Of Leaders and Managers in a Campaign
The candidate is a leader. Her campaign is, however, developed by a management team. The roles of each
differ. The team will manage the campaign and the candidate will provide leadership. Candidates often confuse
the two roles, resulting in diminished effectiveness. The distinction between the two roles is summarised in the
table below.
Management
Leadership
Creating an agenda Planning and budgeting -- Establishing direction --
Establishing steps and timetables for Developing a vision and strategies
achieving results
Developing a human network Organising and staffing structures, Aligning people --
staffing, delegating, policies, procedures Communicating, creating teams
Execution Controlling and problem solving -- Motivating and inspiring --
Monitoring results, correcting problems Energising people to overcome
obstacles
Outcomes
Staffing the Campaign
Produces a degree of predictability and
order
Produces change, often to a dramatic
degree
Staffing the campaign means appointing knowledgeable, dedicated and reliable people to important positions in
the campaign. The key players must have a solid relationship with the candidate and with each other. Defining
the roles and responsibilities of each staff member helps the candidate select qualified individuals for key posts.
Among the key staff in any campaign are:
Campaign Manager
• Appears for the candidate in case of schedule conflicts;
• Implements the campaign plan;
• Directs spending of funds;
• Briefs the candidate on all issues;
• Is in charge of the rest of the staff.
Finance Manager
• Is personally appointed by the candidate and should preferably be part of the family;
• Develops a fundraising plan and monitors its implementation;
• Manages the budget in consultation with the candidate and the campaign manager.
Scheduler
This position is mostly ignored, yet it is probably the most important in an election campaign. A scheduler is the
person who keeps the candidate’s schedule. As a rule of the thumb, the candidate should only follow the
schedule provided by the scheduler - not any other.
The job of a scheduler is to:
• Ensure that the candidate meets targeted voters;
• Prepare and animate the candidate’s schedule;
• Select prime opportunities for the candidate;
• Manage invitations;
• Conduct scheduling meetings;
• Arrange travel companions for the candidate;
• Brief the candidate on her schedule.
