increases in labour productivity and higher long-term economic growth (World Bank, 1994).
The Poverty Eradication Action Plan (PEAP) that was first prepared in 1997 re-affirms the importance of education. The
PEAP recognises that education should contribute significantly to poverty reduction and thus prioritises investment in
education, especially primary education. In addition to the fourth pillar of PEAP of improving the quality of life of the
poor through delivery of social services, education contributes significantly to the realisation of the third pillar of PEAP,
that of increasing the incomes of the people.
The latest PEAP (December 2003) consists of five pillars including human resource development as fifth pillar. In this
context and with respect to the bulge of primary school leavers now seeking <strong>for</strong> further education, the PEAP now
recognize the ongoing BTVET Re<strong>for</strong>m towards a more relevant system, both <strong>for</strong> employers and trainees, as a priority
area.
Because of these multiple benefits, education is a high priority in public policy and consequently in Uganda’s PEAP
revision process. The benefits of education are long-term: immediate impact could be difficult to measure. Given the
level of investment in education both by the public and private sectors, the need to consolidate the gains achieved so
far is paramount because the benefits of education are cumulative.

Vocational Education and Training to Youths - A pre-requisite <strong>for</strong> Poverty Reduction in Nepal
Poverty is the crucial problem facing most of the developing countries to which Nepal is not an exception. Generating
more employment is one of the solutions to the problem of poverty. Employers need trained and skill man-power.
Thus, there is dire necessity to produce such human resource which has basic <strong>for</strong>mal education as well as trained with
vocational education that is salable in the job market. It is there<strong>for</strong>e imperative that the shift should go to job oriented
education than mere conventional <strong>for</strong>mal schooling alone.
This paper emphasises the current trends of interdependency among the developed and developing countries of the
world, and further suggests that more exchange of employment between these two worlds be taken up as fruits of
international co-operation to this end. The advanced countries' entrepreneurs should invest in the agro based industries,
service industries, micro credit/finance and service sectors in the developing countries so as to enable young
generation get employed in such schemes. After having appreciate Vocational Education and Training. This will yield
profit to the investors and provide employment opportunity so that youths of less developed countries will get benefit.
This will contribute to the reduction of poverty. Reduction of poverty through promotion of employment will also lead to
the solution of most of the social problems of this earth like drug abuse, social unrest. HIV/AIDS, girls and women
trafficking etc.
As there are labour deficit and labour surplus countries in the world we live in, there is simultaneous need to
compensate the strength and weakness of the countries through the exchange of vocational education and training
that will greatly enhance the relationship between developed and developing countries and benefit weaker section of
the society by way of co-operation from the developed countries.
Thus, generating employment is key to poverty reduction that demands better Vocational Education and Training.
The training and skill should be given by the developed countries to the youths of developing countries that will
ultimately generate employment and reduce the poverty.
