This report is aimed at discussing the health impact caused by asbestos exposure in the workplace as well as in the general<br />
environment. <strong>The</strong> report relies on a working hypothesis aimed at promoting contrast measures based on scientific evidence<br />
<strong>and</strong> international cooperation. In particular, the goal is to emphasize the importance of transfer of knowledge from those<br />
countries that have used asbestos for decades, before banning it, towards other countries in which this material is still allowed<br />
so far, <strong>and</strong> its use sometimes promoted. <strong>The</strong> expectation is that the issues at stake, the environmental health <strong>and</strong><br />
socio-economic implications related to asbestos pointed out here, <strong>and</strong> the practical operative actions proposed may support the<br />
decisions of all stakeholders in order to reduce the burden of the asbestos-related diseases in Ecuador.<br />

Corrective Action Unit (CAU) 139 is identified in the Federal Facility Agreement <strong>and</strong> Consent Order (FFACO) as ‘Waste<br />
Disposal Sites’ <strong>and</strong> consists of the following seven Corrective Action Sites (CASs), located in Areas 3, 4, 6, <strong>and</strong> 9 of the<br />
Nevada Test Site: CAS 03-35-01, Burn Pit; CAS 04-08-02, Waste Disposal Site; CAS 04-99-01, Contaminated Surface Debris;<br />
CAS 06-19-02, Waste Disposal Site/Burn Pit; CAS 06-19-03, Waste Disposal Trenches; CAS 09-23-01, Area 9 Gravel Gertie;<br />
CAS 09-34-01, Underground Detection Station. Closure activities were conducted from December 2008 to April 2009<br />
according to the FFACO (1996, as amended February 2008) <strong>and</strong> the Corrective Action Plan for CAU 139 (U.S. Department<br />
of Energy, National Nuclear Security Administration Nevada Site Office, 2007b). <strong>The</strong> corrective action alternatives included<br />
No Further Action, Clean Closure, <strong>and</strong> Closure in Place with Administrative Controls. Closure activities are summarized in<br />

Destructive <strong>and</strong> non-destructive examinations have been performed on specified components of shipping package<br />
9975-02028. For those attributes that were also measured during the field surveillance, no significant changes were observed.<br />
Four conditions were identified that do not meet inspection criteria. <strong>The</strong>se conditions are subject to additional investigation<br />
<strong>and</strong> disposition by the Surveillance Program Authority. <strong>The</strong> conditions include: (1) <strong>The</strong> lead shield was covered with a white<br />
corrosion layer; (2) <strong>The</strong> lead shield height exceeds drawing requirements; (3) Mold was observed on the lower fiberboard<br />
subassembly; <strong>and</strong> (4) Fiberboard thermal conductivity in the axial direction exceeded the specified range. <strong>The</strong> Surveillance<br />
Program Authority was notified of these conditions <strong>and</strong> will document the disposition by surveillance report. All other<br />
observations <strong>and</strong> test results met identified criteria, or were collected for information <strong>and</strong> trending purposes. <strong>The</strong> Savannah<br />
River Site (SRS) stores packages containing plutonium (Pu) materials in the K-Area Complex (KAC). <strong>The</strong> Pu materials are<br />
packaged per the DOE 3013 St<strong>and</strong>ard <strong>and</strong> stored within Model 9975 shipping packages in KAC. <strong>The</strong> KAC facility DSA<br />
(Document Safety Analysis) credits the Model 9975 package to perform several safety functions, including criticality<br />
