Proposed New Activities for 2005/2006:
Advisor for the Second Strategic Plan (2SP) Implementation in
FY2005
The 2SP recommends that the APN prepares: (1) annual operating plan, (2)
communications and information plan, and (3) resource development plan. These
action points are vital for the successful implementation of the 2SP in the FY2005.
At the same time, in the FY2005, the revision of the APN Framework will have to
be prepared according to the 2SP and the draft should be submitted to the 11 th
IGM for discussion and approval.
Considering that the FY2005 is the first year of the implementation of the new
2SP and that the success of the work is crucial to ensure the smooth
implementation of the plan, a special budget should be prepared to invite an
advisor, who is familiar with the APN activities, travelling for 24 days in a year to
the APN Secretariat in Kobe, Japan. The advisor is also requested to make two
one-week missions to discuss with potential donors for exploring APN resources
development.
A total sum of US $32,000 (see breakdown below) is proposed in the science
activity budget of FY2005 as a one-time arrangement for Year 1 of the 2SP, as it
is needed for the transition phase from 1SP to 2SP.
Nomination of the advisor will be decided in consultation with the Steering
Committee.

Note 1:
(1) 7 days in May-June 2005: to provide expert advice for preparing the annual
operating plan for the FY2005.
(2) 10 days in September-October 2005: to provide expert advice for preparing a
communications and information plan, APN resources development plan and
Framework revisions, plus to chair a web-based conference for CAPaBLE CSC.
(3) 7 days in January-February 2006: to provide expert advice for preparing the
annual operating plan for the FY2006 and the APN resources development plan.
Note 2:
Two one-week missions to potential donors are tentatively proposed for (1) early
November and (2) mid February.
