1.1 PurPose oF the InvestIgatIon 1 Current Final cluster analysis is aimed at identifying potential trans-border economic clusters in cross border region of Leningrad oblast and Ida-Virumaa and was carried out at European and national levels and focused on possible cross-border company networks. This survey is intending to assist EstRuCluster Development project partner consortium to identify and develop basis for trans-border economic clusters as new business opportunity for SMEs development and innovation in cross border Leningrad oblast and Ida-Virumaa territory. The objective of EstRuClusterDevelopement project is to raise awareness, identify and prepare development of trans-border economic clusters in the North-East Estonia and North-West Russia and to give potential cluster SMEs Introduction practical opportunities in developing cross-border contacts, open new markets and create innovative networks. It aims to raise awareness on clusters and improve capacity of local actors in encouraging cross-border activities providing for long lasting cross-border contacts and interaction with SMEs in cross-border environment. 1.2 surveY hYPothesIs Final Cluster Analysis Experts assume that Russian region of Leningrad oblast, including Saint Petersburg metropolis, and Estonian region Ida-Virumaa, with the common border, similar economic pattern set up already in the former Soviet Union, sufficient levels of development and related groups of industrial sectors, have a potential for the development of trans-border industrial-innovative clusters. 5
