Abstract
Considering climate change and the end of low cost energy, it becomes necessary to
decrease greenhouse gas emissions and energy consumption.
Among all human activities, buildings represent an important share of energy
consumption. New techniques and materials are available to reach better efficiency.
Beyond improvements in new buildings, one of the biggest challenge remains to
renovate existing ones.
This paper compares the public actions in three different european countries (Germany,
Spain and Sweden) to encourage reducing energy consumption in existing buildings.
It points out the most efficient measures or regulations taken and puts in perspective the
policy leads by France in this matter.
