TANZANIA: ESTABLISHMENT OF COMMUNITY RADIO FOR KAHAMA<br />

TYPE OF PROJECT<br />

This project seeks to establish a Community Radio for Kahama District <strong>in</strong> the United Republic of Tanzania.<br />

The immediate beneficiary target of the project are the 750,000 residents of Kahama District most of who are<br />

farmers and pastoralists who have access to radio. Kahama District has limited access to pr<strong>in</strong>ted media due to<br />

poor <strong>in</strong>frastructure and illiteracy. There are <strong>on</strong>ly 2 radio stati<strong>on</strong>s which can be properly listened— a publicly<br />

owned RTD and a private <strong>on</strong>e, RFA—with limited recepti<strong>on</strong>s <strong>on</strong> other 2 radios—Clouds FM and Radio One,<br />

both privately owned. Only 2 TV channels which are also c<strong>on</strong>f<strong>in</strong>ed to townships—Sh<strong>in</strong>yanga and Kahama<br />

towns, can be viewed without c<strong>on</strong>necti<strong>on</strong> to satellite dishes. The immediate objectives of the project are to set<br />

up a 300 watts FM radio for Kahama District and support to <strong>on</strong>e week tra<strong>in</strong><strong>in</strong>g to six members of staff (<strong>on</strong>e staff<br />

be<strong>in</strong>g at managerial level) and 5 volunteers of the community radio <strong>in</strong> organisati<strong>on</strong>al management, <strong>in</strong>formati<strong>on</strong><br />

gather<strong>in</strong>g, programme producti<strong>on</strong> and basic broadcast<strong>in</strong>g skills.<br />

IMPLEMENTATION<br />

The approved work plan for this project foresees the implementati<strong>on</strong> of the follow<strong>in</strong>g activities:<br />

� C<strong>on</strong>structi<strong>on</strong> permit sought from the Tanzania Communicati<strong>on</strong>s Regulatory Authority<br />

� Recruitment of <strong>on</strong>e Managerial staff with media background.<br />

� Refurbishment of studio build<strong>in</strong>g and mast<br />

� Procurement of 300 Watts and <strong>in</strong>stallati<strong>on</strong> of FM broadcast<strong>in</strong>g and producti<strong>on</strong> room equipment<br />

� Recruitment of volunteer staff<br />

� Source a local c<strong>on</strong>sultant to deliver tra<strong>in</strong><strong>in</strong>g <strong>on</strong> Community Radio Organisati<strong>on</strong>al Management,<br />

Informati<strong>on</strong> Gather<strong>in</strong>g, and basic journalism tra<strong>in</strong><strong>in</strong>g.<br />

� One week Tra<strong>in</strong><strong>in</strong>g of staff <strong>in</strong> organisati<strong>on</strong> management, modern news gather<strong>in</strong>g methods, programme<br />

producti<strong>on</strong> and basic broadcast<strong>in</strong>g skills.<br />

� Preparati<strong>on</strong> and producti<strong>on</strong> of Radio Programmes<br />

� Broadcast<strong>in</strong>g of the educati<strong>on</strong>al and developmental radio Programmes<br />

� Establishment of learn<strong>in</strong>g resource centre and website.<br />

RESULTS<br />

An experienced Radio Manager with vast experience from the ma<strong>in</strong>stream media has been recruited.<br />

The C<strong>on</strong>structi<strong>on</strong> permit from the Tanzania Communicati<strong>on</strong>s Regulatory Authority (TCRA) has been secured.<br />

Refurbishment of the Community Radio Premises and negotiati<strong>on</strong>s with telecommunicati<strong>on</strong>s companies to host<br />

the Radio Transmitter is currently <strong>in</strong> progress. The Tanzania Communicati<strong>on</strong>s Regulatory Authority has a new<br />

requirement restrict<strong>in</strong>g <strong>in</strong>stallati<strong>on</strong> of FM transmitters <strong>in</strong> Community Radio Premises, most of which are located<br />

with<strong>in</strong> the built up areas, a requirement which necessitates the shar<strong>in</strong>g of towers with already exist<strong>in</strong>g<br />

communicati<strong>on</strong> providers.<br />
