43 APPENDIX At a MEETING of the BEST VALUE SUB-COMMITTEE OF THE POLICY AND RESOURCES COMMITTEE held at Dundee on 16th March 2005. I NON-HOUSING PROPERTY AND MAINTENANCE REPAIRS SERVICE There was submitted Report No 173-2005 by the Chief Executive presenting the findings and recommendations of the Best Value review on the property (non-housing) repairs and maintenance service (eg to schools and other departments). The Committee approved the following recommendations:- (a) to adopt the partnership agreement attached as an appendix to the report to govern the repairs service to Council departments by Contract Services to come into force on 1 April 2005 and submit the details of the partnership agreement to a special meeting of the Policy and Resources Committee on 21st March, 2005. (b) to submit an annual report on the property maintenance partnership agreement to the Policy and Resources Committee. (c) to replace the existing Schedule of Rates plan with a "cost plus" basis for charging repairs. (d) to approve an interim I.T. solution to provide repairs and billing with the long-term aim of using the new corporate property system. II BEST VALUE REVIEW PROGRAMME There was submitted Report No 174-2005 by the Assistant Chief Executive (Community Planning) revising the best value review programme for the current year. The Sub-Committee approved the Best Value Review Programme set out in Section 7 of the Report and agreed to continue to monitor progress and review priorities for best value reviews on an annual basis. The minute of meeting of this Committee of 21st March 2005 was held as read. Unless marked thus * all items stand delegated. I FIFE DRAFT STRUCTURE PLAN - ST. ANDREWS AND EAST FIFE DRAFT LOCAL PLAN There was submitted Report No. 218-2005 by the Director of Planning and Transportation advising the Committee of the publication of the Fife Draft Structure Plan and the St. Andrews and East Fife Draft Local Plan and outlining matters of interest to Dundee City Council as a neighbouring authority. The Committee agreed to:- (i) note the publication of the Fife Draft Structure Plan and the St. Andrews and East Fife Draft Local Plan; (ii) approve the report which highlighted matters of concern to Dundee City Council as neighbouring planning authority; (iii) remit the Director of Planning and Transportation to submit this report to Fife Council as Dundee City Council's formal response to the Draft Plans; and (iv) remit the Director of Planning and Transportation to submit a further report on the Finalised Fife Structure Plan and Finalised St. Andrews and East Fife Local Plan when these documents are published. II ANGUS LOCAL PLAN REVIEW - FINALISED PLAN There was submitted Report No. 207-2005 by Director of Planning and Transportation advising the Committee of the publication of the Angus Local Plan - Finalised Plan. The Committee agreed to note the publication of the Angus Local Plan - Finalised Draft and that the deadline for receipt of objections had been 17th March 2005. It further agreed to endorse the objection already submitted to Angus Council by the Director of Planning and Transportation to that plan and remit the Director of Planning and Transportation to pursue the objection through the Local Plan Inquiry process.
