TYPE OF PROJECT<br />
This project submitted by Uni<strong>on</strong> des Journalistes Indépendants du Togo (UJIT), aims at tra<strong>in</strong><strong>in</strong>g local<br />
journalists and media professi<strong>on</strong>als, and rais<strong>in</strong>g their awareness so that they can play their rightful role <strong>in</strong> the<br />
establishment of democracy <strong>in</strong> their country. Hav<strong>in</strong>g identified a set of priority needs (writ<strong>in</strong>g techniques,<br />
collecti<strong>on</strong> and process<strong>in</strong>g of <strong>in</strong>formati<strong>on</strong>, good governance, etc.), the UJIT proposes to organize, with <strong>IPDC</strong><br />
support, tra<strong>in</strong><strong>in</strong>g <strong>in</strong> journalism basics and good governance as it applies to the media. The tra<strong>in</strong><strong>in</strong>g will be<br />
complemented by the producti<strong>on</strong> of programmes and articles by the media organisati<strong>on</strong>s <strong>in</strong>volved.<br />
IMPLEMENTATION:<br />
The c<strong>on</strong>tract between UNESCO and UJIT regard<strong>in</strong>g the f<strong>in</strong>anc<strong>in</strong>g of this project was made <strong>in</strong> June <strong>2009</strong>. A<br />
regi<strong>on</strong>al sem<strong>in</strong>ar <strong>on</strong> Electi<strong>on</strong> coverage was organised <strong>in</strong> cooperati<strong>on</strong> with West African Journalists Associati<strong>on</strong><br />
(WAJA) to c<strong>on</strong>tribute the improvement of journalists’ level <strong>in</strong> electi<strong>on</strong>s media coverage <strong>in</strong> WAJA Regi<strong>on</strong>, to<br />
reflect <strong>on</strong> the situati<strong>on</strong>s of transiti<strong>on</strong>s and <strong>in</strong>terrupti<strong>on</strong> of the democratic processes and their impacts <strong>on</strong> the<br />
Medias, about media as dialogue c<strong>on</strong>veyor (theme of the <strong>2009</strong> world press celebrati<strong>on</strong> day) for understand<strong>in</strong>g<br />
and rec<strong>on</strong>ciliati<strong>on</strong> <strong>in</strong> these situati<strong>on</strong>s.<br />
Activities <strong>in</strong>cluded several communicati<strong>on</strong>s and an enrich<strong>in</strong>g exchange of experiences. In the majority,<br />
participants particularly <strong>in</strong>sisted <strong>on</strong> the necessity of a professi<strong>on</strong>al and good quality work <strong>in</strong> any circumstances<br />
particularly <strong>in</strong> electi<strong>on</strong>s periods and the need of grant<strong>in</strong>g journalists with better work<strong>in</strong>g c<strong>on</strong>diti<strong>on</strong>s for<br />
journalists <strong>in</strong> order to have better media coverage of electi<strong>on</strong>s.<br />
Some great pr<strong>in</strong>ciples stated <strong>in</strong> the Dakar Declarati<strong>on</strong> adopted dur<strong>in</strong>g the May 3, 2005 Celebrati<strong>on</strong> of World<br />
Press Freedom Day were recalled. This declarati<strong>on</strong> called UNESCO member states «to help media to ensure a<br />
professi<strong>on</strong>al coverage of electi<strong>on</strong>s by giv<strong>in</strong>g at appropriate time to journalist’s complete <strong>in</strong>formati<strong>on</strong> and by<br />
guarantee<strong>in</strong>g to political parties an equitable access to media throughout all electoral process ". It also urged<br />
media and professi<strong>on</strong>al organisati<strong>on</strong>s "to commit themselves to achieve an objective and professi<strong>on</strong>al work and<br />
to establish mechanisms to promote a professi<strong>on</strong>al journalism; to take part <strong>in</strong>to journalists tra<strong>in</strong><strong>in</strong>g sessi<strong>on</strong>s <strong>in</strong><br />
order to re<strong>in</strong>force professi<strong>on</strong>al and de<strong>on</strong>tological standards; to ensure the transparency with regard to property;<br />
to promote media companies ec<strong>on</strong>omic and to support journalists <strong>in</strong>dependence <strong>in</strong> improv<strong>in</strong>g their work<strong>in</strong>g<br />
c<strong>on</strong>diti<strong>on</strong>s and <strong>in</strong> remunerat<strong>in</strong>g them correctly "; the document also <strong>in</strong>sisted <strong>on</strong> journalists’ tra<strong>in</strong><strong>in</strong>g namely <strong>in</strong><br />
terms of security, with <strong>in</strong> particular tra<strong>in</strong><strong>in</strong>g <strong>in</strong> security and the grant<strong>in</strong>g of a risk <strong>in</strong>surance to journalists.<br />
It had been requested from UNESCO "to use the above menti<strong>on</strong>ed declarati<strong>on</strong> as reference document for its<br />
activities» <strong>in</strong> the field of media. Thus, its ma<strong>in</strong> issues were largely discussed dur<strong>in</strong>g the meet<strong>in</strong>g of Kpalimé.<br />
This regi<strong>on</strong>al workshop was immediately followed by a nati<strong>on</strong>al workshop for Togolese journalists ma<strong>in</strong>ly <strong>on</strong><br />
the coverage of the com<strong>in</strong>g presidential electi<strong>on</strong>s. A manual <strong>on</strong> electi<strong>on</strong>s coverage <strong>in</strong> West Africa was<br />
developed and distributed am<strong>on</strong>g journalists <strong>in</strong> Togo and <strong>in</strong> the West Africa regi<strong>on</strong>.<br />
