Rwandan Women and the Electoral Campaign • 30 - 31 July 2003
Links with the media
‣ The role of the media in an election campaign is crucial. Female candidates should maintain good
relations with the press and include members of the press in their campaigns.
‣ In the case of Rwanda, equitable and generous measures have been taken by the government through
ORINFOR (the State-run media and information office) regarding media coverage of all election
campaigns. The possibilities do exist and women should use them fully.
‣ Besides television, radio and newspapers, public meetings provide an excellent forum for debating with
citizens, particularly those who do not have access to the mass media.
‣ Candidates should be able to manage their time and be punctual for all public engagements. The
media and voters will not wait for them.
Ties with the voters
‣ It is important to know one’s voters and listen to them.
‣ Regular consultations with communities and civil society organisations are essential.
‣ The candidate’s policies should target the needs of his/her voters. Prior to establishing a policy, it is
imperative for the candidate to consult his/her voters and identify with them their needs and requests.
‣ The objectives of the policy should be realistic and attainable.
‣ Voters should be kept well-informed of the candidate’s activities. The candidate should be held to
account regularly in the interests of respect and transparency.
Communication skills
‣ It is important to possess communication skills and be able to get one’s message across. The
candidate’s message should be:
- simple;
- well researched;
- delivered with confidence and conviction; and
- expressed in clear, comprehensible language.
‣ Women candidates should know their public and, consequently, address their message to a target
audience for greater effect.
‣ It is important for the candidate to highlight in his/her speech the changes and benefits he/she will bring
in a concrete, simple way.
‣ It is also important for women to pay attention to their image and not, on entering politics, refute their
identity as women. •
