educators at the state level. The Maryland Voluntary State Curriculum (VSC) for High
School Mathematics is such a document. Maryland’s own explanation of the VSC for
High School Mathematics is as follows:
All high school students in the 21st century need to be
mathematically competent and confident problem solvers if they
are going to be able to be successful after graduation. The goal of
the Maryland Voluntary State Curriculum (VSC) for High School
Mathematics for College and Workplace Readiness is to provide
high school students access to a curriculum that will achieve this
goal by preparing graduating seniors for the first credit-bearing
mathematics course in college and/or preparing them for
employment in high-performance, high-growth jobs. 6
Despite this goal, Maryland follows the national trend; a significant number of
Maryland high school graduates require remedial mathematics courses in college.
According to data from the Maryland Higher Education Commission, college
remediation rates for mathematics in Maryland are significant and increasing, even for
those students who complete a college-preparatory curriculum in high school.
report, March 2009 The core/ noncore designation is based
on a curricular alignment of high school courses with
admission requirements from the University System of
Maryland (and includes two years of foreign language study)
so that core may be thought of as “college preparatory.”
