TANZANIA: CAPACITY BUILDING OF THE NEW COMMUNITY MEDIA<br />

NETWORK OF TANZANIA<br />

TYPE OF PROJECT<br />

This project is <strong>in</strong>tended to support the Community Radio professi<strong>on</strong>als <strong>in</strong> Tanzania to develop a professi<strong>on</strong>al<br />

network that will br<strong>in</strong>g standardizati<strong>on</strong> <strong>in</strong>to the Community Media sector, improve the ethical c<strong>on</strong>duct and act a<br />

lobby group for community media <strong>in</strong> the country. Unfortunately the Community media sector has not developed<br />

at the same pace with public and private media, despite the developments <strong>in</strong> the media, which s<strong>in</strong>ce the<br />

<strong>in</strong>troducti<strong>on</strong> of multiparty politics <strong>in</strong> Tanzania <strong>in</strong> 1990s led to the <strong>in</strong>crease <strong>in</strong> media outlets.<br />

Due to the challenges <strong>in</strong>herent <strong>in</strong> Community Media <strong>in</strong> Tanzania, Community media stakeholders <strong>in</strong> Tanzania<br />

found it necessary to have their own network as a platform to advocate for better operat<strong>in</strong>g envir<strong>on</strong>ment <strong>in</strong><br />

favour of community media. They came up with the Community Media Network of Tanzania (COMNETA), a<br />

very young virtual network, which wasn’t registered and lacked organisati<strong>on</strong>al capacity.<br />

The Capacity build<strong>in</strong>g project for Community Media Network of Tanzania (COMNETA) was therefore deemed<br />

essential because COMNETA with its lack of capacity, became the <strong>on</strong>ly place where communities and the<br />

Media come together and, identify themselves, created dialogue with the Government and other stakeholders; it<br />

is the Place where support is guaranteed to all members who may not be able to take acti<strong>on</strong> al<strong>on</strong>e when<br />

c<strong>on</strong>fr<strong>on</strong>ted with regulatory challenges; provides a platform for shar<strong>in</strong>g resources etc. Furthermore, COMNETA<br />

will provide platform for shar<strong>in</strong>g experience and knowledge. Most of all will help <strong>in</strong> decisi<strong>on</strong> mak<strong>in</strong>g <strong>on</strong><br />

matters that c<strong>on</strong>cern community radios such as <strong>in</strong> matters related to policy and legislative changes affect<strong>in</strong>g<br />

community media.<br />

IMPLEMENTATION<br />

To achieve the above menti<strong>on</strong>ed objectives the follow<strong>in</strong>g were the activities envisaged to be accomplished<br />

through the approved project:<br />

� Draft<strong>in</strong>g of the COMNETA C<strong>on</strong>stituti<strong>on</strong><br />

� Registrati<strong>on</strong> of the network and licence<br />

� Capacity build<strong>in</strong>g of Community Media network members through two tra<strong>in</strong><strong>in</strong>g opportunities<br />

� COMNETA Leadership capacity developed<br />

� Development of Strategic plan and implementati<strong>on</strong> plan.<br />

RESULTS<br />

A technical and advocacy workshop for community media <strong>in</strong> Tanzania was held <strong>in</strong> Micheweni, District <strong>in</strong><br />

Pemba Island from October 4-8, 2010.The workshop was attended by coord<strong>in</strong>ators from 12 community radio<br />

network members and officiated by a high level representati<strong>on</strong> from the government led by the Deputy Chief<br />

M<strong>in</strong>ister and M<strong>in</strong>ister of Informati<strong>on</strong> and Culture and Sports of the Revoluti<strong>on</strong>ary Government of Zanzibar,<br />

There was also the participati<strong>on</strong> of the Commissi<strong>on</strong> for Science and Technology and Nati<strong>on</strong>al and regi<strong>on</strong>al<br />

development partners such as Akiba Uhaki based <strong>in</strong> Kenya - a regi<strong>on</strong>al organizati<strong>on</strong> provid<strong>in</strong>g grants to n<strong>on</strong>-<br />
