Implement renewable energy based systems to the four remote northern<br />
communities where hydroelectric service is not currently available through<br />
<strong>Manitoba</strong> Hydro’s grid.<br />
Develop a northern strategic initiative to deal with the unique northern climate<br />
change opportunities and challenges related to:<br />
• An extended shipping season <strong>for</strong> the port of Churchill, and stabilization of the<br />
Hudson Bay Railway line that is affected by changing permafrost conditions;<br />
• Winter road impacts;<br />
• The anticipated shifts in employment in fishing, hunting, trapping and tourism<br />
opportunities available to northern residents;<br />
• The need <strong>for</strong> a sub-arctic centre <strong>for</strong> northern climate change research that could<br />
be served by building on the existing strengths of the Churchill Northern Studies<br />
Centre;<br />
• New opportunities <strong>for</strong> energy, trade, research and in<strong>for</strong>mation exchange in<br />
Nunavut; and<br />
• Industrial energy co-generation by northern mining companies.<br />
Address Urban Issues<br />
Over 70 per cent of<br />
<strong>Manitoba</strong>’s population lives in the capital region and other <strong>Manitoba</strong> urban<br />
centres. 9 In order to address climate change, and specifically mitigation activities,<br />
it is essential that a significant component of our climate change initiatives be<br />
focused in urban areas. It is also noted that a major source of urban greenhouse<br />
gas emissions comes from the use of personal automobiles and poor urban plan-<br />
