CAPaBLE Standing Committee: Terms of Reference (Draft)
1. Scientific Capacity Building and Enhancement for Sustainable
Development: CAPaBLE is a Programme of the Asia Pacific Network for Global
Change Research (APN) with the objectives of building and enhancing scientific
capacity for sustainable development in developing countries of the region.
2. The Programme is managed by the APN Secretariat. The CAPaBLE Standing
Committee (CSC) is responsible to the APN Steering Committee for both the
oversight of the processes related to the operation of the CAPaBLE Programme
and the development of strategies for its development and future. A schematic
diagram showing how the CSC fits under the structure of the APN is provided in
Figure 1.
3. The CSC will meet primarily via e-mail communication as appropriate.
4. The membership of the CSC will consist of:
• Three Ex-officio members of APN’s Steering Committee (2 Scientific Planning
Group Co-chairs; Director of APN’s Secretariat);
• Two Experts in the field of science capacity building; at least one of whom is a
member with strong links to the International Programmes (e.g. UNESCO, ICSU,
WCRP, IGBP, IHDP, DIVERSITAS) and from regional programmes that are
involved in capacity building activities to maintain alignment, connection and
continuity but to avoid duplication; and
• One donor representative (1).
5. The CSC will:
A. PROGRAMME
(1) Ensure that CAPaBLE operates and develops in accordance with the
Objectives of the APN vis-à-vis:
• Fostering global change research;
• Promoting developing-country scientists participation;
• Science-policy interfacing;
• Specific objectives of CAPaBLE; and
• Directives of the Intergovernmental meeting and/or the APN Steering
Committee.
(2) Ensure that CSC deliberations and actions are transparent and
communicated widely, especially to the APN Steering Committee and the
Intergovernmental Meeting.
(3) Establish and review the procedures of the CAPaBLE Programme related
to:
• Call(s) for Proposals for funding through the Programme;
• The selection of proposals for funding including the disciplinary areas of
research and regional focus that reflect the priorities established by the IGM;
• The review of overall performance of the projects;
• Ensuring the dissemination of materials generated; and
• Developing guidelines to focus activities around current and developing
themes in global change.
