1.1 Goals & politics 1 SMART METERING INTRODUCTION<br />
– Connection with home automation appliances<br />
– Connection with decentralized (durable) generation<br />
– Facilitate decentralized supply and demand guidance (coordinate own production with<br />
purchases against a favorable rate)<br />
Because <strong>of</strong> the impact that could be caused by a security breach in the <strong>smart</strong> <strong>metering</strong> <strong>systems</strong>, the<br />
<strong>Dutch</strong> minister <strong>of</strong> Economic Affairs has stated that scientists may try to break in to the computer<br />
equipment <strong>of</strong> <strong>smart</strong> <strong>metering</strong> <strong>systems</strong> to verify its security. She claims that <strong>smart</strong> <strong>metering</strong> must<br />
<strong>of</strong>fer a security level as high as for money transfers. [3]<br />
The <strong>Dutch</strong> house <strong>of</strong> representatives has come to an agreement on <strong>smart</strong> <strong>metering</strong> on June 19th,<br />
2008. Voting will take place on the 1st <strong>of</strong> July 2008. [67]<br />
In response to the possible impact <strong>of</strong> <strong>smart</strong> <strong>metering</strong> <strong>systems</strong> on the privacy <strong>of</strong> consumers, the CBP<br />
(<strong>Dutch</strong> Data Protection Authority) has expressed its concern in an <strong>of</strong>ficial letter to the minister<br />
<strong>of</strong> Economic Affairs [7]. The minister will discuss the bill with the CBP and report back to the<br />
house <strong>of</strong> representatives before the voting, so the privacy <strong>of</strong> the consumers can be guaranteed.<br />
If the bill passes, the senate can vote in the autumn <strong>of</strong> 2008. The act <strong>of</strong> law will then come<br />
into force at the beginning <strong>of</strong> 2009 [38], the <strong>smart</strong> meters will then be installed in two separate<br />
phases. [49] In the starting phase <strong>smart</strong> meters that are compliant with the NTA version <strong>of</strong> august<br />
2007 will be installed:<br />
• in all new housing estates.<br />
• in larger renovation projects.<br />
• on request for houses that have an energy label C or lower but require energy label B [46].<br />
Such installations are referred to as a priority placements.<br />
• in case the grid operator decides to place them on a routine meter replacement or in case<br />
they honor a customer request.<br />
On request <strong>of</strong> the <strong>Dutch</strong> house <strong>of</strong> representatives additional features will be added to the NTA,<br />
making <strong>smart</strong> meters even <strong>smart</strong>er. These improved meters will be installed nation wide during<br />
the second phase. A schematic overview <strong>of</strong> the global planning for <strong>smart</strong> <strong>metering</strong> can be seen in<br />
figure 1.<br />

All <strong>smart</strong> meters which are currently being installed in pilot projects and which are not NTA<br />
compliant are allowed to stay installed until the end <strong>of</strong> their economical life, which will be roughly<br />
15 years [58].<br />
