• Leverage private sector investment in climate change initiatives; and<br />
• Act in a timely manner to take advantage of opportunities arising from the<br />
federal government’s climate change action plan and related funding.<br />
Immediately direct the <strong>Manitoba</strong> <strong>Climate</strong> <strong>Change</strong> Initiative office to negotiate an<br />
innovative partnership with the federal government and municipalities to:<br />
• Establish a multi-level partnership similar to the Winnipeg Development Agreement<br />
to deliver a <strong>Manitoba</strong>-based Comprehensive <strong>Climate</strong> <strong>Change</strong> Partnership.<br />
Assemble funding of approximately $25 million over five years from <strong>Manitoba</strong><br />
Hydro and other sources in order to fund the province’s initial contribution to this<br />
joint federal/provincial/municipal climate change initiative of approximately<br />
$75 million over five years;<br />
• Establish the new partnership’s objectives, management structure, program<br />
delivery and funding requirements;<br />
• Work collaboratively with Western Diversification to tailor an approach to addressing<br />
climate change that meets <strong>Manitoba</strong>’s needs; and<br />
• Take advantage of and implement current opportunities, particularly the Urban<br />
Showcase Initiative, the Canadian Transportation Fuel Cell Alliance and the Prairie<br />
Adaptation Research Collaborative.<br />
