Of Leaders and Managers in a Campaign<br />
The candidate is a leader. Her campaign is, however, developed by a management team. The roles of each<br />
differ. The team will manage the campaign and the candidate will provide leadership. Candidates often confuse<br />
the two roles, resulting in diminished effectiveness. The distinction b<strong>et</strong>ween the two roles is summarised in the<br />
table below.<br />

Staffing the Campaign<br />

Staffing the campaign means appointing knowledgeable, dedicated and reliable people to important positions in<br />
the campaign. The key p<strong>la</strong>yers must have a solid re<strong>la</strong>tionship with the candidate and with each other. Defining<br />
the roles and responsibilities of each staff member helps the candidate select qualified individuals for key posts.<br />
Among the key staff in any campaign are:<br />
Campaign Manager<br />
• Appears for the candidate in case of schedule conflicts;<br />
• Implements the campaign p<strong>la</strong>n;<br />
• Directs spending of funds;<br />
• Briefs the candidate on all issues;<br />
• Is in charge of the rest of the staff.<br />
Finance Manager<br />
• Is personally appointed by the candidate and should preferably be part of the family;<br />
• Develops a fundraising p<strong>la</strong>n and monitors its implementation;<br />
• Manages the budg<strong>et</strong> in consultation with the candidate and the campaign manager.<br />
Scheduler<br />
This position is mostly ignored, y<strong>et</strong> it is probably the most important in an election campaign. A scheduler is the<br />
person who keeps the candidate’s schedule. As a rule of the thumb, the candidate should only follow the<br />
schedule provided by the scheduler - not any other.<br />
The job of a scheduler is to:<br />
• Ensure that the candidate me<strong>et</strong>s targ<strong>et</strong>ed voters;<br />
• Prepare and animate the candidate’s schedule;<br />
• Select prime opportunities for the candidate;<br />
• Manage invitations;<br />
• Conduct scheduling me<strong>et</strong>ings;<br />
• Arrange travel companions for the candidate;<br />
• Brief the candidate on her schedule.<br />
