5 Environmental context<br />

5.1 Environmental assets<br />

5.1.1 The core study area features important riverine and estuarine habitats within the River Exe and<br />

River Clyst valleys, which together are identified within the South West Nature Map as a<br />

floodplain grazing marsh Strategic Natural Area (SNA).<br />

5.1.2 The Exe Estuary is designated as a wetland of international importance under the Ramsar<br />

convention on wetlands. It is also a Special Protection Area (SPA) under the EC Birds Directive<br />

and its wet meadow and mud flat habitats support overwintering and migrating birds. It is also of<br />

recreational value, used for walking, windsurfing and jet skiing.<br />

5.1.3 The <strong>East</strong> <strong>Devon</strong> Pebblebed Heaths area is located to the south east of Exeter, predominantly<br />

within the River Otter catchment. This designated site is the largest area of lowland heath in<br />

<strong>Devon</strong> and includes both dry and wet heath habitat.<br />

5.1.4 Habitats Regulations Assessments (HRA) have been undertaken for the Regional Spatial Strategy<br />

and for Exeter City <strong>Council</strong> Core Strategy in order to assess the impacts of population growth on<br />

European designated sites. Within and bordering the WCS area these include the following Sites of<br />

Special Scientific Interest (SSSIs), Special Protection Areas (SPAs) and Special Areas of<br />

Conservation (SACs):<br />

• Exe Estuary SSSI, SPA and Ramsar site<br />

• Otter Estuary SSSI<br />

• River Axe SSSI, SAC<br />

• Dawlish Warren SAC and SSSI<br />

• Sidmouth to West Bay SAC (including Axmouth Lyme Regis SSSI and Sidmouth to Beer Coast<br />

SSSI)<br />

• <strong>East</strong> <strong>Devon</strong> Pebblebed Heaths SSSI, SAC and SPA (<strong>East</strong> <strong>Devon</strong> Heaths)<br />

5.1.5 In addition to these designated sites, there is a County Wildlife Site (CWS) in the Clyst floodplain<br />

(between Clyst St Mary and Topsham) and both the Exeter Ship Canal and the Exminster Marshes<br />

are regarded as locally important habitats. These designated and protected sites are documented<br />

comprehensively in the recently published Green Infrastructure <strong>Study</strong> for the New Growth Point<br />

[LDA Design 2009].<br />

5.1.6 The Exeter City HRA indicated the potential for a significant ‘in-combination’ impact on the Exe<br />

Estuary of the development proposals in EDDC, ECC and TDC.<br />

5.1.7 The RSS HRA concluded that: “We remain uncertain that water pollution in relation to increased<br />

pressure on sewage treatment works to serve new development will not result in adverse effects on the<br />

integrity of the Exe Estuary SPA and Ramsar site and the River Axe SAC due to the higher levels of housing<br />

in the Proposed Changes compared to the Panel recommendations.”<br />

5.1.8 The Environment Agency’s response to the RSS HRA consultation stated:<br />

“Assuming sufficient investment is forthcoming over the planning period and there is some further<br />

innovation in sewage treatment technologies we conclude that, as far as possible, there will be no effect on<br />

the integrity of the sites listed.<br />
