FIC OVERVIEW<br />

Nine years ago, 14 major foreign investors in Serbia, with<br />

the support of the OECD, gathered around the common<br />

idea of contributing to the improvement of the investment<br />

environment in Serbia.<br />

Throughout past years, the Foreign Investors Council has<br />

proven to be a powerful, constructive and therefore respected<br />

reference tool on matters related to the development<br />

of the overall business climate. Today, FIC counts<br />

about 120 members with representatives from more than<br />

20 different countries. Involved in a wide range of industries,<br />

FIC members account for more than three quarters of<br />

total foreign direct investments in Serbia and employ a significant<br />

number of the local labour force. The organisation<br />

is alive and continually growing.<br />

Following its mission and striving to fulfil its aims, the<br />

Council has always worked in close partnership with the<br />

relevant government authorities, international organisations<br />

and institutions. Its main purpose is to share positive<br />

international business practices with local authorities and<br />

support their reform activities. Therefore, FIC is constantly<br />

involved in both formal and informal dialogue between<br />

willing stakeholders.<br />

Last year was marked by intensified communication with<br />

international stakeholders, vigorous consultations regarding<br />

the EU integration process and macroeconomic arrangements<br />

with international institutions. At the same time, FIC<br />

has expanded its dialogue with the authorities and devoted<br />

special attention to communication with mid-level state administration.<br />

Activities in the past year included the launching<br />

of a number of advocacy initiatives; partnerships in the<br />

organisation of various round tables, panel discussions and<br />

conferences; participation in and support to many non-FIC<br />

events; ongoing and continuous servicing of the membership<br />

and, of course, dedicated work on the White Book.<br />

The most notable FIC activity in the past year was the organisation<br />

of the second Reality Check Conference – a forum<br />

for discussion between chief executives of FIC member<br />

companies and high Government officials concerning the<br />

issues that hamper business conditions. This dialogue was<br />

deepened by facilitating expert discussions with state administration<br />

on key business climate issues.<br />

Looking back to the immense engagement and concrete<br />

contribution of FIC committees in the Comprehensive Regulatory<br />

Reform (aka Regulatory Guillotine) in 2009, FIC continued<br />

to advocate the streamlining of administrative procedures.<br />

In the past two years, the Government adopted<br />

about 60% of the proposals that FIC put forward within the<br />

“Guillotine”. In spite of ongoing efforts, only 1/3 (one third)<br />

of recommendations have been implemented in practice.<br />

During 2011, FIC continued to screen and analyse Serbia’s<br />

regulatory framework and participate in a number of different<br />

consultative processes, discussion forums and regulatory<br />

projects, with a view to constantly communicating standpoints<br />

and suggestions of the foreign investors’ community.<br />

Participation in the preparation of the Company Law may<br />

serve as the prime example of the public-private consultative<br />

process, where FIC had the opportunity to provide its<br />

input from the early stages of law drafting to its finalisation.<br />

As a rule, the majority of FIC activities have been initiated<br />

by the members themselves and developed through the<br />

work of specialised committees that cover the members’<br />

dominant interests and needs. FIC has established crosssectoral<br />

committees – Human Resources, Legal and Taxation,<br />

as well as sectoral committees – Food & Agriculture<br />

Committee, Real Estate, Telecommunications & IT Committee.<br />

This year was marked by the formation of a sectoral<br />

Leasing & Insurance Committee, as the newest example of<br />

members’ readiness to utilise FIC as key conduit for advocating<br />

change and sharing experiences.<br />

Committed to improvement of established partnerships,<br />

FIC has actively pursued opportunities to engage in constructive<br />

dialogue with various state institutions and to<br />

work together on increasing the competitiveness of the<br />

Serbian market. Also, in the past year FIC reconfirmed its<br />

readiness to closely cooperate with similar associations,<br />

such as the American Chamber of Commerce and the Serbian<br />

Chamber of Commerce, with the idea of increasing<br />

leverage of the common advocacy initiatives stemming<br />

from membership interest. In the future period, FIC is ready<br />

to continue to build solid relationships with the authorities<br />

and all willing stakeholders, in order to actively support the<br />

improvement of the business framework in Serbia.<br />
