47 At a MEETING of the LEISURE AND ARTS SERVICES COMMITTEE held at Dundee on 18 April 2005. The minute of meeting of this Committee of 21st March 2005 was held as read. Unless marked thus * all items stand delegated. I DUNDEE CONTEMPORARY ARTS LIMITED REVENUE SUPPORT 2005-2006 Councillors Webster, Will Dawson and Hind declared a non-financial interest by virtue of their Council appointments. The Director of Leisure and Arts submitted Report No 260-2005 requesting renewal of revenue funding to Dundee Contemporary Arts Limited for the year 2005-2006. The Committee approved grant funding amounting to £257,175 as set out in the report. II DUNDEE JAZZ FESTIVAL/ASSEMBLY DIRECT The Director of Leisure and Arts submitted Report No 261-2005 requesting grant funding to Assembly Direct for the Dundee Jazz Festival. The Committee approved grant funding of £4,000 to Assembly Direct. III CEMETERY HEADSTONE SAFETY Councillor Duncan declared a non-financial interest by virtue of his employment as a monumental mason. On a reference to Article III of the minute of meeting of this Committee of 15th December 2003 the Director of Leisure and Arts submitted Report No 30-2005 advising the Committee of the conclusions of the Pilot Memorial Headstones Inspection Team and seeking approval for the way forward The Committee agreed that the inspection programme identified in paragraph 6.3 of the report be adopted as the way forward and remitted to the Director of Leisure and Arts to consider additional measures which would provide a long term option for the sustaining of headstone safety for the future.
IV TENDERS RECEIVED (a) TENDERS RECEIVED BY CITY ARCHITECTURAL SERVICES OFFICER 48 The City Architectural Services Officer submitted Report No 235-2005 on the offer by Dundee Contract Services to carry out roof replacement at Dawson Park Bowling Pavilion under the Property Maintenance Small Works Partnership for the sum of £21,900 together with allowances of £340 for Planning Supervisor and £3,692 for professional services making a total expenditure of £25,932. The Committee agreed to accept the offer. (b) TENDERS RECEIVED BY CITY ENGINEER The City Engineer submitted Report No 212-2005 giving details of offers received for Dudhope Skate Park. The Committee agreed to accept the lowest offer by Clachan Construction amounting to £189,696.60 together with allowances of £10,000 for contingencies, £6,303.40 for grass seeding and remedial works and £24,000 for professional fees making a total expenditure of £230,000 which would be funded in its entirety from Quality of Life Funding. V CAMPERDOWN WILDLIFE CENTRE - EXTENSION TO CONTRACT - CREATION OF BROCH - INTERPRETATION/EXHIBITION BUILDING On a reference to Article III(a)(iii) of the minute of meeting of this Committee of 17 January 2005 the City Architectural Services Officer submitted Report No 236-2005 requesting approval to extend the existing contract. The Committee agreed to extend the existing contract with Clachan Construction Limited to include the above project at an estimated additional expenditure of £40,000. VI OLYMPIA LEISURE CENTRE (a) IMPROVEMENT PROGRAMME There was submitted Agenda Note AN151-2005 advising that an offer amounting to £23,037 had been received from Specialist Contractor, Aqua Systems, Denmark for an ultraviolet water treatment unit for the Toddler Pool and Leisure Pool. The Committee agreed to accept the offer. (b) PILOT ADVERTISEMENT INITIATIVE There was submitted Agenda Note AN152-2005 advising that the Department had been approached by RENT2AD, Dundee who wished to locate adverts inside lockers within leisure centres. The Committee remitted to the Director of Economic Development to enter into a Lease Agreement with RENT2AD, Dundee for the pilot scheme which would run from May to November 2005 for Olympia only and noted that should the scheme be successful this be progressed and renegotiated for other centres. VII DUNDEE VISUAL ARTISTS AWARDS - REQUEST TO INCREASE GRANT There was submitted Agenda Note AN153-2005 advising that the Scottish Arts Council had agreed to consider increasing their level of partnership spending and had requested that Dundee City Council raise the maximum grant to all applicants from £500 to £1,000. The Committee agreed to the request and noted that the deadlines for applications in 2005 were Wednesday, 25th May and Wednesday, 23rd November respectively.
