Outputs for 10 th IGM for all CB/CRPs:
• Glossy report to be produced. 15-page document….self evaluation according
to the criteria. This is to be a summary report of ALL projects.
• Posters to be requested from the continuing MY projects
• Timeline: End February deadline (28 th February).
• Two PIs for CRPS – can they be invited to make presentations at the IGM or
at the Symposia? (Idea from Akio Takemoto).
• Key point is how to deliver the output of CAPaBLE to the 10 th anniversary
participants – we want to sell the Programme to the developing countries so
now actually provide a glossy input by way of a publication for disseminating
the results.
Item 8: New Capacity Building Activities for 2004/2005
The discussion focussed more on an effective and transparent process for being able
to invite proposals or expressions of interest from member countries and
stakeholders. This was deemed important to ensure a sense of ownership that APN
member countries need to feel a sense of belonging to APN. In this context, more
emphasis was placed on implementing an effective procedure to invite proposals
from APN member countries. While a number of concept papers had already been
submitted, these were not given any attention but, rather, would be encouraged to
resubmit after the formal request for expressions of interest from the member
countries. Furthermore, in doing so, the member countries will be encouraged to
contact their GC national committees which could be one or more of the four main
Global Change Programmes, a country or other- initiated GC national programme.
Activities at all geographical levels from national to regional and global are
acceptable.
Procedure and timeline for inviting new proposals:
• 1st week in December – opportunity is announced to members
• 31st January deadline for submissions
• end-February deadline for review
• Open for APN members only (at least initially)
• Specifically asked to go through the national committees of the Global
Change Programmes (example Earth System Science Partnership – in
Australia)
• IHDP has tried this because it needs a dialogue between members of
governing bodies of the GC programmes as well as the national committees
and others.
• Capacity building proposal guidelines for new proposals to be updated and
distributed to APN Members.
� Set of guidelines outlining criteria for submission needs to be updated
� This to be based on the first year CB Guide for proponents
� Procedure for review, selection and endorsement of new projects to be
discussed among the CSC members via e-mail in the ensuing 2 months.
