3.12.8 When a quotation is used as a syntactic part of a sentence, it may begin with a lowercase<br />
letter, even though the original is a complete sentence beginning with a capital letter; however, if the<br />
quotation is not syntactically dependent on the rest of the sentence, the initial letter is capitalized.<br />
Grandmother remarked that “a stitch in time saves nine.”<br />
As Grandmother often said, “A stitch in time saves nine.”<br />
3.12.9 Dashes, question marks, and exclamation points fall within quotation marks when they refer<br />
to the quoted matter only; they fall outside when they refer to the entire sentence.<br />
The economist’s angry retort is likely to be, “What do you mean? How can a policy work for the market?”<br />
What is the meaning of a “market economy”?<br />
3.12.10 When quoted material was originally written in English, the original source should always<br />
be consulted. In no case should the English quote be retranslated from the Russian translation.<br />
3.12.11. Do not put the names of companies, organizations, or brand names in quotation marks.<br />
Rather, they should simply be capitalized.<br />
NPO Plastmassy (not NPO “Plastmassy”)<br />
Vostok Marine Biological Station (not “Vostok” Marine Biological Station)<br />
a Spektr M-360 gas spectrometer (not a “Spektr” M-360 gas spectrometer)<br />
Note: Commercial names of Russian companies should be transliterated, not translated.<br />
However, a few Russian companies have become well known in the West under a translated name:<br />
Norilsk Nickel, Unified Energy Systems (UES), Rostelecom.<br />
3.13 Single Quotation Marks<br />
3.13.1 Use single quotation marks to indicate quoted material that falls within double quotation<br />
marks. When both single and double quotation marks occur at the end of a sentence, the period<br />
typically falls within both sets of marks.<br />
The witness said, “I distinctly heard him say ‘Don’t be late.’”<br />
3.13.2 Philosophical and theological terms should be placed in single quotation marks. In such<br />
cases, all punctuation, including commas and periods, should be placed outside the quotation marks.<br />
If such a procedure is justifiable, ‘agrees with’ must carry the sense of ‘is consistent with’.<br />
3.14 Ellipsis<br />
3.14.1 In the Word text, use @ to indicate an ellipsis. Do not use three periods. It is the practice of<br />
our journals not to put a space between an ellipsis and a following comma or a final period.<br />
1, 2, 3, 4 .… not 1, 2, 3, 4 … .<br />
3.14.2 Within a quotation, use an ellipsis to indicate deleted words or phrases. The ellipsis points<br />
are used in addition to other needed punctuation. Thus, if a period is contained on either side of or<br />
