European Union
Within this context the following subjects must be
highlighted:
• SINGLE EUROPEAN SKY. We have carried out a
general following of the evolution of the initiative
within the European Parliament and Council,
through the co-decision process of both
institutions that concluded the 9th of December,
with the approval of the regulations. Through
different channels, Aena and other Services
Providers have carried out a great influence with a
fruitful result as many of their appreciations were
considered in the final result.
Likewise, during the second half of 2003, an
Implementation Plan of the Single Sky Initiative
within Aena has been developed, promoting the
establishment of working groups and calendar for
the proper adjustment of the Air Navigation
Directorate to the statements included in this
European initiative.
• EUROPEAN UNION FUNDING THROUGH
TRANS-EUROPEAN TRANSPORT NETWORKS
(TEN-T ATM). The European Commission and the
Trans-European Networks Financial Committee
have decide to fund two multinational projects in
which Aena is participating:
- SEAP: Study on ADS-B implementation trials in
the south of Europe. The study is lead by Aena
and counts on the participation of several
European companies (BAE, Indra, Boeing RTC,
Unión Europea.
En este entorno se han de resaltar asuntos como:
• CIELO ÚNICO EUROPEO. Se ha realizado un seguimiento general
de la evolución de la iniciativa en el Parlamento y el Consejo
Europeo, a través del proceso de codecisión entre ambas instituciones
que finalizó el 9 de diciembre, con la aprobación de los
reglamentos. Se ha llevado a cabo a través de varias vías una gran
labor de influencia que ha tenido como fruto que el resultado final
tenga en cuenta muchas de las apreciaciones realizadas por Aena
y otros proveedores de servicio.
Asimismo, durante la segunda mitad del año 2003, se ha desarrollado
el Plan de Implantación de la Iniciativa de Cielo Único en
Aena, promoviendo la creación de unos grupos y un calendario de
trabajo conducentes a la correcta adaptación de la Dirección de
Navegación Aérea a lo estipulado en esta iniciativa europea.
• FINANCIACIÓN UE A TRAVÉS DE REDES TRANSEUROPEAS
DE TRANSPORTE (TEN-T ATM). La Comisión Europea y el
Comité Financiero de las Redes Transeuropeas han decidido la
financiación de dos proyectos de carácter multinacional en los que
participa Aena:
- SEAP: Estudio para la realización de ensayos de implantación de
ADS-B en el sur de Europa. Este estudio liderado por Aena y con
participación de diversas compañías europeas (BAE, Indra,
