3. SITE EVALUATION<br />

Demand for the site location is primarily a function <strong>of</strong> three main characteristics:<br />

• Access<br />

• Visibility<br />

• Environment<br />

a. Access<br />

Our evaluation <strong>of</strong> site access characteristics is most concerned with the ease <strong>of</strong> access<br />

to the site for potential residents. Therefore, we evaluate ingress and egress to the<br />

site as well as the site location relative to public transportation access.<br />

The site is accessed directly from locations along Highland Avenue, Jackson Street,<br />

Washington Street, and Whitney Avenue, all secondary roads within the area. Traffic<br />

on these roads is moderate and ingress and egress to the subject site are not expected<br />

to be difficult.<br />

The nearest public transportation access point is a bus stop 0.1 mile north <strong>of</strong> the site<br />

on Oglethorpe Boulevard. The area is serviced by sidewalks and there are no<br />

impediments to pedestrian access <strong>of</strong> the bus stop. The Albany Transit system serves<br />

Albany.<br />

Based on the above, we characterize access to the site as excellent.<br />

b. Visibility<br />

Our research has determined that a significant percent <strong>of</strong> traffic at any multifamily<br />

development is generated from drive-by traffic. The key to generating drive-by traffic<br />

is visibility, especially a presence on well-traveled arteries. In evaluating visibility, we<br />

attempt to predict the visibility <strong>of</strong> the site when developed from surrounding arteries<br />

and identify potential impediments to visibility.<br />

The subject site is on a secondary area artery. Visibility <strong>of</strong> the site from this road is<br />

considered excellent.<br />

Because the site fronts a secondary area road, it will be important to identify strategies<br />

that can enhance awareness <strong>of</strong> the site for traffic on Oglethorpe Boulevard, the<br />

nearest major artery with significant traffic. Such strategies can include signage or<br />

outdoor advertising.<br />
