La UNESCO acepta la propuesta de la
reserva de la biosfera

El Comité Científico del Comité MaB (Man and
Biospher) de la UNESCO, reunido el pasado mes de
febrero en la sede del organismo internacional en París,
procedió a aceptar oficialmente la propuesta de la
Reserva de la Biosfera para Fuerteventura, elaborada
por el Cabildo Insular en colaboración con otros organismos
como el Gobierno de Canarias y las universidades
de La Laguna y Las Palmas de Gran Canaria.
Este hecho significa que la propuesta será elevada
en la próxima sesión de la Asamblea General de la
UNESCO, que se celebrará en los próximos meses y
en la que se discutirá la aprobación definitiva y el nombramiento
de la propuesta de Fuerteventura.
El presidente del Cabildo, Mario Cabrera, declaró que
«la aceptación de la propuesta por parte del Comité
Científico de la UNESCO significa un reconocimiento a
todo el trabajo realizado en los últimos años en la elaboración
de un texto ambicioso, rico y conciso, pero
también integrador, pues cuenta con un amplio consenso
institucional y un reconocimiento profesional
constatado por importantes autoridades científicas».
»Sin embargo, la aprobación definitiva de la propuesta
de Fuerteventura no es la culminación de un proceso,
sino el inicio de una etapa crucial para el desarrollo
de Fuerteventura, que deberá llevar acarreada la
puesta en marcha de una Reserva de la Biosfera ejemplar,
respetuosa con los valores naturales de la Isla,
promotora de un desarrollo sostenible, y conciliadora
entre las actividades etnográficas de la Isla y su riqueza
en biodiversidad», agregó el presidente insular.
The scientific committee
of UNESC approves the
proposal of Biosphere
Reserve
The Scientific Committee MaB (Man and Biosphere)
of UNESCO, who met in February in the premises of
the International Organisation in Paris, officially
accepted the proposal of Biosphere Reserve for Fuerteventura
that was elaborated by the Island’s Cabildo
in collaboration with other organisations such as the
Canaries Government and the universities of La Laguna
and Las Palmas de Gran Canaria.
This means that the proposal will be discussed at
the next session of UNESCO’s General Assembly within
the next few months, for the definitive approval of
Fuerteventura’s proposal.
The Cabildo’s President, Mario Cabrera, declared
that «the approval of the proposal by the Scientific
Committee of UNESCO show recognition in all the work
carried out over the past few years in the elaboration
of this ambitious text, rich and concise, that includes
a wide institutional consensus and professional
recognition that has been confirmed by important
scientific authorities».
«However, the definitive approval of Fuerteventura’s
proposal is not the culmination of a process, but the
beginning of a crucial stage for Fuerteventura’s
development, that will have to get this Biosphere Reserve
model into action, respecting the Island’s natural
values, promoting durable development where
ethnographic activities of the Island and its rich
biodiversity can coexist», confirmed the Island’s
president.
DETAILS OF THE PROPOSAL
The proposal of a Biosphere Reserve in Fuerteventura
contains the whole island’s territory, as well as
five marine miles off the Western coast and three miles
on the rest of the island. In total it represents
352.812,6 has., of which 165.664,3 has. (47%) are
on land and 187.148,3 has. (53%) are at sea. Those
dimensions are therefore sufficient to complete the
tasks that are required, they are also quite superior to
the average Biosphere Reserves in Spain, that are
estimated at 81.683 has. including the largest surface
which is at sea.
This is also about the first step in the declaration of
National Park of arid areas of Fuerteventura which is
an area that is being studied too.
The Biosphere Reserve of Fuerteventura is proposed
with basic functions: preservation of landscapes,
ecosystems, species and genetic variety. Promote
economical and human durable development on socio-cultural
and ecological levels. Disseminate
environmental and cultural knowledge required for their
preservation. Back up projects of demonstration,
education and training regarding the environment and
constant research and observation regarding local,
regional, national and worldwide subjects of
preservation and durable development.

DATOS DE LA PROPUESTA
La propuesta de Reserva de la Biosfera de Fuerteventura
comprende todo el territorio insular, además
de una franja marina de cinco millas en la costa oeste
y de tres millas en el resto de la isla. En total, alcanza
una extensión de 352.812,6 has., de las cuales
165.664,3 has. (47%) corresponden el medio terrestre
y 187.148,3 has. (53%) corresponde al medio marino.
Sus dimensiones son por lo tanto suficientes para
cumplir las funciones que se requieren, y son también
bastante superiores a la media de las Reservas de la
Biosfera españolas, estimada en 81.683 has., además
de contar con la mayor superficie en su área
marina.
Se tata además del primer paso para impulsar la
declaración del Parque Nacional de zonas áridas de
Fuerteventura, en cuyo proyecto base también se está
trabajando.
La Reserva de la Biosfera de Fuerteventura se plantea
con determinadas funciones básicas: Función de
conservación, orientada a los paisajes, ecosistemas,
especies y la variación genética. Fomentar un desarrollo
económico y humano sostenible desde los puntos
de vista sociocultural y ecológico. Difundir las características
ambientales y culturales para un adecuado
conocimiento como fundamento para su conservación.
Prestar apoyo a proyectos de demostración, educación
y capacitación sobre el medio ambiente y de
investigación y observación permanente en relación
con cuestiones locales, regionales, nacionales y mundiales
de conservación y desarrollo sostenible.

Die wissenschaftliche Kommission MaB (Man and
Biosphere) der UNESCO, die sich im Februar im
Standort dieser internationalen Organisation in Paris
traf, akzeptierte offiziell den Antrag, Fuerteventura zum
Biosphärenreservoir erklären zu lassen, der vom Cabildo
dieser Insel gemeinsam mit anderen Organismen
wie der Regierung der Kanaren und den Universitären
von Laguna und Las Palmas de Gran Canaria erarbeitet
worden war.
Diese Tatsache bedeutet, dass der Antrag bei der
nächsten Generalversammlung der UNESCO
vorgetragen wird, die in den nächsten Monaten
stattfinden wird. Dort wird über die Genehmigung des
Antrages von Fuerteventura diskutiert.
