Introduction to <strong>Swinburne</strong><br />

History<br />

<strong>Swinburne</strong> was established in 1908 under the name <strong>of</strong> 'Eastern Suburbs Technical<br />

School'. The first students were enrolled in 1909, when classes were begun<br />

in carpentry, plumbing and blacksmithing. The institution prospered and<br />

within a short time a boys junior school and a girls school were established.<br />

In 1913 the institution changed its name to <strong>Swinburne</strong> Technical College to<br />

commemorate the Hon George <strong>Swinburne</strong>, a former mayor <strong>of</strong> Hawthorn and<br />

a member <strong>of</strong> the Parliament <strong>of</strong> Victoria, whose energies were largely<br />

responsible for the initial establishment <strong>of</strong> the college.<br />

The range <strong>of</strong> courses and the various levels at which they were <strong>of</strong>fered grew<br />

until the junior technical school and the institution <strong>of</strong>fering the pr<strong>of</strong>essional<br />

and sub-pr<strong>of</strong>essional qualifications were separated in 1962. The junior tech-<br />

nical school was incorporated into the Victorian education department. The<br />

college remained as an autonomous institution.<br />

In 1965 <strong>Swinburne</strong> affiliated with the Victoria Institute <strong>of</strong> Colleges which was<br />

established in that year by an Act <strong>of</strong> the Parliament <strong>of</strong> Victoria to 'foster the<br />

development and improvement <strong>of</strong> tertiary education in technical, agricultural,<br />

commercial and other fields <strong>of</strong> learning (including the liberal arts and the<br />

humanities) in institutions other than in the universities <strong>of</strong> Victoria'.<br />

Organisation<br />

The college is constituted as a 'company limited by guarantee' - a form <strong>of</strong><br />

incorporation <strong>of</strong>fered by the Companies Act and generally reserved for<br />

organisations with charitable or socially beneficial purposes.<br />

No fees are charged for tuition; the only compulsory fees are for membership<br />

<strong>of</strong> the student union and the sports association. Virtually all funds used to operate<br />

the college are derived from government grants.<br />

In order to gain maximum flexibility in carrying out its objectives, the college<br />

is organised into four educational divisions:<br />

<strong>Swinburne</strong> College <strong>of</strong> <strong>Technology</strong> -- a tertiary college or 'college <strong>of</strong> advanced<br />

education' <strong>of</strong>fering courses for pr<strong>of</strong>essional qualifications (diploma and degree<br />

<strong>of</strong> Bachelor) and graduate qualifications (diploma and degree <strong>of</strong> Master).<br />

Enrolments in 1975 are 2,022 full-time and 2,530 part-time students.<br />

<strong>Swinburne</strong> Technical College - a college <strong>of</strong>fering courses in middle level or sub<br />

pr<strong>of</strong>essional and trade qualifications and a sixth form or preliminary year.<br />

Enrolments in 1975 are 500 preliminary year (sixth form) students and 2,6<br />

students in the other courses.
