br />

The h<strong>and</strong>ling <strong>and</strong> unloading of all s<strong>and</strong>, cement, lime, tile,<br />

fixtures, equipment, adhesives, or any other materials to be used in<br />

the preparation, installation, repair, or maintenance of tile <strong>and</strong>/or<br />

similar materials. Ceramic Tile Finishers shall fill all joints <strong>and</strong><br />

voids regardless of method on all tile work, particularly <strong>and</strong><br />

especially after installation of said tile work. Application of any<br />

<strong>and</strong> all protective coverings to all types of tile installations<br />

including, but not be limited to, all soap compounds, paper products,<br />

tapes, <strong>and</strong> all polyethylene coverings, plywood, masonite, cardboard,<br />

<strong>and</strong> any new type of products that may be used to protect tile<br />

installations, Blastrac equipment, <strong>and</strong> all floor scarifying equipment<br />

used in preparing floors to receive tile. The clean up <strong>and</strong> removal of<br />

all waste <strong>and</strong> materials. All demolition of existing tile floors <strong>and</strong><br />

walls to be re-tiled.<br />

COMMUNICATIONS TECHNICIAN<br />

Construction, installation, maintenance <strong>and</strong> removal of<br />

telecommunication facilities (voice, sound, data <strong>and</strong> video),<br />

telephone, security, <strong>and</strong> data inside wire, interconnect, terminal<br />

equipment, central offices, PABX <strong>and</strong> equipment, micro waves, V-SAT,<br />

LANDSCAPING<br />

L<strong>and</strong>scaping work falls under the existing classifications for laborer,<br />

operating engineer <strong>and</strong> truck driver. The work performed by l<strong>and</strong>scape<br />

plantsman <strong>and</strong> l<strong>and</strong>scape laborer is covered by the existing<br />

classification of laborer. The work performed by l<strong>and</strong>scape operators<br />

(regardless of equipment used or its size) is covered by the<br />

A RESOLUTION ADOPTING THE STRATEGIC PLAN IMPLEMENTATION PLAN<br />

FOR THE VILLAGE OF OSWEGO<br />

________________________________________________________________________<br />

WHEREAS, on December 6, 2011 the Village President <strong>and</strong> Board of Trustees approved<br />

Ordinance No. 11-93 adopting the Strategic Plan for the Village of <strong>Oswego</strong>; <strong>and</strong><br />

WHEREAS, it is in the best interest of the Village of <strong>Oswego</strong> to establish an<br />

implementation plan to achieve the goals set forth in the Strategic Plan for the Village of <strong>Oswego</strong><br />

substantially in the form attached hereto as Exhibit "A".<br />

NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD<br />

OF TRUSTEES OF THE VILLAGE OF OSWEGO, KENDALL COUNTY, ILLINOIS,<br />

AS FOLLOWS:<br />

SECTION <strong>1.</strong><br />

The Implementation Plan for the Village of <strong>Oswego</strong> Strategic Plan adopted by Ordinance<br />

No. 11-93, approved on December 6, 2011 substantially in the form attached hereto marked as<br />

Exhibit "A" is hereby adopted.<br />

SECTION 2. REPEALER<br />

All Resolutions or parts of Resolutions in conflict with any of the provisions of this<br />

Resolution shall be, <strong>and</strong> the same are hereby repealed.


SECTION 3. SEVERABILITY<br />

This Resolution <strong>and</strong> every provision thereof, shall be considered severable. In the event<br />

that any court of competent jurisdiction may find <strong>and</strong> declare any word, phrase, clause, sentence,<br />

paragraph, provision or section or part of a phrase, clause, sentence, paragraph, provision or<br />

section of this Resolution as void or unconstitutional, the remaining words, phrases, clauses,<br />

sentences, paragraphs <strong>and</strong> provisions <strong>and</strong> parts of phrases, clauses, sentences, paragraphs,<br />

provisions <strong>and</strong> sections not ruled void or unconstitutional shall continue in full force <strong>and</strong> effect.<br />

SECTION 4. EFFECTIVE DATE<br />

This Resolution shall be in full force <strong>and</strong> effect from <strong>and</strong> after its passage.<br />

The Village will work to facilitate improvements to existing <strong>and</strong> development of new structures<br />

within the community. The improvement of existing residential, commercial, <strong>and</strong> industrial<br />

property will increase the overall assessed value in the community <strong>and</strong> serve to increase revenues<br />

to the various taxing districts. Improvements that increase the assessed value of properties will<br />

serve to increase the value of neighboring properties.<br />

Performance Indicators:<br />

Efforts will be made to work with property owners <strong>and</strong> builders to assist in development of<br />

vacant properties <strong>and</strong> redevelopment of existing sites. This will include identifying opportunities<br />

<strong>and</strong> outlining the requirements for the various developable properties. A database will be<br />

established within the first year identifying residential development opportunities within the<br />

Village. New programs will be examined to determine if they will aid residents <strong>and</strong> property<br />

owners in their efforts to improve their properties. If programs are deemed feasible, they will be<br />

implemented within 3 years. Existing programs will be reviewed <strong>and</strong> analyzed to determine<br />

their effectiveness <strong>and</strong> enhanced if possible.<br />

dissemination of information through electronic means whenever possible. This will include<br />

exp<strong>and</strong>ed use of the Laserfiche document management system that is already in place <strong>and</strong><br />

researching additional components to the system that will allow links to Village maps <strong>and</strong><br />

document searches from the Village web site. Also included would be a secure login for the<br />

Board, committees <strong>and</strong> commissions to retrieve their meeting information which would reduce<br />

our energy consumption <strong>and</strong> staff time by eliminating the delivery of packets. Submittal of<br />

applications <strong>and</strong> forms from the web site.<br />

Performance Indicators:<br />

The Village will realize a savings in office supplies; staff time to search, pull <strong>and</strong> copy<br />

documents; staff time delivering meeting packets; gasoline <strong>and</strong> vehicle savings. It should also<br />

reduce the number of FOIA responses due to the fact that more information will be available on<br />

Engage federal <strong>and</strong> state entities, neighboring communities <strong>and</strong> elected officials to advance the<br />

process <strong>and</strong> funding for rail service in <strong>Oswego</strong>.<br />

Objective Definition:<br />

The Village recognizes that it will be necessary to have a collaborative effort to realize rail<br />

service for the community. As the service will be a benefit to the surrounding communities, their<br />

assistance will be vital to the successful development of rail service.<br />

Performance Indicators:<br />

The Village will meet with representatives of surrounding communities to gain their input <strong>and</strong><br />

support for the effort. Meetings will be held with state <strong>and</strong> federal officials to monitor<br />

opportunities to acquire funding for the proposed rail service. Meetings will be held with rail<br />

service providers to assist them in their efforts to exp<strong>and</strong> service to our community. The Village<br />

will explore all opportunities to establish funding sources for the project.<br />

Objective Definition:<br />

The Village, in an effort to provide the best opportunity for businesses to succeed <strong>and</strong> to serve<br />

customers who patronize the community, will require parking to meet the needs of the<br />

community. The Village will also monitor <strong>and</strong> review the parking supply <strong>and</strong> dem<strong>and</strong> in the<br />

downtown area to determine future steps, if necessary, to address any supply issues.<br />

Performance Indicators:<br />

The Village will review the current parking st<strong>and</strong>ards <strong>and</strong> compare them to the national<br />

st<strong>and</strong>ards established by the Institute of Transportation Engineers <strong>and</strong> make adjustments to the<br />

Code requirements as necessary. The Village will also conduct regular parking utilization<br />

surveys in the downtown on a regular basis to gauge the parking dem<strong>and</strong> <strong>and</strong> usage to determine<br />

if action is needed. The Village will also work for opportunities to exp<strong>and</strong> parking options in the<br />

downtown when <strong>and</strong> where they are appropriate.<br />

sewer capacity needs as the Village grows <strong>and</strong> develops. Modeling the Village’s water<br />

infrastructure system identifies the additional water needs <strong>and</strong> future sewer infrastructure<br />

unfinished sidewalks, paths <strong>and</strong> trails.<br />

Performance Indicators:<br />

The Village will develop a comprehensive plan working with the Park District that will show<br />

where all existing sidewalks, paths <strong>and</strong> trails currently are <strong>and</strong> also where future sidewalks, paths<br />

<strong>and</strong> trails are to be placed. As development comes to the Village we will make sure that all<br />

developments adhere to this plan. This plan will show lengths <strong>and</strong> widths of existing <strong>and</strong> future<br />

sidewalks, paths <strong>and</strong> trails.<br />
